This case study project demonstrated the power of teachers partnering with one another in a collaborative manner in an effort to increase student reading readiness. These collaborative partnerships created a new way of thinking about analyzing student reading data. One of the important outcomes was the creation of a common formative assessment system that was used throughout the school. A second outcome was the significant increase in student reading scores. A third outcome was the significant improvement in school culture during the implementation of this change project. All outcomes exemplified how schools can embrace change and make positive strides towards increasing student success and successfully strengthen collaborative cultures and learning partnerships through data use.

Recent evidence of the adoption of technologically mediated systems of knowledge management as part of the trend to accountability in the Institutions of Higher Education around the world has been widely disseminated in World Bank and UNESCO reports, and the effects of assessment driven accountability on preparation programs extensively debated in scholarly communities. Less scholarly attention has been paid to the institutional effects of the technology enhanced performance assessment evidentiary demands on university programs undergoing review by national accrediting bodies. The lack of scholarly attention is addressed by presenting a case study examining the institutional dynamics of accreditation review experienced by faculty in one department that offered graduate programs leading to certification for education leaders. Drawing from institutional analysis (Scott, 2008a, 2008b) a conceptual framework is established in a discussion of conditions of enactment of the regulative, normative and cognitive facets of the institutional dynamics evident in the implementation ecology of accountability systems. The case study analysis outlines four phases of development of the essential elements of a web-based assessment system, and describes the questions raised by faculty about performance evidence, the assessment of that evidence, and the nature of measures of program outcome effectiveness. Classic theories of organizations fail to fully explain the concerns and questions that were raised by faculty. In contrast, Engeström’s (1999, 2001, 2008) theory of expansive learning grounded in Cultural Historical Activity Theory (CHAT) provides insights into faculty responses to questions raised by the criteria for program review established by the accrediting body. Artifacts of expansive learning evident in the development of a performance assessment system can be viewed as reflecting institutionalization of regulative, normative, and cognitive dimensions of the emergent evaluative state of leadership preparation around the world. Implications are suggested for understanding the development of information technology (IT) enhanced knowledge management systems (KMS).

This exploratory case study evaluates the implementation and use by student coaches of an innovative coaching profiling system, Touch Screen Technology (TST), to assess coaching behaviours. The study was designed to evaluate the potential of this technologically-enhanced assessment system as a profiling option for gathering, storing, retrieving, and presenting data about coaching competences. The case study documents and evaluates trainee coaches’ (N=100) experiences of using TST during an internship, identifying the advantages and challenges of implementation, and evaluating the potential for coach education and development. Evidence was triangulated from questionnaires, journals, and interviews (N=20). The responses from the coaches were overwhelmingly positive. The touch screen technology, specified assessment criteria, and graphical profiling helped to integrate assessment into the program along with increased awareness and understanding of the assessment process. The students’ subsequent reflections on the components of the coaching process positively impacted their performance. The study concludes that TST has the potential to assist in enhancing the learning process and bridging the gap between education and practice. Attention is drawn to the challenges of implementation.Cette étude de cas exploratoire évalue la mise en œuvre et l’utilisation, par les élèves entraîneurs, d’un système innovateur de profilage d’entraîneurs, la technologie des écrans tactiles (« TÉT »), pour évaluer les comportements des entraîneurs. L’étude a été conçue pour évaluer le potentiel de ce système d’évaluation technologiquement amélioré comme option de profilage pour la collecte, l’entreposage, la récupération et la présentation de données sur les compétences des entraîneurs. L’étude de cas documente et évalue les expériences d’utilisation de la TÉT par les entraîneurs stagiaires (N=100) durant un stage tout en relevant les avantages et les défis liés à la mise en œuvre et en évaluant le potentiel pour la formation et le développement des entraîneurs. Les preuves ont été triangulées à partir de questionnaires, de journaux et d’entrevues (N=20). Les réponses des entraîneurs ont été très largement positives. La technologie des écrans tactiles, les critères d’évaluation précisés et le profilage graphique, tout comme la sensibilisation et la compréhension accrue du processus d’évaluation, ont aidé à intégrer l’évaluation au programme. Les réflexions subséquentes des élèves sur les composantes du processus d’entraînement ont eu une incidence positive sur leur rendement. L’étude conclut que la TÉT a le potentiel d’aider à améliorer le processus d’apprentissage et à combler l’écueil entre l’éducation et la pratique. L’étude attire l’attention vers les défis liés à la mise en œuvre.

