<p>While labour unions have a history of helping lift working people out of poverty in Western countries, their place in development is unclear. Mainstream development literature typically sees their potential contribution to development to be limited and waning as they are replaced by new, more dynamic actors. This dismissal of labour unions from the development sphere appears to stem largely from their inability to effectively support workers in the informal economy of developing countries, whom are the most likely to face injustice and poverty.  In order to address the question of whether labour unions can be agents for development of informal workers this thesis examines a case study of the Mayana Vettiyangal Sangam, a labour union of informal cremation workers in Tamil Nadu, India. Through semi-structured interviews with 39 members and supporters of the labour union, this thesis explores both the mechanics of the Mayana Vettiyangal Sangam and what it has achieved for its cremation worker members.  It sets out to understand what strategies can be employed for informal workers to undertake collective bargaining and how effective these have been at delivering livelihood improvements for the cremation workers in Tamil Nadu. It also assesses both the functions of the Sangam and what it has achieved, against three principles of ‘good development’ – participation, sustainability and equity.  The findings show that through a mixture of innovative strategies the cremation workers in Tamil Nadu have been able to achieve some livelihood improvements and do so in a manner which is both participatory and equitable. It suggests that despite challenges, labour unions can be agents of development for informal workers and their potential contribution to development should not be overlooked.</p>

PurposeConventionally, the marginalised population was considered to engage in child labour due to poverty, education or lack of other options, but indeed, a few children work voluntarily. However, a growing number of scholars, in recent years, have drawn their attention to the valuable question, “why children are engaged in child labour in the informal economy”. Even though a few studies have explored the motives of informal workers, to our knowledge not a single paper has explored the motives of child labourers working in the informal economy. The purpose of this study is to fill this gap by evaluating the motives of child labourers, through three competing theorisations of the informal economy.Design/methodology/approachIn this study, face-to-face structured interviews of 45 child labourers were conducted, who worked in different automobile workshops in the city of Lahore, Pakistan. Respondents were selected using the snowball sampling technique as this strategy is suitable for researching sensitive issues and is feasible for small sample sizes.FindingsThe main finding is that no single explanation is universally applicable to all child labourers. Some (27 per cent) justify their participation in the informal sector as driven by necessity (structuralist perspective), majority (40 per cent) explain their participation in the informal economy as a rational economic choice (neo-liberal perspective) and finally, more than a quarter of respondents (31 per cent) engaged in child labour due to their own free will or voluntarily to work for their family (post-structuralist perspective). This study also revealed that entrepreneurial spawning is a key determinant of child labour as the majority of children, in our study, working in automobile workshops intended to start their own workshop business in the future.Research limitations/implicationsThis article shows that children early engaged in work with entrepreneurial intention/spawning. Entrepreneurial education is very important in a child’s life. Entrepreneurial education will be a ticket to fulfill their dreams and learn new things with entrepreneurial attitude.Practical implicationsGovernment should develop the vocational training institutes for children who left the schools.Originality/valueThis study contributes to the body of literature by providing a better understanding of why children work in informal employment, an occupation generally perceived as constituting exploitative working conditions. This study also contributes to the wider literature of entrepreneurship by exploring “entrepreneurial spawning” as one of the major reasons underlying the participation of children in informal work.


The COVID-19 pandemic identified in Wuhan, China in December 2019, has spread almost to all the countries of the world. The mitigation measures imposed by most of the nations to prevent the spread of COVID-19 have badly hit the global economic activities. As per the latest estimates, the world economy is predicted to decline by 5.2 percent, and world trade is expected to drop by 13-32 percent in 2020 due to the COVID-19 pandemic. In this way it has created havoc in the world economy and the Indian economy is no exception. The International Monetary Fund (IMF) has estimated the Indian GDP growth at 1.9 percent and showed the worst growth performance of India after the liberalisation policy of 1991. According to the World Bank, the Indian economy will contract by 3.2 percent in 2020-21. Daily wage labourers and other informal workers, particularly migrant labourers of economically poor states were the worst hit during the lockdown period and will continue to be adversely affected even after the lockdown was relaxed. The paper suggested multiple measures to support the Indian economic and financial support to all the families of the informal economy workers to tide over this crisis.

This article examines the contextual challenges that characterize the video on demand (VOD) market in Africa. It provides critical analysis of the creative strategies employed by Nigeria-based streaming services to navigate the peculiar business environment on the continent. This research is on the background of the poor Internet infrastructure and economic divides in many African countries including Nigeria. Streaming services operating in these markets must understand a context where Internet access is complicated on the levels of availability and/or affordability, including significant lack of confidence in e-payment facilities. All these, together with epileptic power supply and poor standard of living, indicate that streaming services must innovate to capture subscribers within the continent. Despite the harsh operational environment, streaming services in Nigeria have continued to increase in number within the past 5 years. This is attributed to the transnational reach of the streaming services as they are patronized by Africans in diaspora across the globe, while they also enjoy popularity within African countries. This article specifically focuses on the innovative strategies employed by Nigerian streaming services to operate within their African markets in the context of their peculiar challenges. In so doing, it extends extant scholarship about Internet-distributed video using the African context. This article is situated within the Media Industry Studies framework and draws from semi-structured interviews with 7 streaming executives in Nigeria and 10 creative professionals in the Nigerian Video Film Industry (Nollywood). It also relies on desk research of press reports, industry publications, as well as the interfaces of streaming portals. This article underscores the necessity of contextualized research with the digital turn in video distribution. Through contextualized analysis of VOD market realities in a less studied terrain like Africa, it aligns with scholarly call to expand theories of Internet-distributed video to marginal contexts.

