Quality assurance in public health presents one of the key factors in the quality of health service. Accordingly, there is increasing awareness of the need to integrate quality systems and their principles into the healthcare system. Their role is important in the context of quality assurance in accordance with patient requirements as well as in the process of improving the quality of health care service. They are essential for the successful implementation of a quality management system and refer to customer focus, leadership, engagement of people, process approach, improvement, evidence–based decision making, and relationship management. This paper presents the results of a study among Croatian Institutes of Public Health with regard to the level of implementation of quality principles related to employee engagement, improvement and internal customer focus. Analysis focused on the relationship between focus on internal customer (employees) and improvements as well as the employee engagement and improvement respectively. Results show there is a strong positive relationship between employee engagement and improvements, while between internal customer focus and improvement the relationship has not been verified. In the context of standardization of quality of public health services, the paper aims to expand theoretical knowledge about TQM principles, with the emphasis on the employee engagement, internal customer focus (employees) and process improvement. The results can serve as a basis for improving the existing practice of quality management system implementation in the public health sector, with emphasis on employees.

As the competition for products and services continues to grow, with customer satisfaction playing an integral part in this process, organizations are faced with the task of ensuring quality in all of their activities. Since many organizations do not necessarily produce the entire product or deliver the service by themselves, they are dependent on other vital sources, for example, suppliers, that impact quality of the finished product/service. This necessitates development and implementation of a quality management system which can integrate information from the various entities to facilitate decision making in a timely manner. Additionally, it is desirable for such a quality management system to be responsive to the existing quality environment at the various sources that contribute to the manufacture of the product or delivery of the service. This chapter provides a foundation for accomplishing such quality management objectives.

The possibility of implementing a quality management system in the hotel and restaurant complex of Ukraine based on the William Edwards Deming’s principles of quality management to meet the requirements of ISO 9000 quality standards and Hazard Analysis and Critical Control Points (HACCP) is substantiated in the article. The purpose of the study is to adapt the William Edwards Deming’s principles of quality management to their implementation in the hotel and restaurant business to ensure the stability of services quality in the modern market, the orientation of managers on creation of conditions for the enterprise’s continuous improvement. Standard DSTU ISO 9000-2015 "Quality management systems. Fundamentals and vocabulary" provides seven general principles of quality management, specific to all activities: customer focus, leadership, employee engagement, process approach, improvement, decision-making based on evidence, relationship management. Ensuring these principles makes it possible to manage the quality of enterprises, including the hotel and restaurant industry. The quality management of hotel and restaurant services is considered as a set of interconnected subjects, objects, principles, methods and functions of management, focused on the development and satisfaction of quality requirements and reduction of its costs. Ukraine has a significant potential in the development of hotel and restaurant services. The expansion of the hotel and restaurant business infrastructure is required as well as the establishment of institutions for employees’ training and retraining. The priority is to develop the country’s own regulatory framework that would regulate the quality of services in this area. The quality management system of hotel and restaurant services must guarantee the customer’s requests satisfaction while being served in the hotel and restaurant at all stages and at all levels. Therefore, the issue of development and practical application of the enterprises’ internal standards which determine the general components of the hotel and restaurant services quality is of great importance.

