A universal problem of the impact of behaviour of less experienced young drivers on the rate of road accidents referring to the Russian Federation in comparison to other countries.In the Russian Federation, in recent years, there has been a decrease in the total number of road accidents and in the number of deaths in them. This speaks of the effective preventive work of the traffic police and other related services, but at the same time, a fairly large number of car accidents persists.One problem is the high incidence of accidents among inexperienced young drivers. According to research conducted in different countries, the likelihood of road accidents is especially high during the first year after obtaining a driver’s license. The overwhelming majority of drivers responsible for road accidents with less than six months of driving experience belong to the age category of 18–25 years. One of the main reasons for the increased likelihood of road accidents is their excessive risk inclination.It is obvious that risky driving is common in young people, which also affects the operation of the car. Risk inclination is directly related to the number of errors made, which significantly increases the likelihood of an accident.Objective of the work was to assess the risk tolerance among drivers aged 18–25 years. Research methods comprise a survey of young people of the indicated age and the analysis of the results obtained. The figures obtained during the survey indicate that the majority of respondents (82 %) have a «mean level of risk tolerance». But there are also quite a few «risky drivers» (15 %). Moreover, these 15 % are in the youngest age group from 18 to 21 years old. Based on the results of the work, it is proposed: during training at a driving school, the future driver should receive not only theoretical knowledge and practical driving lessons, but also undergo a psychological analysis to determine his fitness to participate in road traffic; introduce certain restrictions «for young and novice drivers» into the Road Traffic Regulations. It is necessary to limit the permitted power of the car and the permissible speed (adoption of a multiplying coefficient for fines for speeding), prohibit the use of the car in the dark and in difficult road conditions, as well as passenger transportation.

The research object is social relations connected with the admission of novice drivers to traffic on roads and the issue of driver’s licences. The research subject is the set of normative acts of the Russian Federation regulating the admission of drivers to traffic on roads, and the statistical data of the State Road Safety Unit on road accidents with novice drivers whose driving experience is up to 2 years. The authors analyse road accidents with novice drivers, identify the main reasons of accidents and offer the solutions to these problems. The scientific novelty of the research consists in the fact that the analysis of traffic accidents helped to outline the problems that should be solved within the shortest possible time in order to reduce the number of road accidents caused by novice drivers. In this context, the authors suggest introducing changes into the legislation of the Russian Federation which would allow for the declaration of driver’s licences issued in other states invalid, as well as the exchange of non-Russian driver’s licences for Russian ones only after adequate training and passing the exams. Besides, the authors suggest introducing the possibility for juveniles who passed the exams to drive a vehicle before they arrive the age of 18 with particular restrictions and accompanied by an experienced driver.

Background: The Russian Federation is among the countries with the highest road traffic fatality rates in the WHO European Region. One of the main reasons for that is the personal attitude of traffic participants to safety that includes medical illiteracy and unpreparedness to render first aid to the injured. Our objective was to study failure to give quick and competent first aid as one of the possible causes of road traffic deaths in the Russian Federation and to identify potential ways of improving the situation. Materials and methods: In May-September 2018, in January and June 2019, we conducted a survey of 403 Russian citizens (284 men and 119 women) having a driver’s license and driving experience in different Russian regions including the Volgograd Region, the Krasnodar Krai, the Rostov Region, Moscow, etc. The respondents were asked to answer the questions about first aid training courses in driving schools, prior involvement in road traffic accidents, and first aid techniques. Results: Most of the respondents (63%) reported having had first aid training courses at driving schools given by driving instructors and almost a quarter of the respondents (23%) reported having never had such courses at all. Approximately 68% of the survey participants had no first aid training using dummies. About 17% witnessed traffic collisions and provided at least some level of first aid while almost 14% could not give any help due to the stressful situation or fear to do harm to the injured. We then calculated the number of correct and complete answers rated 1 and 2 points according to the estimation scale and drew a control chart of the average value. The analysis of the control chart showed that 331 of 403 participants (82%) passed our test. Conclusions: Although the results were not as bad as might have been expected, significant gaps in basic first aid knowledge did exist: some respondents failed to answer the questions correctly. Given that in addition to theoretical knowledge the person should be able to use this knowledge decisively and calmly, without panic and the fear of blood, the percentage of those who can really help is even lower. First aid training courses in driving schools shall be mandatory and must be given by medical professionals. Governmental regulatory authorities should pay special attention to this issue when licensing. At the same time, more emphasis should be placed on first aid training in educational institutions (kindergartens, schools, colleges, and universities). In addition, we recommend compulsory first aid training of professional drivers of commercial vehicles.

