The relevance of the study is confirmed by the high importance of innovative and technological development of the economy. The aim of the study is to analyze the theoretical foundations of scaling high-tech companies, drivers of innovative development. Thebasis of the study was general scientific methods: analysis and synthesis, system analysis, induction. The author's definition of high-tech companies-drivers. The theoretical foundations for scaling up high-tech companies as the basis for innovative and technological development of the economy have been improved.

The purpose of the article is to study the economic and legal nature of the franchise agreement in Poland. Since franchising in this country has become the most common way of establishing a business, it is advisable to identify the key economic and legal features of the franchise agreement in which the parties specify their rights and obligations, the franchise price, the duration of the franchise relations, the procedure for performing calculations, etc. The subject of the study is a franchise agreement in Poland. Research methodology. The research is based on the use of general scientific and special-scientific methods and techniques of scientific knowledge. The dialectical method allowed us to investigate the definition of a franchise agreement in Poland and its key terms. The comparative legal method was used to compare doctrinal approaches to this issue. The statistical method was used to establish data that reflects the effectiveness of franchising activities. The method of system analysis helped to find out in which areas of economic activity franchising is most demanded. Interpretation of the content of Polish legal acts governing issues related to the conclusion of a franchise agreement in this country was realized with the help of the normative-dogmatic method. The system-structural method was used to study the franchise agreement in Poland as a single entity (system) with the coordinated functioning of all its elements. The methods of grouping and classifying formed the basis for separating the list of conditions, which are necessary for concluding a franchise agreement in Poland, as well as provisions that should be included in the content of this agreement. Methods of analysis and synthesis helped to study some parts of this agreement to formulate further conclusions. Practical application. The positive experience of Poland in regulating issues related to the conclusion of a franchise agreement can be used for making appropriate changes to the Ukrainian legislation. Although there is no special legislation in Poland, which regulates the issues connected with this kind of contract, the adoption of a number of progressive economic measures, as well as complement existing regulations with the provisions on franchising, allowed Poland to become one of the most attractive countries for foreign entrepreneurs. Correlation/originality. This scientific work is the first research in Ukraine devoted not only to general issues of regulation of franchising activity in Europe but specifically to the franchise agreement in a separate country (in Poland) and its legal and economic peculiarities.

Research of features of financial and legal incentives of investment activities in the regions. Methodological basis of the study raised issues were the following: general scientific methods of cognition generalization, analogy, analysis and synthesis, elaboration, comparison, logical method, etc. Conducted interdisciplinary analysis of literature and sources on stimulating investment activities, with particular emphasis given to the Institute financial and legal incentives. Formed the author's definition of the term ʼfinancial and legal stimulus of investment activity of regionsʼ. Studied types of financial and legal incentives of investment activities of the regions. Analyzed regional legislation and judicial practice on the subject of study places financial incentives in the legal field of regional legislation. Identified conflicts in the system of financial and legal incentives of investment activities of the regions. A proposal to optimize the preliminary control of the Prosecutor's offices of the legality of the investment legislation, in particular, the structure of which has different financial and legal incentives of investment activities in Russian regions.

The aim of the study is to design an electronic terminographic product in the form of a terminological data bank (TDB) “Classification Parameters of Phraseological Units” with consistent implementation of infological and datological stages. The object in the study is the TDB, the focus is terms for designation of types of phraseological units (PU), which actively function in Ukrainian and Russian linguistics in the 2nd half of the 20th century to 2020. The methodology of the study is based on theoretical foundations of phraseology, terminology, applied linguistics, and computer terminography (linguistic database/data bank technology). The general and specific scientific methods are used: analysis and synthesis, ascent from the abstract to the concrete, classification, definitional analysis, identification, linguistic observation and description, selection, elements of a statistical method. The infological stage is related to the solution of a set of information problems: 1) definition of the principle of regularization of terms of phraseology, 2) selection of terms with the archeseme “phraseoclassification type” from scientific literature in order to form an alphabetical register, 3) establishment of the composition of the dedicated terminology subsystems, 4) description of terminology subsystems, 5) creation of an electronic catalog of terms for further computer processing of collected information. The main principle of systematization is the thesaurus: “terminological system – terminological microsystem – terminological subsystem – term”. The next step is to develop a datalogical scheme, which is a system of tables whose fields display information about the described terms in the form of data, for example: number, term, terminology subsystem, scientific source, definition, illustration, paradigm relations of the term. The TDB modeled in the work is a special terminology dictionary (monolingual (Ukrainian) in terms of the number of languages involved), which has 113 terms to denote types of PUs and covers 17 classifications of PUs. The TDB “Classification Parameters of Phraseological Units” is positioned as an electronic terminographic product created for storage of information, optimization and intensification of system research on fundamental issues of phraseology and phraseography, works devoted to problems of comprehensive analysis and parameterization of PUs. The prospect of the study is to create a Russian-language version of this terminographic product.

