The article presents the research findings on building innovative frameworks to enhance integrated business structure development in entrepreneurship. It is argued that integrated business structures that take into account the development trends and business activity rate to boost opportunities for the use of various organizational and legal management frameworks is the optimal management pattern to ensure entrepreneurship success. The study suggests that the specifics of business development strategy triggers the need to explore certain methodological aspects in management decision-making to boost integrated business structure activities. The article provides insights into specific features of innovative frameworks of integrated business structure development as well as identifies their structural elements. An emphasis is put that business structure performance is greatly affected by organizational, technical, financial, economic and operational business factors as well as the number of links in management chains. It is justified that in the context of selecting business structures, the integration goals and strategy are of critical importance. The study has identified the following structural elements of innovative frameworks to enhance integrated business structure development in entrepreneurship: providing targeted operational control in the areas of management; implementing strategic, systemic and tactical principles in the management process, ensuring optimal development of all business components subject to its key structural elements; type of organizational and legal business pattern; capital type and structure of integrating business structures; the model of financial arrangement and business interaction between the participants; management paradigm; the type of control; the degree of integration; the strategic priorities in business development.

The purpose of the research is to study the problems of the competence interface of personnel management of business structures in the context of digital transformation and to justify the organizational and managerial measures for its development and effective use. The analysis of various approaches to highlighting the competencies of personnel in the digital economy, by which is meant the confident and selective use of information and communication technologies in the ecosystem, is presented. It is determined that the use of digital technologies is a prerequisite for ensuring the competitiveness of business structures. The leading role of “soft” skills, including both cognitive and socio-behavioral abilities, is substantiated. A three-module model of personnel competencies in the context of digital transformation is suggested, in which such digital competencies and skills as: working with digital technologies, creative thinking and behavior, professionally oriented skills in the field of production and managerial activities are highlighted. The use of the competency-based approach to the digital transformation of economic processes helps to increase the adaptability of the existing system of economic relations to the conditions of the new technological structure, and provides the possibility of introducing end-to-end technologies into management decision-making processes in order to increase their efficiency.

This study argues that regional development of tourism and recreation industries is of critical significance to the interregional division of labor and participation in interdistrict exchange of products and services, only in the case of ensuring a competitive recreational product. The findings demonstrate that the specifics of a cluster development strategy application in tourism and recreation sectors in Ukraine is based on the premises that strategic planning and clustering paradigm relies upon forecasting and development planning of individual territories and businesses with a high level of tourism and recreation potential whereas a number of other region’s territories remain uninvolved in any regional projects or programs. Based on a cluster approach, the study offers a framework to enhance management support of the regional tourism and recreation businesses that will facilitate fair assessment of the current situation as well as ensure effective utilization of the resources needed for harmonious industry development. The implementation of the cluster approach in coordinating tourism and recreation business activities will contribute to creating a high-quality competitive product, thus imposing important social, economic and other implications for the region and the society. In addition, the study presents a well-grounded formalized model of building a management decision-making process in marketing-driven management of tourism and recreation entrepreneurship which allows identifying the target management function, with a special focus on the core characteristics of tourism and recreation business as well as on the priority alternatives to substantiate an effective marketing action plan to ensure social and economic performance.

One of the key objectives of the formation and development of integrated business structures in Russia is to meet the population's need for new housing. Qualitative and quantitative indicators of residential building commissioning are significantly influenced by demand and supply factors. With the purpose of forecasting the activity of demand in the housing market with the help of methods of economic and mathematical modeling, the interrelation system of factors forming the socio-economic basis for the development of integrated business structures in construction has been built. The formulated economic and mathematical model allowed us to identify the factors focused on the formation of rational relations between the subjects of the housing and construction cluster. The model shows that the effectiveness of the mortgage lending system (from the demand side) and the level of introduction of innovations in the investment and construction complex (from the supply side) have a decisive influence on the solution of the housing problem.

The article discusses the main economic and mathematical models used in making and implementing management decisions. It has been established that the beginning of making a managerial decision is determined by the nature of solution of managerial problem: creative and standard, implementation of a managerial decision is subordinate to the certainty of the result, that is, its probabilistic or deterministic outcome. The procedure and modeling of the process of making and implementing management decisions will be linear or non-linear. On this basis, the types of mathematical models for solving managerial problems are considered when making and implementing managerial decisions to optimize the chosen option. The author's model is proposed based on a two-phase system from the theory of queues with elements of nonlinear programming for making and implementing managerial decisions in socially oriented business structures. The model includes a combination of linear and non-linear programming. Since when conducting business, socially oriented entrepreneurial structures are aimed at obtaining two types of effects, both commercial and social.

