A structural and logical scheme is a visual image of the logical connection of the main elements of knowledge within the framework of a training course, section or topic. When studying physics as an applied discipline in a technical university, its professional orientation and applied knowledge corresponding to this function come out in the first place. But applied knowledge as a consequence of physical theories is not enough for the development of a modern quantum-relativistic worldview. The idea of our research is to precede the systematic study of general physics with systematic ideas about the place and meaning of each physical theory, namely: before studying classical physics, to show its connection with quantum and relativistic physics. To do this, it is necessary to apply a preliminary and final generalization at different stages of the study of physics with the help of appropriate structural and logical schemes. When implementing this idea, the following methods were used: the method of structural and logical analysis of the course of general physics with the allocation of knowledge elements, the method of systematization based on clarifying the connection between physical theories and the method of generalization, leading to the construction of new generalized schemes of this course. In the proposed schemes "Connection of mechanical theories" and "Scales of the Universe-Velocities", we identify structural elements that reveal the specifics of the methodological representations of the theory in accordance with its place in the Universe and the velocities of its objects. The proposed methodology is based on two types of generalization: preliminary and final. The preliminary generalization shows the place of physical theory in the system of physical knowledge in the course of general physics, the final generalization is used to make students aware of the specifics of the entire range of methodological concepts used in this physical theory. The methodology is aimed at forming students ' systematic knowledge of general physics and at developing their modern quantum-relativistic worldview.

Abstract Efficiency of handling equipment reduces the service time of vehicles arriving at the container terminal. A simulation model of the operation of handling equipment allows reducing the time for diagnosis handling technique with its failure. The model constructed by means of apparatus of Petri Nets the formalism of Petri Nets provides the precision of definitions and reflects the structural and logical connection of the simulated events. The visualization and simplicity of Petri Nets allows the technician has no special training to use these models. This paper examines the reach stacker model, these types of machines that used in container terminals. A Petri Net simulating the operation of the reach stacker – hierarchical, has a built-in network positions. Hierarchy of networks identified position to ensure secure operation techniques, conflict situation, and analyzed solutions. Position having the chips are nodes, which can cause failures.

In this article the author analyses the development of administrative regulations in the system of modern public administration. The state of administrative regulations and their institutionalisation as a result of the administrative reform is noted. It has been identified and found that there has now been a change in the approach to the delineation of the administrative regulations of the executive authorities - before 2018, administrative regulations were divided into service regulations and function regulations, where service regulations are related to requests by private persons to the state represented by its bodies and officials - and function regulations are related to the implementation of continuous activities to perform assigned powers and exercise the established competence, after 2018, administrative regulations are divided into service regulations and control (supervision) regulations. According to the author, the established approach has allowed the above varieties of regulations to be merged into such a group of types of administrative regulations as administrative regulations for the implementation of state functions. Also the author concludes that it is necessary to adopt a special legislative act systemising the functions of the executive authorities and the administrative procedures they carry out in a single logical connection.

An integrated method for evaluating the effectiveness of projects in the field of information technology has been proposed, which could ensure effective management decision-making. All features inherent in the implementation of the Scrum methodology used in the management of information technology projects have been taken into consideration. Ambiguous situations that constantly arise during the implementation of projects affect their effectiveness. Therefore, constant monitoring of the project efficiency would provide opportunities for the project manager to make management decisions promptly, which could contribute to improving the efficiency of the project. The integrated method for evaluating the effectiveness of projects was devised in the class of organizational-technological systems based on the combined use of formalized, intelligent, and expert methods. The results of applying a given method include an increase in the project efficiency by 1.52 % by complying with time limits, a reduction in the overspending of financial resources and losses during the project, as well as the improved productivity of teamwork. A model of the project efficiency index has been devised, which would ensure taking into consideration the peculiarities of the organizational and technological components of the project, as well as establishing a logical connection between the criteria that characterize the organizational component of the project, on the one hand, and the project-technological component, on the other. The resulting project efficiency index contributes to further research of various alternative scenarios for the project implementation and forecasts the dynamics of achieving strategic goals, as well as the dynamics of process implementation. The proposed procedure for evaluating the effectiveness of the project under Scrum conditions could become the basis of the information technology of project management and the appropriate decision support system

This work is devoted to the theoretical substantiation of connection of temperature dependence of the solubility of carbohydrates with thermal effect of their dissolution in the water-containing organic solvents that is of great importance for optimization of the technology of their extraction from plant raw materials and further purification and separation by recrystallization. The dependence of the solubility of fructose, glucose, sucrose, and maltose in aqueous isopropanol and acetone at temperatures of 298 К (25 оС) and 275 К (2 оС) from water content in a solvent was studied. The constancy of the mechanism of solubility of carbohydrates in these environments in the given temperature interval is experimentally proved. For the first time based on the equation of Vant-Goff the logical connection of temperature dependence of solubility and thermal effect of solubility of carbohydrates is strictly grounded. The values of the thermal effect that are determined by the experimental data allow calculating the solubility of the studied carbohydrates in the aqueous–organic solvent of different concentration in the temperature range from 2оС to 25 оС.  It has been established that the main contribution to the thermal effect of dissolving carbohydrates is the hydration process. Solvation by molecules of organic solvent practically does not change the value of the specified thermal effect. The significance of determined temperature dependences of the solubility of fructose, glucose and maltose is shown to optimize the technological conditions for the separation of glucose-fructose and glucose-maltose syrups by selective crystallization.

