The improving of land data quality of land data is one of the objectives of the Complete Systematic Land Registration (called as PTSL). The land data quality that was originally in the KW 4, 5, and 6 was upgraded to KW 1. However, there are many land offices experienced a number of problems. The Karanganyar Land Office on PTSL 2019  has become the one of an office that capable of working on improvement data quality activities with large volumes, namely 46.976 parcels. This study aims to determine the strategy that used and the validity of the land data. Through a sequential mix method with an exploratory approach, it was found that Kantah Karanganyar is applied the right strategy. This is indicated from the number of the increasing land data quality and 86% of 60 samples have a good validity.

Almost every day, in various mass media, especially in newspapers, it is found that there are so many complaints and unsatisfactory opinions from the community, as the customer, towards the current implementation of public service. These complaints and unsatisfactory opinions can describe how bad the quality of the current public service is, which is benefited by the community. It may be the right time for the community to be treated as citizens, who will have rights and give priority to their rights for being served afterwards. They are not anymore being considered as clients who previously have no any choice in choosing and in determining what kind of service that they really want to. There are so many results from research, seminar and writings that are conducted by experts in which their works talk about the implementation of a good and qualified public service. Currently, however, the qualified public service has not yet implemented as should have been. The implementation of public service still acts as however it please to be and only emphasize on its own interest without considering the consumer’s importance as the party that should really be served as well as possible. For this reason, a research, which is done in Service Integrated Unit of the Jember Regency, tries to find out any factors affecting quality of the public services. The main core of the public service implementation is the quality of norm of the service executor. The matter that should be realized is that the executor is the person who should serve for the community, and the community is the one who should be served as well as possible.Keywords: Implementation of public service, legislatif

Social media platforms have become very popular these days among individuals and organizations. On the one hand, organizations use social media as a potential tool to create awareness of their products among consumers, and on the other hand, social media data is useful to predict the national crisis, election polls, stock prediction, etc. However, nowadays, a debate is going on about the quality of data generated on social media platforms, whether it is relevant for prediction and generalization. The article discusses the relevance and quality of data obtained from social media in the context of research and development. Social media data quality issues may impact the generalizability and reproducibility of the results of the study. The paper explores possible reasons for quality issues in the data generated over social media platforms along with the suggestive measures to minimize them using the proposed social media data quality framework.

This study is about “legal acts”, which is a division of “the general aspects of private law. Most of the Civil Codes in the 20th and 21st centuries which include these general aspects, dedicate several of their articles to rule on said matter and determine in this way their nature, require-ments and effects .An example of all this are the Civil Codes in Germany (BGB), Brazil, Mexico, Switzerland among other countries. The new Civil and Commercial Code in force in Argentina since Au-gust 1st, 2015 deals with this matter in Book I, Title V, Chapter I (articles 257 to 264).Acts are external events within the social reality which have the power to alter or modify the surrounding environment. In this context, their analysis and study only apply to those actions or facts of a juridical nature and are therefore of interest to the law. All this makes it necessary to take a stand in order to explain when and why an event either natural o human is to be considered a “legal act”. To give an answer to this question, there are two opposed theories on the subject and some other irrelevant opinions. In this present, it has been intended to define and clarify the main points of both theories. One idea sustains that a legal act is the one which has in itself the character and the ability to achieve a goal, that is, the legal effect. This leads to defining it as the causal event of logical connection making it possible to get said legal effect then becoming a quality of the object itself. This theory is called “traditional” or “causative”. The second theory, supported by most of the Italian lawmakers and well spread in the modern doctrine considers that the legal acts themselves do not have a particular virtue but that their legal or juridical character is given by the fact that they are presupposed to have fulfilled all sta-tutory requirements. All this has been called fattispecie or “regulating factual presuppositions” by the Italian lawmakers.When a rule or law understands that to have a legal consequence it is necessary to do one or more acts, said acts become legal acts. For example , the birth or the death of a person is a “natural” act, but in most legislations the person who is born has the right to acquire, and the deceased to transfer their estate to their heirs. Other aspects have also been considered, in particular the classification of the legal acts, and the most important is the one which distinguishes natural acts from human acts which are tho-se where a human being takes part and with the expression of their will can do what are simply called “legal acts” or “legal transactions”.

