Abstract Firstly, based on the charging theory of ‘education cost-sharing,’ under appropriate assumptions, two basic differential equation models are proposed to describe the problem of college education charges; secondly, through qualitative analysis of the basic model, it is concluded that colleges and universities maintain or impose several conditions for stabilising its education fees; finally, through the analysis of two basic models in three unique models under three situations, some new conclusions and suggestions on the macro-control of college education fees and enrolment scale are given. Also, three extended differential equation models are proposed.

The harmonization between the Albanian police education system and the EuropeanFramework and in particular with the Bologna System is a must of nowadays and for thepolice organization itself. In this context, the police organization needs to be upgradeespecially in the upper level but it can’t be understood without an adequate educationalsystem. Currently, the challenges of the police education system face some obstacles offormation type which lead to a lack in the police education to achieve university levels.This will return into a boomerang for the forthcoming generations which are beingprepared to be police staff, due to the lack of relevant university education. Based on thecurrent education model, a police officer recruit has the opportunity to joint policeorganization after the high school (18 years old), and his education level is destined to benot upgraded in any way in order to reach university levels. It seems that Albania has somuch need to an escalation process when it comes to the police education system that itcan accept a missing formation which could lead to real problems in the near future. Thistype of model could function in the basic operational level but it is destined tomalfunction in the upper level of leadership. In this contexts it is needed a paralleluniversity education level associated to the police education formation in order toupgrade the police leadership. Currently, there is no experience of cooperation betweenuniversities and police formation institution in this regard. In Europe and other countriesof the Region the main goal is the unification of curricula in order to have some commoncore curricula and in this manner to improve the mutual exchange of students and cadetsfrom one to another institution and from one to another country. This is absolutelyachievable also in police education and formation framework. A more effectivecooperation and exchange process of students among police academies and formationcenters in Europe and region will enable a more effective fight against crime and will leadto the so desirable product of enhancement of public trust towards police and an increaseof the perception of security.

An innovative creation process of three-cycle university education in the metrology area is presented. The case study of development of the higher education model in the field of metrology at the Ss. Cyril &Methodius University is analyzed. The realized three-cycle university studies in metrology are fully harmonized with the Bologna principles. The structures of BSc, MSc and the joint international PhD study program initiated by a group of 12 European universities are shown. An international consortium of universities participated in the creation of the three level university studies in metrology. The specifics, goals, quantitative and qualitative achievements as well as the impact and contributions at the national, regional and international level of the new and innovated three-cycle metrology study programs are given and discussed.

University education is at a critical moment due to the pandemic generated by the Coronavirus Disease 2019. Universities, to guarantee the continuity of education, have considered it necessary to modify their educational models, implementing a transition towards a remote education model. This model depends on the use of information and communication technologies for its execution and the establishment of synchronous classes as a means of meeting between teachers and students. However, moving from face-to-face classes to online classes is not enough to meet all the needs of students. By not meeting the needs and expectations of students, problems are generated that directly affect learning. In this work, Big data and artificial intelligence are integrated as a solution in a technological architecture that supports the remote education model. This integration makes it possible to identify the state of learning and recommend immediate actions to its actors. Teachers, knowing the variables that affect academic performance, have the ability to change the components of learning or the method used. Improving learning and validating the capacity of information technologies to generate digital environments suitable for the generation of knowledge. In addition to improving the functionality of educational models and their adaptability to the new normal.

Historical and modern data of the need of the creation of social work faculty in Siberian State Medical University is discussed in the present paper. The need of university education renovation in the sphere of mental health protection is a ground of the social specialist training. It is suggested a development of biopsychosocial education model that requires the training of social workers in the sphere of clinical psychology, psychotherapeutic supports and psychiatry. The analysis of the current state of social service efficiency in Russia reveals the need of the training of new generation specialists for the development of the social net, social assistance, support and rehabilitation of persons having temporary or chronic mental and behavioural disorders or in crisis living situations.
