Abstract: Regional autonomy provides opportunities for each region to make a regional regulation by prioritizing the needs and desires of the people currently needed. Indonesian society is known as its Multicultural so that in determining regional rules it will concern the values, systems, culture, habits, and politics they hold. The existence of multiculturalism has developed a Regional Regulation that reflects its regionalism, for example, based on customs, culture and regional systems, Sharia Regional Regulations in Aceh and Sharia Nuanced Regulations in developing Indonesia. The rise of regional regulations has led to many pros and cons in society and even among politicians. The anti-sharia regulation was launched by the PSI in 3 main party missions. Significant differences between sharia regulations that apply in Aceh with sharia-nuanced local regulations which are mostly born in autonomous regions in Indonesia conclude that whether such regulations are constitutional and whether it is certain that every sharia or sharia-based regional regulation will always be a discriminatory regional regulation and will lead to intolerance for religious people.Keywords: Autonomy, Regional Regulation, Syari'ah.

Abstract Electricity is a production branch that controls the lives of many people and used for the greatest prosperity of the people. The dynamics of changes in electricity continue to occur until now the electricity sector has been revised through Law No.11 / 2020. The occurrence of pros and cons over electricity as revised in the Act. This is because it is feared that it will reduce state control and be inconsistent with the spirit of regional autonomy due to the cut in the authority of the regional government. The purpose of this writing is to find out whether in Law No.11 / 2020 there are provisions that are contrary to the constitution and legal benefits for special assignments as a form of state control. Normative juridical research methods through conceptual approaches and statutory approaches. The results found are that the rules in Law No.11 / 2020 which open space for private and foreigners will potentially lead to economic liberalization and are not in accordance with the constitutional mandate that electricity must be controlled by the state. The special assignments in the 35,000 MW project which are dominated by private and foreign companies are basically not in accordance with the constitution. So the provisions regarding electricity and the implementation of special assignments should still pay attention to the constitution as a guide in implementing national development.Keywords: State Control; Special Assignment for BUMN; Electricity Sector; Law No.11/2020; Constitutional Perspective AbstrakListrik merupakan cabang produksi yang menguasai hajat hidup orang banyak dan harus dipergunakan untuk kemakmuran rakyat sebesar-besarnya. Dinamika perubahan ketenagalistrikan terus terjadi hingga saat ini telah direvisinya sektor ketenagalistrikan melalui UU No.11/2020. Terjadinya pro kontra atas ketenagalistrikan yang direvisi dalam UU tersebut. Sebab dikhawatirkan akan mengurangi kontrol negara dan tidak sesuai dengan semangat otonomi daerah karena dipangkasnya kewenangan Pemda. Tujuan penulisan ini untuk mengetahui apakah dalam UU No.11/2020 terdapat ketentuan yang bertentangan dengan konstitusi dan kemanfaatan hukum atas penugasan khusus sebagai bentuk penguasaan negara. Metode penelitian yuridis normative melalui pendekatan konsep dan pendekatan perundang-undangan. Hasil yang ditemukan ialah aturan dalam UU No.11/2020 yang membuka ruang bagi swasta maupun asing akan berpotensi mengarah pada liberalisasi ekonomi dan tidak sesuai dengan amanat konstitusi bahwa ketenagalistrikan harus dikuasai oleh negara. Penugasan khusus yang dalam proyek 35.000 MW didominasi oleh swasta maupun asing pada dasarnya tidak sesuai dengan konstitusi pula. Maka seharusnya ketentuan mengenai ketengalistrikan maupun implementasi penugasan khusus tetap memperhatikan konstitusi sebagai rambu dalam melaksanakan pembangunan nasional.Kata kunci : Penguasaan negara; Penugasan Khusus BUMN; Sektor Ketenagalistrikan; UU No.11/2020; Perspektif Konstitusional.

This study aims to understand the implementation of regional autonomy or decentralization which aims to improve service quality, regional competitiveness and community welfare, but in this study it will further explain clearly that regional autonomy is able to provide stimulus to the regions to become new autonomous regions or new areas of expansion. The formation of a new autonomous region is normal if it is able to realize the desires of the local people because what is clear with the emergence of new autonomous regions will also raise new problems. There are positive impacts and negative impacts overshadowing the implementation of regional autonomy especially for the new autonomous region The birth of the new autonomous region is expected to be based on the wishes of the people who are able to increase community participation in building the region and not at the wishes of the local elite.

