Understanding Community Needs: A Step Closer to a Digital Library for Communities in Canada’s North

This paper provides insight into the findings from a survey conducted with community members in the Inuvialuit Settlement Region (ISR) in Canada’s North. The survey was conducted to develop a deeper understanding of needs and information seeking behaviour of users in ISR. The findings from the survey will be useful in developing a digital library (DL) platform for communities in ISR. Cet article donne un aperçu des résultats d'une enquête menée auprès des membres de la communauté de la région désignée des Inuvialuit (RDI) dans le Nord du Canada. L'enquête a été menée afin d’obtenir une meilleure compréhension des besoins et des comportements de recherche d'information des utilisateurs dans la RDI. Les résultats de l'enquête  seront utiles au développement d’une plate-forme de bibliothèque numérique (BN) pour les communautés en RDI.

This chapter addresses the issue of information-seeking behaviour of users in the digital libraries' environment in sub-Saharan Africa. Information-seeking behaviour may be shaped by the environment in which users seek information. A digital library is still relatively new in sub-Saharan Africa and there is not much known about how the digital library environment may shape the information-seeking behaviour and/or information needs of users. The chapter explores the concept of digital libraries and the nature of the collections and services of digital libraries in comparison to traditional libraries. The chapter also discusses what a library is, the services provided by libraries, and the differences between a traditional library and a digital library. Covered in the chapter also is a brief history of digital libraries. Digital literacy as a factor which may shape the information-seeking behavior of users in a digital library environment is also discussed in the chapter. Information literacy has changed drastically. The digital information literacy that may play a role in socio-economic development in sub-Saharan Africa is no longer the literacy defined as the ability to read and write at a basic level and sign a document. As society is moving from information age to digital age, new definitions of digital information literacy are evolving which include how to access information in digital formats, and how to evaluate information and use it appropriately. Digital information literacy forms the basis for lifelong learning and is common to all disciplines, to all learning environments and to all levels of education. In sub-Saharan Africa, levels of digital information literacy are low due to numerous factors which are also explored in this chapter. Development of digital information literacy in sub-Saharan Africa has been slow compared to the development of information and communication technologies in the region. The chapter discusses the extent to which low levels of digital literacy in sub-Saharan Africa may also be responsible for shaping information-seeking behaviour of users in a digital library environment. The chapter concludes that the major differences between the two types of libraries are mainly to do with technology, rather than a fundamental change in the way libraries operate. This is because digital libraries are still libraries which largely share the same objectives and purposes of the traditional libraries.

Hypermedia systems allow information to be created, stored, accessed, and manipulated in a variety of ways. One example of such a system is a digital library (DL). DLs are typically difficult to learn and to use. One aspect of learnability is that novice users should be able to learn how to search effectively; one approach to this is having the system provide context-relevant help. We report on two studies: the first identifies novices’ difficulties, which informed design changes to integrate adaptive help into a DL system; the second illustrates how interface design can influence users’ information seeking behaviour. It focuses on strategies developed and applied by users in response to two types of ‘tips’. This study provides an indication of how the interface can improve inexperienced users’ interactions with DLs and help them develop more sophisticated information seeking strategies, while also creating more adaptive DLs.

The volume of information has grown enormously; the variety of information, its sources and format of presentation have increased; the speed of information flow has increased; times and places to experience communication media have expanded; the number of information perspectives and points of view has exploded; and the people's interest in and expectation of the availability of information have grown. The information users have also changed and now exhibit remarkably unique information seeking behaviour. They basically want synthesised information with the least effort. They are intolerant to any forms of delay and get bored very fast. Librarians must understand the emerging information seeking behaviour and the resultant expectations to be able to satisfy the users' information needs closely. As they do so, they must acknowledge that the uptake of traditional services has dropped drastically and that it is much easier to follow the library users into their digital echo chambers than try to attract them back to the conventional library spaces.

AbstractObjectiveMany people seek health information from internet sources. Understanding this behaviour can help inform healthcare delivery. This study aimed to review Google Trends as a method for investigating internet-based information-seeking behaviour related to throat cancer in terms of quantity, content and thematic analysis.MethodData was collected using Google Trends. Normalised data was created using the search terms ‘throat cancer’, ‘cancer’, ‘HPV’, ‘laryngeal cancer’ and ‘head and neck cancer’. The search data was used to analyse the temporal and geographical interest pattern of these terms from 2004 to 2015.ResultsThree important peaks in searches for ‘throat cancer’ were identified. The first and greatest increase in interest was in September 2010, and there were also peaks in June 2013 and in October 2011.ConclusionInternet-search analysis can provide an insight into the information-seeking behaviour of the public. Mass media can hugely affect this information-seeking behaviour. Possessing tools to investigate and understand information-seeking behaviour may be used to improve healthcare delivery.

