High mobility requirements are one of the challenges face fifth-generation wireless (5G) cellular networks by providing acceptable wireless services to users traveling at speed up to 350 km/h. This paper presents a new scenario to increase the bit rate and coverage for passengers that use the vehicles for traveling through the installation a mobile station (MS) on these vehicles to provide a high-quality service to users. Based on signal to noise ratio (SNR’s) mathematical derivation and the outage probability of the user link, the proposed system is evaluated. Numerical results indicate an enhancement for users who received signal strength (RSS) from (-72 to -55) dBm and (15 to 38) Mbps in bit rate. Moreover, their number of users increased by proposed system adoption.

Wireless networks are among the fundamental technologies used to connect people. Considering the constant advancements in the field, telecommunication operators must guarantee a high-quality service to keep their customer portfolio. To ensure this high-quality service, it is common to establish partnerships with specialized technology companies that deliver software services in order to monitor the networks and identify faults and respective solutions. A common barrier faced by these specialized companies is the lack of data to develop and test their products. This paper investigates the use of generative adversarial networks (GANs), which are state-of-the-art generative models, for generating synthetic telecommunication data related to Wi-Fi signal quality. We developed, trained, and compared two of the most used GAN architectures: the Vanilla GAN and the Wasserstein GAN (WGAN). Both models presented satisfactory results and were able to generate synthetic data similar to the real ones. In particular, the distribution of the synthetic data overlaps the distribution of the real data for all of the considered features. Moreover, the considered generative models can reproduce the same associations observed for the synthetic features. We chose the WGAN as the final model, but both models are suitable for addressing the problem at hand.

The emergency department of a hospital plays an extremely important role in the healthcare of patients. To maintain a high quality service, clinical professionals need information on how patient flow will evolve in the immediate future. With accurate emergency department forecasts it is possible to better manage available human resources by allocating clinical staff before peak periods, thus preventing service congestion, or releasing clinical staff at less busy times. This paper describes a solution developed for the presentation of hourly, four-hour, eight-hour and daily number of admissions to a hospital’s emergency department. A 10-year history (2009–2018) of the number of emergency admissions in a Portuguese hospital was used. To create the models several methods were tested, including exponential smoothing, SARIMA, autoregressive and recurrent neural network, XGBoost and ensemble learning. The models that generated the most accurate hourly time predictions were the recurrent neural network with one-layer (sMAPE = 23.26%) and with three layers (sMAPE = 23.12%) and XGBoost (sMAPE = 23.70%). In terms of efficiency, the XGBoost method has by far outperformed all others. The success of the recurrent neuronal network and XGBoost machine learning methods applied to the prediction of the number of emergency department admissions has been demonstrated here, with an accuracy that surpasses the models found in the literature.

The article is devoted to outlining ways to improve the personnel management system in the field of corporate development of restaurant enterprises, which includes the introduction of innovative technologies of restaurant service, employee training programs to grow professional competencies and personal psychological characteristics, career advancement for the best employees. It is determined that the basic principle of personnel management in restaurants is systemic, so the search for ways to improve management should include consideration of this process as a holistic system, taking into account the relationships between its elements. It is offered to pay special attention to management of processes of communication of the personnel with clients, development of adequate professional behavior in conflict situations. It is proposed to take into account the requirements for staff from the standpoint of consumers, which provide speed and high quality service and the appropriate level of communication, from the standpoint of owners – competencies and knowledge, personal qualities and consumer-oriented behavior, from the standpoint of staff – skills, abilities and motivation. Motivational programs are proposed to focus on the formation of employees’ desire to acquire new knowledge and acquire new skills. To increase the efficiency of personnel management, it is proposed to develop strategies for personnel development and differentiate by strategic and tactical goals. It is proposed to introduce a system of key performance indicators for control in terms of tactical and strategic plans for staff development and the establishment of intermediate control with control points of assessment. It is proposed to evaluate the performance of each category of employees within their functional responsibilities, as well as indicators of staff development of the enterprise as a whole. It is proposed to include qualification, personal, competence and value characteristics, efficiency of activity, reserves of growth of production and social efficiency in the assessment of the efficiency of personnel management of restaurant enterprises. Further research should focus on the study of customer management of restaurant staff.

