Japan has been a strong supporter of America’s ‘pivot’, or ‘rebalance’, to the Asia-Pacific. Why has it responded in such a way? Japan’s established position in the region naturally makes it a keen supporter of the status quo and thus of the US-led order. Yet this does not fully explain Japan’s support. This article contends that to understand Japan’s position, it is necessary to more closely consider how Japan views the rebalance’s probable strategic benefits and costs. In fact, increasingly difficult Sino-Japanese relations have led Japan to reassess such costs and benefits, with Japan becoming more anxious to ensure that the United States continues to provide strategic reassurance to the region, even if this means that Japan is required to restructure its own security role in return. In turn, Japan’s security restructuring has important implications not only for its national security but also for wider regional stability.

AbstractUS policy toward the Antarctic between 1939 and 1949 reflected the inability of the Department of State and other government personnel to agree on the region's relevance to national security. Washington's intent to gain worldwide prestige by promoting a harmonious settlement of the dispute over sovereignty claims complicated the international situation to an extent that necessitated a shift to the status quo moratorium proposed by Chile. The United States finally attempted to rally support for this alternative that, in turn, complicated how to exclude the USSR. Although the risk of Soviet encroachment seriously concerned US officials, it posed less immediate dangers than letting conflict escalate between Britain, Chile, and Argentina.

Education involves socialization so that individuals become productive members of society. At present, in the United States, educational transitions are primarily viewed in terms of their location in an outcomes-oriented process and framed as helping people achieve the American Dream, but in terms of the status quo national economic interest. But what about US residents who are unwilling to accommodate this particular worldview or its component ethos? Current conceptualizations of educational transitions in the United States favour economic efficiency and national security. However, new demographic realities will necessitate a revised notion of national security, one that is based on social inclusion. Consider, for example, the burgeoning Latino population in the United States. Will the current offer of education remain as valid in 2020 or 2050 when the nation has become a patchwork of minority populations? Individual choice at the moment of educational transition in the United States is increasingly framed as a zero-sum calculus: conform to the status quo or risk marginalization. The educational system is being co-opted by narratives associated with standard gross domestic product (GDP) metrics. The metrics used to guide and warrant educational policy and practice need to be widened so that educational assessment is based on the ‘context of human lives’. Despite an uneven record of cultural and ethnic injustice, the United States has narrative-based resources that support social inclusion. At the heart of the nation's orienting narrative is a quandary: how to balance a sense of manifest destiny with an understanding that our future is uncertain and sustainable only by joining many human capabilities?

Abstract The contention over the quantity and quality of regional missile defenses forward-deployed by the United States in the Asia-Pacific region animates much of the US–China disagreement about strategic stability. The Chinese argue that the deployed assets exceed reasonable defensive requirements and suggest that if these missile-defense deployments continue, they will be forced to increase the size of their nuclear arsenal. In disagreement, the United States claims that regional missile defenses are defensive by design, limited in scope, and necessary to defeat a North Korean missile campaign. In this article, a series of simulation experiments were developed to empirically test these opposing arguments over missile defenses and strategic stability. The simulations indicate that current deployments are necessary for defense and proportional to the threat. The analysis also argues that current deployments do not possess the ability to alter the US–China strategic nuclear balance significantly. The article concludes with a discussion of other subjective aspects of national security that may explain Chinese concerns and explore possible ways to reassure China.

AbstractThe United States has traditionally defined national security in the context of military threats and addressed them through military spending. This article considers whether the United States will rethink this mindset following the disruption of the Covid19 pandemic, during which a non-military actor has inflicted widespread harm. The author argues that the US will not redefine national security explicitly due to the importance of the military in the US economy and the bipartisan trend toward growing the military budget since 2001. However, the pandemic has opened the floodgates with respect to federal spending. This shift will enable the next administration to allocate greater resources to non-military threats such as climate change and emerging diseases, even as it continues to increase defense spending to address traditionally defined military threats such as hypersonics and cyberterrorism.

The members of the profession of audiology often express concern that the services and products that have been developed to provide benefit to the hearing impaired are not sought after or delivered to the majority of those diagnosed with hearing loss. A critical look at the status quo of hearing care delivery in the United States is needed to verify this assumption and to develop strategies to improve the situation. A key concern is the lack of a comprehensive high-quality scientific database upon which to build continuous improvements in the effectiveness of the services and products that are provided to the hearing impaired.

Much of the early scholarship in Asian American studies sought to establish that Asian Americans have been crucial to the making of the US nation and thus deserve full inclusion into its polity. This emphasis on inclusion affirms the status of the United States as the ultimate protector and provider of human welfare, and narrates the Asian American subject by modern civil rights discourse. However, the comparative cases of Filipino immigrants and Vietnamese refugees show how Asian American racial formation has been determined not only by the social, economic, and political forces in the United States but also by US colonialism, imperialism, and wars in Asia.

The conflict between Turkey and the Kurds is once again reaching a boiling point. Following the defeat of ISIL in northern Iraq and Syria, Turkey is now concerned that the returning Kurdish militias pose a threat to its national security. The United States, as an ally to both parties, finds itself in a unique position to push for diplomatic solutions and to mediate the conflict before it grows out of control once again. This paper will examine the history of the Turkish-Kurdish conflict, the actors involved, and how US foreign policy can be used to try and deter yet another war in the region.

Abstract This article proposes revisiting Howard Brenton’s The Churchill Play (1974). I contend that the play offers pertinent insights into how authoritarian governments come into being through the implicit cooperation of people who, wittingly or unwittingly, enter into a “conspiracy of obedience.” Although inspired by political issues that were current in Britain in the 1970 s and 1980 s, the play’s illustration of the fragility of democracy resonates with today’s political atmosphere, especially that experienced in the United States. By anchoring my argument to the theories of Bertolt Brecht, I aim to clarify Brenton’s intent and encourage a more parabolic reading of the play – perceiving totalitarianism not as the usurpation of power by a single individual or group, but as the consequence of people’s complacent and self-serving tendencies to comply with the status quo.

This chapter focuses on Morocco, highlighting how citizens across the North African monarchy rationalize authoritarianism through the prism of strategic utility to U.S. (and EU) ties. Morocco includes one of the most progressive Islamic movements in the region, and citizens, while applauding the movement's moderation, remain wary of its foreign intentions. Enhancing ties with the United States and maintaining ties to Europe were often cited as key reasons why the status quo was preferable to increasing levels of democracy. It became apparent that although the Islamic Party for Justice and Development is considered moderate in terms of its internal Islamic agenda, many in the kingdom worried about the party's stance toward the United States.

This chapter describes the system of opportunity creation in the United States, which has been a series of inventions and reinventions of the means by which opportunity has been provided. It begins with a historical background on efforts to suppress opportunity—or at least keep a monopoly hold on it—particularly in Britain. It then considers how opportunity has been embedded in American-style capitalism in two fundamental ways. The first is by equipping individuals with the skills they need to participate in capitalism; the second relates to the functioning of innovation and markets, and to the ability of new industries, firms, and jobs to challenge the status quo—namely, creative destruction. It also highlights the fundamental tension between wealth creation and maintaining economic opportunity. The chapter concludes with a discussion of the role played by schools and education reformers in the history of opportunity and opportunity creation in America.
