Higher Education Institutions in all regions must submit to internal and external evaluations carried out with transparency, carried out by independent experts. In the CEAACES evaluation model, research is included as one of the most important processes within university management. An evaluation was carried out at the University of Guayaquil in 2013, being evaluated in category “D”. The scientific production of the FCM was 2%, it ranked last in all the criteria, and it did not meet the requirements for accreditation, due to the tiny percentage that was maintained. Users' perception regarding scientific production is very important for the faculty of medical sciences.

Purpose This study aims to examine the extant literature to analyze the relationship between quality assurance (QA) and innovation in the higher education context. Design/methodology/approach This study selected 63 articles through a systematic literature review in Scopus and Web of Science databases and performed a descriptive and thematic synthesis-analysis on the sample. Findings The research identifies several perspectives discussed on QA systems covering experiences, criticisms and practice implications. The literature review shows there is no clear consensus on whether innovation in higher education institutions (HEIs) is fostered or hindered by QA processes. However, it seems that the likelihood of innovativeness and positive QA outcomes are directly linked to how these processes are managed in universities. Research limitations/implications This review highlights the university management concerns that emerge with QA issues as it is not yet clear to what extent innovation is actually promoted in scenarios where QA is applied. Hence, this literature review could be considered comprehensive but not exhaustive. Further studies are recommended to improve the understanding of how HEIs can both innovate and ensure quality at the same time. Originality/value The paper contributes to the existing body of knowledge by advancing the opportunities and challenges that HEIs face due to QA system features.

In the contemporary context, educational sector faces many challenges which are reflected in specific institutional reactions. Rankings specific to higher education systems are a real phenomenon. Management teams at all levels understand differently the role of being active towards rankings – from a national support and institutional scope, to a lack of interest from both levels. Methodologies of different rankings are also different. In fact, participating in a ranking or another is something to be decided by the university management. The mission of this chapter is to reveal the role of rankings in the contemporary context of resource decreasing. Some answers will improve the decision-making process related to rankings, as well as to other institutional changes adopted in higher education institutions. The existence of rankings cannot be denied. Understanding the role of rankings is one of the most important premises for a correct strategic development of the higher education institutions.

Abstract Human Resources Management in Higher Education Institutions in Poland The paper presents the diagnosis of the human resources management in Polish higher education institutions. The analysis of source literature was applied as a research method. The essence and components of HRM in connection with the university management system were discussed, the theoretical solutions, including those resulting from the provisions of the Law, and their practical implementations, were given a broad outline. The directions of changes concerning HRM that have recently taken place in HEIs were indicated. In conclusion it was stated that the human resources management in Polish higher education institutions still requires improvement, primarily in the areas of motivation and remuneration, evaluation and development of employees. It requires the improvement of the university management system, a reliable development of its mission, vision and strategy, and on the basis of those - the development of personnel strategy, and HRM processes, procedures and tools. It has been suggested that the inclusion of university employees, particularly the research and teaching staff, in the management process (through the participatory management style), can contribute to both improving the process and developing and improving the personnel function.

Abstract Objective: This paper aims at looking at the mechanisms of rector’s appointment in public higher education institutions in Poland based on the analysis of the legislation binding since 2005 with reference to the latest changes. Methodology: Legislative analysis of the past and current regulations on the models of rector’s election was conducted, including mechanisms of nominating candidates in the Act on Higher education 2005, its amendments in 2011 and the Act on Higher education and Science in 2018. Literature review and empirical analysis of good practices were used. Findings: The issue of strengthening a rector’s position and professionalizing university management in the system of higher education is very important and being widely discussed in terms of governance reforms. Changes, new regulations, reforms depend on how they are implemented on the institutional level in terms of their strategical development and how they are supported and promoted by the executive head. The model of nominating and appointing the rector determines his relationship with the university board, senate and with academic community as well. In public higher education institutions in Poland the competition model is more burdensome than the model of election, it has numerous disadvantages and threats, and wasn’t applied by any university. New regulations in Poland make the process of nomination more important than before. In general, there are two main models of nominating candidates: an open procedure (open competition) and a closed one (e.g. searching, headhunting for senior executive staff in HR, in business sphere), each has their own strengths and weaknesses. In case of HEIs, both respect the principles of institutional autonomy, guaranteed to universities by the Polish Constitution and the law. It is an autonomous right of the academic community, of the university itself to define their own framework and nomination procedure. The model of executive search in nominating candidates can become more feasible and effective for professionalizing and improvement of the rector’s governance. Value Added: The model of rector’s appointment has a significant impact on the whole university performance. By professionalizing appointment mechanisms at all its stages, universities will improve university governance and introduce new quality of management. Recommendations: New regulations in higher education create possibilities for introducing into the academic practice the executive search as a mechanism for nominating candidates for a rector’s position in Polish universities.

The article is devoted to the analysis of the dynamics of a number of statistical indicators (population by age group, data on natural population movement (Fertility, mortality), the number of marriages and divorces, as well as the number of students in higher education institutions, the rates of admission of students to higher and secondary vocational education institutions, the official forecast of the Federal Service of State Statistics of the Russian Federation of the population of the country aged 18 years for 2020–2035) In order to predict the potential number of applicants of Russian universities and to determine the prospects for their development in the near future. The result of the analysis carried out by the author is an attempt to make a forecast of the number of applicants in higher education institutions of our country for 2020–2035, which shows that even if it is pessimistic, the dynamics of the possible number of applicants in the next sixteen years is positive and quite encouraging. In addition, the author of the article justifies the mechanisms of university management based on the formation and management of the reputation of higher educational institutions. Among them: development and implementation of the quality management system of the university; Improvement of professional competence of management and faculty of the university; Development of the system of vocational guidance, employment and adaptation of university graduates; Building in the student environment the values, needs and abilities of self-realization of the individual. The implementation of the proposed reputational management mechanisms should help universities to increase their competitiveness, advance in Russian and world ratings, that is, to solve the problems facing them through effective reputation management.

In doing so, one can discern the directions for reform in order to put the university system in a competitive advantage for an emerging knowledge society. Analysis of the institutional and technical environment that affects the legitimacy and sustainability of the university. This study uses the SWOT analysis method in the perspective of Business Analytics, where data availability plays a key role.
