The widespread and growing phenomenon of power load shedding has emerged as one of the principal supply-side constraints to growth of the economy of Pakistan. Not only has this led to significant losses of output, employment and exports but also during periods of high outages there have been large-scale protests, particularly in Punjab and KPK. Households have faced severe disruptions due to the high and growing incidence of load shedding. These have led to mass protests on streets resulting in disruption of other economic activities. As such, the economic return of reducing outages and of facilitating the process of adjustment to these outages is likely to be high. This paper provides an approach and methodology for quantifying cost of load shedding to households in Pakistan. It is organised as follows: Section 2 highlights some key trends in the power sector of Pakistan. Section 3 will present a detailed literature review on the methodology used for quantification of costs due to outages. Section 4 describes the methodology used for qualification of costs due to outages and for estimation of willingness to pay. Section 5 presents estimates of the cost of load shedding in the domestic sector of Pakistan. Finally, Section 6 highlights the major policy implications emerging from the research.

The size of international trade continues to extend rapidly from day to day as a result of the globalization process. This situation causes an increase in the economic activities of businesses in the trading area. One of the main objectives of the cost system applied in businesses is to be able to monitor the competitors and the changes that can be occured as a result of the developments in the sector. Thus, making cost accounting that is proper according to IAS / IFRS and tax legislation has become one of the strategic targets of the companies in most countries. In this respect, businesses should form their cost and pricing systems according to new regulations. Transfer pricing practice is usefull in setting the most proper price for goods that are subject to the transaction, in evaluating the performance of the responsibility centers of business, and in determining if the inter-departmental pricing system is consistent with targets of the business. The taxing powers of different countries and also the taxing powers of different institutions in a country did not overlap. Because of this reason, bringing new regulations to the tax system has become essential. The transfer pricing practice that has been incorporated into the Turkish Tax System is one of the these regulations. The transfer pricing practice which includes national and international transactions has been included in the Corporate Tax Law and Income Tax Law. The aim of this study is to analyse the impact of goods and services transfer that will occur between departments of businesses on the responsibility center and business performance, and also the impact of transfer pricing practice on the business performance on the basis of tax-related matters. As a result of the study, it can be said that transfer pricing practice has an impact on business performance in terms of both price and tax-related matters.

AbstractIn the early 2000s, Japan instituted the Great Heisei Consolidation, a national strategy to promote large-scale municipal mergers. This study analyzes the impact that this strategy could have on watershed management. We select the Lake Kasumigaura Basin, the second largest lake in Japan, for the case study and construct a dynamic expanded input–output model to simulate the ecological system around the Lake, the socio-environmental changes over the period, and their mutual dependency for the period 2012–2020. In the model, we regulate and control the following water pollutants: total nitrogen, total phosphorus, and chemical oxygen demand. The results show that a trade-off between economic activity and the environment can be avoided within a specific range of pollution reduction, given that the prefectural government implements optimal water environment policies, assuming that other factors constraining economic growth exist. Additionally, municipal mergers are found to significantly reduce the budget required to improve the water environment, but merger budget efficiency varies nonlinearly with the reduction rate. Furthermore, despite the increase in financial efficiency from the merger, the efficiency of installing domestic wastewater treatment systems decreases drastically beyond a certain pollution reduction level and eventually reaches a limit. Further reductions require direct regulatory instruments in addition to economic policies, along with limiting the output of each industry. Most studies on municipal mergers apply a political, administrative, or financial perspective; few evaluate the quantitative impact of municipal mergers on the environment and environmental policy implications. This study addresses these gaps.

It has been suggested that the large scale use of biofuel, that is, fuel derived from biological materials, especially in combination with reforestation of large areas, can lead to a low-cost reduction of atmospheric carbon dioxide levels. In this paper, a model of three markets: fuel, wood products, and land are considered with the aim of evaluating the impact of large scale biofuel production and forestry on these markets, and to estimate the cost of a policy aimed at the reduction of carbon dioxide in the atmosphere. It is shown that the costs are lower than had been previously expected.

ABSTRACT Spatial fluctuations in ultraviolet backgrounds can subtly modulate the distribution of extragalactic sources, a potential signal and systematic for large-scale structure surveys. While this modulation has been shown to be significant for 3D Ly α forest surveys, its relevance for other large-scale structure probes has been hardly explored, despite being the only astrophysical process that likely can affect clustering measurements on the scales of ≳Mpc. We estimate that the background fluctuations, modulating the amount of H i, have a fractional effect of (0.03–0.3) × (k/[10−2 Mpc−1])−1 on the power spectrum of 21 cm intensity maps at z = 1–3. We find a smaller effect for H α and Ly α intensity mapping surveys of (0.001–0.1) × (k/[10−2 Mpc−1])−1 and even smaller effect for more traditional surveys that correlate the positions of individual H α or Ly α emitters. We also estimate the effect of backgrounds on low-redshift galaxy surveys in general based on a simple model in which background fluctuations modulate the rate halo gas cools, modulating star formation: We estimate a maximum fractional effect on the power of ∼0.01 (k/[10−2 Mpc−1])−1 at z = 1. We compare sizes of these imprints to cosmological parameter benchmarks for the next generation of redshift surveys: We find that ionizing backgrounds could result in a bias on the squeezed triangle non-Gaussianity parameter fNL that can be larger than unity for power spectrum measurements with a SPHEREx-like galaxy survey, and typical values of intensity bias. Marginalizing over a shape of the form k−1PL, where PL is the linear matter power spectrum, removes much of this bias at the cost of ${\approx } 40{{\ \rm per\ cent}}$ larger statistical errors.

