AbstrakPenelitian ini mengusulkan model Judicial Preview yang dapat berfungsi untuk mengurangi perilaku koruptif dalam hal fungsi anggaran yang dilakukan lembaga legislatif. Perilaku koruptif sering terjadi dalam fungsi anggaran yang dilakukan oleh anggota legislatif sendiri, hal ini menjadi cerminan rendahnya kualitas lembaga legislatif. Penelitian ini merupakan penelitian normatif, dengan menggunakan menggunakan metode pendekatan perundang-undangan dan pendekatan konseptual. Penelitian ini menggunakan metode deduktif sebagai metode analisisnya, serta menggunakan bahan hukum yang dikumpulkan melalui metode studi kepustakaan. Hasil dari penelitian menawarkan cabang kekuasaan yudikatif untuk dapat melakukan konsep judicial preview tanpa perlu mengurangi independesi yang dimiliki lembaga tersebut, sehingga lembaga yudikatif tidak akan ikut serta dalam political arena secara praktis. Organ yudikatif ini hanya berfungsi untuk melakukan tindakan hukum pada fase pencegahan sehingga permasalahan tidak kembali terjadi.Kata kunci: judicial preview; legislasi; penyusunan anggaranAbstractThis research proposes a Judicial Preview model that aims to reduce corrupt behaviour in terms of the budget function performed by the parliament. Corruption behaviour often occurs in the budget function performed by members of the parliament is a reflection of the low quality of the legislature. This research is normative research, using the statute approach and conceptual approach. This research uses the deductive method as the method of analysis, as well as using legal material collected through the literature study method. The results of this research are that the judicial branch of power can conduct the judicial preview model without reducing the independence of the institution so that the judiciary will not practically involved in the political arena. This judicial organ only functions to take legal action in the prevention phase so that problems do not re-occur.

According to the common sense, experts, backed up by scientific methods, describe the “possible states of the world” in a value-neutral way. Then, in the political arena, delegates build on these proposals, but also consider values and interests. The present paper attempts to revise such an understanding of local economic development (LED) and argues that many of the deficiencies deriving from such a view can be remedied by deliberative participation, which is not merely a theoretical necessity, but also a practical possibility.With regard to the issue of public participation and deliberation, the paper identifies two main approaches in the LED literature: the “political” and the “apolitical”, of which the latter is mainly characterised by economic theorising. We take a closer look at the “apolitical” approach and demonstrate that in fact it is very much political. Therefore, we call for the transgression of the borderline between politics and expertise in LED, and suggest a joint democratisation of these interrelated terrains. We argue that deliberative participation is able to contribute to the quality of both the expert proposals and the working of the politics.

Abstract In German there is a long tradition of institutionalized daycare center-based early education. These institutions are concerned with Bildung, Erziehung und Betreuung - the education and care of children up to six years of age. Education and childrearing as well as care are all important but separate processes in German early childhood settings. Looking back, this theoretical division has a very long tradition. However, the energized public, political and professional discussions about the PISA results at the beginning of the 21st century led to Bildung and ECEC settings becoming increasingly important. Taking into account this complex and difficult historical development it is interesting to have a critical look at the dominant programmatic frames that characterize the German ECEC system nowadays: Bildung and quality of early education. The former double motif of education (Bildung und Erziehung) on the one hand and care (Betreuung) on the other hand remains an important aspect of German ECEC practices. Nevertheless, in the political arena and professional discourses Erziehung and Betreuung have been pushed into the background, to remain in symbolic form. Bildung and quality of early education seem to be in the spotlight. We will show how those programmatic frames have taken shape and are manifested in early childhood programs and projects.

