Penajam Paser Utara was one of the youngest regency in East Kalimantan which focused to develop agriculture sector, especially food crops. Contribution agriculture sector to Gross Regional Domestic Product (PDRB) in 2015 was in second position accounted for 20.97%. This research was aimed to compile direction for agricultural land use based on actual land use, regional development index and land suitability. Land use change was obtained by overlay method within two land use map (2010 and 2016) from BPN, regional development was analyzed by skalogram method using PODES data (2011 and 2014) from BPS and land suitability was evaluated referred to FAO framework using matching method between land unit mapping based on soil map 1:50,000 from BBSDLP and criteria for specific commodities. Actual land use in Penajam Paser Utara (2016) consist of forest (32.92%), plantation (25.51%), industrial forest (17.09%), bush (8.76%) and other land use (15.72%). Land use change pattern from 2010 to 2016 showed increasing of plantation area (3.55%) due to forest land decreasing (1.42%). Regional development indicated by increasing of average IPD from 21.72 (2011) to 32.04 (2014). Land suitability for agriculture was classified in S3 (marginally suitable)-N2 (permanently not suitable). Retention factors were erosion hazard (e), rooting media (r), nutrion retention (n) and nutrient availability (n). Available land for agriculture using largely 162,493 Ha consist of (a) plantation area largely 113,796 Ha (b) wetland crop largely 24,258 (c) dry land crop largely 15,101 Ha and (d) not suitable for agriculture largely 6,027 Ha.

<p class="JSDLKatakunci"><strong>Abstra</strong><strong>ct</strong><strong>.</strong> The development of the new nation's capital in East Kalimantan must be supported with sufficient food supply. An Agricultural buffer zone must be provided as production area of food crops, horticulture, plantation, and livestock to suffice the food needs. The planning of landuse arrangement in the area required land suitability assessment for various agricultural commodities. The purpose of this paper is to provide information of land suitability in East Kalimantan Province that support the development plan of the new capital of the Republic of Indonesia. Literature studies of the previous research in East Kalimantan Province are carried out by the Indonesian Center for Agricultural Land Resources Research and Development (ICALRRD), as well as other research institutions. Based on the researches by ICALRRD conducted between year 2016-2019, the land suitable for agriculture is quite extensive (7.7 million ha), mostly for dry land farming. It is classified as suitable (S) mainly for plantation, forage, dry land food, horticulture, and upland rice, especially rainfed paddy. Only a small part is suitable for swamp lowland paddy field or tidal paddy field. The efforts to develop the regions include: (1) the expansion of new areas called as extensification (E), and a little through intensification (I). Extensification is conducted by cultivating superior commodities on new opening land that were previously in the form of shrubs or swampy shrubs, and open area or pasture. The available area for extensification program in East Kalimantan is 2.728 million ha. (2) The intensification program is carried out through the development of commodities in the existing land by strengthening the application of land technology, water management, crops varieties selection and cultivation techniques covering 73.2 thousand ha.</p><p><strong>Abstrak. </strong>Rencana pemindahan ibu kota negara ke Kalimantan Timur, perlu didukung oleh kawasan penyangga pertanian (tanaman pangan, hortikultura, perkebunan, dan peternakan) untuk memenuhi kebutuhan pangan masyarakat. Perencanaan penyusunan kawasan tersebut memerlukan data kesesuaian lahan berbagai komoditas pertanian. Tujuan dari tulisan ini adalah untuk memberikan informasi data tentang kesesuaian lahan di Provinsi Kalimantan Timur dalam mendukung rencana pembangunan ibukota baru Republik Indonesia. Metode yang digunakan dalam penulisan makalah ini adalah studi literatur dari hasil penelitian di Provinsi Kalimantan Timur, baik yang dilaksanakan oleh Balai Besar Litbang Sumberdaya Lahan Pertanian (BBSDLP), maupun lembaga penelitian lain. Berdasarkan data hasil penelitian BBSDLP antara tahun 2016-2019, lahan yang sesuai untuk pertanian cukup luas (7,7 juta ha), terutama untuk pertanian lahan kering. Lahan yang tergolong kelas sesuai (S) sebagian besar untuk tanaman perkebunan, pakan ternak, pertanian tanaman pangan lahan kering, hortikultura, dan padi sawah tadah hujan. Hanya sedikit yang sesuai untuk pertanian padi rawa lebak atau padi pasang surut. Upaya yang dapat ditempuh untuk membangun kawasan ini adalah: (1) melalui perluasan areal baru atau ekstensifikasi (E) tanaman perkebunan, pakan ternak, pertanian tanaman pangan lahan kering, hortikultura, dan padi sawah tadah hujan, pada lahan bukaan baru yang sebelumnya berupa semak belukar atau semak belukar rawa, lahan terbuka atau padang rumput seluas 2,728 juta ha. (2) melalui program intensifikasi (I) dilakukan melalui pengembangan komoditas di lahan sawah eksisting melalui penguatan aplikasi teknologi pengelolaan lahan, pengelolaan air, penggunaan varietas unggul, dan teknik budidaya, seluas 73,2 ribu ha.</p>

