Turkey has realized high growth rates during the period of 2002-2011, except in 2008 and 2009 years. It is thought that the rapidly growing in the country may cause a lot of environmental damage, especially air pollution problems. In other words, the productive sectors have produced two outputs which are economic value added and air pollutants. This study used input output matrixes are to find out the strategically important sectors as it is known key sectors and weak sectors caused the environmental effects in the country. For this purpose, it has been tried to investigate air pollutant quantities which caused by the production process of the sectors in the period of 2002-2011 and performed the input-output tables for Turkey constructed in the World Input Output Database (WIOD) Project. These input-output tables include the emission satellite accounts, which are CO2 emissions and other air pollutants, respectively N2O, CH4, N2O, NOx, SOx, CO, NMVOC and NH3, disaggregated for the 34 sectors. It is expected that the outcomes of the study may contribute to sustainable growth debates and environmental policy implementations in Turkey.

When vessels are berthed at ports, the air pollutants emitted by auxiliary engines will cause severe pollution to the ports and surrounding environments. In view of this situation, the author first summarizes the Chinese policies and policies of foreign countries on emission of air pollutants from vessels at berth, and then analyses the current status of and measures for control of air pollutant emission from vessels at berth. Secondly, the author analyses the environmental benefits of using shore power for better controlling air pollutant emission from vessels at berth, compares vessels using shore power with vessels using generated power in the energy conservation and emission reduction effects based on the fuel consumption rate of different auxiliary engines and current status of pollutant emission from power generation in China etc., analyses the current status of shore power application in China, estimates the energy conserved and emission reduced when shore power is used by vessels at berth. Thirdly, the author identifies the scale of electric energy replacement by, and environmental benefits of, shore power at ports in China. This paper delivers innovative approaches to the comparison between the effects of energy conservation and emission reduction based on fuel consumption rates of different auxiliary engines and estimation of conserved energy and reduced emission.

It is a very urgent issue to reduce energy-related carbon emissions in China. The three northeastern provinces (Heilongjiang (HLJ), Jilin (JL), and Liaoning (LN)) are typical heavy industrial regions in China, playing an important role in the national carbon emission reduction target. In this study, we analyzed the energy consumption, carbon dioxide (CO2) emissions, and CO2 emission intensity of each sector in the three regions, and we compared them with the national level and those of China’s most developed province Guangdong (GD). Then, based on an input–output (I–O) framework, linkage analysis of production and CO2 emission from sector–system and sector–sector dimensions was conducted. The results showed that the three regions accounted for about 1/10 of China’s energy consumption and 1/6 of China’s CO2 emissions in 2012. In addition, the level of energy structure, CO2 emission intensity, and sectoral structure lagged behind China’s average level, much lower than those for GD. According to the sectoral characteristics of each region and unified backward/forward linkages of production and CO2 emissions, we divided sectoral clusters into those whose development was to be encouraged and those whose development was to be restricted. The results of this paper could provide policy–makers with reference to exploring potential pathways toward energy-related carbon emission reduction in heavy industrial regions.
