The aim of the work is to analyze possible ways of decarbonization of the EU heat supply sector. The task of the work is to identify the most promising areas and develop appropriate recommendations for Ukraine. The heat supply sector of the EU and Ukraine needs decarbonization, for which there is a big potential and different areas of implementation of relevant measures. In Europe, such a strategy is set out in the Roadmap for decarbonization of the EU heating sector until 2050, the main provisions of which are in line with objectives of the European Green Deal and the EU Strategy on Heating and Cooling. European experts have developed the concept of a smart energy system, which was taken into account when preparing the Roadmap for decarbonization of the EU heating sector until 2050. A number of carried out studies have shown that a smart energy system with 50% district heating integrated with other parts of the overall energy system is more efficient than a conventional energy system or the one based on decentralized heat supply, in terms of the possibility of using a high share of renewable energy. It is recommended for Ukraine to finalize the Concept of green energy transition until 2050, taking into account European approaches to the development of heating systems and the use of modern biofuels. It is also recommended to expand the current Concept of heat supply of Ukraine to the level of a strategy with an emphasis on the development of district heating systems, wide involvement of renewable energy sources and new technologies.

The relevance of the subject matter is conditioned upon the fact that currently the main direction of global energy development is already clearly visible: under the influence of changes in energy policy and the development of new technologies, the world is entering the stage of the fourth energy transition to the widespread use of renewable energy sources and displacement of fossil fuels. The development of Kazakhstan's economy requires the transition of energy towards clean and safe renewable sources, which will let the country build a new strong economy and break out of the long-running socio-economic decline, help the international community solve the problem of climate change and improve the safety and welfare of its citizens. The purpose of the study: The purpose of the paper is to develop recommendations for the development of Kazakhstan's energy industry at a new stage in the fundamental transformation of the global energy system. Leading approach to researching the problem. The leading methods of researching the problems of the paper include the analysis of theoretical sources, analysis of statistics, and comparison. Analysis of statistical indicators plays a crucial role in the study, since data on the development of Kazakhstan's energy industry can be directly obtained from statistical databases. The results of the study. The paper discusses the essence of the fourth energy transition, its main aspects, explores renewable energy sources, identifies the features and problems of Kazakhstan's energy industry, and develops ways to solve them. Prospects for further research. To implement the modern provisions of the fourth energy transition in Kazakhstan, it is necessary to use a systematic approach. The basic elements of such a transition are the introduction of renewable energy and energy efficiency (the intensification of reducing the energy intensity of goods and services). The materials of the paper are of practical value for the development of Kazakhstan’s energy during the period of fundamental structural transformations of the world energy sector.

AbstractIn recent years heating in Poland has been transformed as a result of the priorities of the country's energy policy implemented within the European Union. The increase in energy security, the development of renewable energy sources and the fulfilment of legal and environmental requirements are very important. Exploitation of district heating systems should ensure reliable and safe heat supplies for industrial and municipal customers with high energy efficiency and reduction of environmental impact. The article discusses the conditions and directions of centralized heating systems development as well as technical and economic issues, which are important for the security of heat supply. The Author describes selected technological innovations used in the technical infrastructure for heat transfer and modern IT systems which are improving the management of heating systems. The article includes the results of simulation research with use of IT tools showing the impact of selected innovations on the improvement of network operation conditions. Directions of modernization of heating systems in the aspect of increasing energy efficiency and security of heat supply have also been indicted here.

Transition from the stored energy of fossil fuel-based systems to fluctuating renewable energy sources requires a fundamental change in both the energy supply system and governance arrangements. According to analyses made using the Aalborg University Energy PLAN model, the infrastructure required to handle fluctuating energy – such as goals for further expanding the exploitation of wind power towards 50% of energy consumption – necessitates the integration of power, district heating, transportation and biomass production, which should be geographically distributed. To enhance our understanding of this paradigmatic technological change, this article presents both a general analysis of the regulatory consequences and a specific analysis of the immediate challenges involved in the transition process, framed within the Danish context. The general conclusion is that the required distributed, local and regional technological energy system needs a bottom up and interactive regulatory framework, where the central government should have a more reflexive and communicative role, providing services and national coordination for an energy system that contains a large share of fluctuating renewable energy sources. A specific conclusion is that the present Danish tariff principles and energy tax system should be fundamentally altered in order to better facilitate the coordination of the heat and electricity sectors, to incentivise the creation of the necessary integration infrastructure.

