The concept of social exclusion/inclusion figured prominently in the policy discourse in France in the mid 1970s. The concept was later adopted by the European Union in the late 1980s as a key concept in social policy and in many instances replaced the concept of poverty. This concept which had first appeared in Europe as a response to the crisis of the welfare State has now gained considerable currency over the last five years in both official and development discourses in Nepal. The issue gained considerable leverage when the Nepal Government recognized inclusion as a policy issue as one of the four pillars of 2003 Poverty Reduction Strategy Paper (PRSP), which is also Nepal's Tenth Plan. The debates surrounding inclusion/exclusion have ascended to conspicuous importance in the present political transition in Nepal with several groups such as Dalit, women, ethnic communities, donor communities, Madhesi communities and region voicing their demands for an inclusive state by virtue of which, the issue has now come to be a part of the popular public discourse. However, what has to be borne in mind is that the concept lacks universality in the way it has been defined and employed. While some claim that social exclusion is more illuminating and holds the promise of understanding disadvantaged groups better, others argue that this concept is so evocative, ambiguous, multidimensional and elastic that it can be defined in many different ways and owing to its ambiguity in definition it may mean all things to all people. AbstractThe employment of people with disabilities has multidimensional aspects - economic, social, legal, human rights, discrimination, psychological, ethical and responsibility aspects - with different actors involved representing various kinds of interests. The European Union Disability Action Plan and Strategy specifies the objective of promoting the employment of people with disabilities in the open labour market. The employment of such individuals is not only an economic issue, but also an issue of social inclusion, poverty reduction, equal opportunity and socially responsible employment. Effective and fair use of human resources for national economic development requires a variety of support mechanisms, including regulatory frameworks, the active involvement of local municipalities, and measures taken by state institutions. Because of the different issues and the various actors with different interests involved, an integrated way has to be considered to analyse the employment factors and employment opportunities for people with disabilities. The purpose of this study is to explore and substantiate the possible scenarios associated with promotion employment opportunities for people with disabilities in Latvia. The research methodology employed for this study is based on the Analytic Hierarchy Process, and expert interviews are used to analyse the interests of all involved parties, in order to determine the best possible scenarios as to how to stimulate employment for people with disabilities. As a result, three scenarios to promote the employment of people with disabilities were developed. Although the results showed slight differences between the three scenarios, experts believe that the optimal scenario for promoting the employment of people with disabilities is the one in which the EU participates.

In 2010, the European Union (EU) committed to lifting at least 20 million people out of poverty and social exclusion, using income poverty, severe material deprivation, and (quasi-)joblessness as metrics to measure progress on this goal. As part of a broader set of commonly agreed indicators, the EU also (crudely) measures the impact of transfers by comparing income poverty rates before and after social transfers. This chapter develops a regression approach to study the effects of transfers on material deprivation by predicting the material deprivation rate before social transfers. We apply the method to pre-recession and post-austerity EU-SILC data for Germany, Greece, Poland, and the United Kingdom. We find that, in addition to reducing income poverty, transfers substantially reduce the extent and depth of material deprivation. Changes in social transfers, therefore, have a twofold effect on Europe’s poverty-reduction target.

The article reviews various definitions of poverty which describe this phenomenon on the basis of not only monthly income and material deprivation but also considering the multidimensional quality of life of the poor population. The paper analyzes the evolution of the concept, different types and levels of poverty and discusses the chief differences between opposing theoretical views. The first part of the paper focuses on culturalist approaches to poverty and presents summarized findings on family patterns and personal characteristics of the poor documented in a wide range of anthropological and sociological studies of this group. As recently the concept of social exclusion is increasingly replacing the concepts of poverty and marginalization the paper goes on to present current definitions of the new paradigm, main indicators and properties of social exclusion, as well as the meaning of this concept from the perspective of strengthening social cohesion and programs aimed at social inclusion promoted by the European Union.

Involvement in poverty reduction at the European Union level remains mainly limited to soft governance initiatives, such as the formulation of nonbinding outcome targets and the monitoring of Member States’ progress toward these targets in the Open Method of Coordination (OMC) Social Inclusion and more recently in the revised European Semester. This chapter asks how to give more bite to European social governance and how to further “socialize” the existing Europe 2020 strategy and the European Semester. It argues that binding input governance in the field of minimum income protection is the place to start. As a first step, the chapter proposes augmenting the so-called auxiliary output indicators with relevant input indicators.

This paper addresses the poverty risk issues in the context of sustainable development of rural areas. Empirical materials included in this paper are based on EU-SILC (European Union Statistics on Income and Living Conditions) partial studies, and provide a reference point for comparing the EU income distribution and social integration statistics. Poverty reduction and counteracting social exclusion are among the key Millennium Development Goals. According to studies, one in four inhabitants of EU rural areas is at risk of poverty or social exclusion. While the highest shares of at-risk population are recorded in Bulgaria (54.8%) and Romania (50.8%), the levels reported by Poland and Lithuania are also above the EU average (by 4.5 and 9.2 percentage points, respectively). At the other end of the spectrum, the risk rate in the Netherlands and Czech Republic is 12.8%. For the households, income is a factor underpinning their economic safety and, thus, their confidence. The amount of incomes affects the objective poverty levels measured with a parametric method. In the EU, persons earning no more than 60% of the national median income are assumed to be at risk of poverty. Therefore, the risk of poverty affects nearly every fifth inhabitant of EU rural areas. Poverty and social exclusion are multidimensional aspects which result in unmet needs in multiple areas: healthcare, education, housing, culture and leisure. While triggering some kind of feedback loop, insufficient incomes are both the cause and the effect of deprivation of needs. Also, they provide favorable conditions for an unsustainable development of rural areas.

