Compared to conventional structural grade steels, high-performance steel (HPS) provides higher strength, improved weldability, greatly enhanced fracture toughness, and comparable ductility, as well as having "weathering" properties. The improved characteristics of HPS are achieved through lower levels of carbon and other elements, in conjunction with advanced steel-making practices using either quenching and tempering or thermo-mechanical controlled processing. All of these properties make HPS highly desirable for bridge applications. Indeed, although its development spans only the past decade, it is rapidly gaining popularity for use in highway bridges and is becoming more widely available. Although many highway bridges have already been put into service in the United States, Canada has yet to implement this technology in bridges. Nevertheless, it is anticipated that the use ofHPS will become common in the Canadian market in the near future.

Bridge health monitoring is increasingly relevant for the maintenance of existing structures or new structures with innovative concepts that require validation of design predictions. In the United States there are more than 600,000 highway bridges. Nearly half of them (46.4%) are rated as fair while about 1 out of 13 (7.6%) is rated in poor condition. As such, the United States is one of those countries in which bridge health monitoring systems are installed in order to complement conventional periodic nondestructive inspections. This paper reviews the challenges associated with bridge health monitoring related to the detection of specific bridge characteristics that may be indicators of anomalous behavior. The methods used to detect loss of stiffness, time-dependent and temperature-dependent deformations, fatigue, corrosion, and scour are discussed. Owing to the extent of the existing scientific literature, this review focuses on systems installed in U.S. bridges over the last 20 years. These are all major factors that contribute to long-term degradation of bridges. Issues related to wireless sensor drifts are discussed as well. The scope of the paper is to help newcomers, practitioners, and researchers at navigating the many methodologies that have been proposed and developed in order to identify damage using data collected from sensors installed in real structures.

AbstractMost cities in the United States rely on zoning to address important planning-related issues within their jurisdictions. Planners often use GIS tools to analyze these issues in a spatial context. ESRI’s ArcGIS Urban software seeks to provide the planning profession with a GIS-based solution for various challenges, including zoning’s impacts on the built environment and housing capacity. This research explores the use of ArcGIS Urban for assessing the existing zoning and comprehensive plans in meeting the projected residential growth in the near future using the City of Arlington, Texas as a case study. The exploration provides examples and lessons for how ArcGIS Urban might be used by planners to accomplish their tasks and highlights the capabilities and limitations of ArcGIS Urban in its current stand. The paper is concluded with some suggestions for future studies.

In the social upheaval arising from the coronavirus disease 2019 (COVID-19) pandemic, we do not yet know how union formation, particularly marriage, has been affected. Using administration records—marriage certificates and applications—gathered from settings representing a variety of COVID-19 experiences in the United States, the authors compare counts of recorded marriages in 2020 against those from the same period in 2019. There is a dramatic decrease in year-to-date cumulative marriages in 2020 compared with 2019 in each case. Similar patterns are observed for the Seattle metropolitan area when analyzing the cumulative number of marriage applications, a leading indicator of marriages in the near future. Year-to-date declines in marriage are unlikely to be due solely to closure of government agencies that administer marriage certification or reporting delays. Together, these findings suggest that marriage has declined during the COVID-19 outbreak and may continue to do so, at least in the short term.

« From the Sino-Soviet strategic project to the Sino-American strategic project » is a purposely schematic interpretative essay on the evolution of Chinese foreign policy from 1949 to 1979 with emphasis on, the latter phase of that evolution, that of the 1969—1979 period, and more particularly on the last year of that decade, 1979. The project, both defensive and offensive, of American and Chinese co-leadership of the planet that Mao had undertaken to carry out in 1971-1972 with the encouragement of Nixon had to be more or less put aside from 1973 to 1978 because of the seriousness of the domestic crises that were successively shaking both China and the United States during those years. In 1978—79, it was able to be reactivated by Deng Xiaoping who sought, with the benediction of the White House, to add an economic and a cultural dimension to Us diplomatic and strategic dimension. It is unlikely however in the near future that the United States will consider China as other than an auxiliary aspect of the fundamental game of their relations with the most powerful of their adversary-partners, the U.S.S.R. As in the case of the Sino-Soviet strategic project that China promoted from 1949 to 1959, the Sino-American strategic project that China has sought to « sell » the United States since 1969 has not, therefore, much chance of success.

