The purpose of this study was to determine the effect of lecture competence and learning motivation on the learning achievement of 2017 Economics Education Department Student at State University of Surabaya. This research is an associative quantitative research. Respondents were 167 students. The results of this research indicate lecturer competence and learning motivation have a positive and significant effect either partially or simultaneously on student learning. The conclusion of this study is that high learning achievement can be obtained by increasing the student's own learning motivation as an internal factor and the competence possessed by the lecturers also helps improve learning achievement from the external side, so that the two factors are expected to help students achieve high learning achievement

In taking a quality education and education to a higher level, a large fee is needed. The government in dealing with this problem, provides assistance in the form of a scholarship program. One of the scholarships provided by the government is the Bidikmisi scholarship. In early 2017 the government increased the bidikmisi scholarship fund received by students. This is so that students can improve their learning outcomes. This study aims to determine whether there is an effect of increasing bidikmisi scholarship funds on student learning outcomes in the Department of Economic Education, Faculty of Economics, Padang State University. This study uses a comparative causal type of research. The population in this study were students in the Department of Economic Education, Faculty of Economics, Padang State University, in 2014, 2015 and 2016. The sampling technique in this study used proportional sampling technique. The data used is the Achievement Index (IP) value of students before and after increasing the Bidikmisi scholarship fund from the Economics Education Department FE-UNP. The results of this study indicate that the increase in bidikmisi scholarship funds does not affect the learning outcomes of students in the Economics Education Department FE-UNP. Based on the results of the research, suggestions that can be given are (1) To the institutions and parties who provide bidikmisi scholarships it is advisable to be able to control the use of bidikmisi scholarships so that the scholarship funds can be used for academic needs so as to support the increase in student outcomes by asking for learning outcomes students to the Vice Dean 1 or Academic Advisor; (2) The parties involved with the Bidikmisi scholarship at UNP are advised to follow up on the implementation of bidikmisi scholarship financial misuse through periodic 1 (one) periodic reports; (3) Students who receive bidikmisi scholarships are advised to manage scholarship funds that are well received, in accordance with the purpose of scholarships that can support improvements in learning outcomes; (4) Further researchers are advised to continue and refine this research to be able to produce a more complete picture of the effect of Bidikmisi scholarship fund enhancement on student learning outcomes or the behavior of parents and students who receive bidikmisi scholarships. Keywords: Bidikmisi Scholarship, Learning Outcomes

One that influences human resource indicators is education. The teacher is a profession as a job of academic specialization in a relatively long time in college. Understanding related to teacher competence is very important to have by a prospective teacher because it can affect the quality of performance as a professional teacher. The teacher's competence is known as pedagogic, professional, social and personality competencies. The issue in this study is how the competency of the teacher of the Department of Geography Education FKIP Unsyiah as a prospective teacher of geography? The purpose of this study was to determine the competence of teachers in the Department of Geography Education FKIP Unsyiah as prospective geography teachers. Quantitative description approach is used in this study to find answers to the issue. The population in this study were students of the Department of Geography Education FKIP Unsyiah class of 2015 and 2016 who had been declared to have passed the Micro Teaching and Magang Kependidikan 3 course totaling 50 people. Because the population is small and can be reached, the determination of the sample using total sampling techniques so that the sample in this study is the whole population. Data collection is done by distributing test questions to respondents. The data was analyzed using the descriptive statistics percentage formula. The results of the study indicate that the level of teacher competence of Geography Education Department students as prospective teachers is in the moderate category, namely as many as 22 respondents (44%). A total of 12 respondents (24%) were in the high category, 15 respondents (30%) were in the low category and 1 respondent (2%) were in the very low category.

This research investigates how process of speaking instruction takes place at IAIN SMH Banten. There are three main issues in the research problems: the process of teaching speaking, obstacles found in the teaching and learning process, and what efforts do they make to solve the obstacles in speaking. The process of teaching speaking discusses materials, preparation, procedures or steps in teaching speaking while obstacles and solutions discuss the speaking barriers that the students faced in speaking class and how they minimize the barriers. By applying descriptive qualitative research design to students of fourth semester in academic year 2014/2015, the result shows that the focus of speaking instruction at the fourth semester of English education department of IAIN SMH Banten seemed to let the students speak, without any language skills discussion as the feedback. At the same time, during the process of speaking instruction there are some problems faced by students. The first is  problem of limited English Competence dealt with students poor of vocabulary and the second is problems of psychological factors.
