The article simultaneously explores three lines of reflection and analysis woven around the comparative reverberations (in space and time) between citizenship and the administration of populations (states of exception) in the Republic of Ecuador during the nineteenth century and the Kingdom of Spain in the twenty century. The first thread tries to answer the question whether it is possible for concepts generated in a country of the Global South to be used usefully in analyzing a different Northern reality, inverting the usual direction in the flows of transfer and importation of “theory.“ The second theme of comparative reverberation explores a network of concepts concerning the citizenship of common sense and the administration of populations, that is the “back-patio“ aspect of citizenship, particularly its historical formation in the domination of populations in the Republic of Ecuador during the nineteenth century. It is centered on the process of identification in the daily exchanges between interpares citizens and extrapares non-citizens. The last section involves testing concepts forged in the author's studies of Ecuadorian history for their utility in analyzing the current situation of modern sub-Saharan immigrants in Spain (using concrete examples), and their reclusion to the private sphere in spaces of exception and abandonment. Here, the article concentrates on the difference between the public administration of populations and the private administration of citizens. The article uses documentary material relating to nineteenth-century Ecuador and twentieth-century Spain and Senegal.

This chapter presents an analysis of Italy's administrative history. It looks at the historical development of Italian public administration and administrative law in Italy beginning from the nineteenth century. The chapter then proceeds to the first half of the twentieth century, focusing primarily on the policies of Prime Minister Giovanni Giolitti, which saw a marked rise in changes and developments within administrative law. Also of note during this period was the role of administrative law during the era of fascism in Italy. The latter half of the twentieth century would mark a departure from this period, focusing mainly on liberal administrative law and the Republic. Finally, the chapter turns to the features of administrative law in the twenty-first century, before closing with some concluding remarks on the features peculiar to Italian administrative law.

A number of abuses of power and position, daily committed for acquisition of unlawful profit, beyond of permitted and envisaged legal jobs, starting from the lowest level, to the so-called, daily corruption, which most often is related to existential needs and it acts harmless, not even grow into another form, to one that uses such profits as the main motive for generating huge illegal gains for a longer period of time, by exploiting and abusing high social position, corruption in public sector, but today already in private sector too, are part of corruption in the broadest sense, embracing all its forms, those who do not enter in zone of punishment and those who means committing of serious crime. It has many forms, but due to focusing on a particular problem, as a better way to contribute a solution, this paper will focus on the analysis of corruption in the public administration in the Republic of Macedonia, and finding measures for its prevention and reduction, which we hope will give a modest contribution to its real legal protection, not only in declarative efforts in some new strategy for its prevention and suppression.

The article studies the main stages and features of the evolution of the public administration system in the Republic of Estonia after 1992. This paper presents brief geographical and socio-economic characteristics that largely determine the development of the country’s public administration. The evolution of the institution of the presidency, executive, and legislative powers are considered. The role of parliament and mechanisms for coordinating the interests of different groups of the population for the development of the country is especially emphasized. The authors analyze the state and administrative reforms of recent years, which were aimed at improving the quality of services provided to the population, increasing the competitiveness of different parts of Estonia, as well as optimizing public spending and management structure. The introduction of digital technologies into the sphere of public administration, healthcare, education, and the social sphere is of a notable place. Such phenomena as e-residency, e-federation, and other digital projects are considered. The development of a digital system of interstate interaction between Estonia and Finland made it possible to create the world’s first e-federation, and the digitization of all strategically important information and its transfer to cloud storage speaks of the creation of the world’s first e-residency, a special residence of data outside the country’s borders to ensure digital continuity and statehood in the event of critical malfunctions or external threats.

Public administration reform, better known as the New Public Management - NPM, which began in the mid-1970s, had a key impact on the development of modern public administration. The NPM emphasizes the economic values of public administration, to the detriment of its other values. Public Private Partnership- PPP is one of the basic elements of NPM doctrine. PPP is a partnership between the public and private sector that aims to provide a service traditionally provided by the public sector. An integral part of every PPP is the Value for Money methodology. The “Value for money”- VfM method emerged in this process of public administration reform, first in the UK. The document of the British Government Private Finance Initiative (PFI) from the year 1992, presented the basis for the creation of a new so-called “Venture”, which at that time was called a joint venture, and which is today known as PPP. PPP is a relatively new institute that has existed in the Republic of Serbia since 2011. In this paper, we will deal with the application of the VfM methodology in PPP projects related to street lighting in the Republic of Serbia, and try to give answer about social and economic justification of PPP and potential economic savings that can be achieved in the public sector through the implementation of PPP. At the present time, when there is more and more talk about the need for environmental protection, sustainable development and energy efficiency, PPP projects can have an increasing importance in this area. For this reason, we have limited the application of VfM methods in PPP projects in the Republic of Serbia only to street lighting projects which provide the mentioned goals.

