The Role of the Public Library in Developing Canadians’ Information Literacy Skills

This paper reports on a national survey of information literacy (IL) instruction in urban and rural public libraries, and public librarians’ attitudes towards these services. The survey is the first phase of a study exploring the actual and potential role of Canadian public libraries in developing the public’s IL skills.Cette étude présente un sondage national sur les programmes de connaissances informationnelles (CI) dans les bibliothèques publiques urbaines et rurales et les attitudes des bibliothécaires envers ces services. Le sondage constitue la première étape d’une étude exploratoire sur le rôle réel et potentiel des bibliothèques publiques canadiennes dans le développement des connaissances informationnelles (CI) du public.

The project explored the actual and potential role of public libraries in developing the public’s information literacy skills, and included a national survey of instruction and visits to public libraries where staff and library customers were interviewed.Cet article présente une étude sur les pratiques de la culture de l’information dans les bibliothèques publiques canadiennes. Le projet a exploré le rôle actuel et potentiel des bibliothèques publiques dans le développement de la compétence en matière de culture de l’information, et inclus un sondage national sur l’enseignement et les visites dans les bibliothèques publiques où le personnel et les usagers des bibliothèques ont été interviewés.

Background of the study: literacy skills of librarianPurpose: This study aims to identify the information literacy skills of librarians in meeting the information needs a user at the public library in the city of Bogor.Method: This study used a qualitative approach with the case study method. Data were collected through observation and interview. The informants of six people selected using purposive sampling, with the criteria set librarian of Library Science education. Information literacy models used in this study are a model Empowering Eight, consisting of identification, exploration, selection, organization, creation, presentation, assessment and application information..Findings: The results showed that the information literacy librarian at the public library in the city of Bogor in meeting the information needs user already applied include a component on the identification, exploration, presentation, assessment, and application.Conclusion: There are some capabilities that cannot be applied to the maximum, including component selection, organization and creation of information.

The public library has historically been entrusted with the design and delivery of services and programmes aimed at supporting the information literacy needs of the community-at-large. However, despite that central role little research has been devoted to understanding the ways in which public librarians, the conduit between the programme and the public, constitute the very concept (information literacy) they are delivering. This study has sought to redress that inequity by way of a phenomenographic study into the ways in which public librarians constitute information literacy. Data was collected via 20 semi-structured, one-on-one interviews with public librarians working in Queensland, Australia. The study revealed that the respondents constituted information literacy in four ways, as: intellectual process, technical skills, navigating the social world and gaining the desired result. Those findings and the attending study will help to provide a new evidence base that assists in the design and delivery of activities supporting future information literacy endeavors in the nation’s public libraries.

Extending from existing research on how public libraries offer information literacy (IL) instruction through classes or programs, the purpose of this research was to explore how public librarians provide IL instruction through individual interactions with patrons. US public librarians recorded their impressions of instructional interactions over a five-day period using an online diary instrument. Key findings were that public librarians incorporate a range of IL concepts in their interactions with patrons, across a wide variety of expressed information needs, with most of the instruction directed toward helping patrons plan their information tasks, access information, and judge information. Secondary themes showed that although librarians believed strongly in the value and importance of providing instruction, individual and situational factors presented barriers to effective instruction. This research contributes to an understanding of how IL instruction in public library settings differs from school and academic library settings and raises some questions around the need for instructional resources focused more specifically around the needs of the public library to facilitate effective instruction.

