The high deficit in the trade balance value for citrus commodities can be an indication of the need for improvements in production and especially on the quality of citrus in Indonesia. Citrus cultivation with high density cropping system (SITARA) can be one of the strategies to increase production without increasing the area of planting land. The additions of intercropping in this system can be a solution for farmers' income, when citrus plants have not yet produced. Therefore, this study was aimed to analyze the costs and benefits of intercropping cultivation done between SITARA citrus plants with three cropping patterns (geometry) and intercropping plants which stated into four packages: (1) 4x4 (double) with chili intercropping, (2) 4x4 (double) variations (watermelon, tomatoes, broccoli, mustard greens: (3) 3x4 (double) with chili, (4) 3x4 (double) soybean. The results of the analysis showed that the 4x4 m cropping pattern intercroped with watermelon, tomatoes, broccoli and green mustard provide the highest profit of Rp. 13,677,396 per 0,25 ha per year. Although the total R / C ratio is still smaller than chili, but with variations the price decline in one commodity can be supported by other commodities. This pattern turns out to be the one that provide better citrus growth than the other four patterns, which can be seen from the rootstock and scion diameter also the average plant height that is 52, 43 dan 228 cm, respectively. This can ben an indication that intercropping can be done without harming the main crop, if it gets the right treatment. To support the results, the interaction of trees (in this case citrus), soil and seasonal crops can be evaluate more deeply.

Pauh Tinggi irrigation network planning which has an area of irrigation land of 473 ha. This irrigation plan draws water from the Pauh Tinggi Dam located in the Batanghari Hulu river, Kerinci Regency, Jambi. Population growth which is directly proportional to the increasing necessities of life, one of which is in the food sector, has made the government take the initiative to meet the needs and welfare of the community by opening land into productive areas of rice fields and fields, and making irrigation plans. In making irrigation planning, hydrological and rainfall calculations are needed to be able to make the right cropping system for farmers in Pauh Tinggi Village, Kerinci Regency, Jambi. A calculation of 17 alternative cropping patterns with different types of plant variants and different plans for the initial planting period were carried out by comparing with the mainstay debit factor (Q80). It was found that the cropping pattern is very possible always using the RICE-RICE-CROP cropping pattern. The most efficient and optimal planting pattern is the alternative planting pattern 14 in the form of RICE -RICE-CORN with Netto Field Water Requirements in tertiary plots (NFR tertiary) ranging from 0 - 1.30 ltr / sec / ha with a maximum of 1.30 ltr / sec / ha in January I, while irrigation water needs in the intake (DR intake) range 0 - 1.60 ltr sec / ha with a maximum of 1.60 ltr / sec / ha in January I.

Almost every day, in various mass media, especially in newspapers, it is found that there are so many complaints and unsatisfactory opinions from the community, as the customer, towards the current implementation of public service. These complaints and unsatisfactory opinions can describe how bad the quality of the current public service is, which is benefited by the community. It may be the right time for the community to be treated as citizens, who will have rights and give priority to their rights for being served afterwards. They are not anymore being considered as clients who previously have no any choice in choosing and in determining what kind of service that they really want to. There are so many results from research, seminar and writings that are conducted by experts in which their works talk about the implementation of a good and qualified public service. Currently, however, the qualified public service has not yet implemented as should have been. The implementation of public service still acts as however it please to be and only emphasize on its own interest without considering the consumer’s importance as the party that should really be served as well as possible. For this reason, a research, which is done in Service Integrated Unit of the Jember Regency, tries to find out any factors affecting quality of the public services. The main core of the public service implementation is the quality of norm of the service executor. The matter that should be realized is that the executor is the person who should serve for the community, and the community is the one who should be served as well as possible.Keywords: Implementation of public service, legislatif

