<p>This study aims to investigate the extent to which Islam influences Indonesian foreign policy in the post-Suharto era. Specifically, this research intends to examine under what circumstances the influence of Islam on Indonesian foreign policy will be substantial and under what conditions it will have less of an effect. Focusing on the era of the administration of President Yudhoyono, the issues covered in this study embrace Indonesia’s policies towards Iran’s nuclear programme, Kosovo’s independence and Palestinian statehood.   This study puts emphasis on the interplay between Muslim groups and the government in relation to the conduct of the country’s foreign policy. As interest groups, Muslim groups in Indonesia have had significant concerns about Muslim issues in both Indonesia’s domestic affairs and in its foreign policy.  In general, this study argues that there has been an increased role for Islam in Indonesia’s post-Suharto foreign policy. Islamic elements and Muslim groups’ aspirations have been increasingly included and accommodated in the country’s foreign policy. These accommodations are made to the extent that the aspirations these views reflect do not contradict fundamentally with Pancasila as state philosophy, the 1945 constitution and the country’s vital national interests, mainly those related to territorial integrity.  Specifically, the case of the Iranian nuclear programme has showed that the government ‘bowed’ to the Muslim groups’ pressures which were backed by the parliament. The government changed its position from supporting UNSC resolution 1747 on sanctions against Iran to abstaining on the similar resolution no. 1803. In this regard, the influence of Muslim groups on the country’s foreign policy was important and substantial as Muslim groups’ interests and members of parliament’s interests did converge against the government’s policy on that matter.   The Kosovo case has demonstrated an opposite effect. The government apparently firmed up its non-recognition of Kosovo’s independence and disregarded Muslim groups’ aspirations. Muslim groups’ aspiration to recognise Kosovo’s independence is perceived to contradict the most vital of the country’s national interest, namely national integrity. Finally, the case of Palestinian statehood has showed that the Indonesian government’s policy and Muslim groups’ aspirations have been aligned (unlike their differences over Iran) with a similar voice being presented.</p>

Complex processes which enabled Albanians to gain full control over a unifi ed and centralized Islamic Community in the Socialist Yugoslavia are presented in this work. Islamic Community’s decision to align its organization with the state’s organization model provided by the Constitution and to establish its central bodies on the basis of equal representation of all council territories which coincided with the administrative boundaries of the republics of that time enabled the Albanians to obtain absolute majority in the bodies at the highest level. For years the established domination presented no problem because the Albanian representatives were cooperative and unwilling to challenge the supremacy of the Muslims, but when the disintegration crisis of the state began to unravel, it resurfaced with a dramatic twist. Abandoning its initial neutrality, the Islamic Community in the fi rst phase openly supported one side demanding disintegration of the state and in the second phase, breaking up of Serbia’s territorial integrity and creation of an independent Kosovo. These activities clearly indicate that the Albanian factor had acted premeditatedly when taking control of the Islamic Community as a whole and that it had taken advantage of favourable historical circumstances using the Islamic Community as a lever to pursue the projected national interests that were to be materialized through the fi nal status of Kosovo and Metohija.

Suisheng Zhao has assembled this volume from articles recently published in the Journal of Contemporary China, which he edits. Its chapters cover recognizable terrain for political scientists: whether China, as a rising power, will seek to maximize its relative or absolute gains; the likelihood its increasing power will tend towards status-quo or belligerent lines; and the degree of Chinese ‘exceptionalism’ when compared with other countries. As the subtitle might suggest, the contributions present China in a favourable light, stressing how China's leaders have spurned ideological purism for the pragmatic weighing of national interests, with only nationalism to serve as a double-edged sword by conferring legitimacy on the government, but potentially also taking it away. The assertion that strategic calculations govern Chinese foreign policy contrasts with other interpretations, such as those of David Lampton in Same Bed, Different Dreams, who assigns a large role to domestic politics, or Peter Gries in Understanding Chinese Nationalism, who highlights the constraining role of nationalist ideology on the ability of China's leaders to de-escalate crises with other countries. Zhao's contribution lies less in defending the assertion of pragmatism against those competing perspectives and more in drawing upon it in offering fresh material.

The “national interest” has proven to be a highly resilient concept, not only in terms of its malleability in the hands of foreign policymakers and various publics but also in terms of its ability to retain currency among several generations of international relations scholars despite repeated efforts to discredit it. There have been several attempts recently to rehabilitate the concept, including one by the Commission on the Organization of the Government for the Conduct of Foreign Policy which recognized that repudiation of the term by academics did not absolve practitioners from their continuing responsibility to define it. However, the problem with recent attempts on the part of scholars as well as practitioners to reformulate the “national interest” is that they fail to take into account adequately the new realities of world politics which have tended to upset the normal calculus. If the identification of “national interests” has defied precise analysis in the past, it is an even more difficult task today.

