The Rapid increase in urban population has put extraordinary pressure on transport infrastructure. Public transport frameworks in small and medium-sized cities in developing countries include of IPT modes. However, these midsized cities in developing countries face congestion problems and have severe environmental pollution. The paper focuses on the assessment of willingness to pay for improvement in service quality of IPT mode of transportation in urban India. A Stated Choice (SC) survey instrument was designed and data was collected from IPT users to collect respondent’s socio-economic characteristics and their attributes for the stated hypothetical scenarios. Respondents were approached randomly and face-to-face interviews were carried out. The present study aimed at finding the willingness to pay for different attributes of an IPT mode to assess the relative importance of these attributes. The multinomial logit model was developed using the econometric software NLOGIT 4.0. The results obtained from the analysis suggest that the commuters in the city perceive safety as the most important attribute of an IPT mode followed by comfort and waiting time. The findings of the study shall be useful for policy makers and operators in urban planning and improvement of the transportation systems of mid-sized cities of developing countries and any new mode incorporating high comfort and safety shall be preferred. Doi: 10.28991/cej-2021-03091696 Full Text: PDF

Public transport infrastructure has been massively developed to encourage public transport usage in Kuala Lumpur. However, a low percentage of public transport ridership dampens the objectives to reduce traffic congestion and air population. This paper attempts to investigate the effect of travel intention and the moderating effect of general service quality of public transport on travel behaviour among commuters in Kuala Lumpur. A survey was carried out at LRT stations, and a total of 904 were usable. Most of the respondents are young adults between 20-29 years old, and the majority earned less than RM3,000 a month. Most of them possess a vehicle and driving license. Findings showed that travel intention has a significant effect on travel behaviour. Interestingly, service quality, in general, weakly moderates the relationship between travel intention and travel behaviour in a reverse direction. The findings would help relevant authorities to set strategies to encourage more private riders further to switch to public transport.

AbstractObjectivesThis study sought to explore main barriers and facilitators to implementing health technology assessment (HTA) in Kuwait from the perspective of key stakeholders.MethodsSemi-structured qualitative interviews were conducted with ten key stakeholders: seven healthcare providers working at various departments of the Kuwaiti Ministry of Health (MOH), and three academics with substantial experience in teaching HTA or related fields. Interviews were conducted face-to-face, audio-recorded, and transcribed verbatim. Data were analyzed using an inductive thematic approach.ResultsParticipating stakeholders reported several factors that might act as a barrier to building HTA in Kuwait: minimal awareness of HTA, lack of institutional and human capacity, a fragmented healthcare system, poor communication between researchers and policy makers, the country's wealth, politics, as well as data quality, availability, and sharing. Institutionalizing HTA as a politically empowered body, enforcing its recommendation by law, and benefiting from neighboring countries' experiences were suggested as possible ways to move forward.ConclusionStudies exploring the unique challenges that high-income developing countries may face in implementing HTA are still scarce. The results of this study are consistent with evidence coming from other developing countries, while also suggesting that the abundance of financial resources in the country is a double-edged sword; it has the potential to facilitate the development of HTA capacity, but also hinders recognizing the need for it.

While rail-based public transport is clearly a more advanced and preferable alternative to driving and a way of overcoming traffic congestion and pollution problems, the rate of uptake for rail travel has remained stagnant as a result of various well-known issues such as that commuters either use a more reliable and comfortable alternative to get from A to B and/or that they are not satisfied with the quality of service provided. This study examined the factor of user satisfaction regarding rail-based public transport with the aim of discovering precisely what factors have a significant effect on the user satisfaction and uptake of rail travel. This was approached using both the Delphi approach and a thorough review of the current literature, focusing on a total of nine possible factors affecting passenger satisfaction with rail travel availability of service, accessibility of service, ticket or pass, punctuality, clarity of information, quality of customer service, comfort, safety, and image. Also discussed were 29 extra possible attributes and several measures that were implemented in various countries to increase the service quality. It was concluded that this review will provide valuable information for policymakers, researchers and service providers in terms of specifying the service factors most worth investigating if the quality of this crucial means of transport is to be raised.

Although the construction of public transport infrastructure is underway, the poor quality of the pedestrian paths may result in users being reluctant to use public transport. Therefore, a method to find out the walking path according to the user's desire to travel is needed. This study aims to determine the factors formed and the influence of socials-demographic characteristics on the desire to walk to and from public transportation stations in Indonesia. The statements contained in the questionnaire were made based on the walkability index that has been used previously in several countries and confirmed by factor analysis. The results of the factor analysis showed that from the 13 variables tested, there were 4 variables which were reduced until the remaining 9 variables formed 2 factors. The two factors are the convenience factor and the practicality and safety factor. socials-demographic factors such as age, gender, walking frequency, walking distance, place of residence, walking purpose, and monthly expenses did not have a significant influence on the pleasantness factor as well as the practicability and safety factor.ABSTRAKMeskipun pembangunan infrastruktur transportasi umum sedang dilakukan, kualitas jalur pejalan kaki yang buruk dapat mengakibatkan pengguna enggan untuk menggunakan transportasi umum. Today, smart cities are presented as a solution to achieve a more sustainable urban development while increasing the quality of life of its citizens through the use of new technologies (Neirotti, 2013). Smart Mobility is based on innovative and sustainable ways to provide transport for the inhabitants of cities, enhancing the use of fuels or vehicle propulsion systems that respect the environment, supported by technological tools and a proactive behaviour of citizenship (Neirotti, 2013). In urban mobility, the purpose of the Smart Cities is to develop flexible systems for real-time information to support decision-making in the use and management of different transport modes, generating a positive impact, saving users time and improving efficiency and quality of service. In this context, several solution types are being introduced in the world’s cities. They enable the improvement of the abovementioned factors acting on the demand side resulting in more efficient journeys for individual travelers, and improved satisfaction with the service. (Skelley et Al., 2013) with a lower level of investment than that of infrastructure deployment or an increase in the level of service. One of the most extended solutions is the use of mobile apps for providing the user with contextualized -static and real time- transport information. The study is based on a survey carried out among users of public transport in Madrid under the European OPTICITES project of the 7th Research Framework Programme. The survey contained items on their transportation habits, their level of skills and technological capabilities, and their main expectations about the possibility of using a new application, the main desired capabilities and willingness to pay for use. The study results show the preferences of users of public transport capacity, static, real-time search and in-app services for a multimodal real-time application and willingness to pay for this service, all analyzed by different Slicers users. The results also establish the basis for an estimate of the usefulness of these applications for users of public transport.DOI: http://dx.doi.org/10.4995/CIT2016.2016.3498

Abstract Management of wastewater and stormwater is required for achieving total sanitation and conservation of fresh water resources. The wastewater and stormwater management (WSM) infrastructure suitable to rural areas is usually determined based on technical, environmental, and economic considerations and local communities' perception of infrastructure is ignored. This study analyses the rural communities' choice and perception of WSM infrastructure and their willingness to pay (WTP) for their improvement and maintenance. The households' choice and perception of different aspects of rural WSM infrastructure are determined using the RIDIT (relative to an identified distribution and transformation) analysis, service quality gap analysis, through establishing the relationship between households' satisfaction with individual aspects and overall quality of WSM, and WTP for the service improvement and maintenance. The study finds that rural people like to dispose of wastewater offsite as a good network of drains is found in the villages. However, several aspects of WSM are perceived as poor and require the attention of the policymakers. The rural households want improvement in several attributes and are willing to pay for the maintenance of improved service. The service quality of individual attributes of WSM infrastructure and socioeconomic characteristics of the households are essential determinants of their WTP.
