This research was motivated by learning services that student received is not optimal. This is evident from the empirical conditions including some teachers who use IT-based learning tools, the student feedback in learning activities not optimal, lightly damaged classrooms, and student learning outcomes is quite high. The research objective is unanalyzed influence Management of Cost Education and Community Participation on Quality of Learning Service at Private Elementary Madrasah in Bandung City. Quality of learning service as a result of the performance professional teachers to create satisfaction of student learning. These samples included 143 participants, consisting of 30 headmaster, 30 chairman of the school committee, and 83 teachers. The method used is descriptive-survey with quantitative approach. The results showed 1) Management of Cost Education at Private Elementary Madrasah in Bandung City categorized very high, 2) Community Participation in Private Elementary Madrasah in Bandung City categorized high, 3) Quality of Learning Service at Private Elementary Madrasah in Bandung City categorized very high, 4) Management of Cost Education positive and significant influence on Quality of Learning Service and categorized quite strong, 5) Community Participation no significant influence on Quality of Learning Service and categorized low, 6) Management of Cost Education and Community Participation no significant influence on Quality of Learning Service and categorized strong enough.

The existence of a school community is very important in order to promote effective education, it aims to mobilize and improve the quality of education in accordance with the needs of the community. The existence of the school communities which represented in the school committee is a basis that is able to make a major contribution to the implementation of learning in schools/madrasas. However, in reality, the function of the school committee in Indonesia, especially in primary schools in NTB, still cannot be carried out to the fullest. This study used a qualitative research approach, a type of case design using a multi-case design. Data collection is done through observation, interviews, and documentation. Data sources were obtained from school principals, teachers, Foundation administrators, parents, and school committees. Data analysis across cases is explanatory. Data analysis starts from a single case and then inter-case analysis. Data were analyzed by checking the data from the form of dominant and less dominant analysis. Checking the validity of the data is done through credibility, transferability, dependability and confirmation. The results of the study shown that; 1) the form of community participation are contributive and consultative. The findings of this study are the development of community participation with basically comprehensive community, the initiative can be define as advisory agency, supporting, controlling and legislator. This study aims to identify and describe the steps to implement madrasah-based management, describe the forms of community participation in contributing to improving madrasa quality, identify and describe madrasa efforts in order to ensure effective communication between schools and communities and describe the results of improving madrasah education quality. . The approach used in this research is a qualitative approach through descriptive analysis. The research subjects were the head of the Madrasah, the teacher, the school committee, students and the community. Data collection techniques using interview, observation and documentation. Data validity checking techniques with triangulation include credibility, transferability, dependability and confirmability. Data analysis techniques are using data reduction methods, data presentation and drawing conclusions. The results of data analysis show that the application of madrasah-based management is inseparable from the factors that can support and hinder the process of implementation. Community participation in the development of madrasah-based management can grow and develop in conditions of openness because of the mutual trust between madrasas and the community. One of the efforts of the madrasa committee in exploring community participation in madrasa development needs to get support from all components of education, both teachers, madrasa principals, students, parents / guardians of students, community, and Madrasah Aliyah Al-Aziziyah. Therefore we need close cooperation and coordination among the education components so that efforts to improve the quality of education carried out can be effective and efficient.Keywords: Application of MBM, Community Participation, Quality of Education

Less optimal role of school committee almost happened in every school, so far society perceive existence of school committee only role in terms of procurement aid of parasarana and education fund. This paper aims to explore the efforts of SMP Negeri 1 Pamarayan in optimizing the role of school committees in the protection of teachers in the implementation of education. The results of the study show that SMP Negeri 1 Pamarayan efforts always coordinate with school committees that are scheduled at least every two months, accommodate and channel the aspirations and initiatives of the community in giving birth to operational policies and educational programs, increasing responsibilities and community participation in the implementation of education, creating atmosphere and transparent, accountable, and democratic conditions. The perceived outcomes relate to teacher protection. The role of school committees in realizing teacher protection can be optimized by scheduling coordination between schools and school committees, all emerging cases can be addressed thanks to the school committee's role without causing a community reaction that harms both parties. ABSTRACTOne example of the administration of education which involves the role and function of the School Committee can be observed in the city of Banjarmasin. Banjarmasin City Education Office seeks to change so that each school has facilities and infrastructure that can support teaching and learning activities outside of school through the School Committee. Good facilities and infrastructure facilities can support teaching and learning activities outside of school so that it is expected that each student can gain additional skills and knowledge from teaching and learning processes outside of school. Through community school committees can carry out various roles in the implementation and quality control of education services through the role of individuals, groups, families, professional organizations, employers, and social organizations. The study of strategies for developing community participation in education funding at State Vocational Schools in Banjarmasin as a result of the implementation of Permendikbud Nomor 75 Tahun 2016 and analyzing what factors make the implementation of Permendikbud Nomor 75 Tahun 2016 difficult to implement uses qualitative methods based on George C Edward's theory III produced findings that funding in schools that were previously with a collection system with the amount of payment that has been determined and agreed based on the school committee meeting, then with the implementation of the Permendikbud, it could no longer be done because the community meant that the contribution was voluntary, may contribute and may not. Based on these problems, the school is trying to find new breakthroughs to increase community participation in education funding to support funding in schools by developing Production Units (UP) and the community is expected to be directly involved in utilizing products produced by vocational students so that the problem of lack of funding at school can be overcome.

<p>Schools as formal educational institutions that have separate management in the management of education, have thus become increasingly necessary. Therefore collaboration between public agencies should be developed in synergy, given the interests and ideals alike that saves and brighten the future of our nation. Forms of community participation in education in MTs Muhammadiyah 3 Al Furqan Banjarmasin quite diverse, namely 1) participation as a board member school committee, 2) participation in various activities at the school, and 3) community participation in maintaining security madrasah. Strategies and approaches that have been done in order to foster and develop community participation in education in MTs Muhammadiyah 3 Al Furqan Banjarmasin covers three areas: 1) Identify the Problem; 2) The treatment and approach; and 3) Guidance.</p>

This study focused on the perceptions of school committee members on the importance of community participation in education among public primary schools in Rorya District. The study employed a mixed research methods design which included structured questionnaires and focus group discussions to be able to collect both quantitative and qualitative data. The questionnaires were validated by the experts in the field, and the pilot study was conducted in order to establish the acceptable reliability. As a result, a Cronbach’s Alpha of above 0.7 was established in each variable. The study revealed that community participation was not making a meaningful impact in education among public primary schools for Rorya District; the role played by the community was ineffective and therefore, inadequate to provide sustainability in public primary. The challenges community participation faced were mainly due to the factors related to the inadequate capacity of the SMCs to carry out their responsibilities effectively. Therefore, the study concluded that the SMCs have limited knowledge: of the importance of engaging community in education; of the role played by community in education; and the challenges community faced in engaging in education for public primary schools in Rorya District; further the study revealed that there was a positive relationship between the perceptions of the SMCs on the role played by the community and their perceptions on the challenges they faced as pertained to participation in education. The study recommends that the local government should raise awareness among the SMCs and the community for effective engagement in education.
