The U.S. Endangered Species Act (ESA) protects over 2,000 species, but no concise, standardized metrics exist for assessing changes in species recovery status. Tracking these changes is crucial to understanding species status, adjusting conservation strategies, and assessing the performance of the ESA. We helped develop and test novel metrics that track changes in recovery status using six components. ESA 5-year status reviews provided all of the information used to apply the recovery metrics. When we analyzed the reviews, we observed several key challenges to species recovery. First, the reviews lack a standardized format and clear documentation. Second, despite having been listed for decades, many species still lack basic information about their biology and threats. Third, many species have continued to decline after listing. Fourth, many species currently have no path to recovery. Applying the recovery metrics allowed us to gain these and other insights about ESA implementation. We urge the U.S. Fish and Wildlife Service to adopt the metrics as part of future status reviews in order to inform public discourse on improving conservation policy and to systematically track the recovery progress of all ESA species.

Abstract Decisions under the U.S. Endangered Species Act (ESA) require scientific input on the risk that the species will become extinct. A series of critiques on the role of science in ESA decisions have called for improved consistency and transparency in species risk assessments and clear distinctions between science input and policy application. To address the critiques and document the emerging practice of the U.S. Fish and Wildlife Service (USFWS), we outline an assessment process based on principles and practices of risk and decision analyses that results in a scientific report on species status. The species status assessment (SSA) process has three successive stages: 1) document the life history and ecological relationships of the species in question to provide the foundation for the assessment, 2) describe and hypothesize causes for the current condition of the species, and 3) forecast the species' future condition. The future condition refers to the ability of a species to sustain populations in the wild under plausible future scenarios. The scenarios help explore the species' response to future environmental stressors and to assess the potential for conservation to intervene to improve its status. The SSA process incorporates modeling and scenario planning for prediction of extinction risk and applies the conservation biology principles of representation, resiliency, and redundancy to evaluate the current and future condition. The SSA results in a scientific report distinct from policy application, which contributes to streamlined, transparent, and consistent decision-making and allows for greater technical participation by experts outside of the USFWS, for example, by state natural resource agencies. We present two case studies based on assessments of the eastern massasauga rattlesnake Sistrurus catenatus and the Sonoran Desert tortoise Gopherus morafkai to illustrate the process. The SSA builds upon the past threat-focused assessment by including systematic and explicit analyses of a species' future response to stressors and conservation, and as a result, we believe it provides an improved scientific analysis for ESA decisions.

The United States Endangered Species Act is one of the strongest laws of any nation for preventing species extinction, but quantifying the Act’s effectiveness has proven difficult. To provide one measure of effectiveness, we identified listed species that have gone extinct and used previously developed methods to update an estimate of the number of species extinctions prevented by the Act. To date, only four species have been confirmed extinct with another 22 possibly extinct following protection. Another 71 listed species are extinct or possibly extinct, but were last seen before protections were enacted, meaning the Act’s protections never had the opportunity to save these species. In contrast, a total of 39 species have been fully recovered, including 23 in the last 10 years. We estimate the Endangered Species Act has prevented the extinction of roughly 291 species since passage in 1973, and has to date saved more than 99 percent of species under its protection.

Invertebrates are receiving an increasing amount of conservation attention across North America. Currently, about 40% of the animals listed under the U.S. Endangered Species Act (ESA) are invertebrates (www.NatureServe.org). The National Park Service and other agencies require better information on invertebrate faunas in order to effectively conserve this important group of animals. One way to prioritize invertebrate groups for study is to assess the number of rare taxa within a given genus. In this context, Oreohelix (mountainsnails) are a top priority because the genus is assumed to support a very high percentage of rare and endemic taxa. Additionally, Oreohelix species in Wyoming and surrounding states have been petitioned for ESA listing in the recent past. The diversity of Oreohelix forms in Wyoming is not well-understood, and the current taxonomy may not reflect the true pattern of diversity within the state. Therefore, we are studying both the morphology and genetic structure of Oreohelix in Grand Teton National Park to begin to understand the diversity of mountainsnails in the state. We collected Oreohelix from 4 locations in Grand Teton National Park. Based on shell and internal characteristics, all individuals were identified as O. subrudis. We are currently preparing specimens for DNA sequencing.

In chapter 4, “Coral Law under Threat,”the pendulum swings back to despair. The chapter documents the focus of contemporary legal regimes—in particular, the U.S. Endangered Species Act—on threat and endangerment, exposing how ill-equipped this law is for dealing with coral species and also with the sheer scale of their “super wicked problem.” Here, federal administrators provide insight into the processes by which listing and delisting decisions take place, their deliberations about coral classification providing a fresh perspective on the correlations between law and science. While the frustrations with existing legal regimes, as well as the fraught relationship between scientists and lawyers, invoke a sense of despair, some also see hope on the legal horizon. Two such hopeful instances are the emerging international regulation of climate change and the signals of possible receptiveness by U.S. courts to the assertion of constitutional rights to a healthy environment.