In recent years, the security and defense sector of Ukraine has been undergoing reforms aimed at gaining the country's membership in the NATO North Atlantic Treaty Organization. One of the many aspects of these reforms is the introduction of some specific standards, in particular, the AQAP 2000 series standards in the quality management systems of military equipment enterprises. In the case of implementation of several international standards at the enterprise, there is a need to create integrated quality management systems. The article presents options for implementing two or more standards in the QMS of the enterprise, analyzes their disadvantages and advantages. The main requirements of the AQAP 2110 standard, which should be integrated with the requirements of the ISO 9001 standard in the context of the PDCA cycle ("Plan-Do-Check-Act"), are considered. The stages of the implementation of integrated QMS are described. The scheme of deliveries of products to the customer in which there is a certification of the quality management system of the manufacturer (supplier) by the external body on conformity assessment, control over the quality of production by military representation, and the government quality assurance GQA has resulted. Government quality assurance GQA means that the authorized national body carries out the process of assessing the conformity of the quality management system of the manufacturer (supplier) to the requirements of ISO 9001 and NATO standards AQAP 2000, which allows the customer to gain confidence in the quality of defense products. A special requirement is to draw up a Quality Plan, which defines the activities, processes, resources, responsibilities of the manufacturer, etc., to convince the customer and the GQA representative that the company can manufacture and supply products of appropriate quality and on time, because in case of defective products or failure to deliver is lost time for a replacement or waiting, and this is a constant risk to the country's combat readiness. Requirements for the content and design of the Quality Plan are given in the standard AQAP 2105. In addition to the above, the following specific requirements of AQAP 2110 are analyzed as the operation of the metrological support system at the enterprise according to DSTU ISO 10012, product configuration management with software according to ACMP 2100, risk management, etc.

The article defines the essence of the quality management system of higher education, in particular the structure and functions. The author notes that it is the system of higher education that shapes human potential. It is determined that the development of the higher education system and improving its quality is a priority, a strategic goal of each state, as this development is associated with the development of the economy and society as a whole. It is proved that the modernization of the education system is aimed at ensuring its quality in accordance with the latest advances in science, culture and social practice. The quality of education is a national priority and a prerequisite for the national security of the state, compliance with international norms and requirements of the legislation of Ukraine on the implementation of the right of citizens to education. In addition, it is explained that the number of requirements for higher education is growing every year, which leads to the need to create and implement a quality management system that is compatible with the existing ISO standard for free economic zones. The components of the quality assurance system of higher education according to this standard are given and the procedures that are implemented to improve it are indicated. It is noted that the state standard of higher education determines the list of qualifications of the relevant educational and qualification levels, the list of areas and specialties for which specialists are trained in the free educational and qualification levels, as well as requirements for educational levels of higher education. Seven principles of implementation of the Bologna system in Ukraine are given, and it is proved that the means of ensuring the quality of higher education are enshrined in the Bologna Declaration. It is determined that in order to control and improve affairs in the field of higher education, a state body was established — the National Agency for Quality Assurance in Higher Education, whose goals are to guarantee the quality of services, recognize the quality of scientific results, ensure systemic impact. It is emphasized that quality education should be seen by the state and society as an instrument of social, cultural harmony and economic growth to build a competitive and strong state, and therefore the quality of higher education should be the subject of constant attention of researchers and reformers.

The quality of Environmental Impact Assessment (EIA) very much depends on the efficiency of the management system of the EIA consultant organizations. As per statutory requirements, EIA Consultant Organisations must have an accreditation for carrying out the EIA study in India from the National Accreditation Board for Education and Training (NABET) which is a nodal organization under the Quality Council of India (QCI) as per Gazette Notification dated March 3, 2016. The Quality Management System (QMS) is an integral part of the accreditation process, hence the study provides an analysis of the effectiveness of QMS for Accredited EIA Consultant Organisations (ACOs) in reality. The relationship between QMS and EIA reports is analysed from NABET database for various accredited consultant organizations across the country. The study revealed that the quality management system has a significant impact on the EIA reports. The major factors affecting EIA quality are lack of implementation of a quality system, inadequate knowledge of the system and lack of data interpretation. A regular review of QMS by NABET helps maintain the quality at every step of EIA. It suggests that there is a scope for developing a strategic framework to reach excellence in EIA reports through developing a strategic management system for the betterment of society and environment.

