This article describes geographical foundations of free economic zones. Each free economic zone has a unique economic geographical location, natural conditions and resources. These factors play an important role in the development of free economic zones. Various forms of free economic zones in world countries, territorial investment conditions, their level favorableness and investment climate, maintaining foreign economic relations, as well as the development of investment projects are determined by the geographical indicators of free economic zones

Territories with a special regime for business that have shown themselves to good advantage in a number of foreign countries have not yielded the expected positive results in Russia. In this regard, the issues concerning the future of special and free economic zones, regional development zones, areas of advanced social and economic development and Free Port of Vladivostok should be considered. The paper analyzes the draft Federal Law “On Preferential Regimes”. Under the draft Federal Law, it is proposed to transform most territories with a special regime for business activity into a new type, namely: special free economic zones. The paper has determined the advantages of the enactment: additional grounds for termination of the special free economic zone in case of its inefficiency; expansion of the list of preferences granted to residents; possibility of formation of portfolios of preferences in compliance with the needs of a particular region; requirements for managing companies to ensure their adherence to fair competition. The author indicates such shortcomings of the draft law as: the possibility of imposing supplementary requirements on residents of the special free economic zone and their investment projects in addition to requirements provided for by the draft law; imperfection of the contractual form of business activity implemented by residents of such zones, and the fact that the draft law’s provisions concerning transformation do not apply to a number of territories with a special regime for business activity (special free economic zones of Magadan and Kaliningrad regions, free economic zone of the Republic of Crimea). It is concluded that the idea of unifying existing territories with special regime cannot be embodied in the current version of the draft federal law “On Preferential Regimes”.

The practice of using free economic zones in Russia is not straightforward. The regime of the free economic zone was tested back in the 12-13 centuries in Europe. The first full-fledged free economic zone began to operate in Germany. In Russia, such zones began to appear in the late 90s of the 20th century. The Russian practice of applying the above mechanism is still not effective enough. This is a consequence of the lack of development of the regulatory framework. The object of research is the institute of free economic zones in world practice, the subject of research is the activity of free economic zones on the territory of the Krasnodar Territory. The goal of creating free economic zones - catalysts for the economic growth of regions and its participants - is updated economic relations. The goals of free economic zones are to stimulate the economic development of the country, to establish foreign economic relations. In the course of the study, differences between free and special economic zones from other regions were revealed. It has been established that the countries of the free economic zone differ from other territories in the following: maximum tax privileges, temporary exemption from them in general; the effect of benefits on the import of products necessary for the company; reduced utility tariffs; simplified business registration procedure. The bonuses offered to entrepreneurs and legal entities working in such areas are characterized: the ability to attract highly qualified domestic personnel; preferential tax regimes, which has a beneficial effect on reducing costs and allows you to obtain more favorable conditions in the market; reducing the cost of import and export, which significantly increases the profitability of the enterprise.

In this article analyzed main notions of international financial center and its brief history, and the views of several scientists from different countries about international financial centers and its types. Moreover, it is also researched the perspectives of the establishment of international financial centers as one type of free economic zones in Uzbekistan. In addition, in this article researched the main features of common law, its implementation as a special legal regime on regulating international financial centers in Uzbekistan. As result of analyzes, it is illustrates legal, financial and other potential of establishment common law based international financial center as a type of free economic zone in Uzbekistan.

The article contains material on the princi-ples and special conditions for the function-ing of special economic zones of technology-innovation type. Since the creation of the first free economic zone (FEZ), there have been many changes. There have been both successful projects and weak experiences that have already been analyzed. Regular revision, generalization, and updating are required for many regulations governing the creation and operation of these territories with special conditions. At the same time, potential SEZ residents – entrepreneurs – need an explanation of the complex lan-guage of regulatory acts. This work was based on the generalization of methodologi-cal documents and practical experience. It focuses the reader on the principles and conditions that allow nowadays to create promising, successfully developing SEZs. The paper can become the basis for updat-ing regional and local regulatory acts to im-prove conditions for the advanced develop-ment of territories.

