Background: The Russian Federation is among the countries with the highest road traffic fatality rates in the WHO European Region. One of the main reasons for that is the personal attitude of traffic participants to safety that includes medical illiteracy and unpreparedness to render first aid to the injured. Our objective was to study failure to give quick and competent first aid as one of the possible causes of road traffic deaths in the Russian Federation and to identify potential ways of improving the situation. Materials and methods: In May-September 2018, in January and June 2019, we conducted a survey of 403 Russian citizens (284 men and 119 women) having a driver’s license and driving experience in different Russian regions including the Volgograd Region, the Krasnodar Krai, the Rostov Region, Moscow, etc. The respondents were asked to answer the questions about first aid training courses in driving schools, prior involvement in road traffic accidents, and first aid techniques. Results: Most of the respondents (63%) reported having had first aid training courses at driving schools given by driving instructors and almost a quarter of the respondents (23%) reported having never had such courses at all. Approximately 68% of the survey participants had no first aid training using dummies. About 17% witnessed traffic collisions and provided at least some level of first aid while almost 14% could not give any help due to the stressful situation or fear to do harm to the injured. We then calculated the number of correct and complete answers rated 1 and 2 points according to the estimation scale and drew a control chart of the average value. The analysis of the control chart showed that 331 of 403 participants (82%) passed our test. Conclusions: Although the results were not as bad as might have been expected, significant gaps in basic first aid knowledge did exist: some respondents failed to answer the questions correctly. Given that in addition to theoretical knowledge the person should be able to use this knowledge decisively and calmly, without panic and the fear of blood, the percentage of those who can really help is even lower. First aid training courses in driving schools shall be mandatory and must be given by medical professionals. Governmental regulatory authorities should pay special attention to this issue when licensing. At the same time, more emphasis should be placed on first aid training in educational institutions (kindergartens, schools, colleges, and universities). In addition, we recommend compulsory first aid training of professional drivers of commercial vehicles.

A universal problem of the impact of behaviour of less experienced young drivers on the rate of road accidents referring to the Russian Federation in comparison to other countries.In the Russian Federation, in recent years, there has been a decrease in the total number of road accidents and in the number of deaths in them. This speaks of the effective preventive work of the traffic police and other related services, but at the same time, a fairly large number of car accidents persists.One problem is the high incidence of accidents among inexperienced young drivers. According to research conducted in different countries, the likelihood of road accidents is especially high during the first year after obtaining a driver’s license. The overwhelming majority of drivers responsible for road accidents with less than six months of driving experience belong to the age category of 18–25 years. One of the main reasons for the increased likelihood of road accidents is their excessive risk inclination.It is obvious that risky driving is common in young people, which also affects the operation of the car. Risk inclination is directly related to the number of errors made, which significantly increases the likelihood of an accident.Objective of the work was to assess the risk tolerance among drivers aged 18–25 years. Research methods comprise a survey of young people of the indicated age and the analysis of the results obtained. The figures obtained during the survey indicate that the majority of respondents (82 %) have a «mean level of risk tolerance». But there are also quite a few «risky drivers» (15 %). Moreover, these 15 % are in the youngest age group from 18 to 21 years old. Based on the results of the work, it is proposed: during training at a driving school, the future driver should receive not only theoretical knowledge and practical driving lessons, but also undergo a psychological analysis to determine his fitness to participate in road traffic; introduce certain restrictions «for young and novice drivers» into the Road Traffic Regulations. It is necessary to limit the permitted power of the car and the permissible speed (adoption of a multiplying coefficient for fines for speeding), prohibit the use of the car in the dark and in difficult road conditions, as well as passenger transportation.

The Russian Federation occupies one of the first places in terms of road transport mortality. While the countries of the European Union play a special and significant role in reducing global indicators of road traffic mortality. The objective of the study is to compare the level of knowledge on first aid techniques among drivers in the Russian Federation and EU countries. In continuation of the previous work, in the framework of which a study was conducted by interviewing citizens of the Russian Federation according to the questionnaire developed by the authors, the number of respondents increased from 107 to 403 people. To compare the indicators, 402 European Union citizens were surveyed. The survey was conducted in May–September 2018 and in January and June 2019. A direct survey was conducted by the students of VPI (branch) of VolSTU and Volgograd State Medical University. The platform https://docs.google.com/forms was also used, a link to the questionnaire was posted in the most active driver communities in the social networks Vkontakte and Facebook. According to the data received, Russian driving schools are much more likely to neglect conducting first aid classes than European ones. EU respondents were much less likely to encounter the need for first aid, which may be due to the shorter time for arrival of a team of doctors at the scene of an accident. The most significant discrepancies were revealed in drivers’ knowledge regarding issues related to application of a hemostatic tourniquet, indications of beginning of cardiopulmonary resuscitation and its methods, and actions in case of fractures of the extremities, i.e. critical in cases of traffic accidents. The general preliminary conclusion, subject to fruther detailing, is drawn that more attention is paid to first aid issues in the EU. To improve the situation in Russia, a number of measures have been proposed: compulsory medical classes at driving schools by a medical professional, greater attention to training in first aid techniques in educational institutions, training of special services for first aid skills and facilitating the training of ordinary citizens.

