   The author’s methodology for assessing the competitiveness of the regions of the Republic of Belar­us by economic, environmental, social blocks, taking into account the Sustainable Development Goals, is presented. The novelty lies in the complex determination of the competitiveness of the regions, reflecting the economic, environmental and social situation. Indicators are proposed for calculating the integral index and rating assessment of the level of competitiveness in the context of three blocks, not only for the analyzed regions, but also for the republic, taking into account the influence of external and internal factors in order to ensure sustainable development.

Abstract. Demographic bonuses are a hot issue, although they are still limited to population and economic experts, even among other academics the term bonus demography is still not well known. The study has not reached a legal perspective. Some aspects related to the demographic bonus are the implementation of the Sustainable Development Goals (SDGs) until 2030. While the prediction of achieving demographic bonuses by Indonesia in 2020-2030. Bonus demografi menjadi isu hangat, meskipun masih sebatas di kalangan pakar kependudukan dan ekonomi, bahkan di kalangan akademisi lain istilah bonus demografi masih kurang akrab dikenal. Kajiannya pun belum sampai menyentuh perspektif hukum.  Beberapa aspek berkaitan dengan bonus demografi ialah implementasi tujuan Pembangunan Berkelanjutan (Sustainable Development Goals/SDGs) hingga tahun 2030. Sementara prediksi pencapaian bonus demografi oleh Indonesia di tahun 2020-2030. Rangkaian periodesasi pencapaian bonus demografi tersebut, pada analisis para pakar kependudukan termasuk para ekonom, masih “malu-malu” menyebutkannya di mana bangsa dan Negara Kesatuan Republik Indonesia mencapai kesejahteraannya, dalam arti kata melalui pencapaian bonus demografi, diharapkan bangsa dan Negara Indonesia dapat mewujudkan amanat konstitusional yakni mensejahterakan masyarakat.   Kata Kunci: Bonus Demografi, Pembangunan Berkelanjutan, Perspektif Hukum, Negara Kesatuan Republik Indonesia.

The subject of the paper є is to study the mechanisms for investing in residential renovation in the context of the Sustainable Development Goals. At the same time, sustainable development is considered both from the point of view of safety and environmental friendliness of residential buildings, and from the social point of view of providing housing to citizens from strategic perspective. It is shown that the current sustainable development goals, the definition of indicators of their achievement do not cover the problem of housing deterioration, which is one of the most acute for national and social security, as well as the financial stability of the state. Therefore, the achievement of SDG-11 in Ukraine is in a high risk zone given the catastrophic state of housing, the scale of the problem, and the high cost of its renovation for insolvent households; this does not solve the problem only at the expense of homeowners as follows from the essence and functions of property owners. The situation in Ukraine differs from European countries in that the state is impossible to further subsidize the owners on a large scale. This requires a combination of public investment in renovation of residential real estate with property reform, transforming part of the housing stock into social housing. As the implementation of housing projects concerns the local level, the general shortcomings of strategic management are shown, where there is no vision of communities to solve the problem. Methodology. Based on the methodological developments of the authors on the insolvency of homeowners in Ukraine (A. Shcherbyna), criticism of unjustified approaches to co-financing by residents and local authorities of renovation projects in Kyiv (O. Popeko), and the need to justify and evaluate investment projects to achieve sustainable development goals (S. Kovalivska), the article forms a comprehensive approach to solving the problem in terms of all three aspects. Therefore, the purpose of the paper is to deepen the formulation and analysis of methods to achieve Sustainable Development Goal 11 "Make cities and human settlements inclusive, safe, resilient and sustainable" with the help of provisions on sustainable housing for citizens based on a projectoriented approach and mechanisms for financing projects using public-private partnerships of homeowners with local authorities, as well as taking into account sustainable development goals. Practical implications. The main directions of further progress in reforming property relations in the housing sector and creating tools for intensifying partnership mechanisms at the vertical and horizontal levels in the public administration system are identified. Results. The proposed methodology provides for the selection of projects for budget support and development of recommendations for their implementation, taking into account SDG in several stages: preselection based on cost-benefit analysis; assessment of the impact of the project on SDG (determination of the SDG identity of the project based on a quantitative assessment of the impact of its objectives on SDG and vice versa); determination of the volume and type of budget support (rating of projects based on a comprehensive analysis of their commercial, budgetary and social efficiency, adjusted for the level of manufacturability, export orientation, and SDG identity); development of recommendations for project implementation, which take into account the approaches to assessing the impact of the project on SDG and, conversely, the achievement of SDGs or the risks of their failure to achieve project objectives (4). Value. To link SDG with budget planning, it is proposed to introduce an additional classification of budget expenditures on SDG, which will help to reconcile strategic and budget planning with investment in order to achieve SDG, including in the process of ensuring state participation in programs and projects for renovation and construction of housing based on the concept of sustainable development.