The article examines a set of issues related to "green energy" in the world, problems and opportunities from the introduction of alternative energy sources for greening the economy, developing sustainable economy and preserving human potential. Analytical works of some Ukrainian authors have been studied, in which the current state, obstacles to the realization and prospects of "green energy" in the world have been determined. The purpose of the article is to refute the allegations about the need to immediately stop the introduction of "green technologies", including the construction of solar stations. There are two opposing views on the need for green energy, which have been being discussed around the world for the past few decades. The most popular evidence from both sides on this issue is given, in particular, that the planet can be saved only through the active use of renewable energy sources, and on the other hand, that "green energy" at the current level of human development will cause even more environmental and economic problems. The arguments most often expressed by opponents of the active introduction of "green energy" are highlighted, namely: the high cost of new technologies compared to existing types of generation; the inability of "green energy" to solve the problem of warming on the planet with reference to scientific research on the amount of CO2 emissions from different types of generation as a major factor in warming; danger to the energy systems of all countries of the world due to the instability of energy production by natural factors. Counter-arguments on these issues are provided and evidence of the ability and necessity to use clean technologies is provided. The problem, on which the opinions of both parties coincide, is highlighted - the reluctance of "green" investors to spend money on storage systems, energy storage and stabilization of energy systems due to their high cost, size, insufficient energy consumption and insufficient duration of work. It is noted that the issue of developing the latest energy storage and stabilization systems and their installation at new and existing RES stations needs to be addressed immediately, but is not an obstacle to the further development of green energy.

As many programs of scientific and technical cooperation of various fields are being successfully implemented between Ukraine and the EU, the author has set the goal of intensifying relations between Ukraine and Chile in the field of green energy. The cooperation Ukraine has had with the EU serves as an example of future cooperation between Ukraine and Chile. The text explores Chile’s experience in the field of green energy and, through the comparative example of such cooperation between Ukraine and the EU countries, shows that such interaction is a worthwhile endeavor. Based on an analysis of research materials, one of the priority areas of scientific and technical cooperation is the use of non-traditional renewable energy technologies. In Ukraine, and the EU, as well as Chile, there are objective factors (natural, resources, socio-economic, environmental- technological) that concern their development. It is interesting to note Ukraine’s scientific experience and implementation of these technologies and the organizational and economic support of them as priorities in the context of national and regional policy. All aspects of international scientific and technical cooperation, including through the exchange of intellectual products, make it possible to increase the effectiveness of forms of state support, the innovation, production and business activities of Ukraine and the corresponding development of producers and consumers' motivation towards using non-conventional forms of renewable energy technology.

The Climate Pact and the European Green Deal constitute the main components of the European Union (EU)’s climate change policy. Energy transition, that is, transformation to a zero-carbon global energy system, is one of the main pillars of climate change mitigation policies. This transformation, coupled with the empowerment of individuals within the energy system, shifts citizens from their roles as customers towards a more active role. Within this framework, energy communities stand out as significant facilitators for the participation of individuals and communities in the energy system, promoting self-consumption and contributing to the social acceptance of renewable energy initiatives, among other direct and indirect benefits. The main directives introducing energy communities into the EU legal system are RED II and ED 2019. This study, conducted as a part of a Horizon 2020-funded eCREW project, assessed the adaptability and implementability of these two directives within national legislation, along with the associated legal and administrative frameworks, utilizing evidence from Austria, Germany, Greece, Italy, Spain, and Turkey. The comparative analysis also enhances the understanding of the concept of renewable energy communities and citizen energy communities, both in the EU and in nonmember countries. The results of the analysis revealed that none of the countries studied had yet completed the process of harmonizing their legislation concerning energy communities.

Abstract Examining willingness-to-pay (WTP) for renewable energy sources (RES) as well as views on energy topics can enable policymakers to design effective measures for facilitating the transition from fossil fuels to a renewable-based energy system. The aim of this study was to investigate environmental students’ willingness-to-pay for renewables and their views on various energy topics. Results showed that respondents preferred renewable-based electricity production to conventional energy production while solar energy emerged as the most preferred renewable type. In addition, most respondents were willing to pay for renewable energy but would pay relatively low sums of money per month. Moreover, respondents were divided over whether new lignite plants should be constructed in Greece. Finally, social media and special websites were the most favored media of daily information.

Many traditional heating systems based on fossils face challenges such as lack of investment or unfavorable price regulation, low technical performance, impact on the environment and negative consumer perceptions. The CoolHeating project funded by the EU’s Horizon 2020 program, whose basic features and outcomes are presented in this work, promotes the implementation of small modular renewable heating and cooling grids for communities in South-Eastern Europe, including the town of Visoko as one of five target regions. Core activities, besides techno-economical assessments and social-environmental benefits, include measures to stimulate the interest of communities and citizens to set-up renewable district heating systems. In this work, an analysis was performed for implementation of small modular district heating system in Visoko, covering several public buildings and few neighborhoods in north-western part of town. Combination of different renewable energy sources were analyzed leading to an optimal and a very promising energy supply strategy due to its contribution to security of supply, financial stability, local economic development, local employment, etc. Possible financial savings for heating of 38% compared to current financial needs are determined. Structure optimization of solar collector holders was also performed, taking into account external influence, enabling savings in the structure material. This approach confirms feasibility of transition from traditional to renewable energy based heating system. Having in mind the modularity of such systems, similar solutions can be replicated in other South-Eastern European cities and other countries.
