This article is devoted to the theoretical problems of regional development in the conditions of post COVID-19 management. The text mphasizes the fundamental nature of regional development as a new scientific field, which has its own accumulation of knowledge, based on social sciences and natural sciences. The article focuses on problems with clarifying the place of regional development in post-crisis management. It is accepted that regional development has an important role in managing territorial problems and achieving a pulling development of individual spatial areas. In this direction, the very functional role of regional development brings to the fore the need for targeted measures and policies of a socio-economic nature. Some aspects of the regional development of scientific research are also presented. Emphasis is placed on the connections of regional development with other scientific directions and its role for effective geo-urban development, local self-government and local communities.

This chapter emphasizes creativity as an important, but often forgotten, methodological aspect of grant writing as a rhetorical genre. Sharing knowledge of three experienced grant writers in communication, the co-authors reflect on the role of creativity in developing and sustaining fundable grants, and on larger research prospects and implications of inspiration, which span careers in knowledge-based sectors. The authors provide helpful context and proven strategies to support the grant writing process. Literature on grant writing in the humanities and social sciences points to innovative grant writing as a productive approach or method of doing public scholarship. Creativity often sets apart winnable, funded grant projects from projects that are less impressive to funders in real-world settings. Counterintuitively to higher education’s increasing bureaucratization, lofty, aspirational artistry is central to successful grants development, particularly writing persuasive grant narratives. Grants entail creative problem solving to address pressing issues and remediate urgent challenges across multidisciplinary fields.

In the process of development of knowledge – based economy, education and science become essential factors leading to the improvement of intellectual resources, which influences the competitiveness of national and regional systems. The development of scientific and educational function takes place in different kinds of educational institutions. The academic centers are important elements of social-economie structure, which determine the process of formation of the regional development poles and increase of competitiveness of the regional system. The quality of intellectual supplies in the industry depends on the educational system and the structure of courses. Overcoming of regional disproportions is connected with the concept of balance regional development. The characteristics and forms of disproportional regional development are investigated. Their importance for public policy is determined, it is oriented towards balanced regional development, it is emphasized that the role of regional administrations in management development of region. The dynamics to minimize regional differences or to eliminate its leads to a balanced state, and the tendency towards the development of regional differences deepens, broadens the unbalanced state of the region. Inconsistencies of an economic nature are due to differences in the quantity or quality of regional problems. Regional imbalances are a threat to the growth and strengthening of the country's economy. The definition and measurement of regional imbalances is a prerequisite for the use of economic and political tools that can help to minimize regional differences or eliminate its. Growing regional disparities require rapid further economic reforms and an obstacle to Ukraine's future economic growth. Regional disproportions lead to regional tensions, which can lead to popular discontent. Thus, in order to reduce regional disparities in the country, it is necessary to strengthen administrative management in disproportionate areas, to strengthen regional authorities. Further research needs a functional relationship between regional imbalances and national economic indicators. For the Black Sea region, one of the main reasons for the creation of a system for locating and evaluating regional differences is a system for locating regional differences approved by the Ukrainian government within the framework of the State Strategy for Regional Development for the period up to 2020.

The United Nations Educational Scientific and Cultural Organization has designated the Man and Biosphere Program to foster a better relationship between the environment and people. The topic of this study is to elucidate the role of local communities in the regional development of Biosphere Reserves with a focus on management roles (top-down or participatory) and the motivational drivers of the people involved (ecocentric or anthropocentric). Based on qualitative interviews taken from the two case studies of the Mount Hakusan Biosphere Reserve in Japan and the Katunskiy Biosphere Reserve in Russia, a comparative analysis was conducted to explore the differences between the engagement of locals in the management of their biosphere reserves. This analysis examined relationships between the government and the local communities, the attitudes of the locals towards the biosphere reserves, and the historical perception on nature protection for each community. The findings showed that Russian biosphere reserves are mainly managed by local people who live inside the protected area while Japanese biosphere reserves are governed by local authorities and administration offices. This allows the Russian communities to have greater access to management processes, and therefore play a larger role in regional development.

Ethnobiology has become increasingly concerned with applied and normative questions about biocultural diversity and the livelihoods of local communities. While this development has created new opportunities for connecting ethnobiological research with ecological and social sciences, it also raises questions about the role of cognitive perspectives in current ethnobiology. In fact, there are clear signs of institutional separation as research on folkbiological cognition has increasingly found its home in the cognitive science community, weakening its ties to institutionalized ethnobiology. Rather than accepting this separation as inevitable disciplinary specialization, this short perspective article argues for a systemic perspective that addresses mutual influences and causal entanglement of cognitive and non-cognitive factors in socio-ecological dynamics. Such an integrative perspective requires a new conversation about cognition in ethnobiology beyond traditional polarization around issues of cognitive universals and cultural relativity.

The potential of natural resources strongly supports the development of sectors in the region and results in business opportunities, can also increase the income of the community around the ecotourism site. The research analyzed the influence of business opportunities in sipinsur ecotourism area. Research methods using simple linear regression. The results showed that business opportunities have a positive and significant effect on regional development in Humbang Hasundutan Regency. As an entrepreneur must be observant to take advantage of business opportunities so that the business built will not be wasted and it takes hard work, and the business opportunity is a business that can be done using small capital or using large capital. Empowering local communities by including them in various ecotourism activities, especially in business opportunities. Therefore, the government needs to increase the socialization of programs and the active role of the community so that the community has the means to accommodate their aspirations, and the community needs to be fostered intensively to become a community that is aware of ecotourism, namely the community that not only utilizes the results of ecotourism development but also takes responsibility in maintaining natural sustainability.

The aim of conducted research was to determine the range of the territorialinfluence of PWSZ located in Jaros³aw. The author underlines the role of educational system inthe development of the Podkarpackie Province.
