The article examines the development trends of modern networks of political communication, the growing influence of social networks on the Internet on the civic engagement of citizens. At thesame time, the role of various blogs in expanding citizen participation in public administration is scientifically analyzed.The analysis ofsocial networks, blogs and various media resources used on the Internet as a platform and tool for civic initiatives and activity in society is carried out. The article also discusses modern methods and techniques for using political communications to increase civic engagement.

This study examines civic activities under an authoritarian state — Azerbaijan — focusing on how the Internet may influence them. The role of the Internet in political and civic engagement is a subject of debate in any society. But Azerbaijan offers a unique vantage point to study the Internet’s effect on engagement because it views the Internet as an extension of sovereign dominion and controls online discussions. The government maintains the same view of the Internet as it does towards non–governmental engagement: it is unacceptable because it occurs outside state parameters. Using two nationally representative datasets from 2011, logistic regression analysis found that the Internet is associated with public civic engagement (and some forms of private civic engagement) but not with political government engagement. All results were robust to demographic controls, strengthening confidence that the Internet was at least indicative of, if not contributory to, civic life in Azerbaijan outside of the government.

Over the past two decades, Russian and foreign researchers have documented the growing influence of social networks on political communication. The Internet has become a new mass media. In Russia, bloggers with more than 3,000 subscribers acquire a mass media status. Internet users are not passive recipients of messages: they distribute them and generate their own content. The Internet is a different kind of reality, where anything is possible. Traditional mass media are less efficient than the Internet in providing news. As a result, the Internet and social networks have become a new means of political interaction. The COVID-19 pandemic boosted the digitalization of mass communications and made this process irreversible. The present article reviews 250 foreign research papers published by Taylor and Francis, Oxford University Press, and SAGE Publications in 2020–2021. The objective was to determine the attractiveness of political communication in social networks as a research topic. 12 % of the articles featured the role of social nets in political communication, Facebook being the most popular research material. A similar amount of papers focused on the behavior of network users and the role of the state in the management of social networks. Foreign terms used to describe the research topic appeared to be different from those used by Russian linguists. For instance, foreign authors use "social media" as a synonym for "sites of social networks", while Russian scientists prefer a much broader interpretation. Some terms and acronyms, such as SNSa, are absent from Russian works. Foreign authors exploit classical political science theories to study the issues of political content, the effect of social networks on protest movements and racial conflicts, and the use of new media in election campaigns. They are unfamiliar with Russian approaches to empirical data analysis, e.g. theory of "weak ties", "close world", two-stage flow of communication, the concept of "third place", etc.

The world's largest democracy with a population of over 1.27 billion people, India is home to a burgeoning media landscape that encompasses a motley mix of traditional and contemporary media. Drawing from the theoretical framework of the networked public sphere, this extensive case study focuses on the role of social media in India's media landscape. Results indicate that new social media entities complement traditional media forms to inform, educate, connect, and entertain people from diverse social, ethnic, religious, and cultural origins. The author concludes that social media enable Indian citizens to actively deliberate issues and ideas, increase their civic engagement and citizen participation, and thus enrich India's democratic society.

The article is focused on the digital participatory platforms (DPPs) as a tool to enhance civic engagement through dialogue and interaction with the Public Administration and to reduce Digital Divide. To this end, the article presents the objectives and the outcomes of “My Smart Quartier,” a project funded within the ERASMUS + 2017 Program, in which the Department of Architecture and Design (DAD) of the Politecnico di Torino participates with a consortium of European partners. The aim of this project is the setting up and testing strategies and actions to reduce digital illiteracy and increase citizen participation. Best practices from the project partner countries (France, Italy, Spain, Portugal) are selected and analyzed in order to understand if they can constitute innovative ways of participation and civic engagement. Specifically, the article identifies some parameters and indicators that can be used to bring out key success factors of digital participatory platforms.