The informal economy is typically understood as being outside the law. However, this article develops the concept ‘social uses of the law’ to interrogate how informal workers understand, engage and deploy the law, facilitating the development of more nuanced theorizations of both the informal economy and the law. The article explores how a legal victory over the Johannesburg Council by reclaimers of reusable and recyclable materials at the Marie Louise landfill in Soweto, South Africa shaped their subjectivities and became bound up in struggles between reclaimers at the dump. Engaging with critical legal theory, the author argues that in a social world where most people do not read, understand, or cite court rulings, the ‘social uses of the law’ can be of greater import than the actual judgement. This does not, however, render the state absent, as the assertion that the court sanctioned particular claims and rights is central to the reclaimers’ social uses of the law. Through the social uses of the law, these reclaimers force us to consider how and why the law, one of the cornerstones of state formation, cannot be separated from the informal ways it is understood and deployed. The article concludes by sketching a research agenda that can assist in developing a more relational understanding of the law and the informal economy.

Purpose – Previous research emphasises the need for preventative interventions to reduce mental health problems among disadvantaged children and adolescents. There is however little consensus concerning the delivery and impacts of such interventions particularly non-clinical, arts-based models delivered within community settings. The purpose of this paper is to begin to address this deficit through a qualitative assessment of the short- to medium-term impacts to participants’ mental and emotional wellbeing within Sistema Scotland’s Big Noise orchestral programme. Design/methodology/approach – Semi-structured interviews, observation, participant drawing exercise, participatory filmmaking, focus group and analysis of programme engagement were undertaken to examine the mental and emotional wellbeing impacts of the programme which are observable at this early stage of programme delivery and participants’ lives. Findings – The qualitative findings indicate that participation in the Big Noise programme enhances participant mental and emotional wellbeing in three ways; first, the happiness and enjoyment of taking part in the programme and orchestra, particularly from music making; second, the security, belonging and relationships fostered through participation; the quality of musician/participant relationship is important here as is programme design which enables support, routine and structure; and third, increased pride, confidence and self-esteem, as a result of acquiring difficult musical skills, receiving regular praise and having frequent opportunities to demonstrate these acquired skills through regular orchestral performances. Originality/value – There is little evidence or understanding of community-based, preventative, arts interventions like Big Noise: their delivery, their life-course impacts and their potential contribution to mental health and to addressing social and health inequalities. The causal pathways in the field are under-theorised. These early findings are important as they serve as an important basis from which to consider the programme’s wider and longer term impacts, which will be assessed through an on-going longitudinal, mixed method summative evaluation.

<p>In this study, I explore the experiences and understandings of twenty-seven participants involved with ‘men who have sex with men’ (MSM) development interventions in Bangkok, seeking to better understand the complex realities that emerge in practising MSM development. I endeavor to interrogate the development field’s limited understandings of sexuality as well as the discourses present (and absent) in existing Queering Development research. By acknowledging my personal journey in and through this re-search, I also examine authentic ways-of-being a queeresearcher, noting the challenges I faced and power I discovered in re-searching and re-presenting my own work. Ultimately, I explore the link between the paucity of local developing queer narratives in Queering Development and the limited space students have, to be visibly queer in mainstream theses – to do this I use the metaphor of ‘the margins’. In framing this re-search, I draw nourishment from queer, critical, poststructural and Participatory Action Research epistemologies. Methodologically, I carried out semi-structured interviews and focus groups, as well as using other tools such as mapping and story writing. I also spent time ‘hanging out’ at both Rainbow Sky and Bangkok Rainbow, enabling both a deeper appreciation of the work carried out by the organisations as well as providing an opportunity to gather materials. The generation of data did not cease once I left ‘the field’; I continued to produce autoethnographic texts including poetry and a re-search performance which I used both as a method of enquiry and re-presentation of this study. This multifaceted approach enabled diverse questions (emerging across disciplines) to be addressed in my work. To re-present my analyses of participants’ accounts I have celebrated different ways-of-knowing re-search. I have used poetry and consciously performative writing, visual art (including graffiti) and performance alongside traditional scholarly prose. This approach enables multiple voices to emerge all over the page, questioning the hegemony of the bound, straight-lined thesis and the ‘legitimate’ knowledges it generally contains. I argue that queer postgraduate students may be able to open spaces to produce authentic work, despite pressures to perform straight research texts. Yet, pressures to conform to traditional understandings of theses may be painful reminders of their own positions in academia and society. Overall, my study offers intimate, multifaceted perspectives on the agency of MSM development practitioners in Bangkok and my own experience of finding power through queeresearch. I hope it will contribute to more nuanced understandings of local practitioners of MSM development in Queering Development literature, and to scholarship on queer postgraduate students’ experience of re-search more generally.</p>