This article problematizes the relationship between the ethos of urban practitioners and the ideology of neoliberalism to show how neoliberalism has transformed urban design to make it an efficient mechanism for capital accumulation. The method used in the article is based on archival research and statistical analysis in addition to a comparative housing sample in Chile from the Servicio de Evaluación Ambiental (Environmental Assessment System). What emerges from such unpacking is a severe contradiction stemming from the clash between urban practitioners’ ethical responsibility in developing good cities and the neoliberalist goal of merely increasing the profitability of spaces. The article discusses the political and ideological dimensions of neoliberal urbanisms and the effects of neoliberalism in everyday urban practice of making in neoliberal urbanisms and discusses how to separate urban design practices from the profit-oriented ethos.

Following the 2015 publication and revision of the 2008 National Ecological Functional Division, China, in 2017, added 240 counties (cities, districts, and banners) to its national key ecological functional zone system. Ecological functional zones, in practice, are often caught in a dilemma between environmental protection and economic development, with actions aimed at the promotion of locally-based economic advances frequently conflicting with the goals of ecological functional divisions. To investigate this dilemma, the paper selected Tiamitcheen County in the Qinghai–Tibet Plateau, a key ecological function zone, as the site for a field investigation, case study. The primary methodologies applied in this study included a questionnaire survey and in-depth interviews. Based on the observation of three main reasons for the dilemma between environmental protection and economic development, the author proposed that ecological functional zones should be further subdivided based on the National Ecological Functional Division according to the zones’ respective characteristics at the local level. More efforts should also go into better specifying the scope of ecological “red lines”, and to the demarcation of the boundaries of ecological functional core zones, buffer zones, and experimental zones. This would help in the formulation of local development planning, while at the same time increasing the support directed to ecological protection zones. In addition, “differentiated” and “greening” zoning assessment mechanisms should also be fully implemented, whereby different assessment factors and weights are established according to the characteristics of the different functional zones. An expanded array of economic indicators should also be delineated, which more specifically indicates the differences between ecological functional zones and other functional zones. This would, via a “differentiated” and “green” assessment system, help to ease the conflicts arising between local governments’ efforts at both economic promotion and ecological protection. Within ecological functional zones, it would also encourage local governments to break through the need to adhere strictly to efforts at economic promotion so as to ensure ecological security.

Tajikistan has formulated the strategy to rejuvenate the country through hydropower. The Rogun hydropower plant (HPP) is designed as the highest hydropower station, while its sustainability is also questioned due to a lack of comprehensive sustainability evaluation. Considering that the external environment of Rogun HPP is complex and changeable, its sustainable performance will be fragile and inconstant. To comprehensively assess the sustainable performance, an integrated evaluation framework, covering the current and dynamic sustainable performance, is urgently established. Therefore, this paper firstly explored the hydropower sustainability assessment indicators which can conform to Tajikistan’s situations and further examined the current sustainable performance of Rogun HPP. The case study found that Rogun HPP’s current financial viability, involuntary resettlement, the measures to prevent corruption, and information disclosure were seriously deficient. The SWOT analysis indicated the external factors, such as the Belt and Road Initiative, improving business environment, and easing geopolitical disputes, can eliminate weaknesses and improve the sustainable performance of Rogun HPP. At the same time, tight fiscal allocations and economic downturns will have negative influences on the sustainable performance. The integrated evaluation tool established in this paper can not only evaluate the current sustainable performance but also consider the impact of external factors on sustainable performance from a dynamic perspective. This paper contributes to the current knowledge system by establishing the hydropower sustainability assessment system which is suitable for Tajikistan’s conditions. Moreover, the results are informative for the decision-makers to have a better understanding of Rogun HPP’s current strengths and weaknesses, valuable opportunities, and potential threats.
