The article is devoted to the study of a possibility of designating the boundaries of sanitary zones (distancing) for traffic arteries outside settlements within the right-of-way.The study was conducted regarding the current Russian laws, projects of possible changes in legislation and draft amendments. It offers definitions of the right-of-way and of sanitary zone and highlights topics that have not yet been regulated.At the same time, the research methods are of universal character and after introducing other regulatory parameters may be applied for similar research in other countries as well.Calculations and field studies allowed to find that within the railway right-of-way and with the existing train traffic intensity, equivalent continuous sound pressure level in aggregate does not exceed the established maximum permissible level of 80dBA for personnel performing their labour functions within the railway rightof-way.A growth in the Leq/LAeq on the right-of-way from 80,0 to 95,0 dBA may lead to an increase in the hazard class (subclass).An analysis of the actual results of a special assessment of working conditions at JSC Russian Railways showed in the vast majority of cases the acceptability of working conditions evaluated according to noise factor measured at the workplaces of employees working during full or part-time shift on the right-of-way. Hazardous working conditions at the level of some subclasses for certain professions (operator of track measurement, railway track worker) arise rather due to indicators of severity of the labour process.

Automated flagger assistance devices (AFADs) are designed to be operated remotely by a flagger positioned outside of the travel lanes and thus to reduce the flagger's exposure to vehicular traffic. There are two types of AFADs. One type uses a remote-controlled stop and slow sign to alternate the right-of-way; the other uses remote-controlled red and yellow lenses to alternate the right-of-way. A gate arm is required only with the latter. Although AFADs may have increased the safety of flaggers, there were concerns that motorists may have misunderstood AFADs and proceeded before it had been safe to do so. As part of a recent Texas Department of Transportation project, Texas A&M Transportation Institute researchers conducted field studies at lane closures on two-lane, two-way roadways in Texas to assess the operational and safety effectiveness of AFADs relative to the use of flaggers. The research findings show that the violation rate for the stop–slow AFAD without a gate arm is the highest and is significantly higher than the violation rate for the red–yellow lens AFAD (which requires a gate arm). Adding a gate arm to the stop–slow AFAD decreased the violation rate such that it was not significantly different from the red–yellow lens AFAD. In addition, alternative supplemental signs increased motorists' understanding that the stop sign would have changed to a slow sign when motorists were allowed to proceed. Overall, the research findings show that some motorists violate AFADs, especially when the queue of vehicles going in the same direction is visible to the stopped motorist.

The problem of the limited approach to the method of assessing the biological factor is considered. It is noted that the influence of the biological factor is underestimated for certain professional groups. Assessment of the biological factor is based only on the current methodology for conducting a special assessment of the working conditions, which determines the hazard class for the microorganisms-producers depending on the excess of their maximum allowable concentration in the working area air. For pathogenic microorganisms, the hazard class is determined according to the Classification of biological agents by the pathogenicity groups. In both cases, the occupational risks of the employees in contact with the biological environment are not considered. Additional hazardous factors of the biological agents were identified. This will help to assess more fully the biological factor without leaving out the various biological risks. Similar assessment of the biological factor will allow to determine the class of employees working conditions more accurately. It is proposed to improve the methodology for the assessment of the biological factor, which considers the occupational risks of the wastewater treatment plant employees. Calculation of the index of their occupational risk carried out using the Fine — Kinney method is shown. The conclusion is made about the expediency and necessity of considering occupational risks in the methodology of biological factor assessment. This accounting will allow to determine more precisely the class of the working conditions for the undervalued individual professional group — employees of the wastewater treatment plants.

