The importance of the technical pillar from the Fourth Railway Package for the rail freight logistics is indicated.

An appropriate infrastructure is required to efficiently meet the mobility needs of citizens and the needs of business in the implementation of transport processes. This infrastructure must be taken care of by local authorities and other entities. Hence, the role of local government cannot be overestimated in this respect. The development of the rail transport infrastructure should not lag behind the development and changing needs of the city. Adequate development of the railway infrastructure makes it possible to increase the competitiveness of rail transport in cities and agglomerations, both in respect of passenger and freight transport. The article examines the current state of the railway transport infrastructure in the city of Poznań and in the Poznań agglomeration, paying attention to the potential of its use in the above mentioned transport groups. The aim of the author is to indicate the problems faced by the city today and the directions of railway infrastructure development in the city.


This book takes a fresh look at the land question in India. It goes beyond re-engagement in the rich transition debate by critically examining both theoretically and empirically the role of land in contemporary India. Springing from the political economy discourse surrounding the classic capitalist transition issue in agriculture in India, the book gravitates toward the development discourse that inevitably veers toward land and the role of the state in pushing a process of dispossession of peasants through direct expropriation for developmental purposes. Contemporary dispossession may look similar to the historical process of primitive accumulation that makes room for capitalist agriculture and expanded accumulation. But this volume shows that land in India is sought increasingly for non-agricultural purposes as well. These include risk mitigation by farmers, real estate development, infrastructure development by states often on behalf of business, and special economic zones. Tribal communities (advasis), who depend on land for their livelihoods and a moral economy that is independent of any price-driven markets, hold on to land for collective security. Thus land acquisition continues to be a turbulent arena in which classes, castes, and communities are in conflict with the state and capital, each jockeying to determine the terms and conditions of land transactions or their prevention, through both market and non-market mechanisms. The volume collectively addresses the role of the state involved in the process of dispossession of peasants and tribal communities. It provides new analytical insights into the land acquisition processes, their legal-institutional and ethical implications, and captures empirically the multifaceted regional diversity of the contestations surrounding the acquisition experiences in India.

This paper aims to identify and evaluate the bottlenecks and wastes in the loading, unloading, and in-transit processes of iron ore railcars using simulation. A field survey was conducted in one of the largest steel factories and a mine, and each process time was extracted using the work-study and time-study methods. The data for more than 34 thousand railcars were collected from the database of the steel company, Iran Rail Transport company, and a private rail transport company. Seven scenarios have been developed according to (a) operations management, (b) equipment procurement, and (c) infrastructure development. It was found that utilization of the automated loading system would improve performance by 20%. This causes a 24% increase in railcars’ turnover, which means obtaining US$10,000 additional income per railcar. It was expected, it would improve performance. Conversely, adding a railcar tippler and developing the tracks reduces performance.

This paper examines the evolution of the entrepreneurial function of Russia's leading universities: the study is based on a conceptualization of a university's entrepreneurial development pathway developed by the OECD in 2009. The data on entrepreneurship development were collected in 2012 through a survey of technology transfer and innovation development managers of 18 National Research Universities. The primary data were complemented by desktop analysis of the strategy development documents of the universities surveyed. The results suggest that in the period studied, 2008–2012, a new type of university, the entrepreneurial university, has emerged in Russia. However, these entrepreneurial universities are facing serious challenges in the implementation of an entrepreneurial, innovation-oriented mission due to the lack of managerial competencies and inadequate infrastructure development. The paper has significant theoretical and practical implications in shedding light on the development of the entrepreneurial university in Russia, where the process is still in its infancy. The authors depict a trajectory of entrepreneurial transformation in and barriers to this process that, it is argued, university executives and policy makers should take into consideration.

There is a consensus that Africa has a huge infrastructure deficit. An urgent question demanding our attention therefore is: what are the levels of access to sources of local market finance for infrastructure development in Africa? It brings to our attention the state of infrastructure access in the continent with a special focus on constraints to infrastructure development in Africa. The Chapter then discusses innovative local sources of infrastructure finance in the continent alongside some of the constraints and solutions to a major source that the African Development Bank has emphasized lately—infrastructure bond. The other question to be answered therefore is: given the constraints and opportunities, what is the role of the African Development Bank?

The purpose of this work is to provide information on the development of the infrastructure of the African economy. The study provides statistics on African regions and industries. This article focuses on the forms of economic and social infrastructure, and directs to determine the share development infrastructural in Africa. The Africa has entered an era of devastating change this study shows that with the unfolding economic downturn in the northern economies that have traditionally dominated the global economy. The article provides empirical evidence on how the industrial sectors developed from an economic point of view. The authors believe that infrastructure affects output and productivity directly as a contribution to the production function of other sectors and as part of GDP formation. The article discusses the development of infrastructure for the period 1999-2019 without more detailed dynamics. It also does not explain the main topics developed by the authors. The work provides knowledge on how investments are developing in Africa, how industries have developed, and what is the role of each infrastructure sector in this development. It also shows how different areas of infrastructure work with different successes in creating new paths in the African economy.

The discussion about development discourse in a country talking about how an idea affect economic policies. In Indonesia, the development discourse continues to change depending on the ruling regime. After the reformation, the dominant discourse is a neoliberal one that minimizes the role of the state in development. During the reign of Jokowi-JK, however, the role of the state strengthened. The government plans to build a massive infrastructure of the physical economy. The government legitimized its choice of action as the implementation of the Pancasila and Trisakti ideologies. Using the theories of Ernesto Laclau and Chantal Mouffe, this article argues that the state legitimizes its policies as implementing ideology by building infrastructure development discourse, but covers only pragmatic practices that occur. The practices themselves are pragmatic because the government ignored the fate and rights of citizens affected by infrastructure development.

This article revisits the post–World War II evolution of Japan’s Official Development Assistance (ODA) over the past 75 years, with a particular focus on the period starting from the 1980s and subsequent changes in Japan’s international development cooperation policies. I address cornerstones such as human security and quality growth, while examining the role of Japan International Cooperation Agency (JICA), shifts and continuities in regional visions and sectoral priorities, such as infrastructure development. I argue that the threefold mix of key drivers behind Japan’s development cooperation has remained consistent, involving developmentalism stemming from Japan’s own experience of successful modernisation from a non–Western background, neo–mercantilism, as well as strategic and geopolitical considerations. The relative weight and interplay of these factors, however, fluctuated in different periods.