The Plantation Network has a land area of ​​375 ha. Population which is directly proportional to the necessities of life, one of which is in the food sector, has made the government take the initiative to meet the needs and welfare of the community with productive agricultural land and fields. The data includes secondary data on 10-year rainfall from Depati Parbo and Kayu Aro Station and 10-year climatology from Kayu Aro Climatology Station. The calculation method used is the rainfall intensity Average method, Evapotranspiration modification Penman method, Debit danalan DR.FJ Mock method, cropping patterns, and irrigation water needs. Related to the calculation of 6 alternative cropping patterns with different types of plants and different initial planting plans by making comparisons with the existing discharge factor (Q80). Obtained that the cropping pattern is very possible, namely using the cropping pattern PADI-PADI-PALAWIJA. The most efficient and optimal planting pattern is that this cropping system consists of PADI-PADI-ON with large water demand in tertiary plots (NFR tertiary plots) producing 0 - 1,308 ltr / sec/ha with a maximum of 1,308 ltr / ha / February II, while the need for irrigation water in the intake (DR intake) ranges from 0 - 1,615 ltr sec/ha with a maximum of 1,615 ltr / sec/ha in February II. The available debit and debit in the Irrigation Network Planning Mark is very abundant with the mainstay discharge (Q80) for irrigation, the maximum available debit (Q80) can occur in November with 202,207 ltr / sec/ha and the minimum in August with 115,012 ltr / sec / Ha. Based on the results of the discharge and water above, it can be determined about the ratio of water/air equilibrium between discharge and water Q80 and the need for irrigation water requires a large/adequate surplus.

In Global Climate Risk Index 2019, Bangladesh has been ranked seventh among the countries most affected by extreme weather events. The salinity intrusion has increased by 27% from 1973 to 2009 in coastal areas of Bangladesh due to impacts of climate change. The cropping intensities of the coastal zones are below than the country’s average intensity (195%), which causes severe food insecurity. In southern coastal zone, soil and water (river/canal) salinity remain the minimum (<4 dS/m) during in July/August but attain the maximum (upto 11 and 25 dS/m, respectively) in March/April. Farmers grow single T.aman rice a year. Therefore, five cropping patterns were tested under ACIAR funded project in Amtali (Barguna district) and Dacope (Khulna) upazilas during 2016–2017 and 2017–2018 irrigating with low salinity surface water (canal/pond) to increase crop productivity. In Amtali, T.aman-Potato-Mungbean-T.aus cropping pattern gave the highest (20.18 t/ha) rice equivalent yield (REY), which increased 360% REY over the farmers’ practice (T.aman-fallow-fallow). However, in Dacope, T.aman-spinach-fallow showed the highest REY (13.99 t/ha) that increased 211% REY compared to farmers’ practice. The improved cropping patterns can be practiced within the polder (embankment for water control) for increasing crop productivity and profitability in salt-affected coastal zones of Bangladesh.

This study is about “legal acts”, which is a division of “the general aspects of private law. Most of the Civil Codes in the 20th and 21st centuries which include these general aspects, dedicate several of their articles to rule on said matter and determine in this way their nature, require-ments and effects .An example of all this are the Civil Codes in Germany (BGB), Brazil, Mexico, Switzerland among other countries. The new Civil and Commercial Code in force in Argentina since Au-gust 1st, 2015 deals with this matter in Book I, Title V, Chapter I (articles 257 to 264).Acts are external events within the social reality which have the power to alter or modify the surrounding environment. In this context, their analysis and study only apply to those actions or facts of a juridical nature and are therefore of interest to the law. All this makes it necessary to take a stand in order to explain when and why an event either natural o human is to be considered a “legal act”. To give an answer to this question, there are two opposed theories on the subject and some other irrelevant opinions. In this present, it has been intended to define and clarify the main points of both theories. One idea sustains that a legal act is the one which has in itself the character and the ability to achieve a goal, that is, the legal effect. This leads to defining it as the causal event of logical connection making it possible to get said legal effect then becoming a quality of the object itself. This theory is called “traditional” or “causative”. The second theory, supported by most of the Italian lawmakers and well spread in the modern doctrine considers that the legal acts themselves do not have a particular virtue but that their legal or juridical character is given by the fact that they are presupposed to have fulfilled all sta-tutory requirements. All this has been called fattispecie or “regulating factual presuppositions” by the Italian lawmakers.When a rule or law understands that to have a legal consequence it is necessary to do one or more acts, said acts become legal acts. For example , the birth or the death of a person is a “natural” act, but in most legislations the person who is born has the right to acquire, and the deceased to transfer their estate to their heirs. Other aspects have also been considered, in particular the classification of the legal acts, and the most important is the one which distinguishes natural acts from human acts which are tho-se where a human being takes part and with the expression of their will can do what are simply called “legal acts” or “legal transactions”.