The article is devoted to the consideration of important components of the mechanism of the legal regulation of the organization and implementation of road traffic. These include priorities, advantages associated with participation in road traffic, restrictions associated with participation in the specified process, and requirements for road users and vehicles. Based on the analysis of the provisions of the Traffic Rules of the Russian Federation and other regulations from the perspective of a systematic approach, the author examines the totality of these components and their interrelationships. The existing shortcomings of the legal regulation of the organization and implementation of road traffic are revealed. Taking into account the results obtained, proposals are formulated to improve the legal regulation mechanism under consideration.

The article examines organizational and legal problems related to state registration, production, procurement and use of medical devices for first aid. The study significance is accounted for by the need to find solutions to problems related to equipping first aid activities with medical devices, which is becoming extremely important for the modern Russian society. Moreover, a comprehensive study of these issues has not been undertaken so far. The purpose of the study is to develop a set of proposals of an organizational and legal nature to improve quality of medical devices for first aid and equipping all potential participants of first aid delivery with such devices. To eliminate the problem of low equipment of potential participants of first aid delivery with the means of delivery, the composition of first-aid kits, packs, sets, and packages for all categories of participants have to be approval by the Ministry of Health of the Russian Federation. The authors also propose organizational and legal measures to improve interdepartmental and intradepartmental cooperation in this direction with the Russian Ministry of Health playing the coordinating role. The authors have also identified the need for improving the procedure for state registration of the production of first aid devices either though amending the Federal Law "On the Basics of Public Health Protection in the Russian Federation" regarding the provision that first-aid kits, packs, sets, and packages equipped with medical devices registered in the prescribed manner are not subject to state registration. As an alternative, the authors propose amendments and additions to the Rules of the state registration of medical devices, providing for a simplified state registration of first-aid kits, packs, sets, and packages. In addition, the authors name arguments in favor of improving the clinical trial procedure for first aid medical devices and propose changes to Article 38 of the Federal Law “On the Basics of Public Health Protection in the Russian Federation” in terms of eliminating the problems of legal techniques in the definition of the term “medical device” regarding first aid. AbstractIntroduction:Traffic crashes constitute a major, worldwide public-health problem that cause disabilities, life-long suffering, and huge economic losses. When a person is injured in a traffic crash, actions taken by bystanders often are of crucial importance. To perform first-aid actions in a correct manner, bystanders, often lay persons, need both the courage and the knowledge to do so. For preventive purposes, society spends large resources to inform and educate the public in order to enhance people's ability to take correct actions. However, there only is little information on the rate in a population of persons who have had first-aid training, have been bystanders at a traffic crash, on the actions taken by such persons, and on effects of first-aid training on patient care.Objective:The aim of this study was to acquire knowledge about: (1) the prevalence of first-aid training; (2) the incidence of being a bystander and of the first aid provided at traffic crashes and other emergencies; and (3) the impact of first-aid training on the risks people take in road traffic.Methods:A questionnaire was administered to 2,800 randomly selected persons aged 18–74 years.Results:The response rate was 67.5%. During the previous five years, 39% of the population had received first-aid training, with a higher rate among younger individuals and those with a higher education. After training, 30% of the respondents had used their skills, and 41% took fewer risks in traffic, particularly those who were older or had a lower level of education. Fourteen percent of those with training (significantly more men) had been bystanders at a traffic crash. At 20% of the crashes, a bystander had administered first aid, and one-third of those who provided such assistance had had use of their training. Conclusion: Intensified first-aid training of the general public could lead to citizens who are more cautious in traffic and to bystanders who provide more immediate and adequate first aid at traffic crashes and other emergencies.

Analyzed the consequences of the accident and proposed measures for the prevention of child road traffic injuries and a range of other measures that allow for prevention among different age groups
