The article shows that depending on the goals pursued by the federal government and the available interbudgetary tools a different design of infrastructure mortgage is preferable. Three variants of such mortgage in Russia are proposed, each of which is better suited for certain types of projects and uses different forms of subsidies. According to our expert assessment the active use of infrastructure mortgage in Russia can increase the average annual GDP growth rate by 0.5 p. p. on the horizon of 5—7 years. In the long run the growth of infrastructure financing through the use of infrastructure mortgage could increase long-term economic growth by 0.9 p. p., which in 20—30 years can add 20—30% of GDP to the economy. However, the change in the structure of budget expenditures in the absence of an increase in the budget deficit and public debt will cause no direct impact on monetary policy. The increase in the deficit and the build-up of public debt will have a negative effect on inflation expectations, which will require monetary tightening for a longer time to stabilize them.

Subject. This article explores the economic relations of economic entities concerning effective investment activities, combining elements of investment control and assessment of related risk. Objectives. The article aims to analyze and logically substantiate the stages and types of investment activities of enterprises and investment projects in-progress, as well as define a methodological approach to assessing project risks. Methods. For the study, we used a structural and logical analysis, and deductive reasoning. The methodological base of the study is based on the principles of the theory of finance, investment and risk management. Results. The article defines stages of assessing the financial condition of enterprises and proposes a methodological approach to assessing certain risks of an investment project based on the risk ranking by degree of probability and significance of an event through applying the expert assessment method. The article also presents a practice-oriented risk map for investment projects and clarifies the concept of Investment Control. Conclusions. The results of the study can help address the significant for the Russian economy issue of stimulating and developing investment activities at enterprises, as well as implementing and evaluating the effectiveness of investment projects at the micro-and macro-levels of the country's economy.

Subject. This article deals with the issues related to the formation and implementation of the innovation capacity of the Russian Federation subjects. Objectives. The article aims to develop the organizational and methodological foundations for the formation of a model of the regional innovation subsystem. Methods. For the study, I used the methods of analysis and synthesis, economics and statistics analysis, and the expert assessment method. Results. The article presents a developed basis of the regional innovation subsystem matrix model. It helps determine the relationship between the subjects and the parameters of the regional innovation subsystem. To evaluate the indicators characterizing the selected parameters, the Volga Federal District regions are considered as a case study. The article defines the process of reconciliation of interests between the subjects of regional innovation. Conclusions. The results obtained can be used by regional executive bodies when developing regional strategies for the socio-economic advancement of the Russian Federation subjects.

Capabilities of the remote sensing methods for making maps of actual and potential vegetation, and assessment of the extent of anthropogenic transformation of rangelands are presented in the paper. Study area is a large intermountain depression, which is under intensive agricultural use. Color photographs have been made by Aircraft camera Wild Heerburg RC-30 and multispectral scanner Daedalus (AMS) digital aerial data (6 bands, 3.5m resolution) have been used for analysis of distribution and assessment of the state of vegetation. Digital data were processed using specialized program ENVI 3.0. Main stages of the development of cartographic models have been described: initial processing of the aerial images and their visualization, preliminary pre-field interpretation (classification) of the images on the basis of unsupervised automated classification, field studies (geobotanical records and GPS measurements at the sites chosen at previous stage). Post-field stage had the following sub-stages: final geometric correction of the digital images, elaboration of the classification system for the main mapping subdivisions, final supervised automated classification on the basis of expert assessment. By systematizing clusters of the obtained classified image the cartographic models of the study area have been made. Application of the new technology of remote sensing allowed making qualitative and quantitative assessment of modern state of rangelands.

