Cooperation Between Science and Aviation-Sector Service Providers in Europe for Risk Management of Volcanic Ash

The eruption of Eyjafjallajökull in April–May 2010 (hereafter E2010) revealed the fragility of air traffic in the case of an ash-producing volcanic eruption. This study examines developments since E2010 of cooperation between science and aviation-sector service providers toward efforts for improved resilience against a new volcanic eruption. The research builds on literature and interviews with representatives from research and regulatory institutes, air traffic managers, aircraft operators, and engine manufacturers across Europe. The article describes how scientific advice was requested to revise the regulatory precautionary approach and reopen airspace during E2010. The paper depicts the increased effort of scientific advancement in the understanding of ash characterization, modeling of the volcanic ash plume, and atmospheric environment. Furthermore, cross-disciplinary workshops and the memorandum of understanding between Icelandic and British institutions are examined to document increased cooperation between scientists and aviation-sector service providers to provide support to decision makers. However, the science needed for improved risk management is complex and depends on the effects of volcanic ash on jet engines. The concentration levels decided on over the course of a few days in 2010 have not been revised, and the aviation industry does not seem to prioritize research into these issues. A dialogue is needed between science, governance, and engine manufacturers, as well as more collective research funding to test jet engines to improve informed decision making, rather than leaving such research only to the manufacturers and internal political agendas.

”. Aviation safety is an important component of the concept of general national security, the system of personal security, ecological and public safety and transport safety from external and internal threats. Maintaining an acceptable level of national aviation safety is a priority for the industry. In the context of globalization, ecological safety is becoming especially important. World leaders gathered at the United Nations (UN) and adopted the 2030 Agenda for Sustainable Development. It is a plan of action aimed at achieving global sustainable development in economic, social and environmental areas, which ensures that no UN member state is left behind. The 17 sustainable development goals on the 2030 Agenda can be used as benchmarks for the coordinated development of UN member states. One of the most important goals for the global survival of humankind is Goal 13 “Climate Change”. In order to find an adequate answer to this challenge, the International Civil Aviation Organization (ICAO) has identified the following areas that can contribute to the attainment of the global aspirational goal: aircraft related technology and standards; improved air traffic management and operational improvements, development and deployment of sustainable aviation fuel and the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA). The implementation of CORSIA is carried out not only at the global level, the initiative requires the search for effective management solutions at the national level. Statistics on the activities of the aviation industry of Ukraine indicate its stable development. However, unfortunately, the dynamic growth of air traffic entails an increase in emissions of chemical elements into the atmosphere, which are a real threat to the environment and can contribute to climate change processes. The main tool for ensuring ecological safety tasks is proactive risk management. The development of proactive tools for environmental risk management is relevant and has practical implications for sustainable development, both in the industry in particular and for the state as a whole. The articles offer the author's approaches to the identification of air transport ecological component level.

The purpose of the article is developing a risk management system in the aviation industry. After analyzing the works of many scientists, such concepts as «risk», «risk management» were considered and their importance in business was highlighted. This article provides a coefficient analysis of the financial condition of one of the largest airlines in Ukraine PJSC «International Airlines of Ukraine». The authors pay special attention to external and internal factors, which are the main result of losses from the decline in air traffic, to regional factors that shape the demand for air traffic within a particular area and directly affect the efficiency of the airline. Therefore, the authors present regional factors that affect the results of economic activity and financial stability of the airline. As a result of the study, we observe that one of the preventive methods of risk identification is targeted management, which in essence is a way to achieve effective business structure in the future. The development of a risk management system should be an integral part of its targeted management. The authors have developed a risk management system for this company, which has a clear structured approach that combines strategy, business processes, staff, technology, experience and knowledge. This system is the basis of the corporate governance system, which requires a long transition period, as well as a significant increase in the professional level of staff. At the risk assessment stage, the authors propose to consider sources of information to compile a risk map. In addition, the authors believe that it is necessary to carry out general monitoring of processes occurring in various departments of the airline in order to identify new, unspecified risks, as well as new business processes that may involve risks. A new risk management process is proposed for this control. Creating an effective risk management system allows to ensure a high level of quality and rationality of management decisions, which enables the company to achieve strategic and tactical goals.

In recent years, a growing emphasis on safety has driven various industries, both in manufacturing and service, to implement a Safety Management System (SMS) in their organisations. SMSs have also been widely implemented in aviation due to both regulatory requirements and voluntary implementation with the aim of decreasing incidents and accidents whilst reducing inefficiencies and costs stemming from the repercussions of safety failures. The aviation industry involves various players for the provision of services ranging from airline operations, maintenance, aerodrome operations, air traffic services, aircraft and component design, manufacturing, and training. Not all organisations in the aviation industry have implemented SMSs. Furthermore, SMS is currently not regulated for all aviation organisations. Whilst technology has played a key role in driving down the number of accidents and incidents in aviation, the growth in air traffic demands having programs in place to further drive down accident rates. In this context, this article provides an investigation to the regulatory framework for the implementation of SMSs in aviation, including the requirements stipulated by the International Civil Aviation Organisation (ICAO) and the status of SMS regulation of key National Aviation Authorities (NAA) and Military Aviation Authorities (MAA), with a focus on organisations involved in airworthiness including initial and continuing airworthiness. This article also investigates the challenges of implementing SMSs in organisations involved in Airworthiness, as well as the benefits that could be gained by service providers as well as NAA’s or MAA’s through SMSs.

