The local public administration is the one that plays the most important role in the organization and management of public services, given the fact that it knows the needs of the citizens most closely. The important scientific problem consists in the scientific substantiation of the responsibilities of the public administration in the organization and modernization of the public services. This fact may lead to the clarification of the role of public administration provider in the conditions of more and more intense involvement of the private sector in the management of public services. This clarification is necessary in order to identify ways to apply modern methods of development and efficiency of public services in Botosani.

Public services represent an important dimension of quality of society, as they create the contextual conditions for people to further their quality of life. Romanian public administration reform has brought about a constant institutional transformation, which has influenced both the specific features and the quality of the services. This article aims to analyse trends regarding the perceived quality of public services in Romania, in European comparative perspective, using the data of the European Quality of Life Survey (2003–2016). The article aims to understand the low satisfaction with public services in Romania against the background of the public service reform measures taken by government in this period. The article describes the context of Romanian public administration and public service reform, the most important public policy measures adopted and the most important challenges. The lack of vision in the public service reform, the partial introduction of reform elements, the permanent and, sometimes, conflicting changes are issues that may have influenced the way in which the population perceives the quality of public services. The decentralisation process of public services and the insufficient allocation of public funds for delivering such services at local level might have an impact on their quality and quantity perceived by the population. Local governments in the Slovak Republic are important in public administration and form an important part of the public sector, as they provide various public services. Until 1990, all public services were provided only by the state. The reform of public administration began in 1990 with the decentralization of competencies. Several competencies were transferred to local governments from the state, and thus municipalities began to provide public services that the state previously provided. Registry offices were the first to be acquired by local governments from the state. This study aimed to characterize the transfer of competencies and their financing from state administration to local government using the example of registry offices in the Slovak Republic. In the paper, we evaluated the financing of this competency from 2007 to 2018 at the level of individual regions of the Slovak Republic. The results of the analysis and testing of hypotheses indicated that a higher number of inhabitants in individual regions did not affect the number of actions at these offices, despite the fact that the main role of the registry office is to keep registry books, in which events, such as births, weddings, and deaths, are registered.

This chapter examines the role of taxation in the culture of contentment. In the age of contentment, macroeconomic policy has come to center not on tax policy but on monetary policy. Higher interest rates, it is hoped, will curb inflation without posing a threat to people of good fortune. Those with money to lend, the economically well-endowed rentier class, will thus be rewarded. The chapter first considers the role of monetary policy in the entirely plausible and powerfully adverse attitude toward taxation in the community of contentment before discussing the relationship between taxation and public services, and between taxation and public expenditures. It shows that public services and taxation have disparate effects on the Contented Electoral Majority on the one hand, and on the less affluent underclass on the other.

This chapter underlines how administrative law has taken a much greater significance in France since the period 1890–1910. This period is not only symbolic of a full development of administrative law around the notion of public power (puissance publique) or public service (service public) but also of the ramifications given to the very notion of State and public administration. The chapter deals with different theories (Hauriou, Duguit, etc.) related to a redefinition of the State and public services. It discusses four specific aspects: the institutional context, the case law of the Conseil d’État, the innovative orientations concerning the action of the public authorities, and the creative role of this case law.

The article is devoted to the modern concept of government as a platform, it reveals its essence, principles, conditions of implementation and advantages. The emergence of the concept is associated with the process of digital transformation going on in the leading countries of the world. The author concludes that in the course of its implementation a state platform comes into existence on which the public sector cooperates with partners from the private sector and citizens. The author demonstrates that the prospects for cooperation are expanded, the provision of public services becomes more efficient, safe and fast and an effective mechanism for decision-making and public administration is created.