Poor service delivery has always been considered a legacy of the apartheid era. However, 25 years into democracy, many local municipalities are still battling with service delivery backlogs. These backlogs are often attributed to, for example, dysfunctional ward committees, corruption amongst councillors, exclusion of community members in the planning process, failure to prioritise community needs, and institutional capacity issues. These challenges have undermined municipalities’ provision of quality service delivery and have precipitated service delivery protests. This article argues that community participation, which has been identified as a factor that can mitigate the aforementioned challenges, can be pivotal in the provision of effective and efficient services by municipalities. The relationship between community inclusion and service delivery outcomes is not simplistic, but depend upon a combination of proactive and highly skilled leaders and a cooperative and supportive populace. In this article, we identify the modes for successful participation and also the consequences of community exclusion through textual analysis of pertinent sources. We argue that such participation can only be successful and sustainable if it is reinforced by support from local government in the form of community training and capacity development workshops to exchange and instil new ideas as well as by resource allocation.

Purpose This paper presents the results of a qualitative study that involved students of an interdisciplinary PhD program. The study objective was to gather requirements to create a knowledge graph information system. The purpose of this study was to determine information-seeking practices and information needs of this community, to inform the functionalities of a proposed system, intended to help students with relevant resource discovery and decision-making. Design/methodology/approach The study design included semi-structured interviews with eight members of the community, followed by a website usability study with the same student participants. Findings Two main information-seeking styles are recognized and reported through user personas of international and domestic (USA) students. The findings show that the useful information resides within the community and not so much on the program website. Students rely on peer communication, although they report lack of opportunities to connect. Students’ information needs and information seeking are dependent on their progress through the program, as well as their motivation and the projected timeline. Practical implications Considering the current information needs and practices, a knowledge graph hosting both information on social networks and the knowledge produced by the activities of the community members would be useful. By recording data on their activities (for example, collaboration with professors and coursework), students would reveal further useful system functionalities and facilitate transfer of tacit knowledge. Originality/value Aside from the practical value of this research that is directly influencing the design of a system, it contributes to the body of knowledge on interdisciplinary PhD programs.

A Review of: Jamali, H. R., & Asadi, S. (2010). Google and the scholar: The role of Google in scientists' information seeking behaviour. Online Information Review, 34(2), 282-294. Objective – To determine how Google’s general search engine impacts the information-seeking behaviour of physicists and astronomers. Design – Using purposive stratified non-random sampling, a mixed-methods study was conducted which included one-on-one interviews, information-event cards, and an online questionnaire survey. Setting – Department of Physics and Astronomy at University College London. Subjects – The researchers interviewed 26 PhD students and 30 faculty members (23% of the department’s 242 faculty and students), and 24 of those participants completed information-event cards. A total of 114 respondents (47.1% of the department members) participated in the online survey. Methods – The researchers conducted 56 interviews which lasted an average of 44 minutes each. These were digitally recorded, fully transcribed, and coded. The researchers asked questions related to information-seeking behaviour and scholarly communication. Four information-event cards were given to volunteer interviewees to gather critical incident information on their first four information-seeking actions after the interview. These were to be completed preferably within the first week of receiving the cards, with 82 cards completed by 24 participants. Once initial analysis of the interviews was completed, the researchers sent an online survey to the members of the same department. Main Results – This particular paper examined only the results related to the scholars’ information-seeking behaviour in terms of search engines and web searching. Details of further results are examined in Jamali (2008) and Jamali and Nicholas (2008). The authors reported that 18% of the respondents used Google on a daily basis to identify articles. They also found that 11% searched subject databases, and 9% searched e-journal websites on a daily basis. When responses on daily searching were combined with those from participants who searched two to three times per week, the most popular method for finding research was by tracking references at the end of an article (61%). This was followed by Google (58%) and ToC email alerts (35%). Responses showed that 46% never used Google Scholar to discover research articles. When asked if they intentionally searched Google to find articles, all except two participants answered that they do not, instead using specific databases to find research. The researchers noted that finding articles in Google was not the original intention of participants’ searches, but more of a by-product of Google searching. In the information-event card study, two categories emerged based on the kinds of information required. This included participants looking for general information on a specific topic (64%, with 22 cases finding this information successfully), and participants knowing exactly what piece of information they were seeking (36%, with 28 cases finding information successfully). There was no occurrence of using Google specifically to conduct a literature search or to search for a paper during this information-event card study, although the researchers say that Google is progressively showing more scholarly information within its search results. (This cannot be ascertained from these specific results except for one response from an interviewee.) The researchers found that 29.4% of respondents used Google to find specific pieces of information, although it was not necessarily scholarly. Conclusion – Physics and astronomy researchers do not intentionally use Google’s general search engine to search for articles, but, Google seems to be a good starting point for problem-specific information queries.

This study examines how media representations of Palestinian-Israeli politicians, can help community members realize their capabilities. The study’s database is comprised of 1,207 interviews conducted with Palestinian-Israeli politicians on news and current affairs programs on the three national television channels and the two national radio stations in Israel, for 24 months (2016-2017). We identified and analyzed the differences in the modes of representation between national and local Palestinian-Israeli politicians and between Palestinian-Israeli parliament members in the Joint List and Palestinian-Israeli parliament members in Zionist parties, all through the capabilities prism. In this study, we demonstrated how different types of Palestinian-Israeli politicians may potentially affect the realization of different political functions and capabilities. Analyzing political representations in the media through the theoretical framework of the ‘capabilities approach’ contributes to a more comprehensive insight into the roles the media can play promoting people’s wellbeing and human rights, relative to traditional media theories.