Greening of roads contributes to the protection of roads and their elements from influence of adverse weather and climatic factors; it includes the measures for improvement and landscaping of roads, ensures the protection of roadside areas from transport pollution, provides visual orientation of drivers. The solution of these issues will ensure creation and maintenance of safe and comfortable conditions for travelers. Green plantings in the right-of-way road area include woody, bushy, flower and grass vegetation of natural and artificial origin. For proper operation of public roads and satisfaction of other needs of the industry, there may be the need in removing the greenery. The reason for the removal of greenery in the right-of-way road area may be due to the following factors: construction of the architectural object, widening of the motor road, repair works in the security zone of overhead power lines, water supply, drainage, heating, telecommunications facilities, cutting of hazardous, dry and fautal trees, as well as self-grown and brushwood trees with a root neck diameter not exceeding 5 cm, elimination of the consequences of natural disasters and emergencies. The removal of plantations in the right-of-way area is executed in order to ensure traffic safety conditions and to improve the quality of plantations composition and their protective properties. Nowadays, in Ukraine there is no clear procedure for issuing permits for removing of such plantations. In order to resolve this issue, there is a need in determining the list of regulations in the area of forest resources of Ukraine and, if needed, the list of regulatory acts that have to be improved; to prepare a draft of the regulatory legal act that would establish the procedure of plantations cutting, the methodology of their condition determination, recovery costs determination, the features of cutting. The results of research carried out by theFederalScientificCenterfor Medical and Preventive Technologies of Public Health Risk Management Technologies for the period 2013–2018 showed that diseases associated with the combined effects of vibration and physical overload, employees of hazardous industries develop with experience of 15 years or more. The risk group is women older than 35 years and men older than 40 years. Pathology at the stage of detailed clinical manifestations is characterized by persistent pain syndrome, and, as a consequence, a decrease in the ability to work of workers.The aim of the study was to optimize the system of diagnosis of hand diseases in workers of industrial enterprises engaged in labor activities under the combined effects of vibration and physical overload, for the development of primary prevention programs.The observation group consisted of 32 employees aged 39.3±4.3 years, with an experience of 17.4±4.3 years; the comparison group consisted of 30 employees whose working conditions are not related to the studied factors; the average age was 40.6±3.4 years, experience was 19.1±3.1 years. The examination included analysis of the results of a special assessment of working conditions; assessment of neurological status; functional tests; laboratory studies (assessment of inflammation), hand dynamometry, stimulation electroneuromyography; x-rays of the hands and wrist joints, ultrasound examination of the hands.More than half of the surveyed persons of the observation group and 3/4 of the workers of the comparison group did not make complaints. Indicators of dynamometry of workers in both groups corresponded to physiological norm (p>0.05). Analysis of the results of dynamometer with data from previous years of PMO showed a decrease in strength of muscles of the hand leading hands on 2je,0–16. 7% and from 83.3% of the employees of the monitoring group and in 44.4% of the comparison group (p<0.05), in 50 % of the cases there was a decrease in the percentage of changes in the hand force variation (HFV) in the observation group, and in 38.9% of the cases the indicators remained unchanged. According to ultrasound of the hands, signs of tendinopathy were established in 85% of the employees of the observation group in the absence of persons with similar changes in the comparison group.In order to optimize the diagnosis of diseases of the hand in industrial workers who carry out their work under the combined effects of vibration and physical overload, in the case of a decrease in the rate of carpal dynamometry by 5% or more during the year, it is recommended to conduct ultrasound of the tendon-ligamentous apparatus of the hand, which will allow timely identification of early signs of tendinopathy.

ABSTRACTMany oppose the mandatum as a threat to the academic freedom of Catholic scholars and the autonomy and credibility of Catholic universities. But the imposition of this juridical bond on working theologians is also in tension with Catholic Social Teaching on the rights and dignity of labor. Work is the labor necessary to earn our daily bread. But it is also the vocation by which we realize ourselves as persons and the profession through which we contribute to the common good. Thus, along with the right to a just wage and safe working conditions, Catholic Social Teaching defends workers' rights to a full partnership in the enterprise, and calls upon the church to be a model of participation and cooperation. The imposition of the mandatum fails to live up to this standard and threatens the jobs and vocations of theologians while undermining this profession's contribution to the church.

The ancient Greek roots of two traditions in science are traced. The first, derived from Pythagoras, emphasises continuity of life-forms and respect for animals. The second, derived from Aristotle, divides humans from animals because humans possess reason whereas animals lack it. This gives humans the right to use animals for their own purposes. Primate field workers are closer to the former tradition than the latter, but rarely involve themselves in detailed consideration of animal experiments. With the post-Darwinian awareness of the continuity of all life-forms, it is now known that chimpanzees, in particular, are very close to humans in most respects, and it is argued that their use in invasive experiments is no longer morally defensible.