The subject of the research is tourist orientation as a component of the business paradigm of development of territorial communities of Ukraine The purpose of the study is to substantiate the theoretical foundations and criteria for the formation of a new business paradigm of tourism orientation of rural communities. General scientific and special research methods are used. Scientific method - for systematization of existing theoretical approaches to the researched problem; analysis and synthesis (for detailing the object and subject of research and their generalization); abstract-logical (in the formation of generalizations, conclusions and proposals; the method of systematic approach - in considering tourist orientation as a system consisting of a number of interconnected elements, and, interacting, affects the communication and social efficiency of rural communities; the method of scientific abstraction - when allocating stable, typical connections in tourism orientation, which allowed to form criteria for assessing the tourist orientation of communities. Tourist orientation as a direction of formation of business paradigm of development of united communities is investigated. It is established that the strengthening of the tourism-oriented component will contribute to the creation of an innovative tourism product and attract new consumers. The main approaches to customer orientation are studied, the connection between the defined definition and tourist orientation is established. The own definition of tourist orientation of communities is offered. The stages of formation of a positive tourist-oriented environment are outlined. The principles of tourist orientation are described, cognitive marketing is defined as the basis for the formation of consumer loyalty. The criteria of tourist orientation are given and the indicators that characterize it are determined. The results of the study can be used to develop an effective strategy for rural development, taking into account and evaluating the criteria identified by the study at the stage of forming a business paradigm of tourism orientation of the community will increase investment in infrastructure, dissemination of information technology, restoration, reconstruction, objects of historical and cultural heritage, the formation of information, cognitive and tourist competencies of community residents. The relevance of the research topic is justified by the rapid technological development of genetics and genomics and introduction of genetic technologies and inventions in scientific and medical practice, which is not provided with a proper systematized legal protection in national and international legislation. The legislators problems are caused by the uniqueness and complexity of the genomic legal relationship. The subjects of knowledge in the framework of post-non-classical scientific rationality need to focus on the epistemological philosophical foundations of the knowledge of genomic legal relations. The purpose of the study is to identify and reflect the features of knowledge of the legal protection of genomic legal relations. Research tasks suggest defining the concept and composition of genomic legal relations, identifying the object and subject of legal protection of genomic legal relations, distinguishing between the concepts of "legal safeguard" and "legal protection" of genomic legal relations. The methodology of scientific research includes the dialectical method, general scientific logical operations (deduction and induction, analysis and synthesis), and private scientific methods (formal legal and comparative legal methods). Within the framework of the methodology of post-non-classical scientific rationality, a systematic approach to the study of the object of knowledge is used - the study of the structure, functional and instrumental aspects of the protective genomic legal relationship.

The purpose of the article is to study the legal nature of the international franchise agreement, its types, essential conditions and peculiarities of its conclusion. The subject of the study is the international franchise agreement. Research methodology. The research is based on the use of general scientific and special-scientific methods and methods of scientific knowledge. The dialectical method allowed investigating the definition of the international franchise agreement and its essential conditions. The comparative legal method was used to compare doctrinal approaches to this issue. Interpretation of the content of international legal acts governing issues related to the conclusion of the international franchise agreement was realized with the help of the normative-dogmatic method. The system-structural method is used to study the international franchise agreement as a single whole (system) with the coordinated functioning of all its elements. The methods of grouping and classifying formed the basis for separating the list of conditions, which are necessary for the conclusion of this contract, as well as the provisions that should be included in the content of the agreement. Methods of analysis and synthesis helped to study some parts of this agreement to formulate further conclusions. Practical implication. The analysed recommendations of scientists and lawyers, as well as the provisions of international regulations, can be used when concluding an international franchise contract. Correlation/originality. The scientific novelty of the work consists of an integrated approach to the study of theoretical and practical issues related to the international franchise agreement.