Abstract: Nowadays, Complete Systematic Land Registration (PTSL) program has a lot of constraints in the aspect of availability of work maps that occur at the Land Office. The constraints in making work maps can be overcome by technological capabilities as an instrument that helps the working process. One of them is using MapitGIS application that is a spatial information system whose operation process provides information in the form of attributes and capabilities in placing a spatial plot of land. The combination of technology utilization and community participation gives an opportunity for the successful implementation of PTSL. This study aims to explore the strategies of PTSL practices in the Cianjur Land Office and to diagnose how the quality of juridical data results from MapitGIS. A sequential mix method was conducted to achieve the goals by using an exploratory approach. The results of this study show that Cianjur Land Office has an innovation by using MapitGIS application at the planning stage, creating work maps, collecting juridical data and integrating the data and the amount of 1.146 data or 91.68% of Mapit Village Team are in accordance with the actual conditions. Adapun kendala dalam pembuatan peta kerja ini bisa diatasi dengan adanya kemampuan teknologi sebagai instrumen yang membantu suatu proses pekerjaan. Aplikasi MapitGIS merupakan suatu sistem informasi spasial yang proses pengoperasiannya memberikan informasi berupa atribut dan kemampuan dalam menempatkan suatu spasial bidang tanah. Perpaduan antara pemanfaatan teknologi dan partisipasi masyarakat menjadi peluang keberhasilan pelaksanaan PTSL. Tujuan penelitian ini adalah untuk mengetahui strategi Kantor Pertanahan Kabupaten Cianjur dalam kegiatan PTSL dan untuk mengetahui bagaimana kualitas data yuridis hasil MapitGIS.  Untuk mencapai tujuan tersebut, peneliti menggunakan metode penelitian campuran bertahap (sequential mix method) dengan pendekatan eksploratoris. Hasil penelitian ini adalah Kantor Pertanahan Kabupaten Cianjur melakukan inovasi dengan memanfaatkan Aplikasi Mapit GIS  secara partisipatif pada tahapan perencanaan, pembuatan peta kerja, pengumpulan data yuridis dan integrasi data dan Sebanyak 1.146 data atau 91,68% data Tim Mapit Desa sesuai dengan kondisi yang sebenarnya. While the move towards criterion-referenced assessment in Australia represents a step in the right direction, the path is fraught with political and technical hazards. Advocates of criterion-referenced assessment tend to overdraw the distinction between norm and criterion-referenced assessment, and to play down the difficulties inherent in spelling out criteria and setting standards at the Year 12 level. Nevertheless it is a good idea to try to clarify the domains of each subject (integrated structures of knowledge and ability which underly areas of expertise) and to experiment with new tools and technologies being developed by measurement specialists. We must also recognize that we cannot hope to improve the art of assessing the quality of students' work by an infinite expansion along a scientific-technological path in all areas of the curriculum. In many areas, we will always be dependent on the expertise and judgment of connoisseurs, and judgments will always represent an uncertain blend of criteria derived from the subject and the assessors on the one hand, and norms ebbing from those being assessed on the other.

Purpose – The purpose of this paper is to analyze the circumstances that have conditioned the development of education in Spain from the enlightenment to the present day. Design/methodology/approach – Multidisciplinary scientific approach that combines the interpretation of the legal texts with the revision of the doctrinal and theoretical contributions made on the issue. Findings – From the beginning of the nineteenth century, the history of education in Spain has been marked by constant fluctuations between the reactionary instincts, principally maintained by the Catholic Church and the conservative social classes, and the progressive experiments, driven by the enlightened and the liberals first, and the republicans and the socialists later. As a consequence of that, the fight for finishing with illiteracy and guaranteeing universal schooling underwent permanent advances and retreats, preventing from an effective modernization of the Spanish educative system. On the one hand, renewal projects promoted by teachers and pedagogues were inevitably criticized by the ecclesiastical hierarchy, obsessed with the idea of preserving the influence of religion on the schools. On the other hand, successive governments were weak in implementing an educational policy which could place Spain at the level of the other European and occidental nations. Originality/value – At the dawn of the twenty-first century, although the country has overcome a good part of its centuries-old backwardness, increasing economic difficulties and old ideological splits keep hampering the quality of teaching, gripped by neoliberal policies which undermine the right to education for all. The reading of this paper offers various historical clues to understand this process.

