Reducing the cost of electricity consumption by industrial enterprises is the most important area of increasing the operational efficiency of their activities. The article is devoted to the issue of reducing the cost of paying for the service component of the transport component of purchased electrical energy from industrial enterprises that have technological connection to the electrical networks of electricity producers. The article makes an empirical study of the features of the pricing of payment for the services of the transport component of purchased electrical energy for industrial enterprises connected to the electric grids of electricity producers with the identification of factors influencing the overestimation of the cost of paid electricity, and calculating such overestimations using the example of a typical schedule of electricity consumption of a machinebuilding enterprise for various regions Russia. On the basis of the developed author's indicators (tariff coefficient for electricity transportation by the level of GNP, index of tariff coefficient for electricity transportation, weighted average price for electricity transportation, index of weighted average price for electricity transportation, integral index of efficiency of GNP tariffs) study of the effectiveness of the application of tariffs for the transport of electricity for industrial enterprises connected to the electric networks of electricity producers. Based on the calculated indicators, the article groups the regions into three main groups, with the development of recommendations for managing the cost of purchasing electricity by the component of the cost of the transport component of purchased electricity in each group. As the most optimal option for reducing the cost of electricity transportation, the author proposes the introduction of demand management for electricity consumption, which will reduce the costs of industrial enterprises that pay for the transport component of purchased electricity at unfavorable tariff configurations.

The process of development of the land transport system — postal and zemstvo tracts, volost roads, railway communication is considered. The degree of influence of the transport component on the development of the rural settlement network of the Tomsk Uyezd (district-union) in the Tomsk Province in the second half of the 19th — first quarter of the 20th century is estimated. The author shows the role and significance of the Moscow-Siberian, Tomsk-Kuznetsk, Tomsk-Barnaul, Barnaul-Kolyvansky, Narymsky tracts, local volost roads, as well as the Trans-Siberian Railway on the process of formation of a group of rural settlements of peasant and “foreign” volosts of the Tomsk Uyezd. The work focused on cartographic materials of the corresponding period, as well as a schematic cartographic model of the key transport communications of the northern, central and southern groups of parishes. According to the author, the basis of the land transport network was formed at the turn of the 19th-20th centuries. In the 1920s, there was only a modernization of the already established lines of communication.

Abstract A methodology for calculating the integral risk of atmospheric pollution using Bayes’s theorem is proposed to take into account the action of mobile and stationary emission sources in the influence zones of highways, the response to the impact in the form of accumulation of emission components in depositing media and biological media of the population. At the first stage, the clustering of experimental data arrays was carried out, homogeneous road sections (clusters) were identified. The integral risk was calculated for the selected clusters. The risks of contamination of the investigated media have been calculated. A multiple regression model has been built to assess the level of integral risk with a high degree of reliability when compared with experimental data. The significance of the aerogenic factor in the formation of the level of integral risk is shown. A reduced model for assessing the integral risk by the level of risk of atmospheric air pollution is proposed. Grades of risk levels are given according to the degree of acceptability. It is possible to determine the contribution of the road transport component to the level of integral risk based on the obtained values of the final risk.

The goal is to determine the possibilities for development of transport component of the agro-industrial complex of Kazakhstan. Methods - monitoring of indicators for assessing the infrastructure potential of the transport network of the agrarian sector of the republic, economic and statistical, comparative analysis, computational and constructive, allowing to assess the state and dynamics of its infrastructure. Results - the criteria for expanding the scale of transport and logistics system of the agro-industrial complex were considered. The geographical position of the Republic of Kazakhstan allows it to become a transport hub in trade between the States of Europe and Asia, including in terms of the movement of agricultural products, while the determining factor is the development of a modern base for increasing traffic volumes. The role of this component for agroindustrial production, an important sphere of the country's economy, which occupies a special place in a single economic mechanism, significantly influencing the efficiency and competitiveness of agricultural sectors, has been determined. Conclusions - in geographic conditions of Kazakhstan: a large territory, location in the center of Eurasia, the presence of various connections between economic regions, allowing a balanced distribution of agricultural products within the republic and exporting it, development of transport communications, namely roads and various types of structures that contribute to the effective movement of food goods. Thus, it is possible to outline a number of indicators for assessing the development potential of transport infrastructure of the AIC, among which the most important are the creation of a road network and provision of facilities necessary for the full functioning of the country's transport logistics. For this, it is advisable to increase the number of labor and material- technical resources aimed at creating economic transport entities.

AbstractChinese hamster ovary (CHO) cells express several amino acid (AA) transporters including uniporters and exchangers. Each transporter transports multiple AAs, making prediction of the effect of changed medium composition or transporter levels on individual AA transport rate challenging. A general kinetic model and a simplified analytical expression for the uptake rate is presented. A CHO cell-specific AA transport model, to our knowledge the first such network model for any cell type, is constructed. The model is validated by its prediction of reported uptake flux and amino acid inter-dependencies from experiments that were not used in model construction or parameter estimation. The model defines theoretical conditions for synergistic/repressive effect on the uptake rates of other AAs upon external addition of one AA. This model will help formulate testable hypotheses of the effect of process changes on AA initial uptake, and serve as the AA transport component of kinetic models for cellular metabolism.