Abstract This paper wants to analyze how Anies Baswedan conveyed his political communication on Twitter social media. In this contemporary era, one of the most dominant political communications is social media, where political communication plays an important role because it can have an impact on political participation, political socialization. In the political field the role of social media is very important because it contributes as openness and transparency, Anies Baswedan is one of the political actors who play social media Twitter to convey political communication while increasing its popularity. In accordance with its previous political promises of integrated transportation and ok oce program. Anies is not uncommon to convey and show the development of political promises that have been running on his Twitter social media. in disseminating information through social media Twitter has proven to be very effective because many users around the world. This study uses descriptive qualitative research methods and analyzes using the help of NVIVO12 Plus software applications. The results of this study revealed that Anies Baswedan's political communication on Twitter social media was very focused on public services in DKI Jakarta. Political communication from Anies Baswedan also received a lot of responses from his followers on his Twitter account. This can be seen from the number of retweets and mentions done to Anies Baswedan. Anies Baswedan was also quite active in conveying his political communication through Twitter social media such as notifying work programs, political branding, giving political talks that were light in nature and also related to public services in DKI Jakarta. Pada era kontemporer ini salah satu komunikasi politik yang paling dominan adalah media sosial, dimana komunikasi politik sangat memegang peranan penting karena bisa berdampak untuk partisipasi politik, sosialisasi politik. Dalam bidang politik peran media sosial media sangat penting karena berkontribusi sebagai keterbukaan dan transparansi, Anies Baswedan adalah salah satu aktor politik yang bermain sosial media Twitter untuk menyampaikan komunikasi politik sekaligus menaikan popularitasnya. Anies tak jarang menyampaikan dan memperlihatkan perkembangan janji politiknya yang telah berjalan di sosial media Twitter miliknya. dalam penyebaran informasi melalui sosial media Twitter sudah terbukti sangat efektif karena banyak penggunanya diseluruh dunia. Penelitian ini menggunakan metode penelitian kualitatif deskriptif dan melakukan analisis dengan menggunakan bantuan aplikasi perangkat lunak NVIVO12 Plus. Hasil dari ini penelitian ini mengungkapkan bahwa komunikasi politik Anies Baswedan di sosial media Twitter sangat befokus pada pelayanan publik di DKI Jakarta. Komunikasi politik dari Anies Baswedan juga mendapatkan banyak respon dari pengikutnya di akun Twitter hal ini dapat dilihat dari jumlah Retweet dan mentions yng dilakukan kepada Anies Baswedan. Anies Baswedan juga cukup aktif dalam menyampaikan komunikasi politiknya melalui sosial media Twitter seperti memberitahukan program kerja, Branding politik, memberikan perbincangan politik yang sifatnya ringan dan juga terkait dengan pelayanan publik di DKI Jakarta. Introduction. The article is a survey study, the purpose of which is to analyze the evolution of concepts in the field of political сommunicativistics, aimed at understanding the role of information in the system of political processes from the middle of the 20th Century to the present day. Methods and materials. As the main toolkit for working with scientific texts, methods of qualitative text analysis, focused on the study of the conceptual description of social problems, aspects of the interaction between government and society were used. As materials for the analysis, the texts of Russian and foreign scientists devoted to the study of the role of information in public administration and in political processes and published in one of the leading scientific periodicals or central scientific publishing houses were used. Analysis. The article establishes the objective factors of enhancing scientific research in the subject area of political сommunicativistics in the 20th Century, examines the modern understanding of the role of information in the processes of public administration, the influence of the general information theory and the cybernetic approach on the development of Russian political communication. Result. Modern political science concepts do not demonstrate a unified understanding of the “information future” image that emerges under the influence of the “digital revolution”. The range of approaches is wide, from the libertarian assumption of a gradual weakening of the state functions and the transition to direct democracy, when citizens are in direct contact with each other using the technologies of the information and communication system of Internet and do not need the mediation of professional state administrators, to the revival of totalitarian forms of government based on control over information flows. The tendency of Russian scientists to correlate with the trends of state policy, shifting their research topics to the political aspects of information security, social networks and the activity of opposition public associations on the Internet, was revealed as the dominant trend at the current stage. This trend is ambiguous – it corresponds to the nature of modern challenges and threats in the information sphere, but in the future it can negatively affect the volume and quality of fundamental theoretical developments, and decrease the interest in them.

This paper presents the main findings of a literature-based study of circular economy (CE) extending the technology attributes present on the Ellen MacArthur Foundation (EMF) Regenerate, Share, Optimise, Loop, Virtualise and Exchange (ReSOLVE) framework. The introduction and methods were presented in Part I (1). Part II concludes that there are 39 capabilities grouped into six elementary CE principles and five action groups, with public administration being the most interested sector, forming the CE information technology (IT) capabilities framework. It is expected the framework can be used as a diagnostic tool to allow organisations to evaluate their technological gaps and plan their IT investments to support the transition to CE.

Academe has argued that democracy cannot be effective on its own, but is reliant on the government and citizens to sustain it. For the South African democracy to be sustained, the roles of the government and the citizens need to be integrated to ensure accountability, transparency, effectiveness and good quality provision of public services to the citizens. The aim of this study is to establish what students view as the role of the government, and of citizens, in strengthening South African democracy. To this effect, information was collected by means of a survey targeting students enrolled for modules in Public Administration and Management at a South African university. It emerged that the respondents deemed it important to educate themselves about democracy as well as the monitoring of politicians' behaviour. The findings further indicated that the respondents considered issues such as education, health, public order and safety, and job creation to a lesser extent, to be key roles of government. The article concludes by contemplating the importance of educating citizens in strengthening the South African democracy with special reference to the South African Medium Term Strategic Framework, and its 12 outcomes. Points for practitioners This article evaluates current South African democracy with reference to the different roles of both government and citizens, respectively. The study revealed the perceptions of students enrolled for modules in Public Administration and Management at a South African university regarding the role of government and citizens in the creation of a sustainable democracy. Furthermore, background information is given on the South African growth path towards democracy and equality.
