This paper appraises the possible importance of accessible agriculture education program in agriculture and rural development sectors. Rural development is a strategy for reducing poverty and uplift socio-economic infrastructures in rural areas especially through agriculture development which is almost impossible without proper management of agriculture graduates and trained farmers. An attempt is also made to examine the transformative role of responsible public and private mechanism, skilled farmers and agriculture graduates for achieving ultimate goals and objectives of agricultural policies and rural development efforts during various plan periods. However, still most of agriculture graduates have to be encouraged to working with farmers and need to be devoted in agricultural based occupations. Nepalese economy has undergone a gradual structural shift in the recent years and there is 4.03% average GDP contribution by agriculture sector. Still 2.5 million people need immediate assistance because of insufficient land and production and 4.4 million people are trapping in food insecurity because of raising price in food grains. But Nepal ranked as the sixth largest producer of lentils and the third largest producers of ginger. Cardamom, lentils, tea and ginger are also the leading agricultural export items. This situation suggests that the country is still potential destination form the perspectives commercial farming and agricultural transformation, if the government gives excessive emphasize to providing accessible and affordable agriculture education opportunities to socio-economically backward students whose family members are still working in agriculture sectors. This paper emphasizes that formulating agriculture and rural development policies are not proper way to solve socio-economic problems but it is inevitable to diffuse agriculture education program in rural areas for producing skilled and knowledgeable workforce. The government needs to expand agricultural service delivery mechanism and mobilize agriculture graduates in remote areas and private sectors also need to invest in agriculture sectors as for struggling against food insecurity.DOI: http://dx.doi.org/10.3126/jtd.v1i0.13089 Journal of Training and Development Vol.1 2015: 38-45

This paper analyzes agricultural development in terms of policy and implementation in Nepal. More than two-thirds populations in Nepal reside in the rural area and most of them depend on agriculture. Subsistence form of agriculture is common in Nepal. Rural Area and agriculture are interrelated; like two parts of the same coin. The contribution of agriculture to national Gross Domestic Product is remarkable; however, it is declining over the decades. In fact, the agricultural sector cannot attract young people; the trend of migration from rural to urban is significantly increasing. The poverty is exceedingly marked in rural Nepal. The Government of Nepal emphasizes agriculture development in for poverty alleviation. Order to alleviate poverty, rural development, and national economic growth through the policy level. However, available data and qualitative analysis reveal that the outcome from the agricultural sector is not satisfactory due to several factors. In such situation, more than half of the population has been facing food insufficiency. Because of weak policy and implementation, the agriculture sector s been suffering poor outcome. In that way, the government of Nepal along with concerned authorities should effectively implement agriculture policies in order to reduce poverty and rural development. The agriculture-rural accommodating policies and successful performance are crucial for poverty alleviation and rural development.

Agriculture is the bedrock for combating poverty and developing rural areas. This motivated government policies on agriculture. This paper evaluated the performance of Fadama III in addressing food productivity and rural development in Rivers State. A critical review of secondary materials from Rivers State National Fadama III Development Programme Coordinating Office Report on implementation of National Fadama III projects in Rivers State formed the methodology for the study. It revealed the concept, approaches and implementation process of economic interest groups and government financial commitments to various farming activities in the local government areas. There were remarkable improvements in rural development in the participated local government areas. The assessment further revealed committed efforts by officers and management of the program which ensured effective implementation of rural infrastructure in participated communities. It is recommended that expenditure control measures adopted by the management of fadama program in Rivers State should be applied in future agricultural projects to ensure quality deliverables. The government should pursue only rural development-oriented agricultural policies, and finance projects that have certified Local Development Plans. Seemingly bottleneck criterion that would delay the release of funds should be relaxed for agricultural program managers to be proactive to beneficiaries’ requests and function effectively. Finally, the fadama program should be extended to increase communities’ dual opportunities of experiencing both agricultural and rural development.

India is a country which is in forefront of being called a developed nation. To be a developed nation, India has to first look at its rural development, because 70 percent of the population live in rural areas, which means more than 700 million people are spread across 6,27,000 villages. Rural development is more than ever before linked to entrepreneurship. Establishments and agencies promoting rural development now look at entrepreneurship as a strategic development medium that could speed up the rural development process. Development institutions believe that rural entrepreneurship offers a huge potential for employment. In this paper a case study of a young entrepreneur who has taken up horticulture (vegetable plants nursery) as his full time profession, with a mission to help the neighbouring farmers is studied, the purpose of this paper is to understand the government role (policies and schemes), the difficulties faced by the entrepreneur during the startup time and knowledge transfer from the horticulture department, nursery management. The methodology followed is in-depth interaction with the entrepreneur. The outcome of paper will be to understand how rural entrepreneurship is helping improve the quality of life for families, communities and individuals leading to sustainable economy and environment.