Since the migrant surge in 2015, social inclusion has become a crucial issue to be addressed effectively by the European Union, given that 39% of the population born outside of the EU member states faces the risk of poverty or social exclusion. Adding to that, the COVID-19 pandemic has severely affected migrant households worldwide, rendering migrant integration an urgent matter for national governments. Discrimination, racism, xenophobia, and radicalization are all societal threats emerging in periods of massive migrant flows and need appropriate policy measures to be employed in migrant host countries to tackle them. This paper suggests the integration of a multiple criteria decision analysis method, namely PROMETHEE, for policy making with regard to migrant social exclusion. In light of previous research findings and the recent release of the Migrant Integration Policy Index 2020, the authors argue that the method proposed could help policy makers to evaluate the effectiveness of the implemented policies, spot the discrepancies between policies and policy outcomes, and motivate knowledge sharing among the EU member states. The findings include a ten-year comparative list of the EU member states (2010–2019) driven by social inclusion indicators for the foreign-born (non-EU-born) population. The results are rather sensitive to changes in the data utilized but they provide an overall comparative picture of social inclusion policy effectiveness in the EU during the past decade.

El artículo analiza, a partir del caso de estudio de asentamientos chabolistas en Madrid y Barcelona, la población Rrom que ubicándose en la periferia de dichas ciudades malvive en condiciones de pobreza y exclusión social. Basándose en una investigación de corte cualitativo donde se aprecian similitudes en cuanto a los medios de subsistencia empleados por el colectivo, así cómo la movilidad constante tanto en España como en Europa, el artículo se interroga el papel que tienen las administraciones públicas a nivel local y regional en la búsqueda de soluciones que permitan una mayor inclusión social y mejoras en la calidad de vida. Mediante una comparativa de los asentamientos, esta investigación presenta la experiencia profesional desarrollada en asentamientos con altos niveles de exclusión social donde se pone de relieve, la necesidad de intervenir socialmente desde el Trabajo Social y además, bajo una armonización de protocolos de atención social a la población Rrom desde una perspectiva igualitaria dentro de la Unión Europea, debido sobre todo a las prácticas similares de subsistencia de la población y por compartir procesos de exclusión y pobreza desde origen. The article analyzes, based on the case study of shanty towns in Madrid and Barcelona, the Rrom population, which is located on the periphery of these cities, lives in conditions of poverty and social exclusion. Based on qualitative research where similarities can be seen in terms of livelihoods used by the collective, as well as constant mobility both in Spain and in Europe, the article questions the role of public administrations at local and regional level in the search for solutions that allow greater social inclusion and improvements in the quality of life. Through a comparison of the settlements, this research presents the professional experience developed in settlements with high levels of social exclusion where it is highlighted, the need to intervene socially from Social Work and also, under a harmonization of social care protocols to the Rrom population from an egalitarian perspective within the European Union, mainly due to the similar practices of subsistence of the population and for sharing processes of exclusion and poverty from origin.

AbstractThis special issue of the journal, which is part of a global research initiative on psychology and poverty reduction, focuses specifically on the experiences of refugees and asylum seekers. Application of contemporary constructions of relative poverty and social exclusion to understanding asylum and humanitarian refuge emphasises the relative financial and social disadvantages experienced by many of these forced migrants, which may lead subsequently to them having negative experiences of resettlement and poor mental health and overall wellbeing. We argue that governments need to be cognisant of the poverty pitfalls of forced migration and to examine carefully their policies on social inclusion to ensure that current and future humanitarian and climate change refugees arriving on their shores are not forced into relative poverty.

This report concerns the activities developed by the Mental Health and Social Exclusion (MHSE) Network, an initiative supported by the Mental Health Europe (World Federation of Mental Health). We report some data from the preliminary survey done in five capital cities of the European Union (Madrid, Copenhagen, Brussels, Lisbon, and Rome). The main aim of this survey was to investigate, from a mostly qualitative point of view, the causal and supportive factors implicated in the situation of the homeless mentally ill in Europe. The results point out the familial and childhood roots of homelessness, the perceived causes of the situation, the relationships with the support services, and the expectations of future of the homeless mentally ill. The analysis of results has helped to identify the different variables implicated in the social rupture process that influences homelessness in major European cities. The results were used as the basis for the design of a more ambitious current research project about the impact of the medical and psychosocial interventions in the homeless. This project is being developed in 10 capital cities of the European Union with a focus on the program and outcome evaluation of the health and psychosocial services for the disadvantaged.

The question of electronic solutions in public health care has become a contemporary issue at the European Union level since the action plan of the Commission on the e-health developments of the period between 2012 and 2020 has been published. In Hungary this issue has been placed into the centre of attention after a draft on modifications of regulations in health-care has been released for public discourse, which – if accepted – would lay down the basics of an electronic heath-service system. The aim of this paper is to review the basic features of e-health solutions in Hungary and the European Union with the help of the most important pieces of legislation, documents of the European Union institutions and sources from secondary literature. When examining the definition of the basic goals and instruments of the development, differences between the European Union and national approaches can be detected. Examination of recent developmental programs and existing models seem to reveal difficulties in creating interoperability and financing such projects. Finally, the review is completed by the aspects of jurisdiction and fundamental rights. It is concluded that these issues are mandatory to delineate the legislative, economic and technological framework for the development of the e-health systems. Orv. Hetil., 2014, 155(21), 822–827.