According to the Indonesian constitutional authority of DPD system is still very limited. All tasks and authority of DPD limited to the aspects that are closely linked with the area. Nevertheless, the Council position is not aligned with the Parliament; therefore need to be reviewed in the Council's role in the decentralized system of regional autonomy. So as to encourage the establishment of legislation to the maximum this is more favorable to the region and the well-being of the people in the area.

Fiscal decentralization is one the major component of the decentralization implementation of regional autonomy. As the new beginning in regional development and the people in managing the resources or all of the potential to the prosperity and the progress of region. Financial aspect is one of the basic criteria to find out the real capability regional government in managing their autonomy system (household system) the capability of regional government in managing their financial can be seen in APBD which describes the capability of local government in financing the activities of development task and equity in each region. The purpose of this research is to determine the financial capability of Tidore in regional autonomy especially in 2013-2017 judging by ratio of independency, decentralization fiscal degree, growth ratio. This research used observation, interview and documentation to collect the data. The data was analyzed using qualitative and quantitative data with described analysis. The result showed that the independence ratio of Tidore has been able to improve its financial capability. The degree of decentralization is still highly dependent on the central government, although it has been increasing year by year. Growth rate fluctuated this indicates the local government of Tidore is not too concerned with regional development and community welfare.Keywords: regional autonomy, ratio of independency, The degree of decentralization ratio, Growth ratio.

The increasing number of regions proposing themselves to form new autonomous regions since the enactment of Law Number 32 of 2004 concerning "Regional Government", aims to improve economic development and the welfare of the people in each region. The purpose of this study was to analyze the impact of regional expansion on the economic growth of North Toraja Regency. The Technik of data collection in this study uses the documentary Technik, which is in the form of reports from relevant agencies. The analysis technique used is by using the independent sample T-test. The results of the study show that regional expansion has an impact on the economic growth of North Toraja Regency.


E-commerce is evolving at a rapid pace that new doors have been opened for the people to express their emotions towards the products. The opinions of the customers plays an important role in the e-commerce sites. It is practically a tedious job to analyze the opinions of users and form a pros and cons for respective products. This paper develops a solution through machine learning algorithms by pre-processing the reviews based on features of mobile products. This mainly focus on aspect level of opinions which uses SentiWordNet, Natural Language Processing and aggregate scores for analyzing the text reviews. The experimental results provide the visual representation of products which provide better understanding of product reviews rather than reading through long textual reviews which includes strengths and weakness of the product using Naive Bayes algorithm. This results also helps the e-commerce vendors to overcome the weakness of the products and meet the customer expectations.

Indonesia is the biggest archipelago country in the world, the government has tried to prosper the people by issuing policies on regional autonomy. Regional autonomy in its development is widespread in all fields, one of them in education. Autonomy Education gained much support among the people, thus giving birth to Decentralization of Education, namely to give up government responsibility according to the needs and capabilities of each region. The effort has been regulated in Law Number 20 Year 2003 on National Education System supported by Government Regulation no. 55 of 2007. However, these efforts have not been fully realized, so that sometimes cause gap and prolonged criticism. Therefore we as a policy-bearer must prioritize the principle good governance in Decentralization of Education. The religious and religious education policies contained in Government Regulation No. 55 of 2007 are intended to help realize the goals of education in Indonesia, giving the right of autonomy in the form of decentralization of education to each school in each region to manage the institution. If the school is religious based, it is given the freedom to manage according to the teachings of the religion. But to realize this policy requires strong observers and willing to act, the principle of autonomy, flexibility, participatory and initiative can be used as a basis in realizing these goals as a whole.

LGBT phenomenon into a "hot issue" in the international and national levels. LGBT phenomenon in Indonesia would result in the pros and cons of the community. Various groups of people, mainly from religious groups opposed to the existence of the phenomenon. On the other hand, there are also groups that support the LGBT community in Indonesia, the main actors and human rights activists (Human Rights). Most LGBT people found contrary to the noble values of Pancasila, but on the other hand assumes that actors LGBT community is not sexual deviation, and shall have the rights and equality. It is thus necessary to do a study to determine the response of the people of Indonesia respond to the phenomenon of LGBT specifically in this case the younger generation, as well as to determine whether or not the phenomenon of LGBT contrary to the basic values of Pancasila as the State Indonesia.