The pandemic has enhanced the social function of digital technologies and services. It is solely through digital technology that a massive shift to remote work has been possible during the most difficult period of the pandemic. All over the world, the philosophy of office work is changing, and there is a transition to permanent and conditional-permanent remote work. For example, Transport Canada is planning to move to telecommuting as a key employment model for its employees. In the near future, telecommuting will continue for most of the 6,000 employees in the agency. In China, widespread use of WeChat, Tencent, and Ding digital working applications began in late January 2020, when isolation measures were introduced. In Switzerland, COOVID-19 Remote Work and Study Resources provides free resources for remote operation and distance learning. Zoom and Google Meet videoconferencing, remote workplaces, and new social platforms run remote work almost immediately, and this trend is likely to continue after the lifting of the quarantine. Trends in staff employment worldwide are rather mixed. According to LinkedIn, it is possible to track changes in the employment rates of seven key economies – Australia, China, France, Italy, Singapore, Great Britain and United States. In France and Italy, the decline was more pronounced at -70% and -64.5% respectively by mid-April 2020. Since then, employment has been gradually recovering, and most of the seven key economies for which these figures have been analysed tend to change by 0 per cent year on year. By July 1, 2020, China, France, and the United States had seen the largest rebound in relative recruitment – -6% or -7%. At the end of September 2020, the countries with a high recovery in employment were China (22 per cent), Brazil (13 per cent), Singapore (8 per cent) and France (5 per cent). In these economies, hiring so far seems to compensate for months in which no new personnel have been recruited, indicating some stabilization of the labor market.

Abstract. Recent tropical cyclones, like Hurricane Katrina, have been some of the worst the United States has experienced. Tropical cyclones are expected to intensify, bringing about 20 % more precipitation, in the near future in response to global climate warming. Further, global climate warming may extend the hurricane season. This study focuses on four major river basins (Neches, Pearl, Mobile, and Roanoke) in the Southeast United States that are frequently impacted by tropical cyclones. An analysis of the timing of tropical cyclones that impact these river basins found that most occur during the low discharge season, and thus rarely produce riverine flooding conditions. However, an extension of the current hurricane season of June–November, due to global climate warming, could encroach upon the high discharge seasons in these basins, increasing the susceptibility for riverine hurricane-induced flooding. This analysis shows that an extension of the hurricane season to May–December (just 2 months longer) increased the number of days that would be at risk to flooding were the average tropical cyclone to occur by 37–258 %, depending on the timing of the hurricane season in relation to the high discharge seasons on these rivers. Future research should aim to extend this analysis to all river basins in the United States that are impacted by tropical cyclones in order to provide a bigger picture of which areas are likely to experience the worst increases in flooding risk due to a probable extension of the hurricane season with expected global climate change in the near future.

The increasing use of methadone maintenance (substitution) programs1-3 in the treatment of adult heroin addiction has created situations for children which require the attention of pediatricians. Methadone is an analgesic drug. In urban areas, thousands of heroin addicts are now receiving high dosage of methadone, usually 80 to 120 mg daily. This approach to heroin addiction has met with greater success than any other form of treatment. It is expected that increasing numbers of heroin addicts will be treated in the near future by this method throughout the United States and Canada.4 Pediatricians should focus on three aspects of the problem as follows:

The United States Army operates several classes of landing craft, which provide combatant commanders with waterborne maneuver capabilities essential for accomplishing a range of critical missions unique to the Army. These missions involve transport of personnel, cargo, and equipment from advanced bases and large sealift ships to ports, inland riverine regions, as well as remote undeveloped coastlines and beaches. Recognizing the significant roles these vessels play and will continue to play in achieving Army objectives, Army leadership allocated funding to design and build a new class of high performance landing craft: Maneuver Support Vessel (Light) (MSV(L)). The primary mission of MSV(L) is to conduct movement and maneuver of combat-configured Brigade Combat Team force elements such as one M1A2 main battle tank, or two Stryker vehicles, or four Joint Light Tactical Vehicles, each with its crew. MSV(L) will have beaching capability and be able to operate at speeds significantly in excess of any current Army landing craft. The Army Watercraft Systems organization was tasked with overseeing development of requirements and specifications, source selection and acquisition, along with contract, finance, and engineering management of the MSV(L) Program. A contract to develop the detailed design and build a series of vessels was awarded in September 2017. Launch of the initial vessel is planned during the fourth quarter of 2021.
