<p>ABSTRACT<br /><br />Tuna is an important fish commodity in Southeast Sulawesi. It valued as an export and interisland trade product as well as an important component of local fish consumption for coastal community around Southeast Sulawesi Waters (PSST). Indonesian fisheries management is currently adopting the concept of ecosystem approach to fisheries management (EAFM). EAFM implementation in Indonesia has continued by indicators establishment to assess the sustainability performance of fisheries. Catch per unit effort standard (Standard CPUE) and juvenile composition were implemented as indicators to assess resource sustainability. Data limitations are one of the issues in fisheries management at this time, however, management efforts remain to be implemented by utilizing the best available data. This study aimed to derived recent ten years coverage of standard CPUE and it trends as well as juvenile proportion in tuna fishery based on statistical data and field observation. Assessment results show that Standard CPUE in 2014 was 0,31 tons per trip and tends to increase in year coverage, while juvenile composition was 48,6%. Based on these results, the tuna fishery in Southeast Sulawesi is still sustainable. However, there is a need to have further control and monitoring, especially on a fishery that caught tuna under Lm. Management measure has to be selected carefully in line with social economic aspects of tuna fishery in this area.<br /><br />Keywords: EAFM, juvenile proportion, Standard CPUE, tuna</p><p>-------<br /><br />ABSTRAK<br /><br />Tuna merupakan komoditas perikanan penting di Sulawesi Tenggara baik sebagai produk ekspor, perdagangan antar pulau maupun pemenuhan kebutuhan lokal bagi masyarakat pesisir di perairan bagian selatan Sulawesi Tenggara (PSST). Untuk mempertahankan keberlanjutan perikanan tuna di daerah ini maka perlu adanya suatu upaya pengelolaan komprehensif yaitu pengelolaan perikanan dengan pendekatan ekosistem atau Ecosystem approach to Fisheries Management (EAFM). Implementasi EAFM di Indonesia terus dikembangkan dengan tersusunnya indikator penilaian kinerja pengelolaan. Tangkapan per Unit Upaya atau Catch per Unit Effort (CPUE) dan komposisi yuwana merupakan bagian dari indikator EAFM Indonesia khususnya dalam domain sumberdaya. Penelitian ini bertujuan untuk memperoleh nilai CPUE baku dan kecenderungannya selama sepuluh tahun terakhir, dan proporsi yuwana berdasarkan data statistik perikanan yang diintegrasikan dengan data yang diperoleh melalui pengamatan, wawancara dan pengisian kuesioner dengan pemangku kepentingan terkait. Hasil penilaian menunjukkan bahwa CPUE baku tahun 2014 adalah 0,31 ton/trip dengan kecenderungan meningkat, sedangkan komposisi yuwana adalah 48,6%. Berdasarkan nilai CPUE baku dan proporsi yuwana, maka kinerja perikanan tuna Sulawesi Tenggara masih dinilai baik. Perlu adanya upaya pengendalian dan pemantauan lebih lanjut terutama pada perikanan yang menangkap yuwana tuna. Namun demikian, pemilihan tindakan pengelolaan harus dilakukan secara hati-hati dengan memperhatikan pemenuhan kebutuhan sosial ekonomi lainnya dari perikanan tuna di daerah ini.<br /><br />Kata kunci: EAFM, proporsi yuwana, CPUE baku, tuna</p>

Study on small-pelagic fisheries in the border regions between Indonesia - Timor Leste has taken place in Belu District, East Nusa Tenggara. It was aimed to assess the status of small pelagic management and formulate the strategic and tactical steps for implementing sustainable fisheries management. The study site took place at four villages at the sub-district of Tasifeto Timur and Kakuluk Mesak. Data were collected through interview techniques, observation, and measurement of 30 indicators from six domains of EAFM, ecosystem approach to fisheries management, of which assessment of each indicator within each domain was conducted and presented into the flag model.  Based on that results, tactical decisions and strategic planning were formulated. The results showed that small-pelagic fisheries management in Belu classified as a fairly medium category. Domain fish resources and fishing technology classified as a good category and domain habitat and ecosystem, social, economic and institution are classified as a medium category. To improve small-pelagic fisheries management in Belu District, several indicators are recommended for improvement in form of tactical and strategic management decisions


<i>Abstract</i>.—The study of ecosystems, such as the Gulf of Maine, and efforts to realize the objectives of ecosystem-based management are proceeding apace, but the so-called “human dimensions” need greater attention, rhetoric notwithstanding. They are mainly limited to representations of the anthropogenic effects of people and their artifacts and activities, such as overfishing, pollution, or drilling for oil. The relevant ecosystem has inputs from people but does not include them. As in standard fisheries management, the people are relegated to a single indicator, “F,” fishing mortality, and perhaps, if we push it a bit, in “E” for effort, as in CPUE (catch per unit effort). Making it ecosystem-based adds small “e” to equations, or elaborates on matters such as predation, competition, sea surface temperatures, but does no more for the people involved. We tend to keep people out of the “ecosystem,” despite much rhetoric to the contrary. If we want to take this seriously, we need to address not only the above notion of anthropogenic influences on a nonhuman ecosystem, but also “social and economic impact” and related analyses, and recent efforts at understanding “coupled natural and human systems.” Throughout, we should not lose sight of the critical roles of people as actors—in tragedies, comedies, and other dramas of the commons— and as chroniclers and witnesses.

