The article considers the mechanism of implementation of the concept of sustainable development of rural areas of the Republic of Kazakhstan. The author characterizes the concept of sustainable development of rural areas of the Republic of Kazakhstan, meaning their stability, socio-economic development, growth and increase in the volume of production of the agricultural industry, as well as the achievement of full employment of the rural population, and as a result, the growth of their standard of living. As a mechanism for improving the efficiency of rural areas, the author suggests considering labor resources, their employment, which is based on the population. The development of rural areas is described in stages, starting in 1991. In conclusion, the author notes that the solution to the problems of rural development is directly dependent on the effectiveness of the state policy in the field of agriculture. Therefore, today the government's attention is focused on the development of the future of the Kazakh village, the strategy of social policy and the development of infrastructure in rural areas. As the main target indicators of rural development in Kazakhstan, the author suggests improving the living conditions of the rural population in 2021 to 64% compared to the indicators of 2018–58%; improving the quality of living for 80% of the rural population in settlements that would meet modern standards of quality of life by 2030, increasing the volume of agricultural products by 2.5 times compared to the same indicators in 2017.

Manipur lives in villages. The rural population contributes to about 76.12% of the total population. Enhancement in the quality of life of the economically weaker section of the society has been one of the basic objectives of development planning of the State. Rural development, by empowering the rural masses through economic self-reliance, is one of the priority areas of the Central and State Govts. To bring about development in rural areas, the govts. and banks/financial institutions have formulated various programmes and schemes. Micro Finance is one such scheme adopted for the development of rural people.

The European Commission has been striving to achieve sustainable development in its rural areas for more than 25 years through funds aimed at modernizing the agricultural and forestry sectors, protecting the environment and improving the quality of life. But is sustainable rural development really being accomplished? This study sets out to answer this question in the case of Extremadura, a Spanish territory with Low Demographic Density and a Gross Domestic Product still below 75 % of the European average. Both qualitative and quantitative methodology have been employed, using a Principal Component Analysis the result of which has provided us with a model which shows how various behaviors coexist in the region in view of the distribution of current funding from the EAFRD. The most dynamic areas have received the largest amounts of funding and these are linked to the agricultural sector and to the protection of the environment, leaving aside the more depressed areas and the implementation of the LEADER Approach as well. Therefore, we have come to the conclusion that the current rural development in Extremadura is not sustainable enough.

The problems in implementation of a number of programs adopted for the development of rural settlements in Kazakhstan are shown, including: low level of production and engineering infrastructure in rural areas of the republic; decline in the quality of education due to the lack of competition among social workers in rural areas. Proposals on early solution of the current situation have been developed. The need for stage-by-stage financing of the assigned tasks and strict control over their implementation, provision of financial mechanisms is indicated, in order to increase the remuneration of specialists in the field of agro-industrial production, it is necessary to develop specific effective measures aimed at increasing the effectiveness of agricultural sector. The authors state that budget expenditures for the development of low-potential RS are ineffective. Prospects for the development of rural areas to a certain extent depend on the activation of regional public bodies and local self-government in expanding the methods of managing socioeconomic processes, developing interaction with the population and business structures, which will make it possible to successfully implement the set objectives, significantly increase the level of employment and incomes of the rural population, improve living conditions and on this basis increase the number of regions with stable rural population; will help improve the quality of life of the village residents. In the course of the study, methods of comparing economic indicators in dynamics, systematization, and generalization of scientific data were used.

The current socio-economic situation in rural areas is characterized by a number of problems that hinder sustainable development. The low quality of life, the existing level and quality of life in the village, the lack of social infrastructure, the environmental situation, limited opportunities for work in the village, low incomes of the population compared to the city had a significant impact on the process of migration and deterioration of the quality of the labor force, depopulation of the rural population. In this context, the solution to the problem of rural settlement development is very relevant. The regional leadership chooses the direction of rural development without taking into account the current socio-economic situation at the municipal level and the peculiarities of rural settlement development, which reduces the effectiveness of territorial administration. The level of rural development was assessed on the example of the Orel region. The current socio-economic situation in rural areas is characterized by many problems that hinder its transition to sustainable development. The problem of depopulation of the population in rural areas is revealed. At the same time, the destruction of social and engineering infrastructure is observed, the area of cultivated land is reduced, and differences in the level of socio-economic development of the periphery, semi-periphery and suburban areas are increasing. The analysis of the differences in the socio-economic development of the municipalities of the Orel region indicates an increase in intraregional differentiation during the period under review and the absence of an effective intraregional policy aimed at reducing the existing socio-economic asymmetry within the subject of the Federation. Proposals for its solution have been developed, which should be implemented in the context of continuous monitoring of the state and development.

Sustainable agricultural development is a concept of rural and agricultural development programming that combines production goals with environmental requirements. The sustainable development of sustainable agriculture is aimed at harmonizing social, economic and environmental goals. The principle of sustainable development is the axiological basis of the European Union’s activity and is nowadays the motive for legal and agricultural regulations. In Polish law, the principle of sustainable development is contained in Art. 5 of the Constitution of the Republic of Poland of April 2, 1997 and is considered a systemic principle. The definition of sustainable development is included in Art. 3 point 50 of the Environmental Protection Law. In the provisions of the Act of February 20, 2015 on supporting rural areas with the participation of the European Agricultural Fund for Rural Development under the Rural Development Program for 2014-2020, we do not find a direct reference to the principle of sustainable development. The aim of the article is to highlight the legal basis of the principle of sustainable development and to answer the question whether the Rural Development Program implements the principle of sustainable development?

