The article considers the problem of additional vocational training in the system of higher education of the Russian Federation. The author gives main characteristics of a modern refresher course or a course of vocational training, based on the experience of attending courses of additional vocational training by the teachers of the Department of foreign languages of the Irkutsk State Medical University (ISMU). In the end, there is an example of an innovative course of vocational training worked out by the specialists of the mentioned department that can answer the challenges of the modern system of higher education.

This article provides the results of comprehensive study of the financial and economic activity of federal and state universities located in various districts of the Russian Federation, including northern regions. The importance of the management policy of higher education determines the role of state institutions in management of resource flows. Testing of approaches towards the effective use the mechanisms for financing educational systems is interrelated with the peculiarities and trends of the Russian state educational policy in the sphere of higher education. The author establishes differentiation of the transport component in price forming policy of the educational services market, which is reflected in a significant gap in this segment among universities located in remote regions and regions with severe living conditions, functionality of the economy and infrastructure. The mechanism is offered for implementation corrective coefficients to the standards of financing of universities located far from the federal center. Such mechanism is intended to balance the regional differentiation of financing of institutions in accordance with the relevant factors of cost increase, creating equal competitive advantages in the educational services market for the universities located in northern regions with the universities located in central part of the country. The research is aimed at improvement of the methodology of normative budgeting of universities, formulation of recommendations for optimizing the methodology of financing the universities located in remote and northern regions of the Russian Federation, considering the regional differentiation and rise in the cost of services.

The article examines the experience of higher education educational organizations of the Russian Federation in the development and implementation of digital tools and services to form equal access to educational content. The Anti-Crisis Measures adopted by the Ministry of Science and Higher Education of the Russian Federation to regulate the higher education sector are being evaluated to ensure that education is accessible and that the learning process is stopped during the COVID-19 pandemic.Over the past few months, studies in higher education on the quality of digital solutions used and their adequacy during the spread of the pandemic of the new COVID-2019 coronavirus infection and the transition mainly to remote forms of educational services show a low degree of readiness to provide equal access to education and reflect the risks of social conflict. It is important to ensure the digital readiness of higher education organizations to provide quality educational services through the introduction of advanced domestic programs and technologies, including those with elements of artificial intelligence; training of teachers and the administrative staff of educational institutions. Particular attention is paid to ensuring access to education in the subjects of the Russian Federation, where students and entrants face difficulties in remotely studying national languages and national culture. The study proposes to consider, among other things, support for the creation and implementation of online educational courses in the languages of national minorities, the expansion of e-library services containing unique cultural and language content, taking into account the specifics of the region’s learners.

The article discusses the specifics of promoting educational services using innovative technologies for higher education institutions. The aim of the study is to develop an algorithm for promoting higher education institutions using innovative technologies. The authors considered the most common problems faced by institutions of higher education when integrating promotion tools with the use of innovative technologies into their activities. The paper analyzes measures adopted by the Russian Federation on internationalization and globalization of the higher education system, its integration into the international scientific and education area. One of the initiatives of the authorities of the Russian Federation in this direction is Project 5-100, designed to increase the competitiveness of both a selected group of universities and the Russian higher education system as a whole. Among the successful practices of Project 5-100, one can identify the presentation of a single stand of participating universities at the international education exhibitions APAIE, EAIE, NAFSA. Within this study, we explore the cooperation of the universities participating in Project 5-100 with potential international partners at global educational exhibitions by means of network analysis with graphs. The effectiveness of such cooperation from the point of view of integration of the universities from this group into the international higher education area is determined through estimations of the usefulness of participation in such events made by the universities and through scientometric analysis. As a result of this study, it was revealed that active participation in international educational exhibitions including negotiating, establishing contacts with international partners, contributes significantly to the promotion of the universities participating in Project 5-100 in the international arena.