Introduction. One of the important problems in the Russian Federation is road safety improvement (RS). This is due to the enormous damage that accidents inflict on the national economy. The Russian Federation lags behind the leading countries of the European Union in the field of road safety in terms of key indicators by 3.5 times. To close the gap, in January 2018, we adopted the 'Strategy for road safety in the Russian Federation for 2018 - 2024’ (Strategy). The goal of the Strategy is to strive for zero mortality in road traffic accidents (RTA) by 2030, and in 2024 to reduce the social risk to 4 deaths per 100 thousand inhabitants.Materials and methods. The developments are based on a new theory developed at SibADI - this is the cyclical dynamics of road accidents on a national scale, subordinate to the level of the economy. During crisis, there is a decrease in the number of accidents; this is influenced by a number of factors, the main one is a decrease in the total mileage of vehicles. During such periods, the effectiveness of measures to reduce road accidents is often confused with the real cause, which leads to a decrease in funding and the curtailment of work to improve road safety, which should not be done. When the economy recovers, the level of road accidents recovers and even begins to grow due to the loss of qualifications of drivers who are idle during the crisis.Results. There are two different approaches to achieving this goal. At the federal level, there is a programmatic approach, while in the regions the project method is used within the framework of the 'Safe and High-Quality Highways’ national project (BKAD). A similar project was adopted in the Omsk region. A feature of the road safety project implementation in the Omsk region is the involvement of science. Research is carried out at the Organization and Traffic Safety Department and is introduced into the educational process and implemented at the Federal Training Center for advanced training of workers involved in the training of drivers, created in SibADI.Discussion and conclusion. The scientific approach guarantees the identification and quality solution of the main problems of the road safety project. This applies to recommendations for stabilizing project financing, justifying the development of public transport, using new technologies, improving the regulatory and legislative framework in all areas of urban planning and infrastructure.

The purpose of the study is to use the example of the Arkhangelsk region to identify conditions affecting the organization of medical care for victims of road accidents on the federal highway in a region with a low population density, and to determine the main directions of its improvement. Materials and research methods. Using the method of comparative analysis, the following review was carried out: review of the authors’ studies, the subject of which was the features of road traffic injuries on the federal highway M-8 «Kholmogory» within the Arkhangelsk region; review of domestic and foreign scientific research, review of regulatory documents on the provision of medical assistance to victims of road accidents. Scientific literature search was performed in eLibrary, PubMed, Scopus systems by keywords. Scientific articles published in 1990–2020 were selected for analysis. Using the method of an organizational experiment, a scientific substantiation of a set of measures to improve the efficiency of the provision of medical care in prehospital and hospital periods to victims of road traffic accidents at federal highway in regions of the Russian Federation with a low population density was carried out. Applying the method of system analysis, on the basis of the results of this study, conceptual provisions for a systemic register of health consequences of road accidents in the Russian Federation have been developed and scientifically substantiated. Research results and their analysis. The article describes road traffic injuries on the federal highway M-8 «Kholmogory» in the Arkhangelsk region. The factors that determine the effectiveness of the provision of medical care in prehospital and hospital periods to victims of road traffic accidents are considered. The ways of improving the provision of medical care to victims of road traffic accidents at federal highway in a region with a low population density are formulated and substantiated.

As a result of road accidents in the Russian Federation, up to 30 thousand people are killed every year, which causes significant demographic and socio-economic damage to the state. The World Health Organization considers road traffic injuries as one of the global problems associated with 1.25 million deaths. In many countries, the leading direction of development of medical care for victims of road traffic accidents is the creation of trauma systems. The main volume of medical care for victims of road traffic accidents and those with severe injuries under other circumstances is provided by trauma centers of the 2nd and 1st levels. The implementation of the federal targeted programs «Improving road safety in 2006-2012» allowed the creation of a network of trauma centers in a number of subjects of the Russian Federation, whose work reduced mortality and disability among victims with severe injuries, but the problem cannot be considered solved because there are no national database of the victims of road accidents (register), system for assessing the severity of injuries and recording long-term results of non-fatal injuries, which excludes the possibility to compare the clinical effectiveness of the Russian trauma centers among themselves and with foreign counterparts.
