В статье рассматривается деятельность Госавтоинспекции по профилактике детского дорожно-транспортного травматизма в период с 2004 года по настоящее время, анализируются ее результаты и направления, особенности развития и перспективы. Приводятся примеры конкретных мероприятий, способствующих предупреждению рисков дорожно-транспортных происшествий с участием детей. The article examines the activities of the State Traffic Inspectorate of the Ministry of Internal Affairs of Russia for the prevention of children's road traffic injuries from 2004 to the present, analyzes its results and directions, features of development and prospects. Examples of specific measures that contribute to the prevention of risks of road accidents involving children are given.

The article examines the moral and psychological training of the personnel of the internal affairs bodies of the Russian Federation as a type of educational work. Analyzed the regulatory legal framework for the organization and conduct of moral and psychological training of employees of internal affairs bodies. The moral and psychological training of the employees of the internal affairs bodies of the Russian Federation is aimed at the formation of the state and at the same time patriotic worldview among the employees of the internal affairs bodies, as well as the professional culture of an employee of the internal affairs bodies. One of the goals of moral and psychological training is the formation of employees of internal affairs bodies of moral and psychological readiness to perform official tasks in any conditions of the situation. In connection with the versatility of the moral and psychological training of personnel, attention is paid to the organizational aspects of conducting classes. The main features of the moral and psychological training of employees of the internal affairs bodies of the Russian Federation are highlighted. Emphasis is placed on the forms of conducting classes on moral and psychological training. The article discusses training technologies that are or can be used in organizing and conducting classes on the moral and psychological training of personnel of the internal affairs bodies of the Russian Federation. The article presents analytical data from a survey of employees of the territorial bodies of internal affairs of the Ministry of Internal Affairs of Russia.

Relevance. Most of the victims of road accidents die prior to the arrival of medical staff, therefore, providing first aid to injured people in the first minutes after receiving injuries is very important for saving human life and health. Timely and skillful provision of first aid to victims of road accidents prevents further deterioration of the state of the human body and can positively affect the entire process of its further treatment and rehabilitation.Aim of study. To characterize the delivery of first aid to victims of road traffic accidents at the present stage and to outline possible ways for its improvement.Material and methods. To achieve this goal, an analysis was made of the results of domestic and foreign scientific research and regulatory legal acts on the issue of providing first aid to victims of road accidents. The literature search was carried out in specialized scientific search engines eLibrary, PubMed, Scopus using the keywords: first aid, prehospital stage, road traffic injuries, road traffic accidents. For the analysis, scientific articles published between 1980 and 2020 were selected. Resources with outdated or inaccurate information were excluded, some scientific papers were found by links to articles. The state of the problem of providing first aid to victims of road traffic injuries, for the most part, reflects scientific publications over the past ten years.

The article is devoted to the study of the implementation of the global goals of the Decade of Action for Road Safety 2011–2020 in Ukraine. It is stated that the precondition for the adoption of the UN General Assembly resolution № 64/2551, which proclaimed the Decade, was that according to the analysis, almost 1.3 million people are victims of road accidents every year, and its goal is to reduce mortality from Accidents by 50 percent by 2020. The key elements of the activities of national and local government bodies proposed by the Global Plan for the Decade have been identified. An analysis of the dynamics of road traffic injuries in Ukraine for 2010–2020. The influence of the measures introduced by the state on the state of road traffic injuries is investigated and the real indicators of mortality and injuries on the highways of Ukraine are determined. It is established that the mortality rate from road accidents in Ukraine during the Decade decreased by 27.4 %, and during the implementation of the Strategy to increase road safety in Ukraine until 2020 managed to reduce mortality on Ukrainian roads by only 11.5 %. The ambitious goal of the State Program to increase the level of road safety in Ukraine for the period up to 2020 – reducing the number of deaths due to road accidents to 4 people per 100 thousand population – also failed to be achieved. Given the steady decline in the population of Ukraine, this figure is 11.7 deaths in road accidents per 100 thousand population in 2020. It is proved that the measures taken do not fully correspond to the content of strategic decisions taken at the international level. The results of the state initiatives introduced in Ukraine, although outlined the tendency to stabilize road traffic injuries, did not provide even the average European level of dynamics of reducing accidents on highways. The Decade of Action for Road Safety 2011–2020 and the goals of sustainable development, apparently significantly influenced countries that take measures, so they need to be continued until 2030 to maintain the current level of awareness.

The research subject is social relations in the field of public order protection. The article focuses on the interaction between the Ministry of Internal Affairs of the Russian Federation represented by patrol and point duty officers and the Ministry of Healthcare of the Russian Federation represented by healthcare workers, in detecting people in the state of alcoholic intoxication, often unconscious or unable to walk, in public places. This category of citizens should be removed from public places and provided with medical aid. The author studies historical materials of the Soviet period, analyzes the current legislation issued by the Ministry of Internal Affairs and the Ministry of Healthcare related to public order protection and its comparison with the practical activities of internal affairs bodies. Based on the analysis, the author suggests renewing the work of special medical sobering stations which will undoubtedly have a positive effect on the work of internal affairs officers, provide citizens in the state of alcoholic intoxication with professional medical assistance, and harmonize the actions of police officers and healthcare workers.

Aim. to determine the regularities and features of the formation of indicators of fatal outcomes in the Moscow region as a result of injuries caused by road accidents. Material and methods. We studied the dynamics of indicators of road traffic injuries with fatal outcomes in the Moscow region for the period 2015-2019. the study is continuous. The scope of the study is 5,112 cases of fatal traffic injuries. Research methods: documentary, statistical, graphic, and comparative analysis. Descriptive statistics are presented in the form of relative intensive and extensive coefficients. Results. It was found that in the Moscow region in the period 2015-2019 there was a decrease in the number of deaths from road accidents by 1.7 times. At the same time, there is a 2.2-fold decrease in the number of deaths with the presence of ethyl alcohol in the blood. Conclusion. During the five-year observation period, the structure of the dead showed a predominance of young people with a tendency to decrease their number in dynamics, changing the structure of the dead at the place of registration due to an increase in the share of dead residents of the Moscow region and a decrease in the share of dead residents of Moscow and other regions of the Russian Federation.