Population growth, increasing income, and the rapid economic development create complexity of land issues. Land has a central role in  food production, however demand for land increased significantly to meet the needs of the population. Cianjur Regency is one of regencies in the southern part of West Java Province with the largest paddy field area. However, paddy field conversion into non agricultural land or another agricultural land resulted in the decrease of paddy field area. Therefore, in the context of maintaining the availability of rice in Cianjur Regency, this study aimed to: (1) analyze the patterns of land use/land cover, (2) evaluate land suitability for paddy field, and (3) analyze the potency of land for paddy field expansion. Land use change was identified using Landsat imagery of 2000 and 2015 by using fusion techniques. Land suitability for paddy field was analyzed using limiting factor method. Potential for paddy field expansion was analyzed according to land suitability and agricultural land allocation in official regional land use plan map (“RTRW”). The results showed that in the period of 2000 to 2015, most of paddy field were converted into settlements. Land suitability classes for paddy field in Cianjur Regency were not suitable (N) (61.19%), suitable (S2) (9.53%), and marginally suitable (S3)(29.28%). Cianjur Regency still has the potency of land to be used for paddy field expansion of 148,980 ha. Keywords: Land use change, potential area for paddy field priority, land suitability for paddy field

 AbstrakKabupaten Sukoharjo merupakan kota satelit yang memberi daya dukung bagi kota utamanya (Kota Solo). Pembangunan Kawasan Solo Baru dan Kartasuro sebagai kota satelit mandiri dengan konsep permukiman yang didukung oleh ketersediaan fasilitas penunjang akan berimbas pada perubahan pemanfaatan lahan. Kabupaten Sukoharjo sebagai salah satu lumbung beras nasional justru perlu diperhatikan dan dijaga. Keberadaan lahan pertanian (pangan) di Kabupaten Sukoharjo menjadi terancam oleh intensitas pembangunan kota yang mengarah pada alih fungsi lahan non terbangun (lahan pertanian) menjadi terbangun. Penelitian ini bertujuan: (1) menganalisis kebutuhan dan ketersediaan pangan, (2) menganalisis daya dukung (Carrying Capacity) lahan pertanian dalam mendukung ketahanan pangan, dan (3) melakukan estimasi kebutuhan lahan pertanian pangan di Kabupaten Sukoharjo. Sebesar 44,16% (20.617 ha) lahan di Sukoharjo diperuntukkan untuk sawah. Daya dukung pangan secara keseluruhan di Kabupaten Sukoharjo mampu tercukupi ditunjukkan dengan nilai 1,62 yang berarti bahwa kebutuhan pangan mampu dicukupi dengan luas lahan pertanian dan produksi padi yang dihasilkan saat ini. Kebutuhan lahan pertanian pangan berkelanjutan (KLP2B) menurut kecamatan di Kabupaten Sukoharjo yang masih belum dapat dipenuhi kebutuhan pangan di wilayahnya adalah Kecamatan Kartasura. Hingga 20 tahun ke depan (2031), KLP2B yang tinggi di Kabupaten Sukoharjo masih berada di Kecamatan Grogol, Kecamatan Kartosuro, Kecamatan Mojolaban dan Kecamatan Sukoharjo.Kata kunci: ketahanan pangan, daya dukung, pembangunan wilayah AbstractSukoharjo Regency is a satellite city that provides support for its main city (Solo City). The development of Solo Baru and Kartasuro areas as self-contained satellite cities with the concept of settlements supported by the availability of supporting facilities will impact on land use change. Sukoharjo Regency as one of the national rice granary precisely needs to be considered and maintained. The existence of agricultural land (food) in Sukoharjo Regency becomes threatened by the intensity of urban development that leads to the conversion of non-built land (agricultural land) to be built. This study aims to: (1) analyze the need and availability of food, (2) analyze the carrying capacity of agricultural land in supporting food security, and (3) estimate the needs of food agriculture land in Sukoharjo Regency. A total of 44.16% (20,617 ha) of land in Sukoharjo is reserved for rice fields. The food carrying capacity in Sukoharjo Regency as a whole is sufficiently indicated by a value of 1.62 which means that food needs can be satisfied with the existing area of agricultural land and rice production. The need for sustainable agricultural land (KLP2B) in Sukoharjo Regency that has not been fulfilled by the needs of food in its area is Kartasura District. Until the next 20 years (2031), high KLP2B in Sukoharjo Regency is still in Grogol District, Kartosuro District, Mojolaban District and Sukoharjo District.Keywords: food security, carrying capacity, regional development