PurposeThe purpose of this paper is to establish the main factors influencing willingness to pay for health insurance and pension schemes among informal workers in low- and middle-income countries (LMICs). Historically, informal economy workers have been excluded from social protection coverage. There is a growing need, interest and policy discourse in LMICs to extend social security to informal economy workers. However, little is known about informal workers' willingness to pay (WTP) for social security services in different LMIC settings.Design/methodology/approachThe authors conducted a systematic review and searched five databases from 1987 to 2017. Included papers focused on “social security”, “social insurance”, “pension”, “informal economy”, “informal sector” and “informal workers” in LMICs. Authors conducted independent data appraisal and data extraction. A total of 1790 papers were identified. After exclusion, 34 papers were included in the analysis. Given the heterogeneous results, the authors performed a narrative synthesis to consolidate the findings of the different studies.FindingsIn total, 34 studies from 17 countries were included in the review, out of which 23 studies focused on health insurance, 7 studies on pension schemes and 4 studies on social security in general. The study showed that income and trust were associated with WTP for both health insurance and pension schemes. In addition, family size, age, education and residential area were common factors for both forms of social security. For health insurance, experience of sickness, attitude and presence of medical doctors as well as distance from the healthcare facility all played a role in determining WTP. For pension schemes, low and flexible contribution rates, benefit package, government subsidies and quality of administration of the schemes influenced enrolment and contributions.Research limitations/implicationsMore evidence is needed for WTP for pensions among informal workers.Practical implicationsThe findings show that socio-economic differences, scheme-type (health or pension) and level of trust influence WTP for health insurance or pension among informal sector workers. The review results suggest that the factors influencing WTP for health insurance and pensions interplay in a complex web of relations. More evidence is needed on WTP for pensions among informal workers.Social implicationsFurther studies are particularly needed on the interrelationship of the influences to WTP, including gender issues, access barriers and socioeconomic factors, among program design issues for social security.Originality/valueThis paper is based on a systematic review methodology and contributes to the discourse on extending social security to informal economy workers based on evidence from various countries.

Abstract Background In South Africa almost 2 million women work informally. Informal work is characterised by poor job security, low earnings, and unsafe working conditions, with high rates of poverty and food insecurity. The peripartum period is a vulnerable time for many working women. This study explored how mothers navigate the tension between the need to work and the need to take care of a newborn baby, and how this affects their feeding plans and practices. Methods A mixed methods longitudinal cohort method was employed. Informal workers were recruited in the last trimester of pregnancy during an antenatal visit at two clinics in Durban, South Africa. Data were collected using in-depth interviews and quantitative questionnaires at three time points: pre-delivery, post-delivery and after returning to work. Framework analysis was used to analyse qualitative data in NVIVO v12.4. Quantitative analysis used SPSSv26. Results Twenty-four participants were enrolled and followed-up for a period of up to 1 year. Informal occupations included domestic work, home-based work, informal trading, and hairdressing, and most women earned <R3000 (US$175) per month. Participants had good knowledge of the importance of breastfeeding for child health. Most women planned to take time off work after the birth of their babies, supporting themselves during this time with the child support grant (CSG) received for older children, their savings, and support from the baby’s father and other family members. However, financial pressures forced many mothers to return to work earlier than planned, resulting in changes to infant feeding practices. Several mothers tried expressing breastmilk, but only one was able to sustain this while away from the baby. Most participants introduced formula, other foods and fluids to their babies when they returned to work or stopped breastfeeding entirely, but some were able to change their work or adapt their working hours to accommodate breastfeeding. Conclusions Interventions are needed within the social and work environment to support mothers with breastfeeding while they continue earning an income in the informal economy. The extension of the CSG to the antenatal period could assist mothers to stay at home longer post-delivery to breastfeed their babies.

Employee voice is an important source of organizational intelligence about possible problems in quality and patient safety, but effective systems for encouraging and supporting those who seek to speak up have remained elusive. In the English National Health Service, a novel role known as the ‘Freedom to Speak Up Guardian’ has been introduced to address this problem. We critically examine the role and its realization in practice, drawing on semi-structured interviews with 51 key individuals, including Guardians, clinicians, managers, policymakers, regulators and others. Operationalizing the new role in organizations was not straightforward, since it had to sit in a complex set of existing systems and processes. One response was to seek to bound the scope of Guardians, casting them in a signposting or coordinating role in relation to quality and safety concerns. However, the role proved hard to delimit, not least because the concerns most frequently voiced in practice differed in character from those anticipated in the role’s development. Guardians were tasked with making sense of and dealing with issues that could not always straightforwardly be classified, deflected to the right system or escalated to the appropriate authority. Our analysis suggests that the role’s potential contribution might be understood less as supporting whistleblowers who bear witness to clear-cut wrongdoing, and more as helping those with lower-level worries to construct their concerns and what to do with them. These findings have implications for how voice is understood, imagined and addressed in healthcare organizations.