This paper explores the potency of rural cooperatives for the effective planning and implementation of rural strategies to address poverty. Rural cooperatives function as a participatory approach that provides the potential to equip and empower people in rural areas with various skills. Hence, rural cooperatives represent the means and strategies to unshackle rural people from the vicious circle of poverty. The contestation about a deadlock of rural development has become pertinent in the recent and ongoing political transformation in South Africa. This paper is grounded on the social capital theory and its ideals. As such, it depends on a literature review for its premise, argument, crux and purpose, as well as drawing up results and conclusions. The paper gathers information in respect of various scholars’ notions on rural cooperatives and rural development from related articles, journals and books. The paper reveals that where the South African government is confronted and characterised by some form of upheaval and service delivery challenges, so rural cooperatives are fit to capacitate citizens to avoid depending on the government for scarce resources. The paper further reveals that rural cooperatives are deemed to ameliorate the long-standing patterns of developmental backlogs in almost all South African municipalities. The conclusion that can be made from this paper is that the authentic promotion of rural development in the formulation of a well-informed legislative framework, that is clear and unambiguous, can deal effectively with the challenges of rural cooperatives.

Purpose Bottlenecked by rural underdevelopment, China’s overall development is bound to be inadequate and unbalanced. Through a brief retrospect of the reform directed against the “equalitarianism (egalitarianism)” in China’s rural areas, as well as the Chinese Government’s conceptual transformation and systemic construction and improvement thereof, the purpose of this paper is to clarify the panoramic significance of rural reform; the necessity, priority, and long-term nature of the current rural development; and the important role of public policy in doing so. It also looks ahead to consider the prospects for future rural reform. Design/methodology/approach This paper first reviews the rural reforms that were carried out in 1978. Second, it introduces the government’s conceptual change regarding rural reform and the establishment and improvement of the system that underlies it. Finally, the future of rural reform is envisaged. Findings The initial rural reforms brought extensive and profound changes to China’s rural areas. The experience of rural reform has been referred to and escalated by other fields of study. Hence, rural reforms have become something of global significance. Moreover, since the government can undertake reforms well beyond the reach of farmers, its views must be modified in a timely manner, and only then may it reasonably construct and improve the system pertaining to the “three rural issues (agriculture, rural areas, and farmers).” Originality/value This paper reviews the rural reforms carried out in 1978. It introduces the government’s change of concept with respect to rural reforms and the establishment and improvement of the system based on the “three rural issues,” thus looking forward to the future of rural reforms. The findings of this paper are of significance to the formulation of future agricultural policies.

To stimulate rural development and reduce poverty in rural areas, The Government of Indonesia enacted the policy of Village Fund in 2014. However, a few studies have been conducted to examine this program. This study describes how poverty alleviation goes following Village Fund Program in Indonesia between 2015-2019. The poverty reduction was represented by holistic data, including insufficient and village status improvement through the Village Development Index (VDI). The analysis is conducted using a descriptive method by dividing the areas into six regions, Sumatera, Java & Bali, Kalimantan, Sulawesi, Maluku & NT, and Papua. The result showed that over five years, the village fund dramatically increases. Moreover, this growth is along with the slight decline the poverty. The researchers found that the decreasing number of poverty from 2015 to 2019 is about 15%. The VDI status for districts/municipalities shows that the status improved from underdeveloped villages in 2015 to developing villages in 2019. Java is the region that contributed to making the status improved either to be developing, developed, or independent. At the same time, it is the Papua region known as the region consisting of most of the least underdeveloped villages. Since the goal of this policy in poverty reduction still works slowly, it needs a lot of effort from many levels of government, from the village, regional, and national officials, to work together cooperatively.

The chapter aims at overview of the main approaches to agricultural policies in developed and developing countries and investigation of perspective ways to ensure sustainable rural development in the conditions of liberalization of trade in agricultural commodities and food. The issues of sustainable rural development and main influences of trade liberalization are considered in the light of food security, alternative income opportunities in rural areas, and support of local identities. When analyzing the economic potential of rural areas, the following indicators are studied: natural conditions; assets; general characteristics of labor resources. Some of the indicators, used to be considered as secondary for economic results of agricultural activity, are also considered: living conditions in rural areas; demographic situation; rural social, cultural and leisure infrastructure; access of rural people to modern services of communication, transport, education, medicine, consumer services and other benefits, accustomed for urban citizens.

This article discusses on poverty rate and inequlity in urban and rural areas during 2011-15. It shows that poverty rate tends todecrease. The poverty in rural area is worse than that in the urban one. The urban poor people work in the informal sector or in the small business. The poor in the rural areas work in the agriculture sector. The majority of poorest provinces is in the east Indonesia. However, the majority of the poor people live in Java island. Eventough the income inequility in Indonesia is moderate, but it  has been increased since 2011. There are many more poor people above the national poverty line. The government could inprove rural and east Indonesia infstructure in order to increase agriculture production. In this way the poverty in rural area and the gap between east and west Indonesia could decrease.

Ever since the country gained independence, the Government of India has taken a plethora of measures for the development of rural areas along with the urban areas. This is perceptible from the first Five-year plan to the latest schemes announced by the Government, which distinguishably emphasize on rural development and enhancing farmers’ income & welfare. To achieve these aims, RBI gives directives to banks for development of rural areas and for opening of bank branches in these areas. Personalized services targeted for the rural residents will make them active participants in the banking sector and they will contribute towards the growth of the economy. The objective of this research paper is to understand the preference of personalized services by bank customers residing in different areas of the Mysore and Tumkur. More than half of the population in Karnataka is residing in rural areas. The results of the study reveal that the urban bank customers have more preference for personalized services as compared to their rural counterparts and there is need to motivate the rural dwellers for utilizing more personalized banking services for their own development and for the development of the economy.