The article deals with the households of the nobles and peasants in the first half of the nineteenth century in Užventis parish, Samogitia. In the middle of the twentieth century, John Hajnal and Peter Laslett started researching the history of resident households. The researchers formulated theoretical and methodological foundations for household analysis and encouraged other historians and demographers to undertake similar studies. The researchers who analysed the households of Central and Eastern Europe either refuted or corrected many of the statements proposed by John Hajnal and Peter Laslett and established that the most common household in Central and Eastern Europe was a nuclear household, although in many cases it was also possible to find an extended household. However, it was not clarified at what age people started building new households and which household model dominated in Samogitia. Also, it was not known what the difference between a household of nobles and a household of peasants was. The data on the households of the nobles and peasants also interconnected. The households of landlords were bigger than the households of peasants and the petty nobility, because the menage of a landlord used to be part of the household. After analysing the aforementioned data, it has been discovered that in the first half of the nineteenth century, nuclear household dominated Užventis parish. Extended household models were often found as well. The Catholic inhabitants of Užventis parish married late and had a child every two years. Around 3500 Catholic residents lived in Užventis parish in the first half of the nineteenth century. The analysis of the data showed that nuclear household dominated the Užventis parish in the first half of the nineteenth century.

Since its founding of the republic, Americans have devised a variety of different ways to reconcile unity with depth, separation with checks, and presidentialism with republicanism. This chapter surveys the succession of informal institutional and organizational improvisations that periodically altered practical working relationships within the American constitutional system. These extra-constitutional contrivances created several distinctive “systems” of administration, each of which preserved the republican idea of inter-branch collaboration. Nineteenth-century remedies were party-based; twentieth-century remedies were administration-based. The move from one system to the next marked a profound change in the operation of government at large, but at every turn, a more powerful presidency was corralled into novel arrangements that reaffirmed collective responsibility. The origins of our beleaguered republic lay in the 1970s, when that spirit of accommodation began to break down. Presidents grew more independent in their political and institutional powers, and they asserted their right to unitary control over the executive branch more vigorously. In the congressional pushback, collaboration gave way to a constitutional face-off.

This chapter discusses how social psychology can offer theoretical contributions for a better understanding of the relations between the institutional and public spheres and how this may impact change in ecological matters. First, it introduces the difference between natural and agreed—or chosen—limits to human action and draws on Sophocles’s Antigone to illustrate this and discuss how legitimacy has roots in the many heterogeneous values of the public sphere/consensual universe, while legality arises from the institutional/reified sphere. Recalling some empirical research in the area of social studies of sustainability, it then shows how a social representations perspective can help us understand the dynamic and interdependent relations between the institutional or reified sphere and the consensual or common sense universe—and their implications for social change and continuity.

Taking the 1903 death of Pope Leo XIII as its starting point, the conclusion extends beyond the legal separation of Church and State (1905) in order to trace the ways in which the processes of transformation that were set in motion during the late nineteenth century continued well into the twentieth century. Pierre Nora’s concept of the lieu de memoire illuminates the numerous ways that the sites of Catholic and French memory that the book explores—whether as opera, popular theatre, or concert—found an extraordinary ally in the Republic as it collectively harnessed the power of memory. From its “origin” in the French medieval era, to its transformations throughout the fin-de-siècle, to the response to the devastating fire at Notre-Dame in 2019, the Catholic Church provided (and continues to provide) a new mode of expression for the French Republic. In effect, the success of the twentieth-century renouveau catholique was set in motion by its nineteenth-century forbear: the path was paved by the Republic’s musical Ralliement and the memorialization of its Catholic past as a fundamental cornerstone of its modern existence.

Pasture-based livestock farming generates income in regions with limited resources and is key to biodiversity conservation. However, costs derived from fighting disease can make the difference between profit and loss, eventually compromising farm survival. Animal TB (TB), a chronic infection of cattle and other domestic and wild hosts, is one of the primary limitations of beef cattle farming in some parts of Europe. When an animal tests positive for TB, a loss of profit is caused in the farm, which is due mainly to the animal’s slaughter, replacement of the slaughtered animal and the need to immobilize the rest of the herd. We estimated the economic impact in terms of loss of profit as a result of incremental costs and forgone incomes. We show that farms with a larger number of heads are more capable of dealing with the loss of profit caused by the disease. The quantification of the loss of profit contributes to the ongoing debate on the co-sharing of TB costs between government and farmers. The compensation farmers receive from the public administration to mitigate the economic effects of the disease control interventions is only intended to balance the loss due to slaughter of the infected cattle, being the loss of profit a more global concept.

The nineteenth-century founders of sociology were in no doubt that sociology is a predictive discipline. This was a key component of its constitution as a science, in contrast to religious mythology and metaphysics. Comte's formula ‘Savoir pour prévoir et prévoir pour pouvoir’ neatly captures the mood and mission of the sociological enterprise at its foundation. As the twentieth century closes, prediction has become almost a taboo word, connoting an embarrassing affiliation to vulgar positivism, scientism and technocracy. This article argues that many of our current fears about prediction are exaggerated or misplaced. If sociology is to regain its standing in the public domain we need to reclaim prediction as a core element in the sociological project.