The share of the transport component that is taken into account in the prices formation for final products reaches 50%, so the cost transport services has a great impact on the final goods price, and the need to carry out transportation in a tight time frame, take into account minimal costs require the emergence of new scientifically methods of their organization. The research purpose is to build the lot cargoes automobile transportations in cities system model. The research object is the lot cargoes automobile transportations in cities process. As the analysis result of lot cargoes automobile transportations rational technology formation in the cities, such basic problem at the transportation process organization is allocated - it is irrational transportation routes. It leads to a large overall truck mileage, as well as low transportation speed, which is unacceptable in the current competition. During the literature sources analysis, the most popular existing transportation routing methods were considered, by means of which in research it is planned to carry out transport routes building in cities and it was found out that the routes developed by means of these methods have average links. As the existing criteria analysis result of lot cargoes automobile transportations rational technology formation in the cities the transportations cost is chosen as a criterion. After analyzing the all modeling methods advantages and disadvantages, taking into account the scientific literature recommendations, it was decided to use mathematical modeling due to its results versatility and accuracy. After formalizing the research object, developed a model of "white box", in which for the selected input parameters (delivery points number, car load, the average consignment size delivered to one point) built the lot cargoes automobile transportations rational technology formation in the cities mathematical model, at which the transportation cost will be minimal.

According to the structure of the objects served, operating organizations have geographically remote workplaces. These traditionally include organizations in the telecommunications industry, electric power, gas industry, oil industry, and others. With the development of telecommunication channels and electronic data transmission technologies, more and more enterprises in the world use the labor of workers who work remotely. There is a trend in the world to increase the number of jobs that operate remotely from each other. This is due to global cooperation, territorial unevenness in the distribution of qualified human resources, as well as different costs depending on the region for the organization of jobs. In the context of the spread of COVID-19 and other infections, industrial communications via telecommunications channels in some cases become the only possible and safe way. Despite the territorial remoteness of workplaces from each other, the requirements of labor legislation for training and testing the knowledge of labor protection requirements for employees remain. The article presents a map of creating a value stream in the process of testing knowledge of labor protection requirements in the Volgograd branch of PJSC «RTK». The map visualizes the process and shows operations that create value for the company when checking the employee’s knowledge of occupational safety requirements. The analysis of the transport component during the verification of knowledge of labor protection requirements is given. The article presents the necessary and sufficient types and methods of transmitting information in the process of checking knowledge of labor protection requirements. It is concluded that it is expedient for remote workplaces to switch from face-to-face testing of knowledge of labor protection requirements to remote testing.

This article provides the results of comprehensive study of the financial and economic activity of federal and state universities located in various districts of the Russian Federation, including northern regions. The importance of the management policy of higher education determines the role of state institutions in management of resource flows. Testing of approaches towards the effective use the mechanisms for financing educational systems is interrelated with the peculiarities and trends of the Russian state educational policy in the sphere of higher education. The author establishes differentiation of the transport component in price forming policy of the educational services market, which is reflected in a significant gap in this segment among universities located in remote regions and regions with severe living conditions, functionality of the economy and infrastructure. The mechanism is offered for implementation corrective coefficients to the standards of financing of universities located far from the federal center. Such mechanism is intended to balance the regional differentiation of financing of institutions in accordance with the relevant factors of cost increase, creating equal competitive advantages in the educational services market for the universities located in northern regions with the universities located in central part of the country. The research is aimed at improvement of the methodology of normative budgeting of universities, formulation of recommendations for optimizing the methodology of financing the universities located in remote and northern regions of the Russian Federation, considering the regional differentiation and rise in the cost of services.

Research background: The article describes the main trends in the globalization of economic processes, analyses the economic situation of world commodity markets, considers factors that influence the development of the transport system of Russia, defines the transport component in the cost of bulk cargo transported by Russian railways, presents a conceptual model of its formation for the purpose of improving tariff policy and competitiveness. A study of the dynamics of market conditions helps to identify factors that increase the efficiency of interaction between cargo-forming enterprises and organizations with the transport complex, develop and justify a system of measures to increase the efficiency of the transport system and ensure the sustainability of the national economy, as well as identify factors that contribute to globalization and the integration of production processes of transnational structures into the world economic system. Purpose of the article: To develop a methodological approach to assessing the impact of global commodity markets in the context of the globalization of economic processes on the development of the transport system of Russia. Methods: Analysis, classification, deduction, economic and mathematical modelling. Findings & Value added: The developed conceptual model for assessing the impact of global commodity markets in the context of the globalization of economic processes on the development of the country’s transport system contributes to the improvement of the tariff policy in the field of freight transportation, creates favourable conditions for increasing freight volumes for both transit and export-import cargoes.

Reducing the costs of the transport component, reaching up to 50% or more of the total cost of the mined coal, is an urgent task that does not require additional confirmation. Since the development of measures to improve the purely technical indicators of motor transport at open-pit mines is beyond the scope of the general study, we will limit ourselves to the search for technological solutions that can have a positive impact on the overall cost of production. This may include, for example, the search for solutions to reduce the duration of the transport cycle and optimization of its components. It is also necessary to study the possible changes in the indicators of the transport technology of open-pit mining when using classic open-pit dump trucks and autonomous heavy platforms (unmanned open-pit haul trucks). The article presents an analysis of existing technical and technological solutions and research on the use of unmanned transport technologies. It is established that the parameters of transport technology will change to some extent with the introduction of unmanned heavy platforms, which will inevitably lead both to the correction of the existing regulatory documentation, and a possible revision of the classical postulates of open-pit mining.