With the vigorous development of network information technology, e-book borrowing service came into being and showed a vigorous development trend. Therefore, in order to strengthen the service function, the library needs to gradually improve the e-book borrowing service, so as to provide readers with high-quality service content, so that the library can give full play to its function of disseminating scientific and cultural knowledge. Therefore, in this article research, we first discuss the main reading methods of e-books, then investigate the current reading situation of e-books and traditional paper books in the library, and then put forward corresponding development strategies to effectively promote the rapid development of the library and strengthen the level of e-book borrowing service.

This research investigates the question ‘How can a finance function get approval and resources for an improvement that is mainly internally oriented (within the finance function) and where the benefits will mainly be indirect in nature?’ For the finance function to make the improvements necessary to provide a high-quality service to its customers and play a pioneering role in the transformation of the organization into a permanently high-performing organization, resources for making improvements are needed, but in practice may be difficult to obtain because operations often take precedence in the allocation of resources. Existing literature provides limited information with which to answer the research question, so this study uses experts from the financial field, employing two round table discussions and a Delphi study to identify courses of action that financial experts deemed most effective for obtaining resources for improvements. Ten effective courses of action were identified that, according to the financial experts, should be applied in combination and in a particular order to be most effective in obtaining resources for improvement.

With huge number of smart gadgets and wireless devices being interconnected to each other, the demand for very high data bandwidth is becoming critically challenging. With such density of nodes inside wireless networks, providing high-quality service as well as wide coverage in indoor environment is a real challenge, which is due to the limited radio frequency and intense interference between nodes. As a one way to solve such problem and improve indoor service quality, femtocells have been introduced as an extension to the existing macrocell stations. Although femtocell is a promising technology, the pervasive deployment of huge number of femtocells without very tight network planning as well as coverage strategy may worsen the problem and degrade the service quality. One important problem that needs to be addressed when deploying femtocell technology in heterogenous networks (HetNets) is mitigating the various types of cross-tier and cotier interferences in between wireless cells. This study investigates the effect of unplanned ultradensity femtocell deployment in the downlink performance of two-tier heterogeneous networks in urban area based on LTE system. Instead of deploying femtocells one by one, grids of size either ( 3 × 3 ) or ( 5 × 5 ) of neighboring femtocell will be deployed inside each macrocell sector area. The simulation results show that femtocell deployment improves overall average user throughput in case of low and medium density scenarios. However, for ultradensity scenario, there is no enhancement in terms of fairness and throughput. The results confirm that this leads to high degradation for macrocell and femtocell user performance due to the severe interference between macrocells and femtocells, as well as among neighboring femtocells in each grid.

Developing countries need a large number of social infrastructure projects (e.g. schools, medical care, nursing homes). But the government’s finance to invest in these projects is limited. By using the public–private partnership (PPP) mode to attract social capital to invest in PPP projects, it can relieve the financial pressure and improve the operation efficiency. The cooperation between government and consumer can ensure the sustainable development of the project operation. A system dynamics model of tripartite evolutionary game is developed to analyze the interaction of participant’s strategies and simulate the corresponding evolution process. We employ the scenario analysis method to investigate the impact of the key parameters in relation with PPP projects based on realistic scenario assumptions. The results reveal the effect of some policies including reverse effect, blocking effect and over-reliance effect. Specifically, the results show that high penalty can prevent social capital from providing low-quality services, the low cost of government regulation can promote social capital to provide high-quality services, compensation to consumer can increase the enthusiasm of consumer participating in supervision, appropriate difference between price and cost of high-quality service as social capital’s profit can encourage social capital to provide high-quality service. These policy suggestions will contribute to the sustainable development of social infrastructures in PPP mode.
