Pengaruh Bank Sampah terhadap Perilaku Pengelolaan Sampah Rumah Tangga dan Pendapatan Nasabah

The purpose of this study is to describe the waste bank system particularly in two waste bank at Bogor, to analyze the influence of waste bank to daily behaviour of the waste bank’s member, and to analyze the effect of the waste bank to the respondent’s household income. This study was conducted on two different waste banks. The study interviewed 60 respondents that consist of 30 respondents of Bank Sampah Melati and 30 respondents of Bank Sampah Cilung in Bogor, West Java. The result of the research shows that, first, transaction and non-transaction activity of waste bank significantly affect the behaviour of household waste management. Second, the results of the study indicate that the waste bank does not significantly affect household income. The income of respondent’s household increase around only 0.34% to 0.68% per month per household depending on the saving intensity, type of waste as well as the amount of waste to be saving.Keywords: waste bank, behaviour, waste management, household income  ABSTRAKTujuan dari penelitian ini adalah untuk mendeskripikan sistem kegiatan bank sampah pada dua bank sampah di Bogor, Jawa Barat. Selain itu penelitian juga bertujuan untuk menganalisis pengaruh bank sampah terhadap perilaku pengelolaan sampah rumah tangga nasabah dan menganalisis pengaruh bank sampah terhadap pendapatan rumah tangga nasabah. Penelitian dilakukan dengan 60 orang responden, yakni 30 orang responden Bank Sampah Melati dan 30 orang responden Bank Sampah Cilung yang keduanya berada di Bogor, Jawa Barat. Hasil penelitian menunjukkan bahwa, pertama, kegiatan transaksi dan kegiatan non transaksi bank sampah dapat berpengaruh signifikan terhadap perilaku pengelolaan sampah rumah tangga pada responden kedua bank sampah. Kedua, hasil penelitian menunjukkan bahwa bank sampah tidak mempengaruhi pendapatan rumah tangga secara signifikan namun dapat memberikan tambahan pendapatan bagi rumah tangga responden. Pendapatan rumah tangga responden bertambah sekitar 0.34% sampai 0.68% dari pendapatan rata-rata rumah tangga per bulannya. Besar pendapatan hasil tabungan sampah terebut bergantung pada intensitas menabung, jenis sampah, dan jumlah sampah yang ditabung. Communities store a potential power to support overall performance of urban solid waste management through various creative and innovative arrangements. In Indonesia, the Rukun Warga (RW) is the lowest hierarchy of community organizational system which can implement creative and innovative arrangements to support solid waste management activities with less financial requirement. This study observed RW-based activity on fifty RWs with 412 respondents in terms of 3Rs, household waste separation, waste recycling business and waste bank system undertaken by the community for the sake of cleanliness and income-earning. The result shows that the correlation between level of the activity of the RWs communities in undertaking 3Rs, recycling business and waste bank, and the perceived cleanliness by the community members was validated. It is also showed positive results such as improved urban environment and provided strong push-factor influencing the community members to join the movement and the activities towards sustainable solid waste management are not always cost-intensive activities but a socially bounded engagement would also workable.

Efforts to reduce of waste generated by the community requires awareness, participation and cooperation among stakeholders. Denpasar Government implement strategies to manage waste handling and hygiene can be handled in each region. This step requires the integration between the systems of waste management, legal framework and clear support to be able to walk well, effectively and efficiently. On one hand, the management of solid waste management, especially those involving real role of the community, not separated from the support of government, private sector and society itself.  This study was designed using descriptive analysis of qualitative and interpretative. Data was obtained through data collection techniques. Interpretative with reference to the theory and frame of mind, in order to obtain an understanding of the data in accordance with the purpose of research. Data that have been collected from questioner lets further processed and analyzed by using Likert scale and then draw conclusions, resulting descriptive data to observe the household waste management system based Waste Bank in East Denpasar District. In principle, it was observed that the principle of the 3R (reduce, reuce, and recycle) has been applied substantially in the management of household waste bins bank based in East Denpasar District involving the community. The role of the community looked to their participation in the environmental clean-up activities, including composting, bio-pore and willingness to be come a member of waste bank. The results showed that (1) the perception of the community in the management of household waste is categorized as good with an average score of 3,83 (2) community participation in the management of household waste bank-based garbage in both categories with an average score of 3,68,  then used as a basis in determining strategies for the management of household waste bank based in East Denpasar District.

This study aims to determine whether Perbup Number 100 of 2018 concerning policies and strategies for Sidoarjo Regency in managing household waste and similar household waste is in line with Presidential Regulation Number 97 of 2017 concerning national policies and strategies for managing household waste and other types of household waste in Indonesia. Sidoarjo Regency and to assess the technical suitability of waste processing in Sidoarjo Regency with Perbup Number 100 of 2018 Sidoarjo Regency policies and strategies in managing household waste and waste similar to household waste. This research was conducted at the Berkah Abadi Waste Bank and Telulikur Garbage Bank. The type of this research is socio-legal with a statute approach. The results of this study state that Perbup Number 100 of 2018 concerning policies and strategies for Sidoarjo Regency in managing household waste and waste similar to household waste is in line with Presidential Regulation Number 97 of 2017 concerning national policies and strategies for managing household waste and other types of household waste in Indonesia. Sidoarjo Regency and technical waste processing in both waste banks are in accordance with Perbup Number 100 of 2018 Sidoarjo Regency policies and strategies in managing household waste and waste similar to household waste. The purpose of this activity is to improve the economy and environmental sustainability by the two partners, namely Trash Simpati and Housewives of RW 09 Sindangrasa, East Bogor District, West Java Province. All this time, the two partners have been running a waste collection business using the Waste Bank System, which is obtained from waste in the RW 09 Sindangrasa, East Bogor District, West Java Province. The problem faced by the two partners is the generation of rubbish generated from household rubbish which usually piles up around residents' homes or dumped on river banks around Sindangrasa Sub-District. For this reason, a waste management system needs to be implemented, namely with the Waste Bank. The solution of this program is (1) Initial Socialization, (2) Technical Training, (3) Implementation of the Waste Bank System, (4) Monitoring and Evaluation, and (5) Development. The program target to be achieved in this activity plan for the two partners is to increase public knowledge about waste management with a garbage bank system by up to 90%. Community skills to manage waste up to 60%. Economic aspects of the community with additional income from the garbage bank up to 40%. To ensure the success of the program an evaluation will be carried out at each stage of the development of the program and after the garbage bank can run it will continue to be monitored and facilitated so that it will continue to develop through several programs that can be accessed from both internal and external communities

In response to growing importance of household waste management issue, this article deals with the positioning of household waste transfer points from a government-organized waste perspective. By taking Surakarta, a municipality in Central Java, Indonesia as an example, the problem in the municipality is formulated as an MILP, is approached with a capacity-weighted set covering method, and finally is solved by using software LINGO 11. The article concludes that the transfer point alternatives of Sondakan Kuburan, Norowangsan, SPSA, Pajang Rel, Bonoloyo and Kedung Tungkul should be selected in order to be able to serve all the household waste producers for the maximum household waste generated. On the contrary, the selection of Sondakan Kuburan, Bonoloyo and Kedung Tungkul only should be able to provide service to all of the household waste produced for the scenario of minimum amount of household waste.