A tanulmány a Múzeumi és könyvtári fejlesztések mindenkinek „Az én könyvtáram” EFOP-3.3.3.-VEKOP/16-2016-00001 projekt keretében lefolytatott vizsgálat eredményeit ismerteti. A projekt többek között arra keresi a választ, hogy mi lehet a könyvtárosok szerepe a közkönyvtárakban a tanulást támogató könyvtári szolgáltatások megvalósításában, elsősorban a digitális írástudás, információs műveltség fejlesztésében. Ez a fajta könyvtáros szerepvállalás feltételezi, hogy a könyvtárosok rendelkeznek a feladatellátáshoz kívánatos digitális kompetenciával és egyéb szükséges készségekkel. Ahhoz, hogy reálisan értékelhessük a helyzetet, fel kell térképeznünk a könyvtárosok digitális kompetenciáinak szintjét. A pályázat megteremtette egy országos reprezentatív felmérés lebonyolításnak lehetőségét, melynek eredményeként mélységeiben sikerült megismerni, hogy a magyarországi települési könyvtárakban dolgozó könyvtárosok milyen digitális kompetenciákkal rendelkeznek. --- Digital competence levels of librarians working in Hungarian municipal libraries: Results of a Countrywide Representative Survey The study describes the results of the survey carried out by the Museum and Library Development for Everyone “My Library” EFOP-3.3.3.-VEKOP/16-2016-00001 project. Among other things the aim of the project is to define the role of librarians in public libraries in their implementation of library services, directed towards supporting learning, primarily in developing digital literacy and information literacy. This engagement requires librarians to have digital competences and various skills needed for carrying out their responsibilities. In order to evaluate the situation realistically, we need to map out the level of librarians’ digital literacy. The project created the opportunity for conducting a representative national survey. As a result of this survey, the depth of the digital competence status of librarians working in the Hungarian municipal libraries was assessed. PurposeThe present study aims to examine the current digital information literacy (DIL) skills of female online shoppers in Lahore city of Pakistan. Data were gathered from a purposive sampling of women, aged between 20–50 years who were buying products online, not from the traditional retail stores. Out of 309 received questionnaires, 269 responses were useable and were utilized for data analysis. Descriptive and inferential statistics were used to deduce inferences.Design/methodology/approachQuantitative research approach was employed for this study, and a survey was conducted to collect the data from the study's respondents. For data analysis, descriptive and inferential statistics were used.FindingsResults revealed that the digital information literacy skills of women were good to a moderate level. However, they were not confident in applying advanced searching options. In accordance with what was hypothesized in a directional hypothesis, DIL was found to be a strong predictor of online shopping behavior of women, consequently highlighting the importance of such competencies in modern life. Other findings illustrate that participating women rarely engaged in online shopping and felt hesitation in using credit/debit card for online transactions.Research limitations/implicationsThese observations highlight the important role of information professionals in creating digital literacy among different population groups, specifically women, by planning digital information instruction through courses, workshops and trainings. This could eventually be possible with the dynamic role of librarians or information professionals in the society.Originality/valueThe present study adopts the unique approach of measuring online shopping behavior of female shoppers in connection with their digital information literacy skills.

There have recently been increasing numbers of published articles lamenting school students’ lack of information literacy skills. All strongly state the urgent need for improvement. The problem may arise from classroom teachers’ lack of knowledge of information literacy skills and their related pedagogical practice but there is little research. This presentation reports on a project, involving a cluster of New Zealand schools, which investigated both teacher’s and students’ understanding of information literacy and classroom practices. The results have established the need for better teacher understanding and practice. One solution will be to trial appropriate professional development.

Purpose – The purpose of this paper is twofold: first, to draw attention to one specific upper-level government policy document in which a discourse of perpetual innovation and customer service is promoted, and the kinds of questions such discursive interventions raise for the future of work in public libraries; and second, to demonstrate the explanatory potential of the concept of immaterial labour for questions relating to emerging labour processes in libraries. The concepts of “prosumer” and Web 2.0 are included as discursive resources of relevance to any discussion of immaterial labour. Design/methodology/approach – This paper presents a critical discourse analysis of a public policy visioning document for public libraries in Ontario, Canada, with reflections on related literatures. Findings – The concept of immaterial labour provides an additional analytic tool suitable for questions of relevance to public librarians and library scholars. Within the government text under review which deals specifically with the future of the public library to 2020, the identity of the public librarian is alarmingly absent. Conversely, the library patron as a producer and consumer is privileged. Research limitations/implications – Failure to attend to the broader policy arena within which the public library resides creates dangerous blind spots for public library professionals, educators and researchers. Practical implications – This paper demonstrates the value of a discourse analysis for uncovering the ideological dimensions of policy documents, while simultaneously modelling the method using the kind of policy text commonly produced in governments around the world. Social implications – This paper shows how failure to attend to the broader policy arena within which the public library resides creates dangerous blind spots for the public library community. Originality/value – This paper contextualizes the immaterial and volunteer labour of the public library user as producer/consumer in the context of the future of the frontline professional and waged librarian.

This paper presents methodology, early findings, possible applications of results and lessons learnt from the research study “Public libraries: value, trust and satisfaction”. The study was conducted in Latvia as the part of the impact assessment plan within the public library development project “Third Father’s Son”. The project’s goal was to improve people’s quality of life by strengthening the capacities of public libraries to facilitate better and proactive use of resources offered by free access to information technology and the Internet. In this paper, the author introduces practical results from the measurement of use-oriented value of public libraries by using information from the ecology approach and identifying the role of the public library within a context of other information sources used by the public.

There is one aspect of Libraries that needs particularly to be highlighted, namely the role of the public library as a par excellence site that upholds the public intellectual space when contrasted to the more restricted academic space. It is a primary means by which public intellectuals and, through them, civil society, may hold even academia to account when the latter becomes confined by dead habits or restricted by institutional, bureaucratic, elitist or other, structures. It needs to be emphasized that academia and scholarship are not necessarily congruent. The interplay between academia and scholarship is crucial and that is made possible by the public library. Open libraries, especially public libraries, are at least as vital as the academia. The importance of a library or a museum is not necessarily related to its location or its size. “Preservation” and “intellectual heritage” need to be decolonized in order to realize epistemic justice.