The concept of sustainable development has gained in its importance with the attempt to align the goals of economic development with the goals of preserving the quality of living environment. This paper explains the concept of sustainable development and its dimensions, emphasizing its connection with the communal activity of purification and drainage of atmospheric and wastewater. The evidence from the Republic of Serbia regarding wastewater treatment plants and environmental protection costs raises concerns about sustainability issues. Therefore, the aim of the paper is to point out the importance of increasing wastewater treatment plants' capacity and improving their operability, as well as to emphasize the necessity for structural changes of public utility companies to address the identified problems.

AbstractThe need for a modern agricultural development conditioned the concept of multifunctionality of agriculture. Multifunctionality of agriculture is often considered as a useful tool for achieving economic and sustainable development goals. It is increasingly gaining importance in the field of sustainable rural development by linking traditional and contemporary agricultural functions. Namely, sustainability of development requires food for people, but also other positive social, ecological and economic effects. The aim of this paper is to identify the most important indicators of agriculture from the point of multifunctionality of agriculture as a factor for sustainable rural development of the Republic of Serbia, and also compare rural indicators of the Western Balkan countries. The multivariate linear regression in the paper showed that more indicators of agriculture have impact on economy than on sustainable development of the Republic of Serbia, with particularly significance of rural population and its activity. Thereby, some statistical tests showed a decrease in rural population and employment in agriculture of the Western Balkan countries. It is concluded that support to multifunctionality of agriculture is of particular importance for sustainable rural development of the Republic of Serbia.

The sustainable development of rural areas is an obvious and fundamental goal of the state policy of the Russian Federation. Improving the quality of life in each village, regardless of its distance from the regional center, is the main task of the regions. The article contains a termological analysis of the definition of “sustainable development of rural areas”. It was concluded that the dominant opinion of the authors on this concept is associated with a process that provides for the needs of residents of rural areas and increases their standard of living. The definition of a “mechanism for sustainable rural development” is given, which, through the methods and tools, implements the possibilities of natural, labor, material and financial resources for the effective development of rural economy. Sustainable and harmonious development of rural areas is possible only through the use of state support measures. The economic, environmental, social and demographic situation of rural areas, as well as their individuality, determine the need for continuous improvement of the mechanism of rural development through its methods and tools. The implementation of state support measures plays a significant role not only for rural residents, but also for leaders of agricultural organizations themselves. A decent and comfortable life in the village contributes to the consolidation of personnel. The importance of these aspects being recognized, the program “Integrated rural development” began to be implemented in 2020, which includes a sufficiently wide range of tools to support villages and rural residents. The program is aimed at reducing the gap in the quality of life between the rural and urban population, creating comfortable living conditions, reducing the outflow of residents from rural areas. As a result of the analysis, the potential and opportunities for the sustainable development of rural territories of Volgograd region were confirmed. These are the creation of conditions for providing villagers with comfortable housing, the development of various types of infrastructures, and the improvement of rural areas. The key directions of the mechanism for sustainable development of rural territories are identified: diversification of activities of the rural population, expansion of the possibilities of financial support for the development of rural territories through the public-private partnership involvement, improvement of preferential lending mechanisms, strengthening of grant support for rural communities for the improvement of rural territories.

Currently, the relevance of sustainable development of human resources in rural areas is undeniable. At the same time, the problems that exist in the village require immediate solutions. The state has done a lot of work in this area, but many researchers are still discussing the complete lack of sustainable development of human resources in the rural area. In the study, the author conducted an analysis of existing regulatory legal acts in the field of human resource development in the village. The study revealed that in the strategic documents there is insufficient elaboration in the field of specific features of rural development and the integrated focus on the development of human resources. The modern development of the human resources potential of rural areas, and the assessment of the economic development of the countryside, show that there are many problems in the countryside. To this end, an analysis of the development of the personnel potential of rural territories of the Republic of Buryatia was carried out and the current problems of rural development were highlighted. The identified problems indicate that rural territories need constant financial support from the state. Therefore, in conclusion of the study, it was concluded that there is a need for substantial state funding of rural areas, the preservation of endangered rural areas, and ensuring the attractiveness of the village, which together will attract young people and solve problems in the village.

The problems of developing social and labor sphere in rural areas, as well as forming necessary living conditions for the rural population are considered. The main organizational and legal aspects of regulating the socio-economic development in rural areas of the Republic of Kazakhstan for the period 1990-2020 are analyzed. The priorities of the state’s internal policy within the framework of special programs for the social development of the countryside and creating favorable conditions for the rural population are considered. Basing on the analysis, the main reasons for the outflow of the rural population to the cities are revealed: the lag of rural areas in comparison with urban ones in terms of cultural and living conditions, underdevelopment of social and engineering infrastructure in the countryside, low prestige of labor in agriculture due to low income, and unattractiveness of life in rural areas. This formulation of the issue, transferring the focus from the traditional agrarian problem of securing personnel to the territorial one, requires creating new approaches that would allow considering the countryside as an integral system of labor resource potential formation and reproduction. The need to create agro-towns by stimulating economically promising villages that are most favorable for living and to grow economic activity of labor resources is substantiated with the aim of preserving the way of rural life, expanding employment and attractiveness of labor in rural areas, as well as providing social and engineering infrastructure facilities with high-quality services. Measures are proposed to increase labor activity motivation of the rural population and the effective use of labor potential in agriculture on the basis of the socio-economic modernization of the rural economy, aimed at creating conditions for the growth of labor productivity in agriculture, the development of production and industrial relations, and ensuring productive employment in the countryside.
