This research examines what decision makers must do to utilize OR/MS decision support. The author investigates OR/MS decision support from a new viewpoint of service. Firstly, OR/MS decision support provides information to aid in decision making, and it is shown that OR/MS decision support shares characteristics with service and can be considered a kind of service. This paper analyzes OR/MS decision support from the viewpoint of what is necessary for high quality service, and the issue of a communication gap is clarified. Through analyzing preceding research in OR/MS (Operations Research/Management Science), the author discovers a communication gap between decision makers and decision supporters. Finally, the author shows that it is effective to utilize “problem specification”, which is a decision-maker friendly description of problems proposed by research group including the author, as one approach to bridge the communication gap.

How to ensure a smooth, fast and efficient emergency response procedure becomes a highly concerned issue. However, a procedure of emergency plan may be confusing and inefficient in reality due to delay caused by waiting for decision-making, responding to conflicts and limited resource during the process of dealing with emergency. In this paper, we propose a colored stochastic Petri net to evaluate the security and complexity of emergency response procedure and the reasonableness of resource flow, so as to effectively analyze the potential deficiencies of emergency response procedure. We firstly establish a colored stochastic Petri net, and then convert the colored stochastic Petri net to an isomorphic Markov chain. Studying the structural properties of the colored stochastic Petri net and steady-state nature of the Markov chainprovides a scientific basis for the perfection of emergency plan. Meanwhile, it also ensures an ordered and efficient implementation of emergency response procedure in an emergency.

Do procedures that improve face-to-face decision meetings also improve virtual “meetings?” Might the effectiveness of such procedures improve with practice? This longitudinal experiment investigated the efficiency, effectiveness and group member perceptions of dialectical inquiry (DI) and constructive consensus (CC) approaches to strategic decision making in a virtual (distributed) computer-mediated- communications (CMC) environment. There were no differences between DI and CC groups in terms of decision effectiveness. However, this result has not been unusual in CMC research. DI groups had significantly higher perceived depth of evaluation than CC groups. CC groups reported greater decision acceptance and willingness to work together again than DI groups. The results are discussed in terms of their implications for group support systems research and design in the era of the World Wide Web.