The goal of this article consists in carrying out comparative characteristics of the Russian Food Security Doctrines adopted in 2010 and 2020; specification of their role, purpose, relevance, and flaws in the national security development strategy, as well as setting priorities, tasks and objectives of the new Food Security Doctrine and its meaning for the development of Russian meat packing industry. The author reveals a multifactor (multicriteria) method of assessment of the development of food production markets for ensuring food security. Using such tools as the balance method, logical, comparative and economic-statistical analysis, the author examines uncertainty factor in the meat packing industry in management decision-making with regards to its sustainable development, as well as functional dependencies of factors affecting fluctuation in stability and planning of the situations that define importance of the development of meat packing companies. It is concluded that the objectives of national security of the country, described in the new Food Security Doctrine, require a comprehensive solution of multifactor and multilevel tasks, including the establishment of centralized management of administrative and financial resources as an integrated and effective tool for the development of meat packing industry, as well as creation of nationally-oriented centralized food industry with a unified operation office and human resource reserve.

The article defines the components and classification of information. It has been researched that strategic information needs depend on the strategic goals of the enterprise. It is revealed that strategic information is characterized by a number of differences due to the nature of the management decision making process. The articlefocuses on the problem of simulating repairs processes to minimize expenses of power network enterprises on inner logistic processes. There have been detected special features of logistic processes of maintenance and repair of assets of power network enterprises. It has been stated that efficiency of management of maintenance and repair processes of assets can be determined by the ratio of their structure-making elements and special features linked to territorial isolation, a great number of repair goods, multilayer management, factors of randomness in realization of repair program. Computer support of management decision making of the logistic processes in the repairs area of the power network is based on simulating structural elements of maintenance and repair processes. The choice of methods is stipulated by the continuously-stochastic way of the process running. There has been developed and submitted the structure chart of technological processes of repairs management of the power network area in Q-charts symbolics, generalized and detailed charts of a simulating algorithm, described their principal of operation. There has been built the graph of interrelation of elements forming the process of repairs management in a power network enterprise. Elements making a stochastic process of interrelation of repair management elements have been detailed, according to quantities of their statuses. Submodel "Consumption of consumed material and technical resources" realized in Arena simulating package has been described in details. The conceptual structure of a simulation model of logistic processes of maintenance and repair of assets of power network enterprise including the description of classes (transacts, resources) and processes, attributes and charts of variable conditions have been provided.

Introduction. Among the problems of health care during the reform period, the problem of quality management of medical care and effective management of the medical organization is particularly highlighted. The purpose of the study is to determine the main priorities of effective management of the medical organization of obstetric and gynecological profile to ensure the proper quality of medical care to the population. Materials and methods. We carried out quantitative and qualitative evaluation of the perinatal center in the period 2015-2017. Studied the efficiency of the administration of the human resources capacity of health organizations quality indicators of the hospital bed Fund and the financial-economic activity of enterprises. Results. The effective activity of the institution in the conditions of the established perinatal center is Shown due to the chosen strategy and tactics of the phased development of new obstetric, neonatal, inpatient-replacement technologies, the provision of highly specialized care with the use of modern equipment and medicines, which allowed to expand the range and volume of Advisory and diagnostic and treatment services, to reduce the level of perinatal and maternal losses. Discussion. The strengths of the organizational activities of the perinatal center management include: the inclusion of women’s consultation in the structure of the perinatal center, ensuring the continuity of care for gynecological and pregnant patients; state social support for motherhood and childhood, changing the conditions and procedure for the provision of free medical care to the population; functioning on the basis of the perinatal center of the Department of pathology of newborns, Department of resuscitation and intensive care of newborns, consultative and diagnostic and gynecological departments. The weak side of the organization can be attributed to the shortage of highly qualified personnel (doctors, nurses and Junior medical staff). Conclusion. In order to effectively use the resources of the institution, it is important to change the approach to the provision of material resources and their rational use in the process of the institution’s activities. The chosen strategy and tactics of management decision-making makes it possible to improve the quality and availability of medical care for pregnant women, mothers, maternity and newborn children.

Abstract. Based on responses from 158 reward managers located at the headquarters or subsidiaries of multinational enterprises, the present study examines the relationship between the centralization of reward management decision making and its perceived effectiveness in multinational enterprises. Our results show that headquarters managers perceive a centralized approach as being more effective, while for subsidiary managers this relationship is moderated by the manager’s role identity. Referring to social identity theory, the present study enriches the standardization versus localization debate through a new perspective focusing on psychological processes, thereby indicating the importance of in-group favoritism in headquarters and the influence of subsidiary managers’ role identities on reward management decision making.