The following document, previously unpublished, was written in March 2010 by a recently retired ( June 2009) U.S. Army colonel with thirty years experience in the Middle East, including tours of duty and advisory roles (in both military/security and civilian domains) from North Africa to the Persian Gulf. The subject of the informal report is the author's first two trips as a "civilian" to Israel and the West Bank, where he had served two tours of duty, most recently as U.S. military attachéé in Tel Aviv during Israel's 2005 unilateral disengagement from Gaza and the formation of the U.S. Security Coordinator's (USSC) mission to reform Palestinian Authority (PA) security forces. Written as an internal document for military colleagues and government circles, the report has been circulating widely——as did the author's earlier briefings on travel or missions in Syria, Lebanon, Jordan, Egypt, and especially Iraq——among White House senior staff, the Joint Chiefs of Staff, the Defense Intelligence Agency, CENTCOM (U.S. Central Command), EUCOM (U.S. European Command), and the USSC team. The document's focus is the state of the "peace process" and the current situation in the West Bank, with particular attention to the PA security forces and the changes on the ground since the author's last tour there ended in mid-2007. But the real interest of the paper lies in the message directed at its intended audience of military and government policy officials——that is, its frank assessment of the deficiencies of the U.S. peace effort and the wider U.S. policy-making system in the Israel-Palestine arena, with particular emphasis on the disconnect between the situation on the ground and the process led by Washington. The critique has special resonance in light of the emerging new thinking in the administration fueled by the military high command's unhappiness (expressed by CENTCOM commander General David Petraeus and Joint Chiefs of Staff chairman Admiral Michael Mullen) with the State Department's handling of Middle East diplomacy, especially with regard to the Israeli-Palestinian conflict, on the grounds that diplomatic failures are having a negative impact on U.S. operations elsewhere in the region. For most JPS readers, the report has additional interest as an insider's view of the U.S. security presence in the Israel-Palestine arena. It also reflects a military approach that is often referenced but largely absent in public discourse and academic writings. The author, in addition to his tours of duty and peacekeeping missions in various Middle Eastern countries, has served as advisor to two U.S. special Middle East envoys, the U.S. negotiating team with Syria, General Petraeus, Lieutenant General Keith Dayton, Vice President Dick Cheney, and, more generally, to CENTCOM, the Department of Defense, and the Joint Chiefs of Staff, among others. In retirement, he has worked with CENTCOM as a key primary subject matter expert in the development of analyses and solutions for its area of responsibility, leads predeployment briefings for army units heading to Iraq, and travels frequently to Iraq and elsewhere in the region as an independent consultant. He is currently in Afghanistan with the CENTCOM commander's Afghanistan-Pakistan Center of Excellence. The report, made available to JPS, is being published with the author's permission.

Abstract Research has shown that Donald Trump’s rhetorical style on Twitter differs significantly during the time he was a citizen, a presidential candidate and a president (Ott and Dickinson 2019). The aim of the current study is to characterize his rhetorical style on Twitter during the 2016 presidential race, in light of its potential to influence future campaigns in the U.S. and outside, and its implications on political and public discourse. The study presents a comprehensive analysis of Trump’s Twitter habits, using statistical analyses and a content analysis of all tweets posted on Trump’s Twitter account from the date he announced his presidential candidacy until he won the election. Analysing the results using framing theory reveals Trump’s main campaigning strategies on Twitter:(a) negative campaigning against his rivals and the establishment; (b) bypassing the traditional media; and (c) self-promotion. Trump used his Twitter far less frequently to express his vision or future plans.

Earthen heritage is one of the oldest and universal forms of heritage but its conservation poses many challenges. Establishing international collaborations could provide an efficient, sustainable mechanism to increase knowledge exchange, aiding the development of earthen heritage conservation strategies around the world. However, perceived differences in how Eastern and Western countries value earthen heritage and develop conservation strategies can pose challenges for establishing collaborations. To understand these perceived differences and whether they hinder collaborations, this paper compares British and Chinese heritage conservation policy and practice and then reports the results from an innovative workshop examining the approaches of 13 Chinese and 13 UK based heritage experts and researchers towards earthen heritage conservation. Workshop participants undertook bilingual discussions and completed a co-created questionnaire available in English and Mandarin. Both groups identified historic value as the most important value and maintenance of authenticity and integrity, need for scientific research and site scale conservation as vital considerations for conservation strategies. This study found that to understand the potential for collaboration, individual perspectives need consideration as well as policies and practices. This innovative bilingual, discussion-based approach has potential to aid collaborations for diverse international issues from wildlife conservation to cross-boundary pollution and climate change.