Library statistics is an important and effective method of analyzing library activities and identifying problems, planning and forecasting. Reliability, accuracy, completeness and comparability of the data are the most significant provisions. In her earlier publication, the author identified several inaccuracies in annual statistical reports submitted by university libraries. To identify discrepancies in 2019 statistics, the comparative analysis was accomplished for Orel State academic libraries. The study demonstrated that sometimes the libraries didn’t provide accurate and precise statistics with lacking logical connection between the indicators presented in different report sections. Individual factors differ significantly despite similarity of other factors that influence the former ones. The author concludes on the necessity of measures to be taken by RLA university library section, library methodological divisions, and by the academic libraries themselves. For this purpose, the author suggests to develop methodological recommendations on calculating statistics, statistical surveying of academic libraries and implementing the methods into practice.

By indirect answers we mean answers to general questions which do not correspond to “yes” and “no”, and answers to special questions which do not literally correlate with the question words who, what, where, etc. The article examines the types of indirect responses in different structural and semantic types of dialogue. The article analyzes the features of indirect answers determined by the predictive relationship of concepts: place-goal, place-time, etc. Particular attention is paid to answers containing assessment, not determineded by the content of questions, as well as question-answer turns with why and what for. The article focuses on the informative volume of indirect answers, their insufficiency and redundancy. Indirect questions are used rather frequently. It is not possible to classify all of them, but all of them are undoubtedly associated with certain types of dialogue, speech genres, speech situations and with the psychological type of communication partners. As noted earlier, the logical connection of the categories place-goal, placetime, goal-cause, etc. leads to reversibility and predictability of situations, and in certain speech genres to the interchangeability of designating categories in the form of indirect answers. A specific feature of the dialogue, observed in different speech genres, is the response containing the characteristic of the person mentioned in the question, instead of the information in which the speaker is interested. The analysis of these responses reveals the organic connection between the evaluation and the reason. The use of counter-questions, and first of all, why- and what for-remarks, is caused by the specific nature of this phenomenon, which, despite the thorough research of N. D. Arutyunova, allows to see some interesting features in it. The article uses recordings of oral speech and some works of fiction, reproducing spoken dialogue.

While most U.S. cities have a tree protection policy, the subsequent impact on the reduction of canopy loss is unclear. To rectify this, I utilize a theoretically grounded framework of influence comprised of clear identification of the problem/public support, adequate resources, and sound policy logic. This is then tested in a comparative case study of Charlotte, North Carolina, and San Antonio, Texas. While Charlotte benefits from public recognition of the problem and adequate resources, its regulations are weak, lacking a logical connection to aspirational outcomes. San Antonio's regulations are stronger, but combined with weaker problem identification and resources. Through quantitative and qualitative assessments, I find that San Antonio's strict regulations may have stabilized loss rates, while Charlotte's weaker rules have not. Results highlight the importance of policy logic over other commonly suggested determinants of natural resource protection.

The problem and the aim of the study. The use of innovative technologies for the development of basic personal qualities and supra-subject competencies is a priority direction for the development of the international educational environment. Web-quest is one of the applications of the gamification technology in didactics. The authors suggest that when designing a web-quest, special attention should be paid to working with the formulation of the web-quest plot as an important factor in the formation of universal competencies of undergraduates. Research methods. To determine the sequence of training actions in the development of the plot, the principles of designing the game environment of the quest, the measurement procedures, the system-activity and competence approaches were used. The experiment involved 20 students of Vyatka State University (50% boys and 50% girls) in the specialty 44.04.01 Teacher education. Informatization of education (Master's degree level). Triggers, macros, and hyperlinks are used to implement transitions. The web quest is hosted on the OneDrive. Statistical methods: G-sign test, multiple correlation analysis. Results. During the experiment undergraduates learned to identify and design the elements of the plot; to arrange events in a chronological order of presentation; to establish a logical connection between the facts; to transform the plot into a storyline and back. The empirical value of Gemp=2<Gcr=3 (for p=0.01) obtained in the estimation procedure proves that the changes in the system are not random. The coefficient (0<R1,2,3...N=0.86<1) is calculated, confirming the positive correlation of universal competencies with undergraduates performance. The evaluation of its statistical significance was done (Femp0.01=14.47>Fcrit0.01=5.29). In conclusion we summarize the problems connected with the development on the plot of the web-quest (presentation of facts in chronological order, author's detachment, etc.) and offer recommendations for their resolution: graphic and verbal visualization, numbering of events, the use of well-known literary plots.
