Special Economic Zones (SEZ) is a region with certain limits within the jurisdiction of Indonesia which is set to perform economic functions and obtain certain facilities. One SEZ developed in North Sumatra Province and included in the National Strategic Area (KSN) Medan - Binjai - Deli Serdang - Karo is SEZ Sei Mangke. SEZ Sei Mangke is defined in PP 29 of 2012 on 27 February 2012 and is the first KEK in Indonesia which was inaugurated its operation by President Joko Widodo on January 27, 2015. KSN Mebidangro itself is an area of priority spatial arrangement because it has a very important influence nationally against state sovereignty, defense and state security, economic, social, cultural, and / or environment, including areas designated as world heritage. This research is an evaluative research intended to find out the end of a policy program in order to determine recommendation of last policy by using CIPO model which includes four stages: (1) context, (2) input, (3) process, and (4) output. The research method used is case study by applying qualitative research that aims to make an accurate interpretation of the characteristics of the object under study. Findings on the evaluation context indicate that the program is generally running well, but some aspects of synergy and policy optimization as well as financing support from central and local government need to be improved. In the input evaluation, and evaluation process some aspects need to be improved because the findings show the weakness of some aspects is the result of lack of synergy and optimization of policy and support from local government. Interesting from the evaluation of ouput is that with some weaknesses in the input and process components, it turns out the evaluation findings ouput show Seek Mangke SEZ development can still run well. The recommendation of this research is to improve the quality of policy synergy / program of SEZ Seek development by improving several aspects that are categorized in each stage of evaluation

Lake Toba area has been designated a National Strategic Area, which is a priority spatial planning area. The Simanindo Area is a sub-district in Samosir Regency which is an island in the middle of Lake Toba, North Sumatra, Indonesia. Lake Toba's current condition has been polluted by organic contamination and high free chlorine. In addition, the existence of fish farming activities or floating net cages that contribute to the contamination of phosphorus by 0.78 mg/l and free chlorine by 0.84 mg/l into Lake Toba which resulted in the need for studies on the carrying capacity and environmental capacity. Land carrying capacity can be calculated by comparing the availability of land with land requirements. While the carrying capacity of water can be calculated by comparing the availability of water with water requirements or using the Thornwaite Mather Water Balance method. Land Capacity can be calculated by the Land Endurance Unit. While the Capacity of Waters can be calculated by STORET analysis or calculation of domestic waste pollution load. The existence of a massive development plan for Simanindo area and rapid population growth is projected to cause the Land Support Capacity of the Simanindo Priority Zone to be conditionally safe in 2040. Water Carrying Capacity experienced a deficit in the atmosphere in July after being calculated with the Thornwaite Mather Water Balance. In addition, the Capacity of Water Bodies is also in the Status of Severe Pollution according to the STORET Method.

This study aims to determine the income of fulltime Grab drivers above or below the UMK applicable in Medan City. Based on the attachment to the Decree of the North Sumatra Governor in Decree Number 188.44 / 674 / KPTS / 2019 to determine the Provincial Minimum Wage and become a reference for determining the City Minimum Wage, the 2020 Medan City Minimum Wage is determined based on the Provincial Minimum Wage reference of IDR 3,222,556.This type of research is a case study conducted in the city of Medan. This study uses primary data in the form of interviews and questionnaires. Secondary data in the form of regulations on the official Grab website. The questionnaire was given to 60 Grab drivers who were at the grab station. The data analysis method used is descriptive comparative method. The results showed that the net income received by fulltime Grab drivers was above the UMK prevailing in Medan City.

This paper aims to analyze education guarantees for children with special needs (ABK) in the Covid-19 era. The focus of the study is the phenomenon of crew members clowning on the streets of Medan City. The theory used in analyzing the data is the theory of implementation of Merilee S. Grindle's policies. This research uses a qualitative approach with a case study method. Data was collected using an open interview technique, participant observation, and documentation study. Furthermore, the data were analyzed through data reduction techniques, data display, and concluding. This study indicates that the North Sumatra government has been very responsive to inclusive education for children with special needs in the region.This is indicated by two things, namely (1) the declaration of North Sumatra as the Province of Inclusive Education since 2015 and (2) the issuance of the Governor of North Sumatra No. 29 of 2016 concerning the Implementation of Inclusive Education as a follow-up to Permendiknas Number 70 of 2009.

Space cannot be separated from human life, both psychologically emotional (perception) and dimensional. Humans are moving and living, thinking, and also creating space to express the shape of their world and formed when people react to the environment in giving meaning to their environment. It can be said that environmental evaluation, furthermore, is a response to the overall influence of a detailed analysis of specific aspects, and more of a compared to the manifest function and is strongly influenced by images. This paper explains the results of the study, which intends to find out student perceptions of the meaning of space in the Architectural building of the Faculty of Engineering, University of North Sumatra. The study uses data analysis methods. The results of the study show that students' perceptions of space use are not by the allocation of the Department of Architecture, Faculty of Engineering, University of North Sumatra, because it is influenced by culture, space settings, and accessibility. The benefits of this study as a reference to the Department of Architecture of the University of North Sumatra to be able to improve the quality of teaching and to learn in supporting the comfort of student learning.