Information and communications technology (ICT) is radically changing productive processes in both the private and public sectors. Institutions that are more efficient eliminate production diseconomies and enable a more functional market. Specifically, institutions can multiply the incentives for human capital accumulation both by reducing the endogenous uncertainty in social-economic relations and by providing additional input to human capital generation itself (think of schools, universities, and research institutes). Mainstream economic thinking generally accepts the argument according to which the transaction and information costs that are inherent to policy-making are largely greater than those incurred by the private sector (Dixit, 1996). If this is true, then public sector intervention is denied the possibility of achieving more efficient results than those obtained by the private sector (Holstrom & Milgrom,1991). Yet, ICT is radically transforming the way government entities perform their activities, which makes a timely debate on public sector information, in all its forms, all the more crucial. Public administrations are following the example of the private sector by harnessing the efficiency-boosting potential of these new technologies. This development goes under the name of “electronic government” (e-government) and it encompasses both the internal and external applications of ICT in the public sector. The importance of this development is increasingly evident in many countries of the world. Experiments are underway in Europe, at all levels of public administration (local, regional, national, and supranational), to improve the efficiency of public services and to increase interactions with the external world. ICT not only facilitates the inner workings of administrative machinery, it also eases communication between different branches of the administration and its interaction with citizens and businesses. This latter aspect is one of the main advantages of e-government, as it brings public sector entities, businesses, and citizens closer together, as well as improving the standard of public services. In September 2003, the European Commission issued a Communication on “The Role of E-government for Europe’s Future”: it stated that e-government “is an enabler to realise a better and more efficient public administration. It improves the development and implementation of public policies and helps the public sector to cope with the conflicting demands of delivering more and better services with fewer resources” (p. 7).

The role of the public administration in modern states is diverse and extensive. The state administration is traditionally connected with the activity of lordship and decision-making. The municipality and community administration is more user-oriented and supportive in difficult life situations. Both types of public administration execute permanent and daily control of their users. They check how the addressees follow laws, by-laws and orders or instructions of the public administration. Contemporary modern global society born new challenges and for both parties of the relationship. The paper examines the needs of users for a more friendly, supportive approach. The public administration's daily practice must connect particular and general interests regarding, on the one hand, the protection of human rights, on the second-hand goods of a community or the whole society. The paper analyses the thin line between support and control when delivering public service based on the Czech Republic experience. The article focuses on managerial and legal issues and possible tools for transitioning from lordship to procuring and assisting public administration.

The purpose of this study is to present selected aspects of complex issues of transformations in the public administration system of Ukraine, and changes of administrative law in the context of the European integration process. The author, on the one hand, points to new possible duties of public administration bodies created by the European integration process, and, on the other hand, raises attention to new challenges facing the public administration reform, in particular in the candidate states to the European Union, such as Ukraine. The author establishes strong links between the public administration reform and the European integration process. It is of great importance if an aspiring EU member is to prepare its administration well for the challenges of EU membership.

The article discusses various aspects of the theoretical foundations and genesis of the canon of ethics of the Polish public services. A well-functioning public administration is the foundation of the modern state. Working in the public services entails a great deal of responsibility as administration employees must meet certain special requirements. Society expects that the administration, serving its citizenry, act with the common good in mind, which requires that the officials possess a degree of ethical awareness. Officials responsible for decision-making must adhere to applicable laws, in addition to taking into consideration the public interest and the rights of citizens, which frequently leads to conflicts of interest, in particular on the interface of the administration, economy and politics. The purpose of this paper is to present the role of ethics in the functioning of public administration organs in a modern democratic state adhering to the rule of law. Ethical issues are closely related to the legal and institutional aspects of public administration – and should be analysed as such. The article discusses various theoretical and general aspects of the relations between law, morality and ethics, the role of ethics infrastructure in public administration and the institutional and legal instruments used to prevent pathological behaviours.

E-governance is a paradigm shift over the traditional approaches in Public Administration which means rendering of government services and information to the public by using electronic means. In the past decades, service quality and responsiveness of the government towards the citizens were least important but with the approach of E-Government the government activities are now well dealt. This paper withdraws experiences from various studies from different countries and projects facing similar challenges which need to be consigned for the successful implementation of e-governance projects. Developing countries like India face poverty and illiteracy as a major obstacle in any form of development which makes it difficult for its government to provide e-services to its people conveniently and fast. It also suggests few suggestions to cope up with the challenges faced while implementing e-projects in India.