Since 2010, air navigation service providers have been mandated to implement a positive and proactive safety culture based on shared beliefs, assumptions, and values regarding safety. This mandate raised the need to develop and validate a concept and tools to assess the level of safety culture in organizations. An initial set of 40 safety culture questions based on eight themes underwent psychometric validation. Principal component analysis was applied to data from 282 air traffic management staff, producing a five-factor model of informed culture, reporting and learning culture, just culture, and flexible culture, as well as management’s safety attitudes. This five-factor solution was validated across two different occupational groups and assessment dates (construct validity). Criterion validity was partly achieved by predicting safety-relevant behavior on the job through three out of five safety culture scores. Results indicated a nonlinear relationship with safety culture scales. Overall the proposed concept proved reliable and valid with respect to safety culture development, providing a robust foundation for managers, safety experts, and operational and safety researchers to measure and further improve the level of safety culture within the air traffic management context.

A group of 24 Hawke's Bay hill country farmers are working with service providers to improve the resilience of their farming systems. An important step in the process was to undertake an inventory of their risk management strategies. Farmers were interviewed about their farming systems and risk management strategies and the data was analysed using descriptive statistics. There was considerable variation in the strategies adopted by the farmers to cope with a dryland environment. Importantly, these strategies had to cope with three types of drought and also upside risk (better than expected conditions), and so flexibility was critical. Infra-structure was important in managing a dryland environment. Farmers chose between increased scale (increasing farm size) and geographic dispersion (owning a second property in another location) through to intensification (investing in subdivision, drainage, capital fertiliser, new pasture species). The study identified that there may be scope for further investment in infra-structural elements such as drainage, deeper rooting alternative pasture species and water harvesting, along with improved management of subterranean clover to improve flexibility. Many of the farmers used forage crops and idling capacity (reduced stocking rate) to improve flexibility; others argued that maintaining pasture quality and managing upside risk was a better strategy in a dryland environment. Supplementary feed was an important strategy for some farmers, but its use was limited by contour and machinery constraints. A surprisingly large proportion of farmers run breeding cows, a policy that is much less flexible than trading stock. However, several farmers had improved their flexibility by running a high proportion of trading cattle and buffer mobs of ewe hoggets and trade lambs. To manage market risk, the majority of farmers are selling a large proportion of their lambs prime. Similarly, cattle are either sold prime or store onto the grass market when prices are at a premium. However, market risk associated with the purchase of supplements and grazing was poorly managed.

Abstrak Inovasi merupakan suatu hal penting yang harus dimiliki oleh sebuah organisasi pemberi layanan sektor publik. Instansi pemerintah sebagai pemberi layanan dituntut memiliki inovasi untuk meningkatkan kualitas pelayanan kepada masyarakat. Penelitian ini bertujuan untuk membandingkan inovasi pelayanan sektor publik di RSUD Prof. Margono dan Lembaga Permasyarakatan Nusakambangan Cilacap. Metode penelitian yang digunakan adalah metode deskriptif kualitatif. Teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Temuan dalam penelitian ini adalah: 1). Kurangnya personil pegawai yang sesuai dengan tugas dan fungsinya; 2). Kuangnya kesejahteraan pegawai sehingga kinerja pegawai rendah dan tidak berkualitas; 3). Pegawai berpendidikan rendah sehingga tidak sesuai dengan beban tugas dan fungsinya. Rekomendasi untuk kedua Lembaga sector public tersebut dalam penelitian ini adalah: 1). Penambahan personel pegawai sesuai dengan tugas dan fungsinya sehingga cakupan kewenangannya luas; 2) Lebih memperhatikan kesejahteraan pegawai sehingga pegawai termotivasi untuk bekerja dengan baik dan berkualitas; 3) Memberikan Kemudahan kepada pegawai yang ingin melanjutkan pendidikannya kejenjang yang lebih tinggi sehingga kualitas Pendidikan personel lebih seimbang dengan beban kerja. Kata Kunci: Inovasi, Pelayanan, SektorPublik   Abstract Innovation is an important thing that must be owned by an organization that provides public sector services. Government agencies as service providers are required to have innovations to improve the quality of services to the community. This study aims to compare public sector service innovations in hospitals. Prof. Margono and the Nusa kambangan Penitentiary. The research method used is descriptive qualitative method. Data collection techniques through interviews, observation, and documentation. The findings in this study are: 1). Lack of employee personnel in accordance with their duties and functions; 2). The lack of employee welfare so that employee performance is low and not qualified; 3). Employees have low education so that it is not suitable with their work load and function. The recommendations for the two public sector institutions in this study are: 1). The addition of employee personnel in accordance with their duties and functions so that the scope of their authority is broad; 2) Pay more attention to employee welfare so that employees are motivated to work well and quality; 3) Providing convenience to employees who want to continue their education to a higher level so that the quality of personnel education is more balanced with the workload.