AbstractChina (herein referred as China’s mainland, and excluding Hong Kong, Macau and Taiwan) is the largest contributor to global seafood production. While China’s marine fisheries have been extensively documented, there is a gap in systematically quantifying production of its marine fisheries and the different challenges confronting them at the provincial level. We addressed this gap in spatial detail by providing a review that compares and contrasts the exploitation history of China’s fisheries at both the national and provincial levels based on official statistical data. We expanded upon this to explore aspects of bio-socio-economic challenges faced by the country’s 11 fishing provinces. Our analysis suggested that significant increases in domestic marine catches in China have been accompanied by escalating fishing power, which has had differential impacts at the provincial scale. Catch per unit effort (CPUE) sharply declined at both the national and provincial scales, and many traditionally targeted demersal fish stocks showed clear downward trends in terms of catches. The 11 fishing provinces in China can be grouped into four clusters with distinct biological, social, and economic attributes. Targeted measures are recommended accordingly when implementing fisheries management measures for each specific fishing province in order to deliver an overall improvement in the sustainability of China’s marine fisheries.

The mode of development of the COVID-19 pandemic in Russia and the impact of the epidemic on the areas of scientific research, education and functioning of the fuel and energy complex are discussed. The official statistics revealed evidence both of effectivity of the taken anti-epidemic measures in Moscow and of possible cases of incorrectness of statistical data. The social situation and the mode of development of the epidemic in Moscow and in the regions of Russia are essentially different, that reduces the effectiveness of anti-epidemic measures introduced uniformly throughout the whole country. The conditions of the pandemic and quarantine are difficult for everyone, but organizations and persons with a more modern informational character of production adapt to them more easily. In general, it can be suggested that the epidemic besides the very essential losses gives an important impulse for social-economic and political modernization of the society.

Forecasting, using time series data, has become the most relevant and effective tool for fisheries stock assessment. Autoregressive integrated moving average (ARIMA) modeling has been commonly used to predict the general trend for fish landings with increased reliability and precision. In this paper, ARIMA models were applied to predict Lake Malombe annual fish landings and catch per unit effort (CPUE). The annual fish landings and CPUE trends were first observed and both were non-stationary. The first-order differencing was applied to transform the non-stationary data into stationary. Autocorrelation functions (AC), partial autocorrelation function (PAC), Akaike information criterion (AIC), Bayesian information criterion (BIC), square root of the mean square error (RMSE), the mean absolute error (MAE), percentage standard error of prediction (SEP), average relative variance (ARV), Gaussian maximum likelihood estimation (GMLE) algorithm, efficiency coefficient (E2), coefficient of determination (R2), and persistent index (PI) were estimated, which led to the identification and construction of ARIMA models, suitable in explaining the time series and forecasting. According to the measures of forecasting accuracy, the best forecasting models for fish landings and CPUE were ARIMA (0,1,1) and ARIMA (0,1,0). These models had the lowest values AIC, BIC, RMSE, MAE, SEP, ARV. The models further displayed the highest values of GMLE, PI, R2, and E2. The “auto. arima ()” command in R version 3.6.3 further displayed ARIMA (0,1,1) and ARIMA (0,1,0) as the best. The selected models satisfactorily forecasted the fish landings of 2725.243 metric tons and CPUE of 0.097 kg/h by 2024.

Summary White-bellied Heron Ardea insignis (WBH) is critically endangered, but we lack data on many aspects of its basic ecology and threats to the species are not clearly understood. The goal of this study was to analyse WBH foraging microhabitat selection, foraging behaviour, and prey preferences in two river basins (Punatsangchhu and Mangdechhu) in Bhutan which are likely home to one of the largest remaining populations of WBH. We also explored the relationship between the relative abundance of the WBH and prey biomass catch per unit effort within four foraging river microhabitats (pool, pond, riffle and run). Prey species were sampled in 13 different 100-m thalweg lengths of the rivers using cast nets and electrofishing gear. Riffles and pools were the most commonly used microhabitats; relative abundance was the highest in riffles. The relative abundance of WBH and prey biomass catch per unit effort (CPUE) also showed a weak but significant positive correlation (rs = 0.22). The highest biomass CPUE was observed in riffles while the lowest was found in the ponds. From the 97 prey items caught by the WBH, 95% of the prey were fish. The WBH mainly exploited three genera of fish (Garra, Salmo, and Schizothorax) of which Schizothorax (64%) was the most frequently consumed. This study provides evidence in support of further protection of critical riverine habitat and fish resources for this heron. Regular monitoring of sand and gravel mining, curbing illegal fishing, habitat restoration/mitigation, and developing sustainable alternatives for local people should be urgently implemented by the government and other relevant agencies. Further study is also required for understanding the seasonal variation and abundance of its prey species in their prime habitats along the Punatsangchhu and Mangdechhu basins.

The United Nations calls on the international community to implement an ecosystem approach to fisheries (EAF) that considers the complex interrelationships between fisheries and marine and coastal ecosystems, including social and economic dimensions. However, countries experience significant national challenges for the application of the EAF. In this article, we used public officials’ knowledge to understand advances, gaps, and priorities for the implementation of the EAF in Chile. For this, we relied on the valuable information held by fisheries managers and government officials to support decision-making. In Chile, the EAF was established as a mandatory requirement for fisheries management in 2013. Key positive aspects include the promotion of fishers’ participation in inter-sectorial Management Committees to administrate fisheries and the regulation of bycatch and trawling on seamounts. Likewise, Scientific Committees formal roles in management allow the participation of scientists by setting catch limits for each fishery. However, important gaps were also identified. Officials highlighted serious difficulties to integrate social dimensions in fisheries management, and low effective coordination among the institutions to implement the EAF. We concluded that establishing clear protocols to systematize and generate formal instances to build upon government officials’ knowledge seems a clear and cost effective way to advance in the effective implementation of the EAF.