As Susilo Bambang Yudhoyono won the 2004 presidential election, it marked the end of Indonesia’s democratic transition era and experienced a dynamic change in foreign policy. The new international identity that viewed Islam as an asset was introduced by SBY, emphasizing the importance of moderate Islam as opposing extremism. The phenomenon of Islamic influence was not only the result of democratic consolidation domestically but also external factors such as the aftermath of 9/11 that portrayed Muslims as potential terrorists. For this reason, Indonesian foreign policy attempted to diminish such misconceptions and tried to be a peacemaker or a mediator in Muslim-related issues globally. To contextualize the analysis, the study focuses on the influence of Islam in Indonesian foreign policy towards the Palestinian-Israeli conflict and Pakistan. The mutual aspirations on the Palestinian statehood shared by both the government and the Muslim elements in society could be found, while religious sentiments were noticeable, as shown by the Muslim groups. In contrast, the influence of Islam in Indonesia-Pakistan relations, especially regarding the Kashmir dispute, was absent due to the difference in views of the government and the Muslim groups and constraining factors, including Indonesia’s national interest priority.

The aim of the article is to show the role of parliament in the foreign policy within the framework of the conservative school of thought. The authors examine both Russian and Western traditions of conservatism and come to the conclusion that the essential idea of “the rule of the best” has turned to be one of the basic elements of the modern legislative body per se. What’s more, parliament, according to the conservative approach, tends to be the institution that represents the real spirit of the nation and national interests. Therefore the interaction of parliaments on the international arena appears to be the form of the organic communication between nations. Parliamentary diplomacy today is the tool that has the potential to address to the number of issues that are difficult to deal with within the framework of the traditional forms of IR: international security, challenges posed by new technologies, international sanctions and other.

With the advancement of power in 2002, the Justice and Development Party (AKP) has introduced revolutionary policies in Turkey in various realms, including foreign affairs. The new trend in the foreign policy focused on not having problems with neighbors. This could be possible or nearly possible theoretically but eliminating century-long and deep-rooted conflicts with some of the neighbors would not be easy in practice. The new idealistic/moralistic approach necessitated new ways of policy formulation based on mutual gains and unthinkable concessions on the part of Turkey. Ankara’s new approach had given a special importance to building bridges of trust with the neighbors, which also seemed attractive to the political leaders of the neighboring states. This idealistic/moralistic approach was vulnerable to the dynamic political and economic developments in the region and the world in general. The policy did not have a power of sustainability due to the various old, new, and emerging problems around Turkey and hence, the government had to give it up gradually and take a new course of foreign policy based on realistic approaches to defend its national interests.

The author examines the insufficiently studied period of diplomatic communicationsof the Moscow Tsardom and the Crimean Khanate after Mikhail Fedorovich Romanov’s enthronement, which led to establishing relatively peaceful mutual relations between them at the final stage of military and political confrontation of Russia with the Polish-Lithuanian Commonwealth and the Swedish Crown. Materials. The paper reveals the circumstances of establishing contractual relations between Moscow and Bakhchysarai on the basis of unpublished sources. The information from the columns of 1613–1614 about the stay of the embassy of A. Lodyzhensky and P. Danilov in the Crimea from autumn of 1613 to July 1614, the preparation and holding of the embassy congress and exchange of ambassadors at Livny in August 1614, the stay of the embassy of Prince G.K. Volkonsky and P. Ovdokimov in the Crimea in August 1614 – June 1615, the stay of Magmet Chelebi’s embassy in Moscow in September 1614 – March 1615 and, finally, the embassy exchange under Valuyki in July 1615 form a single set of documents that let us trace the course of diplomatic relations between the Moscow Tsardom and the Crimean Khanate in 1613–1615. The decisive stage in difficult and tense diplomatic negotiations of the parties in this period, in our opinion, is the stay of the embassy of Prince Grigory Konstantinovich Volkonsky and clerk Peter Ovdokimov in the Crimea. Results. This article shows the role of relations with the Crimea in general foreign policy of the government of Tsar Mikhail Fedorovich and in the restoration of military and political control over the Lower Volga Region territory.

- The EEC doesn't have a proper foreign policy, so the international dimension of the Community has grown on a sui generis foreign policy, in which doesn't always coexist community and national interests. Given the intergovernmental nature of the external issues of the EEC, on international policy of the Community has been relevant the member states and their individual action in foreign policy. The international role of the EEC was not produced by overall political choices, but rather from external action of internal policies. Action that often produces and has produced incoherent results between the European policies of agriculture, trade and development cooperation, which are often in conflict with each other and thus threaten to undermine their potential positive effects.