Modern consulting processes at any level are quite complex and require constant monitoring and improvement to maintain their effectiveness. That is why the interest in studying the consulting market as a separate object of management activity is constantly growing. The purpose of the study is to identify the problems of the development of the consulting market that are characteristic of Russian practice and to find optimal ways to eliminate them. The research methodology includes general scientific methods such as comparative analysis of sources, system analysis and synthesis of facts, induction and analogy. The result of the research is a list of problematic areas of the consulting market development and current ways to improve it.

Исследование вопросов конкурентоспособности туристских услуг особенно актуально в настоящее время, поскольку большинство туристских дестинаций оказались вовлечены в острую конкурентную борьбу. В связи с этим вопросы определения уровня конкурентоспособности туристских дестинаций требует глубокого научного изучения и разработки системы показателей по определению конкурентоспособности туристских услуг, на что и направлено данное исследование. Правильная оценка конкурентоспособности туристских услуг является важным аспектом для принятия стратегических решений по развитию туристской отрасли. Целью исследования стало определение значимых критериев конкурентоспособности, которые будут положены в основу авторской методики измерения конкурентоспособности казахстанских туристских услуг. Для достижения данной цели были определены ряд задач: проведен широкий обзор существующих моделей и методик определения конкурентоспособности; по результатам данного обзора выявлены ряд индикаторов оценки конкурентоспособности, которые могут быть применены для оценки уровня конкурентоспособности туристских услуг казахстанских дестинаций; проведена экспертная оценка значимости этих индикаторов в формировании уровня конкурентоспособности туристских услуг, позволяющая разработать методику оценки уровня конкурентоспособности казахстанских туристских услуг. Теоретико-методологической базой исследования стали научные труды ученых, представляющих результаты фундаментальных и прикладных исследований в области изучения вопросов конкуренции и конкурентоспособности в сфере туризма. При проведении анализа были использованы общенаучные методы научной абстракции, анализа и синтеза, системного подхода. Результатом проведенного в статье исследования стало определение системы показателей, которые могут быть применимы при оценке уровня конкурентоспособности дестинаций и в последующем будут использованы в разработке авторского подхода к оценке конкурентоспособности казахстанских туристских услуг, что позволит провести качественный анализ основных составляющих казахстанского туризма с целью дальнейшего формирования эффективной стратегически ориентированной политики развития в этой сфере. The study of the competitiveness of tourist services is especially relevant at the present time, since most of the tourist destinations were involved in an intense competitive struggle. In this regard, the issues of determining the level of competitiveness of tourist destinations require deep scientific study and development of a system of indicators to determine the competitiveness of tourist services. Within the framework of this article, the purpose of the study was to analyze the existing methods and techniques for assessing the level of competitiveness of tourist destinations, as well as to identify the most significant components of it, to determine the list of criteria that will subsequently be applied in the author's development of a method for measuring the competitiveness of Kazakhstani tourist services. The scientific works of scientists presenting the results of fundamental and applied research in the field of studying the issues of competition and competitiveness in the field of tourism have become the methodological bases of the analysis. During the analysis, general scientific methods of scientific abstraction, analysis and synthesis, and a systematic approach were used. The result of the research carried out in the article was the definition of a system of indicators that can be applied in assessing the level of competitiveness of destinations and will subsequently be used in the development of the author's approach to assessing the competitiveness of Kazakhstani tourist services.

The purpose of the article is to substantiate the possibility of applying foresight methodology for the preservation of traditional socio-cultural values as an important element of innovative development.  Given the interdisciplinary nature of the problem, the methodology of the study is based on the complex-integrative combination of theoretical approaches of a number of sciences, in particular, cultural studies, public administration, as well as general scientific methods of system analysis, synthesis, abstraction, generalization, and sub. The scientific novelty is connected with an attempt to outline theoretical and practical aspects of the importance of forsite methodology in preserving the traditions from the projection into practical measures of the state in this sphere. Conclusions. The forsite methodology - as a strategy of public administration of forsite on the basis of forward-thinking - is intended to promote the effectiveness of social development. The actual advance is the innovative mechanism that can, on the one hand, ensure the dynamics of development, on the one hand, and, on the other hand, ensure social stability on the basis of previous achievements and resources, which are analyzed and form (simulate) the idea of ​​a new scenario. At the same time, the results of forsite should be reflected in practical recommendations on the definition of promising directions of the state's cultural policy, in particular regarding the introduction of new forms of support for the activities of various components of the socio-cultural sphere.
