Industry occupies a special place among the types of economic activity in any region. Projects for the development of backbone industrial enterprises in regions play a decisive role in the formation of their production specialization. Hence, the transition to project management in the development of regions most often means the implementation of appropriate measures in industry. The paper gives a definition of systemic projects, shows the conditions for their implementation, depending on the purpose of implementation and significance. The place of backbone projects in the development of industrial centers of the Republic of Bashkortostan is shown. Discrepancies are revealed in the list of projects included in the Strategy of Socio-Economic Development of the Republic of Bashkortostan, cities and municipal districts and in other regulatory documents aimed at accelerating territorial development. The solution of the following tasks is considered: determination of trends and patterns in the development of industry in the regions; identification of the main requirements for projects to develop industry in the regions of the country; survey of the existing package of projects for the development of this industry in Bashkiria; proposals for backbone projects in the industry of the republic. The implementation of projects takes place in different municipal regions and municipalities in different ways. In the Republic of Bashkortostan, more than 80 % of industrial production is concentrated in four cities - Ufa, Salavat, Sterlitamak and Neftekamsk. They also account for most of the investments. At the same time, investments in these cities enjoy all kinds of benefits. It was proposed to strengthen the benefits for projects located outside the zone of traditional industrial location and for new types of activities for the republic.

The aim of the article was to develop recommendations for increasing the socio-economic and budgetary efficiency of investments in the regional infrastructure of public utilities on the basis of public-private partnerships. The main problems of the practical implementation of public-private (PPP) (municipal-private (MPP)) partnership projects in the communal complex of the Republic of Bashkortostan are identified and systematized. The necessity of using modern information technologies in the implementation of PPP projects is substantiated to simplify the system of interaction between three different categories of users, business, government and the local community. A model of effective partnership between government and business in the implementation of a municipal heat supply project is proposed. The proposed author’s model is based on a comprehensive consideration of the interests of all parties involved in the project (investor, producer, consumer of services, authorities, local community). It contributes to the determination of economic, social and environmental efficiency. The main provisions and conclusions of the study can be used in state and municipal programs to support public and municipal-private partnerships. The theoretical and applied problems of establishing unified, universal mechanisms for the development of regional infrastructure require special attention. These mechanisms are based on the use of models for the optimal choice of priority investment projects for territorial development.

Data in this article are based on the analysis of ethnographic field studies and materials conducted by the author. The study considers gathering as a mode of livelihood of the Bashkirs who inhabited the mountain forests of the Republic of Bashkortostan in the years of the Great Patriotic War. The materials were collected during the period 2010-2019 in Arkhangelsk, Abzelilovskiy, Beloretsk, Burzyanskiy, Belokatayskiy, Baltachevskiy, Mechetlinskiy, Salavatskiy, Duvanskiy districts of the Republic of Bashkortostan. For survival the Bashkirs used the traditional ways of livelihood - fishing, hunting, forestry and gathering. The last one was the most important mode, which provided them with food and served as a cure from different diseases. Typically, the Bashkirs began to collect plants and roots in early spring after cold and grueling winter, as soon as the first greens appeared on the mountains and hills. In summer, villagers collected berries and fruits, in autumn - berries of shrubs, plants and roots. Those roots and plants were consumed both raw and cooked. The collected plants were used for cooking soups, roots - for making flatbreads and porridge, berries - for making pastila and fillings for the pie. Knowledge of the plants helped many Bashkirs to survive their life during the Great Patriotic War. The Bashkirs, having allotments and gardens still like gathering wild berries and fruits.

The research purpose – to identify performance criteria for the development of coordination abilities in refining the paddling techniques of kayakers aged 15-16 years. Methods and organization of research. We used the following methods in our study: analysis of scientific and practical literature, questionnaire, testing, pedagogical observation, methods of mathematical statistics. We did our research at the Sport School of Olympic Reserve for Kayaking and Canoeing of the Republic of Bashkortostan. Research results. The article defines performance criteria for the development of coordination abilities along with technical refinement of kayakers aged 15-16 years. Our study represents the analysis data of correlation between paddling techniques phases of kayakers aged 15-16 years and indicators of sensory-motor coordination of kayakers of this age. Conclusion. The revealed indicators enable determination of the technique content, selection of relevant means and methods for the development of coordination abilities and sensory-motor coordination in the framework of technical refinement of kayakers.

Abstract. The article substantiates that it is advisable to use foresight technologies as an applied tool for solving problems of forming strategic priorities for the development of the agro-industrial complex. The methodological features of the use of foresight technology in forecasting the production volumes of the agro-industrial complex at the regional level are disclosed. The principal task of the development of the Republic of Bashkortostan is to increase the economic growth rate to a level above the global average, which allows ensuring food independence and increasing the competitiveness of exported agricultural products. The study purpose is the practical application of foresight research in the planning of export of agricultural products of the regional complex for a strategic perspective. In the implementation of the study, the following methods were used: comparative analysis, scenario forecasting and strategic planning, and foresight technologies. The scientific novelty of the research is determined by the formation of a set of methodological and practical recommendations on the use of foresight tools in the implementation of the export potential strategic analysis of the regional agro-industrial complex products. The article presents an assessment of the resource potential of agricultural production under an extensive-intensive development scenario of the Republic of Bashkortostan. Results of the research are as follows: the foresight forecasting algorithm of production volumes of the regional agro-industrial complex, taking into account foreign economic activity development, is formed; the TOP-5 agricultural products exported by the Republic of Bashkortostan are highlighted; the results of forecasting indicators of gross grain harvest in the region for the long term and the projected export volumes of agricultural products in the region are presented. Determination of the resource potential for the production of agricultural products will allow creating an innovative model of economic development of federal subjects for effective foreign economic cooperation. It is summarized, that foresight-forecasting conclusions determine the «mainstream» trends of the regional agro-industrial complex functioning.

In South Africa the modern outlook towards time may be said to have started in 1948. Both the two major observatories, The Royal Observatory in Cape Town and the Union Observatory (now known as the Republic Observatory) in Johannesburg had, of course, been involved in the astronomical determination of time almost from their inception, and the Johannesburg Observatory has been responsible for the official time of South Africa since 1908. However the pendulum clocks then in use could not be relied on to provide an accuracy better than about 1/10 second, which was of the same order as that of the astronomical observations. It is doubtful if much use was made of even this limited accuracy outside the two observatories, and although there may – occasionally have been a demand for more accurate time, it was certainly not voiced.