Lifelong learning is one of the major challenges that education systems and education policies of the EU countries are facing at present. More and more people around the world are aware that their studies do not end with their high school or university graduation. They continue to educate themselves afterward via different opportunities - courses in private schools or vocational training centers, evening or extra-curricular training at high schools, self-study and more.A major problem of non-formal and informal learning is its quality. Employers need staff who can meet the quality standards established in their country or internationally. Given this, it is necessary to build systems for validation of the results of previous learning and to ensure the quality of these validation systems. It is, therefore, necessary to establish and implement validation quality assurance systems. The main purpose of this VQA system is to ensure a high quality of the validation process.Each validation quality assurance system should be integrated into the overall quality management system of the validating organization, which is part of its management system.Updating organizational management systems through the introduction and improvement of quality management systems is a basic necessity for all organizations, no matter their size. The adoption and operation of a quality management system should be considered a top priority in the management strategy of any organization seeking to increase its effectiveness. The sustainable development of every institution or company requires quality assurance.Essential activity related to these systems is surveying the opinion of two groups of people – the candidates for validation and their employers. To make the survey process more effective and efficient, it is appropriate to ask the question, "Are there modern technologies to make it easier?". The answer is, "Yes, of course – clickers, online polls and others."This paper considers the implementation of Google Forms as one such technology alternative for the facilitation of the survey process. The functionalities of the Internet-based software and the advantages of its use and the ways of dissemination of the surveys are explained. The alternatives for conducting the survey process by the indicated forms are discussed.

The interaction of quality management and knowledge man­agement are analyzed quite widely in scientific literature and discussed with reference to various models integrating these two management theories. However, there are not enough precise tools that could provide a possibility of improving the quality of products and services through knowledge management. To this end, the article examines the already existing models for the interaction between quality management and knowledge management. The results of a survey on Lithuanian industry show what organizational knowledge is the most important while implementing quality management principles aimed at improving quality. The correlation analysis method showed the relationship between quality management principles (process approach, continual improvement, management, facts) and the factors defining the product and process quality (the extent of determining process execution time, process resources, costs of process stages, indicators for products and/or services, the dura­tion of the process, the extent of measuring indicators, the extent of collecting information on indicators, the extent of collecting information about the costs of the process). Santrauka Kokybės vadybos ir žinių vadybos sąveika mokslinėje literatūroje analizuojama gana plačiai, aptariami įvairūs sąveikos modeliai integruojant šias dvi vadybos teorijas. Tačiau nepakankamai nagrinėjamos konkrečios priemonės, kuriomis būtų galima pagerinti produktų ir paslaugų kokybę pasitelkiant žinių vadybą. Tuo tikslu straipsnyje analizuojami jau egzis­tuojantys kokybės vadybos ir žinių vadybos sąveikos modeliai bei pateikiami Lietuvos pramonės įmonių tyrimo rezultatai, parodantys, kokios organizacinės žinios svarbiausios įgyvendinant kokybės vadybos principus, skirtus kokybei gerinti. Taikant koreliacinės analizės metodą nustatyta, kad egzistuoja ryšys tarp kokybės vadybos principų (procesinio požiūrio, nuolatinio gerinimo, valdymo remiantis faktais) įgyvendinimo lygio ir veiksnių, apibūdinančių produktų ir procesų kokybę (procesų įvykdymo laiko nustatymas, procesų išteklių nustatymas, procesų etapų išlaidų nustatymas, produktų ir (ar) paslaugų rodiklių nustatymas, rodiklių matavimas, rodiklių informacijos rinkimas, informacijos apie proceso trukmę nustatymas ir informacijos apie proceso išlaidas rinkimas).

Abstract. Today's society has entered the era of big data, and the quality of surveying and mapping results has become the focus of government departments. As the statistical results of other industries, surveying and mapping results as one of the basic data sources provide data support for government decision-making, The status of surveying and mapping projects is constantly improving. This article introduces the ISO9001 quality management system implemented by the surveying and mapping production unit, the CMA quality management system implemented by the surveying and mapping quality inspection unit, and the first-level acceptance system for the two-level inspection of surveying and mapping products. Through the cause and effect diagram, taking the quality control of the fundamental geographical conditions monitoring of the national major surveying and mapping project as an example, the use method of the core tool 5M1E (Man, Machine, Material, Methods, Measurement, Environment) in the quality management system is demonstrated to prove that the quality management system plays an important role in the project. Provide reference experience for peers.