<p class="06IsiAbstrak"><span lang="EN-US">Partai kebangkitan Bangsa (PKB)  is one of the Islamic parties which has a fairly large mass in Indonesia. Its existence in Indonesia is very important to unite the multicultural nation of Indonesia. During Gus Dur's leadership, PKB opened many discourses on the issue of multiculturalism so that many people made PKB a role model in multicultural life. The method used in this study is a qualitative research method using literature study sources in the form of books, websites, articles and newspapers. One case that shows the attitude of PKB is multicultural is the Papua Conflict case. Recent cases have become very important issues for the sustainability of politics and governance in Indonesia. PKB gave a statement in overcoming this conflict, that the Indonesian government immediately resolve the issue. Multicultural open policy has become part of PKB in the political arena in Indonesia. In this article, we will discuss how PKB attitudes in political life in Indonesia, especially regarding attitudes in conflict in Papua.</span></p>

This paper is based on a literature study that aims to examine the relevance and implementation of Islamic politics in the political arena of Indonesia, the majority of which are Muslims. The results of the study concluded that in the era of 70s emerged ??Nurcholish Madjid's idea that "Islam YES, Islamic party NO" and it had established a new awareness for Muslims on the desired goal which is not idealism about the establishment of an Islamic State, but a just and prosperous society. Islam is no longer seen as a symbolic structure, but rather the spirit of values ??that are brought and developed in the life of the state. Efforts to articulate Islamic politics in Indonesia are important issues that need to be addressed to provide a possible synthesis between Islam and the State, therefore the study of Islamic political thought that is unique to Indonesia is not only attractive but urgent to do. In line with the conclusions above, it is expected that this paper can trigger students, especially those who choose the Department of Siyasah Jinayah so that Islamic political thought not only be a mere discourse but should be more focused on the aspect of its implementation to move towards a more advanced Indonesia.

Efforts to improve the quality of education continue to be carried out by the government, one form of this effort is the development and review of the curriculum so that it is under the times. Several factors underlie curriculum development, including philosophical, psychological, socio-cultural, political, state development and world development, and science and technology (IPTEK) foundations. The process of changing the curriculum in various countries cannot be adapted to the political conditions in that country, therefore the educational curriculum may change at any time according to the political conditions that affect the country concerned. This study aims to analyze and describe the influence of politics on curriculum development in the National Education System. This research is qualitative research using a literature study approach. Furthermore, data were collected through document study.

The Indonesian political elites tend to use Muslims for their personal interests, instead of making Islam as their moral guide in the political arena, despite Nurcholish Madjid’s (Cak Nur) secularization is needed. For this reason, this research discusses the political ideals of Cak Nur, especially the idea of ​​secularization in the midst of the current political Islam in Indonesia. Using a descriptive method, literature study, and a qualitative approach, the results of the study showed that Islam essentially is not merely a formal structure or composition and collection of laws of the state and government. Islam is the embodiment of tawḥīd. It is a spiritual force that can give birth to a soul that is ḥanīf, inclusive, democratic, and respects society’s pluralism. Therefore, an understanding of more advanced Islamic teachings, such as Cak Nur’s secularization concept which according to Cak Nur's does not lead to secularism; as well as the need for freedom of thought, an idea of ​​progress, and openness to ideas are a necessity in Indonesia. As such Moslem should use a secular lens to view worldly matters that need rational and objective thinking, rather than using faith, Islamic law, ʻaqīda (creed), and ʻibāda (worship) which are spiritual matters.

This chapter discusses Philo's self-fashioning in the historical writings, which has emerged as highly stylized and complex. Self-consciously playing with different roles, he identifies as an Alexandrian but projects an uprooted image of himself characterized by the distinctly Roman quality of mobility in the Mediterranean. These features of playful estrangement and emphasis on religion make sense in the context of Philo's embassy to Rome. They reflect his current situation under Claudius, which prompts him to inscribe himself into the new imperial ideology. Involved in political negotiations, he directly translates Claudius's new priorities into autobiographical terms, suggesting that the Jewish religion agrees with the Roman emperor. Philo's portrait of Agrippa as a leader concerned with Jewish worship reflects the same political awareness. Meanwhile, by emphasizing religion under Gaius, Philo as a narrator regains some of the power he lost in the political arena.
