The article addresses solving the issue of the possibility of preserving reconstructed premises or carrying out proposed reconstruction works in the course of in the course of construction forensic investigation. The significance of the problem attributes to the volume of the stock of residential and public buildings which are older than 40 years (according to statistics, the housing stock of Russia in 1980 was 1,861 million m2 , in 2015 – 3,581 million m2 ), outdated layouts of premises, and the evolved consumers’ idea of comfort.A construction expert’s task is to determine if there is a possibility to change the layout, the function of premises to improve living conditions, or reconstruction poses a threat to the state of the object, its further proper operation, the integrity of the installed engineering systems, the appearance of the facades, nearby buildings and structures. Using regulatory material, the authors consider the criteria for solving this problem, present the procedure for conducting studies of buildings or structures, building materials, structures, and relevant documents in this line of forensic construction examination. Finally, the article gives specific examples of the redevelopment of apartments, a proposed reconstruction of the kindergarten premises.It is noted that the reliability of experts’ opinions is based on a comprehensive, unbiased analysis of all the technical and economic characteristics of construction objects, verification of documentation, an inspection of structures for compliance with the requirements of federal laws, rules, and regulations.

Regional programs for major repairs of common property in apartment buildings have been implemented on a large scale for more than 5 years. For example, the regional program in the city of Moscow includes more than 28 thousand apartment buildings with a total area of more than 200 million m2. Improvement of housing conditions is the most important factor in improving the well-being of the population and should be considered not only as a combination of factors formed in the construction process (availability of residential premises, level of improvement), but also as a set of services provided in the field of operation. Currently, the use of energy-efficient building materials and technologies with extended service life is of particular importance for the safe and reliable operation of the facility.

It was on the state of country in china, Analyzing the connotation of ecology residence, and discussing the developing inevitability of ecology residence. during the implementation of the program to restore the housing stock of the Chechen Republic, as well as during the planned demolition of dilapidated housing, significant volumes of technogenic raw materials were generated, in particular, large volumes of brick and concrete scrap. Enterprises for the production of building materials and products also produce significant volumes of production defects, which accumulate over the years at landfills. Ceramic broken brick and broken brick dropouts are used to fill the roadbed, and the main part still goes to the dump and landfill, which is also an environmental problem. One of the promising ways to use dropouts and broken brick itself is to use them as secondary aggregates in concrete and mortars. This article discusses the issues of improving the quality of ceramic concrete mixtures, choosing the optimal composition and technology for mixing concrete mixtures using dust fractions of dropouts for crushing ceramic brick bricks

The analysis of the causes of the pathology of the vocal apparatus in vocalists is carried out. 136 singers were investigated in age from 23 till 70 years old with length of service from 3 till 42 years. It is shown that the occurrence of diseases of the larynx is affected by the state of the vocal apparatus itself, the volume and intensity of the vocal load. Of great importance is the quality of the singer’s vocal training, his age and length of service, the availability of additional work (concert, pedagogical activity), the correspondence of the performed parts to the singer’s technical and acting abilities, domestic and social living conditions. The structure of voice apparatus diseases also depend on type of singer’s voice and his nervous system status. Prevention of impaired voice function in musical theater vocalists should be aimed at eliminating all provoking factors.

For the reason that approximately 95% of the population of Russia is located in urban and rural settlements, therefore, the construction system of Russia should recognize the «construction of settlements» as its main task. However, in federal laws and regulations of the Russian Federation construction content is not even recognized as “capital construction objects”. Moreover, Federal Law No. 384-FZ does not even contain a record that the individual buildings and structures considered in them are intended (not intended) for construction in the territories of settlements. The article substantiates that mass residential and public buildings in order to protect the life and health of people under the influence of hazardous natural phenomena should be erected only with the maximum period of their operation.

This article reads the vocabulary of “being” scattered throughout Meridel Le Sueur’s The Girl as exposing the ontological dispossession underlying the economic and political abandonment of the poor. The Girl’s search for a way “to be,” however, also disrupts the economy of representation by which the state monitors and assesses, through a rhetoric of uplifted subjectivity, the behaviors of the women who depend on state relief programs. In The Girl, homeless women’s discovery of forms of being within precarious living conditions constitutes an ontological repossession through which Le Sueur imagines alternative feminist socioeconomic structures and, by extension, alternative forms of subjectivity that emerge within subrepresentational spaces.