Where nature protection is concerned, the expert assessment of an environment poses questions about its natural and cultural heritage and its potential, about how representative it may be, about biodiversity in all its facets and about its development or potential threats to its existence. Although the forest was the dominant habitat in the original natural European landscape, for a long time nature protection has devoted too little attention to it. There are diverse threats and deficiencies. However, in the Swiss forests positive developments are discernible. Thus nature protection is one of the basic functions of the forest, nature reserves are being created, the area of the forest is increasing, as are reserves of deadwood, and greater importance is being given to regeneration suited to the site. Nevertheless much remains to be done to really achieve the goal of biodiversity and sus-tainability. For this purpose segregative and integrative measures are required. Since diversity needs surface area, in the first place it must be possible to set aside as forest reserves a quarter of the total forest area, spread over the whole country and preferably as natural forest reserves, in order to start the process of a long-term restoration to the natural state. Here the conservation of natural self-regulating processes supersedes classical nature protection. With a series of further integrative measures, biodiversity must also be promoted over the whole remaining forest area and in the areas of transition to other habitats. An abundance of varied structures is the key to diversity of species. A more courageous attitude to wilderness and “untidiness” when dealing with the forest is to be recommended. Nature experiences in wilderness areas give the population the possibility of discovering diversity and natural processes and encourage respect for the innumerable other species and habitats.

This articel aims to obtain data on non-cognitive assessment, the ability of teachers to make the rubric of non-cognitive assessment, constraints - any constraints faced by teachers in developing noncognitive instruments as well as any policy that will be done in overcoming the obstacles faced by social studies teacher in junior RSBI Padang Class VII Semester II.This type of research is descriptive research. Data obtained from document analysis, interviews and observation. Techniques of data analysis by using percentages. Data obtained from interviews with informants, the junior high school teachers who teach social studies classes RSBI VII, Chairman of the IPS MGMP Padang, three expert specialist and deputy head of the school curriculum areas.After data analysis performed, the results obtained that the number of teachers who have not done in developing and assessing the activities within the rubric of attitude assessment, student performance and products. Once analyzed by the expert assessment rubric attitude, and product performance in terms of science and the content is quite good and better in terms of the language section. Perceived obstacles to overcome problems that arise in the application of attitude assessment, and performance of the products most social studies teachers have tried various things such as: reading books / other resources relevant to teaching materials, training, seminars and follow MGMP forum, discuss in advance with Head of School before attending the training and talked about making attitude assessment rubrics, and product performance with peers.

Educational system is the most important social institution, which provides the development of a personality and frames his/her worldview and the conception of subjective well-being. Despite the large number of studies on the issue of psychological and pedagogical security of educational environment, the sphere of higher education still remains underexplored. The available empiric material has not received sufficient methodological justification and conceptualization. This article aims to provide the conceptualization of the risk category as applied to the educational environment of a higher education institution, as well as empiric investigation of the risks within the educational environment as viewed by applicants and students.Materials and methods. 213 applicants and 547 students of the Kuban State Technological University took part in the survey. The following investigation methods were used: expert assessment, interview, questioning, content analysis, analysis of means method, cluster analysis and factor analysis.Investigation results. Comparative examination of the manifestation degree of risks within the educational environment as viewed by applicants and students of higher education institution showed significant differences in the assessment of risk by these groups of respondents. From the point of view of applicants, the main risks are connected with social and psychological aspects of the educational environment of a higher education institution, relations within student groups and interaction with teachers, as well as with the issues related to the educational management and leisure arrangement. As viewed by the students, the risks within the educational environment include external and social and psychological risk factors, motivating risks and risks arising from the learning process organization and management and the related issues. Applicants’ notion of the risks within the educational environment of a higher education institution was mainly influenced by information they received from media and by the opinion of their relatives and age mates.Consideration and conclusions. It was proved that the applicants’ idea of the risks within the educational environment of a higher education institution is determined by the opinion of people they know personally, however it changes during the process of studying in higher education institution and acquiring their own experience of being within the environment. The investigation results allow creating a model of psychological and pedagogical security within the educational environment of a higher education institution. This model makes it possible to forecast main risks of the educational environment, their development, and evolvement and find solution to them.