[email protected] Making decisions in a business intelligence (BI) environment can become extremely challenging and sometimes even impossible if the data on which the decisions are based are of poor quality. It is only possible to utilise data effectively when it is accurate, up-to-date, complete and available when needed. The BI decision makers and users are in the best position to determine the quality of the data available to them. It is important to ask the right questions of them; therefore the issues of information quality in the BI environment were established through a literature study. Information-related problems may cause supplier relationships to deteriorate, reduce internal productivity and the business' confidence in IT. Ultimately it can have implications for an organisation's ability to perform and remain competitive. The purpose of this article is aimed at identifying the underlying factors that prevent information from being easily and effectively utilised and understanding how these factors can influence the decision-making process, particularly within a BI environment. An exploratory investigation was conducted at a large retail organisation in South Africa to collect empirical data from BI users through unstructured interviews. Some of the main findings indicate specific causes that impact the decisions of BI users, including accuracy, inconsistency, understandability and availability of information. Key performance measures that are directly impacted by the quality of data on decision-making include waste, availability, sales and supplier fulfilment. The time spent on investigating and resolving data quality issues has a major impact on productivity. According to Islamic Law, Wakaf is to give up land or other objects that can be utilized by the Islamic Ummah without damaging the Wakaf objects and to grant the Wakaf objects to someone or to a legal entity to be utilized for the benefit of Islamic Ummah. Based on Agrarian Law, wakaf is an eternal transfer of right. The consequence is that the land becomes institutionalized forever and the right to land can no longer be transfered to the other partie either by means of trading, exchanging, granting and so on unless there is a legal reason allowing it.his analytical descriptive study with sociological juridical approach described the fact found in the community of Percut Jati Agung subdistrict. The result of this study showed that the problematic of wakaf land registrationin in karang anyar Percut jati agung  subdistrict, lampung selatan District were 1) the community members living in Percut jati agung Subdistrict did not understand much especially about wakaf land registration and certification, 2) the wakif (the one donates the wakaf object) could not issue the certificate for the donated land, while the declaration of wakaf (donation) had been made at KUA by PPAIW, and 3) the personnel working of KUA or BPN was very minimal that many declarations of donated land at KUA or Registrations of the donated land at BPN have not been handled. In the process of donated land registration.The related parties are suggested to handle the wakaf cases more maximally and to socialize the land registration and land donation that it can create a legal awareness in the community members and they understand the importance of land registration

This study aims to analyze the performance of the Department of Population and Civil Registry of Kaur Regency, Bengkulu Province in carrying out orderly administration of death certificates. This study uses an exploratory approach with qualitative methods. Informants are selected based on internal and external information who really understand the problems that occur in the field. Qualitative data analysis was written descriptively. The results of this study indicate that the performance of the Department of Population and Civil Registration in the orderly administration of death certificates in Kaur Regency, Bengkulu Province in terms of productivity, service quality, responsiveness and responsibility is still not running optimally. The actions suggested by the author to improve the performance of the Population and Civil Registration Office in the orderly administration of death certificates are adjusting population and civil registration regulations, preparing programs that focus more on death certificates, making field monitoring teams as supervisors, making services through websites or applications on the one hand which facilitates and also improves the quality of information services.

A substantial portion of usability work involves the coordinated collection of data by a team of specialists with varied backgrounds, employing multiple collection methods, and observing users with a wide range of skills, work contexts, goals, and responsibilities. The desired result is an improved system design, and the means to that end are the successful detection of, and reaction to, real deficiencies in system usability that severely impact the quality of experience for a range of users. In the context of user-centered design processes, valid and reliable data from a representative user sample is simply not enough. High-quality usability data is not just representative of reality. It is useful. It is persuasive in the eyes of the right stakeholders. It results in verifiable improvements to the system for which it is intended to represent a deficiency. The data must be efficiently and effectively translated into development action items with appropriate priority levels, and it must result in effective work products downstream, leading to cost-effective design changes. The remainder of this article (a) briefly reviews basic usability data collection concepts, (b) examines the dimensions that make up high-quality usability data, and (c) suggests future trends in usability data quality research.