Abstract Does ethnic stacking in the armed forces help prevent military defection? Recent research, particularly in Africa and the Middle East, suggests so; by favoring in-groups, regimes can keep in-group soldiers loyal. In-group loyalty comes at the cost of antagonizing members of out-groups, but many regimes gladly run that risk. In this research note, we provide the first large-scale evidence on the impact of ethnic stacking on the incidence of military defection during uprisings from below, using data on fifty-seven popular uprisings in Africa since formal independence. We find clear evidence for the downside: ethnic stacking is associated with more frequent defection if out-group members are still dominant in the armed forces. We find more limited support for the hypothesized payoff. Ethnic stacking may reduce the risk of defection, but only in regimes without a recent history of coup attempts. Future research should therefore trace the solidification of ethnic stacking over time.

The Intra–Americas Seas region is known for its relevance to air–sea interaction processes, the contrast between large water masses and a relatively small continental area, and the occurrence of extreme events. The differing weather systems and the influence of variability at different spatio–temporal scales is a characteristic feature of the region. The impact of hydro–meteorological extreme events has played a huge importance for regional livelihood, having a mostly negative impact on socioeconomics. The frequency and intensity of heavy rainfall events and droughts are often discussed in terms of their impact on economic activities and access to water. Furthermore, future climate projections suggest that warming scenarios are likely to increase the frequency and intensity of extreme events, which poses a major threat to vulnerable communities. In a region where the economy is largely dependent on agriculture and the population is exposed to the impact of extremes, understanding the climate system is key to informed policymaking and management plans. A wealth of knowledge has been published on regional weather and climate, with a majority of studies focusing on specific components of the system. This study aims to provide an integral overview of regional weather and climate suitable for a wider community. Following the presentation of the general features of the region, a large scale is introduced outlining the main structures that affect regional climate. The most relevant climate features are briefly described, focusing on sea surface temperature, low–level circulation, and rainfall patterns. The impact of climate variability at the intra–seasonal, inter–annual, decadal, and multi–decadal scales is discussed. Climate change is considered in the regional context, based on current knowledge for natural and anthropogenic climate change. The present challenges in regional weather and climate studies have also been included in the concluding sections of this review. The overarching aim of this work is to leverage information that may be transferred efficiently to support decision–making processes and provide a solid foundation on regional weather and climate for professionals from different backgrounds.

AbstractObjectiveThe aim of this study was to enhance public health preparedness for incidents that involve the large-scale release of a hazardous substance by examining factors likely to influence public responses to official guidance on how to limit their exposure.MethodsAn online demographically representative survey was conducted in the United Kingdom (n = 601) and Poland (n = 602) to test the strength of association of trust in authorities, anxiety, threat, and coping appraisals with the intention to comply with advice to shelter in place following a hypothetical chemical spill. The impact of ease of compliance and style of message presentation were also examined.ResultsParticipants were more likely to comply if at home when the incident happened, but message presentation had little impact. Coping appraisals and trust were key predictors of compliance, but threat appraisals were associated with noncompliance. Anxiety was seen to promote behavioral change. UK participants were more likely to comply than Polish participants.ConclusionsSuccessful crisis communications during an emergency should aim to influence perceptions regarding the efficacy of recommended behaviors, the difficulties people may have in following advice, and perceptions about the cost of following recommended behaviors. Parabolic trough solar technology is the most proven and lowest cost large-scale solar power technology available today, primarily because of the nine large commercial-scale solar power plants that are operating in the California Mojave Desert. However, no new plants have been built during the past ten years because the cost of power from these plants is more expensive than power from conventional fossil fuel power plants. This paper reviews the current cost of energy and the potential for reducing the cost of energy from parabolic trough solar power plant technology based on the latest technological advancements and projected improvements from industry and sponsored R&D. The paper also looks at the impact of project financing and incentives on the cost of energy.

This paper examines the impact of Islamic regulations on Islamic bank margins in ASEAN countries, utilising the fixed-effect method. The sample consists of 27 Islamic banks in Malaysia, Indonesia, Singapore and Thailand covering the period 2009 to 2017. The results suggest that Islamic regulations, such as the Islamic regulatory framework and Shari’ah supervisory board, are negatively associated with Islamic bank margins. These results have important policy implications for regulators, indicating that they should impose a separate regulatory framework for Islamic banks and bank managers to increase the number of Shari’ah scholars on the Shari’ah board in lowering Islamic bank margins. Overall, the findings suggest that Islamic banks should adopt regulations that should follow Shari’ah requirements, as they help to lower the cost of financial intermediation. As for the other control variables, only the Lerner index has a positive and significant impact on ASEAN Islamic bank's margin. Therefore, appropriate policies are necessary to foster competition in Islamic banks.

AbstractThe Indonesian government has taken various policies to protect its citizens from the Covid-19 outbreak. Large-Scale Social Restrictions (PSBB) to impose a curfew have become several policies taken by several cities in Indonesia to stop the spread of Covid-19. Since WHO declared a pandemic, Covid-19 has had an impact on all aspects of life including socio-economics. Lhokseumawe is an industrial city which is mostly inhabited by residents from outside the city which is designated as a red zone. Various policies issued, such as the imposition of curfews, prohibitions on gathering in cafes, social distancing, wearing masks, and other policies, generally have no significant impact on socio-economic aspects. For this reason, researchers want to see the impact of Covid-19 on the socio-economic aspects of the people of Lhokseumawe City. The method used in this study used qualitative methods with the main data source obtained from observations, as a complement used literature studies and the results of previous research. As of October 2020, Lhokseumawe is still a red zone, but many people do not heed government policies, even socio-economic activities appear to be running normally. The results also showed that there was no significant change in the socio-economic aspects of the community in Lhokseumawe City. This research also explains important steps that are useful for stakeholders to decide on Covid-19 and anticipate its impact.