This essay differentiates two approaches to understanding the concept of coercion, and argues for the relative merits of the one currently out of fashion. The approach currently dominant in the philosophical literature treats threats as essential to coercion, and understands coercion in terms of the way threats alter the costs and benefits of an agent’s actions; I call this the “pressure” approach. It has largely superseded the “enforcement approach,” which focuses on the powers and actions of the coercer rather than the perspective of the coercee. The enforcement approach identifies coercion with certain uses of the kinds of powers that agents need to accumulate and wield in order to be able to make significant, credible threats. Though there is considerable overlap extensionally in the instances of coercion recognized by the two approaches, the enforcement approach encompasses some uses of power to coerce that do not involve threats (in particular some direct uses of physical force). It also circumscribes which threats should be counted as coercive, though notably it provides a picture of coercion that is non-moralized in its essentials. While there may be specific purposes for which a pressure account is to be preferred, I argue that the enforcement approach better describes how coercion works, and elucidates factors that are often tacitly assumed by pressure accounts. It also is more useful for explaining the social and political significance of coercion, and why coercion is thought to have the implications commonly associated with it. In particular, I argue that it helps us understand why uses of coercion are in general a matter of ethical significance, why state authority depends on commanding a monopoly on the right to use coercion, and why being coerced may reasonably provide one a defense against being held responsible for actions one is coerced into taking.

Malapari (Pongamia pinnata) is a potential plant for biodiesel and has the ability to grow on marginal land. Malapari cultivation has not yet been carried out due to low economic value. Agroforestry crop patterns are expected to provide intermediate results so that people would be interested in planting malapari. Planting on coastal land requires the right technology to produce optimal growth. This study aims to determine the effect of malapari cropping patterns and evaluate biological fertilizer application in the seedling phase after planting in the field. The research uses a split plot design (Split Plot Design) with the main factors that are the pattern of malapari planting and sub-plots that are the type of application of biofertilizer. The results obtained from the study showed that the interaction of cropping pattern treatment and biofertilizer application did not give significant growth to malapari; the combination of the application of organic manure, Trichoderma spp and mycorrhiza bio-fertilizers in the nursery yielded the largest malapari diameter growth after planting in the field at the age of 3 years.

Cropping pattern systems can affect the level of productivity of land, land use by applying the right cropping system is not only able to increase production but can improve the efficiency of use of space and time. The polyculture (intercropping) system of secondary crops is a potential model to be developed. The needs of secondary crops such as corn and soybeans in Indonesia have increased from year to year, but their production has not been able to meet market demand. This is due to reduced agricultural land for cultivation. The purpose of this study was to analyze the efficiency of land use of polyculture systems of secondary crops carried out by highland and lowland farmers. This research was carried out on farmland which carried out the cropping pattern of the polyculture system of secondary crops which was 60 days old. Quantitative descriptive research method through surveys using questionnaires. The results showed that the highest value of land equality (NKL) occurred in corn-peanuts. The soil was 5.7 and the lowest was polyculture systems of green beans (1.5). This study suggests that farmers in both regions, a highland and lowland farmers, are given socialization and training on maximum land use so that they can increase knowledge and increase farmer household income.

The improving of land data quality of land data is one of the objectives of the Complete Systematic Land Registration (called as PTSL). The land data quality that was originally in the KW 4, 5, and 6 was upgraded to KW 1. However, there are many land offices experienced a number of problems. The Karanganyar Land Office on PTSL 2019  has become the one of an office that capable of working on improvement data quality activities with large volumes, namely 46.976 parcels. This study aims to determine the strategy that used and the validity of the land data. Through a sequential mix method with an exploratory approach, it was found that Kantah Karanganyar is applied the right strategy. This is indicated from the number of the increasing land data quality and 86% of 60 samples have a good validity.

While the move towards criterion-referenced assessment in Australia represents a step in the right direction, the path is fraught with political and technical hazards. Advocates of criterion-referenced assessment tend to overdraw the distinction between norm and criterion-referenced assessment, and to play down the difficulties inherent in spelling out criteria and setting standards at the Year 12 level. Nevertheless it is a good idea to try to clarify the domains of each subject (integrated structures of knowledge and ability which underly areas of expertise) and to experiment with new tools and technologies being developed by measurement specialists. We must also recognize that we cannot hope to improve the art of assessing the quality of students' work by an infinite expansion along a scientific-technological path in all areas of the curriculum. In many areas, we will always be dependent on the expertise and judgment of connoisseurs, and judgments will always represent an uncertain blend of criteria derived from the subject and the assessors on the one hand, and norms ebbing from those being assessed on the other.