Free economic zones have become an essential part of the world economy in recent history. The voluntary entry of the Peninsula of Crimea into the Russian Federation as one of its constituent regions, lead to the adoption of the social and economic development commitments of this region by our state. For this reason, one of the most important goals for authorities of the Russian Federation is to develop the social, economic, and other spheres of the society. The establishment of the free economic zone in the Republic of Crimea and the Federal City of Sevastopol became one of solutions to this problem. This article analyzes the issues of legislation on the free economic zone in the territories of the Republic of Crimea and the Federal City of Sevastopol and aims to find solutions of these issues. This research is based on the application of comparative, retrospective and formal juridical analysis of the legislation and research papers dedicated to questions of the free economic zones and other territories with a special legal regime for conducting entrepreneurial activity (territories of advanced social and economic development, the Free Port of Vladivostok, special economic zones in the Russian Federation). In particular, the norms of current legislation on goals and terms of creation of the free economic zone in the territories of the Republic of Crimea and the Federal City of Sevastopol, the management of the free economic zone and the implementation of entrepreneurial activities within its borders were analyzed. We conclude that it is necessary to improve the current legislation on the free economic zone in the territory of the Republic of Crimea and makes several suggestions for optimization its provisions. The results achieved can be used both in the lawmaking process and as a foundation for further researches.

The article highlights the importance of creating and operating the special economic zones in Russia in order to increase the investment attractiveness and competitiveness of the entities and strategically important industries in the Russian Federation. Traditionally, shipbuilding has been a priority economic activity in the Astrakhan region, which has led to creating an industrial special economic zone Lotоs, whose purpose is defined as formation of a local chain of shipbuilding and machine-building products in the south of Russia. The effectiveness of special economic zones is an integrated characteristic of the management company's ability to achieve the goals of creating and operating a special economic zone. As a result of the analysis of investment attrac-tiveness of the industrial special economic zone Lotоs, the problem areas of the management company's activities were identified: creating infrastructure facilities and attracting residents and investors. The substantial characteristic of investment projects of the residents (type of economic activity and its compliance with the objectives of the industrial special economic zone Lotоs, expected period and volume of investment, employment status, level of multiplicative effect on the regional economy) allowed formulating a conclusion about the necessity of differentiation of the state support for the investment projects of residents. There have been given the substantial characteristics of the projects of the residents: Shipbuilding Plant Lotos, JSC; Hexa-Lotos, LLC; Svoi, LLC; MedInTech, LLC; Atef-Russ, LLC; Marine Composite Shipbuilding, LLC; InProect, LLC; Protelux Lotоs, LLC; Stroyliderplus Lotоs, LLC; Helios Systems, LLC; Azka Composite, LLC; Naval Design International, LLC; Roza, LLC, etc. There have been offered the recommendations for the management company on developing a strategy for attracting residents and investors and establishing special preferential treatment for investment projects that are of strategic importance for the development of the regional economy and international cooperation are proposed.

Subject. This article explores the economic relations of economic entities concerning effective investment activities, combining elements of investment control and assessment of related risk. Objectives. The article aims to analyze and logically substantiate the stages and types of investment activities of enterprises and investment projects in-progress, as well as define a methodological approach to assessing project risks. Methods. For the study, we used a structural and logical analysis, and deductive reasoning. The methodological base of the study is based on the principles of the theory of finance, investment and risk management. Results. The article defines stages of assessing the financial condition of enterprises and proposes a methodological approach to assessing certain risks of an investment project based on the risk ranking by degree of probability and significance of an event through applying the expert assessment method. The article also presents a practice-oriented risk map for investment projects and clarifies the concept of Investment Control. Conclusions. The results of the study can help address the significant for the Russian economy issue of stimulating and developing investment activities at enterprises, as well as implementing and evaluating the effectiveness of investment projects at the micro-and macro-levels of the country's economy.

Subject. This article examines the set of economic relations and problems emerging within the spatial development of settlements and constituent entities of the Russian Federation. Objectives. The article aims to develop key indicators and methods for assessing transport accessibility, potential market capacity, taking into account socio-economic characteristics, geographical location and the level of connectivity of areas. Methods. For the study, we used the methods of economic, statistical analysis and synthesis, comparison, and the k-means method. Results. The article proposes a system of cost-benefit equations for economic agents, and criteria, and a methodology for assessing the Transport Accessibility Index. Based on the clustering of Russian subjects by k-means, the article describes four groups of regions by level of transport accessibility. Conclusions and Relevance. The practical use of the approach presented to assess the Transport Accessibility Index will help form the basis for management decisions aimed at improving efficiency in the planning of spatial development and assessing the socio-economic effects of the proposed measures. The developed Transport Accessibility Index should be used as part of the analysis and monitoring of the effectiveness of infrastructure expenditures affecting changes in the transport accessibility of settlements within individual regions (municipalities).