The article covers the features of the implementation of the sustainable development goals in the Republic of Kazakhstan. The authors used analytical and comparative methods to assess the significant indicators of the sustainable development goals, as well as to systematize statistical information. The article focuses on the research of scientists and reports of international organizations related to the concepts of sustainable development. During the analysis, the authors identified the worst indicators of the Republic of Kazakhstan in the Global Ranking of the Sustainable Development Goals: "Eliminating hunger", "Good health and well-being", " Reducing inequality" and "Peace, justice and effective institutions". The article proposed to continue the digitalization of public services and reduce direct contacts of citizens with civil servants in order to prevent corruption. The authors proposed specific recommendations for the implementation of the Sustainable Development Goals: clearly define the indicators of the Sustainable Development Goals in accordance with Strategic documents and state programs of the Republic of Kazakhstan; regularly coordinate indicators between stakeholders in various state bodies and business structures; determine the sequence of deadlines for the implementation of indicators of the Sustainable Development Goals; form a state policy on key sustainable development goals.

Abstrak Perkembangan paham radikalisme di Indonesia menjadi permasalahan yang serius. Hal tersebut dikarenakan paham tersebut tidak bisa menerima perbedaan budaya dan agama yang beraneka ragam di Indonesia. Fenomena tersebut mengancam keutuhan Negara Kesatuan Republik Indonesia. Tulisan ini mengupayakan sebuah desain yang komprehensif dan sistematis berkaitan dengan pembentukan dan pengembangan Ruang Kreatif Desa Perdamaian (RKDP) di Dusun Srumbung Gunung, Desa Poncoruso, Kecamatan Bawen, Kabupaten Jawa Tengah. Dusun tersebut mempunyai modal sosial dan budaya yang sangat kuat, yaitu masih menjaga nilai-nilai kerukunan hidup di antara umat yang beraneka ragam dan masih memelihara budaya dan adat istiadat dengan sangat baik. Dusun tersebut juga menyimpan potensi seni, pusaka saujana, dan situs bersejarah. RKDP dibentuk untuk menjadi salah satu upaya mempromosikan kehidupan yang rukun dan kreatif kepada dunia untuk mendukung perdamaian. Selain itu, pembentukan RKDP selanjutnya mampu meningkatkan kesejahteraan ekonomi masyarakatnya, serta sebagai upaya mendukung tujuan masyarakat global dengan agenda Sustainable Development Goals yang dicita-citakan terwujud pada tahun 2030. Abstract The development of radicalism in Indonesia has become a serious problem. This is because these understandings cannot accept diverse cultural and religious differences in Indonesia. This phenomenon threatens the integrity of the Unitary State of the Republic of Indonesia. This paper seeks a comprehensive and systematic design relating to the formation and development of the Peace Village Creative Space (RKDP) in Srumbung Gunung hamlet, Poncoruso Village, Bawen District, Central Java Regency. The hamlet has a very strong with social and cultural capital, which still maintains harmony values among diverse people and still maintains culture and customs very well. The hamlet also holds the potential of art, saujana (View) heritage and historic sites. RKDP was formed to be one of the efforts to promote harmonious and creative life to the world to support peace. In addition, the establishment of the RKDP will further improve the economic welfare of the community. In addition, it is also an effort to support the goals of the global community with the goal of the Sustainable Development Goals aspired to be realized in 2030.

Industrial and technological development have contributed significantly to causing environmental crises, such as climate change and land degradation. To address these environmental challenges, nature-based solutions (NBS) have gained increased attention over conventional technical responses. This study derived conceptual linkages from NBS application to resilience promotion, and subsequently, to the achievement of sustainable development goals (SDGs). The study was conducted to reveal that NBS activities are an essential approach that determines the balance between human development and nature conservation. In this paper, we compare four case studies, one domestic reforestation project and three international afforestation projects, all of which had forest-related NBS experiences and were conducted by the Republic of Korea. All four projects were found to have an impact on environmental and socio-economic resilience. These impacts were qualitatively assessed through resilience indicator evaluations. Subsequently, the resilience indicators were matched with the targets of the SDGs. NBS initiatives designed to include various natural and social elements promoted the resilience of ecosystems and society and address a broader spectrum of SDGs. Further efforts to establish region-specific promotional models, identify resilience indicators, and collect scientific data are recommended for quantitatively assessing the NBS initiatives.

Achieving the goals of sustainable development largely depends on the state machinery effectiveness and the professionalism of civil servants. Continuous education (life-long training) is an effective tool for ensuring competence level of civil servants. According to the results of the analysis of the education system of civil servants, it can be argued that in the Republic of Belarus it has developed a mixed framework of education for civil servants, which is characterized by a combination of innovative and traditional forms and teaching methods aimed at their professional and personal development. The training of civil servants is carried out within the annual governmental order. The existing educational framework was developed before the adoption of the 2030 Agenda, in this regard, the education of public servants does not fully take into account the paradigm of sustainable development. The solution is seen in the transition from the annual government order for training of civil servants to long-term, medium-term and short-term planning of their training, which correlates with the Sustainable Development Goals. It is also important to implement the principle of inclusion in education. This will entail not only the improvement of the scientific and methodological support of the educational process and the creation of new educational programs, but also an increase in the requirements for the level of teachers training and the intensification of the students role. We also believe that the use of advanced foreign experience in the learning process will strengthen the personnel capacity of the state machinery and promptly implement changes to reflect the new realities. The listed aspects of the civil servants education framework transformation in the Republic of Belarus can become potential growth points that in the long term will allow Belarus to achieve the Sustainable Development Goals.