Bontang is the youngest city in East Kalimantan which focused to industrial sector. As the industry city, Bontang has been growing rapidly especially for population and regional development. This study was aimed to (a) identified land use in Bontang at 2002, 2009 and 2016 (b) analyze land use change and land use prediction in 2023 (c) evaluate land suitability and availability for settlement and (d) to estimate the land required for settlement in Bontang. The research was conducted by overlay method, matching system based on minimum limiting factor and descriptive analysis. Results analysis showed that actual land use in Bontang (2016) was dominated by bush, forest, mangrove, settlement, industry and plantation area. Dominant land use change (2002-2016) in Bontang was forest to bush. The area of settlement in 2016 was about 1.770 ha and predicted to be the highest increased compared to other land use in 2023. Land suitability analysis showed that 4.864 ha or 30,71% of this region was in suitable class fo settlement. The availability of suitable land settlement exclude the existing was about 941,5 ha, which could meet the needs of settlement up to 2050.

Increasing concern is being expressed about the loss of forest land to non-forest uses, and the need to conserve the forest land base, especially the high capability forest land which is often the most accessible. This study of the Canada Land Use Monitoring Program outlines a methodology used to examine land-use change on forest land in the Prince George area of B.C. between 1965 and 1981. Study results reveal that during this time period, built-up and improved agricultural land uses increased substantially in area on high capability forest land.

Based on land use data and social economy data in 1999 and 2005, this article analyzed the spatial-temporal characteristics and driving factors of the land use change in Shunyi district by GIS technology and logistic regression analysis method. The result showed that transformation among different land use was dramatically changed from 1999 to 2005, such as the increase of construction land and the decrease of cultivated land and water area. Land transfer was mainly cultivated land to construction land, forest land, garden land, other land use; forest land to grass land and water area to cultivated land. The area of land changed from cultivated land to construction land was 14250.2hm2, and the ratio of the change is 20.09%; the changed land area from forest land to grass land was 887.6hm2 with 17.85% of changed ratio; the transformation area from water area to agricultural land was 1099.7hm2 and 23.75% of transformation ratio. The development of secondary and tertiary industry is the major driving factor of land use change from cultivated land to construction land, while the major reason for the changes from forest land to grass land and from water area to cultivated land was that the Caobai river has been dried up.

Land use change is one of the challenges that aggravate environmental problems. Understanding the scope of land use change, driving forces, and consequences is very crucial for proper management of land resources. We investigated land use/land cover changes using remote sensing data (for the years 1973, 1995, and 2017), and field observation, household survey, key informant interview, and focus group discussion were used to determine the drivers and consequences of land use/land cover changes in Shenkolla watershed, south central Ethiopia. Unsupervised and supervised classification techniques were employed to get thematic information from satellite imagery. ArcGIS 10.3 and QGIS v 3.0 softwares were used to accomplish the analysis. The results disclosed that Shenkolla watershed has changed significantly during the past 4 decades between 1973 and 2017. This observed change indicates a reduction in forest land and an increase in agricultural land. Forest land was reduced from 29.51% in 1973 to 20.52% in 2017, but agricultural land was expanded from 70.49% in 1973 to 79.48% in 2017. Agricultural expansion, policy change and social unrest, population pressure, shortage of farm land, and biophysical factors were major driving forces of the LU/LC changes. Environmental implications such as climate change, biodiversity loss, scarcity of basic forest products, habitat alteration, decline in quality and availability of water, and crop yield reduction are the consequences of the LU/LC change. The expansion of agricultural land at the expense of forest cover in Shenkolla watershed has negative implications on the natural resources and the livelihood of local people. Hence, appropriate measures need to be employed to reduce the dramatic change in land use and to harmonize environmental conservation with human livelihood.

Land use change is an important driving force factor affecting the river water environment and directly affecting water quality. To analyze the impact of land use change on water quality change, this study first analyzed the land use change index of the study area. Then, the study area was divided into three subzones based on surface runoff. The relationship between the characteristics of land use change and the water quality grade was obtained by grey correlation analysis. The results showed that the land use types changed significantly in the study area since 2000, and water body and forest land were the two land types with the most significant changes. The transfer rate is cultivated field > forest land > construction land > grassland > unused land > water body. The entropy value of land use information is represented as Area I > Area III > Area II. The shift range of gravity center is forest land > grassland > water body > unused land > construction land > cultivated field. There is a strong correlation between land use change index and water quality, which can be improved and managed by changing the land use type. It is necessary to establish ecological protection areas or functional areas in Area I, artificial lawns or plantations shall be built in the river around the water body to intercept pollutants from non-point source pollution in Area II, and scientific and rational farming in the lower reaches of rivers can reduce non-point source pollution caused by farming.
